ASYMPTOTIC STABILIZATION FOR A DISPERSIVE-DISSIPATIVE EQUATION WITH TIME-DEPENDENT DAMPING TERMS

  • A long-time behavior of global solutions for a dispersive-dissipative equation with time-dependent damping terms is investigated under null Dirichlet boundary condition. By virtue of an appropriate new Lyapunov function and the Lojasiewicz-Simon inequality, we show that any global bounded solution converges to a steady state and get the rate of convergence as well, when damping coefficients are integrally positive and positive-negative, respectively. Moreover, under the assumptions on on-off or sign-changing damping, we derive an asymptotic stability of solutions.

Localization and a Distributed Local Optimal Solution Algorithm for a Class of Multi-Agent Markov Decision Processes

  • We consider discrete-time factorial Markov Decision Processes (MDPs) in multiple decision-makers environment for infinite horizon average reward criterion with a general joint reward structure but a factorial joint state transition structure. We introduce the "localization" concept that a global MDP is localized for each agent such that each agent needs to consider a local MDP defined only with its own state and action spaces. Based on that, we present a gradient-ascent like iterative distributed algorithm that converges to a local optimal solution of the global MDP. The solution is an autonomous joint policy in that each agent's decision is based on only its local state.cal state.

Presteady State Kinetics of ATP Hydrolysis by Escherichia coli Rho Protein Monitors the Initiation Process

  • Escherichia coli transcription termination factor Rho catalyzes the unwinding of RNA/DNA duplex in reactions that are coupled to ATP binding and hydrolysis. We report here the kinetic mechanism of presteady state ATP binding and hydrolysis by the Rho-RNA complex. Presteady state chemical quenched-flow technique under multiple turnover condition was used to probe the kinetics of ATP binding and hydrolysis by the Rho-RNA complex. The quenched-flow presteady state kinetics of ATP hydrolysis studies show that three ATPs are bound to the Rho-RNA complex with a rate of $4.4\;{\times}\;10^5M^{-1}s^{-1}$, which are subsequently hydrolyzed at a rate of $88s^{-1}$ and released during the initiation process. Global fit of the presteady state ATP hydrolysis kinetic data suggests that a rapid-equilibrium binding of ATP to Rho-RNA complex occurs prior to the first turnover and the chemistry step is not reversible. The initial burst of three ATPs hydrolysis was proposed to be involved in the initialization step that accompanies proper complex formation of Rho-RNA. Based on these results a kinetic model for initiation process for Rho-RNA complex was proposed relating the mechanism of ATP binding and hydrolysis by Rho to the structural transitions of Rho-RNA complex to reach the steady state phase, which is implicated during translocation along the RNA.

  • In this work, the authors study the blow-up properties of solutions to a parabolic system with nonlocal boundary conditions and nonlocal sources. Conditions for the existence of global or blow-up solutions are given. Global blow-up property and precise blow-up rate estimates are also obtained.

A Humanity-Centered Vision of Soft Power for Public Diplomacy's Global Mandate

  • Remarkably, despite the growing frequency and severity of global problems such as climate change, earthquakes and health pandemics, public diplomacy has remained largely focused on the goals of state actors and threats from other actors. The Covid-19 pandemic exposed the consequences of focusing on individual actors of public diplomacy, including their competitive quest for soft power, over the more pressing needs of humanity and public diplomacy's global mandate. The aim of this piece is to expand the vision of soft power from a competitive state-centric perspective to a broader and more collaborative, humanity-centered perspective. Although public diplomacy's link to power may appear recent and linked to Nye's (2004) concept of soft power, research suggests that it may stem from the traditional diplomacy's "diplomacy of imperialism" (Langer, 1935) that immediately preceded public diplomacy's rise. While this diplomatic heritage may currently dominate public diplomacy perspectives, humankind's global heritages and evolutionary capacity for cooperation suggest another vision is possible. The paper draws upon Alexander Vuving's (2009) explanation of how soft power works in a comparative analysis with Nye's original works to sketch out a new humanity-centered perspective of soft power. The paper concludes with implications of a humanity-centered perspective of soft power for public diplomacy's global mandate.

세계 경제위기 이후 복지국가의 진로 (The Trajectories of Welfare States after Global Economic Crisis)

  • 최근 글로벌 경제위기 직후 각국은 경기부양책의 일환으로 일제히 복지지출을 늘렸으나 재정위기가 불거지면서 복지지출을 급속히 축소시켰다. 그렇다면 경제위기 이후 복지국가는 어떠한 역사적 변곡점을 통과하고 있는 것일까? 빈곤과 양극화로 복지와 이를 책임지는 국가 역할에 대한 요구는 높아지고 있지만, 국가의 위기 대응은 사실상 금융산업 구제와 감세에 집중되었다. 국가는 시장 조정과 개입 능력에 많은 한계를 보였다. 대규모 구제금융 등으로 인한 재정 압박, 정치적 개인주의의 증대와 계급정치 변화 경향, 그리고 복지제도와 금융부문의 혼합 등과 같은 요소들로 볼 때 향후 복지국가 진로에 대해 낙관적 전망을 하기는 어렵다. 경제위기 이후 신자유주의적 자본축적 전략과 국가전략이 유지되고 있는 가운데 중간층 대상의 현금급여 위주로 복지 축소가 진행되고 있다. 따라서 과거와 같은 계급타협보다는 복지국가가 최소수준 보장을 통해 빈민에 대한 포섭을 강화하는 것이 유력하게 전망 된다. 이러한 최소주의 복지국가로의 진행을 막는 관건은 아래로부터의 연대를 통해 자본을 압박하는 것이지만, 그 전망은 불투명하다.

Dynamic analysis of buildings considering the effect of masonry infills in the global structural stiffness

  • This research work presents a study that aims to assess the dynamic structural behaviour and also investigate the human comfort levels of a reinforced concrete building, when subjected to nondeterministic wind dynamic loadings, considering the effect of masonry infills on the global stiffness of the structural model. In general, the masonry fills most of the empty areas within the structural frames of the buildings. Although these masonry infills present structural stiffness, the common practice of engineers is to adopt them as static loads, disregarding the effect of the masonry infills on the global stiffness of the structural system. This way, in this study a numerical model based on sixteen-storey reinforced concrete building with 48 m high and dimensions of $14.20m{\times}15m$ was analysed. This way, static, modal and dynamic analyses were carried out in order to simulate the structural model based on two different strategies: no masonry infills and masonry infills simulated by shell finite elements. In this investigation, the wind action is considered as a nondeterministic process with unstable properties and also random characteristics. The fluctuating parcel of the wind is decomposed into a finite number of harmonic functions proportional to the structure resonant frequency with phase angles randomly determined. The nondeterministic dynamic analysis clearly demonstrates the relevance of a more realistic numerical modelling of the masonry infills, due to the modifications on the global structural stiffness of the building. The maximum displacements and peak accelerations values were reduced when the effect of the masonry infills (structural stiffness) were considered in the dynamic analysis. Finally, it can be concluded that the human comfort evaluation of the sixteen-storey reinforced concrete building can be altered in a favourable way to design.

소설의 발생과 성적 계약 -국민국가 담론을 넘어 (The Rise of the Novel and the Sexual Contract: Beyond correspondence between novel and nation-state)

  • The studies of correspondence between novel and nation-state, among which The Rise of the Novel by Ian Watt is supposed to be the first book, have flourished for more than twenty years, encouraged by Benedict Anderson's and Cathy Davidson's works. According to them, the novel should come simultaneously with, or after the foundation of the nation-state, and testify to its production or the emergence of its subject/citizen. This paper questions about these prepositions, trying to introduce a new paradigmatical approach, "between global and transnational historical approach," to first novels in transatlantic areas including England and atlantic coastal areas. In its complex relation to a variety of colonial, post-colonial, and transnational geopolitics, various cultural practices such as history, traveler's tales and epistolary novels can be included in the genre of the novel. The idea of the sexual contract by Carole Pateman is very useful because it helps more clearly understand the nature of relation between men and women in the capitalist reproduction, while the social contract tells about the relation between men as citizens. Unlike Freud in Totem and Taboo, Zilboorg argues that there were primordial and violent scenes such as rape before the first sexual contract. This paper will illuminate that "the rise of the novel" corresponded with the emergence of the sexual contract. In the so-called first novel Pamela, the heroine Pamela was threatened to be violated by Mr. B., and was really even confined in his cottage. Mary Rowlandson's The Captive Narrative shows that her body was confined as an English female captive, and troubled with imaginary rape by Indians which resulted in the unequal sexual contract between her and her puritan community in America. However, Leonora Sansay's Secret History in an alternative communality, which was not a nation-state, was different from both novels mentioned above, in that it shows the possibility of emancipation from their unequal marriage, the sexual contract. Therefore, it can be argued that "between global and transnational historical approach" has a possibility to provide a new vision of global sisterhood and solidarity to recognize globalized women's violence, and free themselves from the unequal sexual contract.

문화, 제국, 민족 -비판적 전유를 위한 에드워드 사이드의 『문화와 제국주의』 읽기 (Culture, Empire, and Nation: A Critical Appropriation of Edward Said's Culture and Imperialism)

  • This essay examines Edward Said's Culture and Imperialism focusing on the concepts of 'culture,' 'empire,' and 'nation'. The approach is critical, theoretical, and historical rather than explicatory. Consequently, the range of the essay is not limited to Said's own explanation and argument about Western imperialism and its culture presented in the book. In doing this, this essay finally purposes to be a discursive resistance to the current global empire, the United States, via a critical reading of Said's work. Said's notion of culture is set upon to disclose the function of culture as an apparatus of ideological consent of the dominated to the dominant. When applied to imperial practice, Western culture functions to subject the colonized to the colonizer. Said's geographical approach to imperialism complements the historical understanding of imperialism. Imperialism is not only the practice of Western-centered historicism but also the spatially mutual interaction between the West and the rest of the world. Along with European imperialism, Said poses the current global empire of the United States as his main target of criticism. Said's problem is that he takes the United States as a nation-state. When examined, the United States is not a nation-state, but today's empire. The empire in the appearance of the nation-state United States does not work for the interest of the American nation, that is, the American people. The empire is the transnational and postnational political and economic institution that works for the interest of global capital. In order to resist the current global empire, this essay suggests that the building or restoration of nation-states with its basic principle of people's sovereignty is in need.
