A Study of Developing Comprehensive Policies for Low-Income Single-parent Households - Using a Concept of Social Exclusion (사회적 배제 집단으로서의 저소득 모자가족과 통합적 복지대책 수립을 위한 연구)

  • The study starts from the critical thought on why most of female-headed single-parent families are under poverty regardless of their hard working. The study is to explore the lives of low-income single-parent families as working poor and to develop comprehensive policies for them out of poverty and other social vulnerability, using the concept of social exclusion which has been broadly introduced in the field of social science. Specifically, the study aims to analyse the process of social exclusion of low-income single-parent households, by comparing the differential lives in the economic, social, political aspects among male-headed dual-parent household, female-headed single-parent household, and poor female-headed lone-parent household who is under the public poverty line. The study was based on the secondary data analysis. A total of 3182 samples(the first 2508, the second 235, and the third 439) were included. Using SAS 6.12, frequency, chi-square, means, and ANOVA were utilized for the statistical analysis. Results show that single mothers, on the whole, are vulnerable population in terms of employment, housing stability and income. Also, low-income households of single mothers are more negatively affected by the IMF economic crisis and carry more pessimism on their future. In comparison with male-headed households, single mothers have fewer support from social insurance as well as family resources and higher burdens of additional caring need for the old, the disabled, and the chronically ill. These findings identify the reality in which female-headed households with dependent children are exposed to the overall social vulnerability and thus are easily trapped into the social disadvantaged. finally, the study suggests the development of comprehensive policies and counter-measurements for low-income female-headed families to be the primary member in our society.

Research on the Emergence of Dominant Design from Technological Competition in the Flat-panel Display Industry (평판 디스플레이 기술경쟁에서 지배적 디자인의 출현에 관한 연구)

  • Electronic displays have developed as instruments that function as windows of information to satisfy the bidirectional needs of electronic device manufacturers and users. The cathode-ray tube (CRT) display once dominated the display industry. Now, the liquid crystal display (LCD) is dominant, and promising displays are competing to become the next-generation display. Displays reflect the characteristics of the information and communication technology (ICT) industries, such as technological changes, innovative features, and competitive dynamics, and have technologically evolved to dominate the industry and market through various ICT devices. This research utilizes a dominant design concept and examines the case of the flat-panel display industry to propose a comprehensive framework, which considers technological, organizational, and environmental characteristics, of the determinants influencing dominance in the technology-intensive ICT industry. The results show that a dominant design in the flat-panel display industry emerges from technological competition among several designs, based on technological characteristics and market acceptance, and dominates the industry and market by various environmental factors. Our results emphasize the difference between generic technologies and the speed of technological innovation and expand the understanding of the emergence of a dominant design. Furthermore, this paper suggests practical implications for establishing a competition strategy and strategic guidance for other ICT industries as well as the display industry.

  • Recently, our company has entered the modern knowledge company, government policy and regulation has a big influence on people's lives. Also, unlike in the past, I am hoping for administrative intervention as a problem peculiar to the environment, such as environmental housing problems, urban transportation problems, misuse problems, etc. and corporate pending issues. In this study, through the 10th year of the Seoul Special Citizen Judicial Police Force, if the local autonomy is a special envoy, it will try to present the correctness in the organization luck. As a measure to secure the nature of administrative action, the method of investigation was through the study of the execution process of administrative penalty and its result based on the statistical data of Seoul City. Therefore, we will analyze the process and operation of the 10-year organizational change of the Seoul Metropolitan Government's police force and examine how the police force of the people's livelihoods, which is a special investigation organization, is expanding its duties in order to strengthen the enforcement power of the administration. Also, we will make future-oriented suggestions to encourage the readjustment of the current relevant laws, such as the Ministry of Patriots and Veterans Affairs, and to actively accommodate the expected changes of the special law police organization in charge of the enforcement of the police system.

Asset Prices and Consumption Dynamics in Korea (자산가격변동과 민간소비의 동태적 반응)

  • This paper examines consumption dynamics in relation to asset prices in Korea. Empirical analysis based on the error correction model shows that personal consumption is affected by changes in asset prices but the consumption converges to the long-run level of consumption corresponding to the total income flow in two years. This adjustment in consumption implies that the consumption error, reflected in the error correction term, should have predictability for the future consumption growth during the adjustment period. It is found that the error correction term has a long-run predictability for consumption over up to about 3 years; thus, confirming the error correction model. It is also found that housing prices have larger effects on consumption compared with stock prices in Korea. In addition, the effects of income and asset prices on consumption show bigger effects during contractionary period than expansionary period in business cycles. This paper also analyzes effects of asset wealth that reflects changes in both price and quantity. It is found that asset wealth has a long-run effect on consumption in addition to total income as determinants of consumption. Since wealth effects usually indicate the long-run effect of changes in asset wealth on consumption that is not explained by labor income, which is the proxy for human source of wealth, it is estimated with labor income used as a control variable. According to the estimation, the marginal propencity to consume out of asset wealth is approximately 2%. It means that 1,000won increase in asset wealth may lead to 20 won increase in consumption.

Systematic Review of Smoking Initiation among Asian Adolescents, 2005-2015: Utilizing the Frameworks of Triadic Influence and Planned Behavior

  • Background: A recent WHO data report on mortality attributable to tobacco use including cigarette smoking indicated a very high burden of deaths in Asia and that people often initiate smoking as early as young adolescents. The objectives of this study were to systematically review peer-reviewed articles on cigarette smoking initiation among Asian adolescents and to develop a conceptual model of factors influencing smoking initiation by integrating all relevant factors based on existing data. Materials and Methods: Following a PRISMA guideline, a systematic review of articles published between 2005 and June 2015 was conducted using 5 databases on cigarette smoking initiation among adolescents (aged 10-19 years) living in Asia. We summarized the main findings of each study according to our research questions and data that emerged during the data extraction process. Analysis and categorization were based on the TTI and TPB models and classification of factors extracted from the study, were as follows: personal factors, social factors, broader environmental factors, mediators, and intention to initiate smoking and smoking behavior. Results: Of 1,227 identified studies, only 20 were included in this review. Our findings found that the mean age of cigarette smoking initiation ranged from 10 to 14 years and those who are more likely to initiate smoking are male, older adolescents, adolescents with low parental SES, individuals with low parental monitoring, low parental education level and having no discussion on smoking at home, those living in public housing and those exhibiting health-risk behavior. Our study also revealed that the risk of smoking initiation increased when they are exposed to smokers, influenced by peers, exposed to tobacco advertisements, receive pocket money, have lack of knowledge about smoking, have poor school performance, have a family conflict and have psychological problems. The conceptual model developed demonstrated complex networks of factors influencing initiation. Conclusions: This systematic review presents various factors influencing smoking initiation of the Asian adolescents and provides a conceptual framework to further analyze factors. Future studies should have a standard measure of smoking initiation, should analyze interactions and the intensity of relationships between different factors or variables in the conceptual model. This will in turn consolidate the understanding of the different factors affecting smoking initiation and will help to improve interventions in this area.

Comparison of Characteristics of Drone LiDAR for Construction of Geospatial Information in Large-scale Development Project Area (대규모 개발지역의 공간정보 구축을 위한 드론 라이다의 특징 비교)

  • In large-scale land development for the rational use and management of national land resources, the use of geospatial information is essential for the efficient management of projects. Recently, drone LiDAR (Light Detection And Ranging) has attracted attention as an effective geospatial information construction technique for large-scale development areas, such as housing site construction and open-pit mines. Drone LiDAR can be classified into a method using SLAM (Simultaneous Localization And Mapping) technology and a GNSS (Global Navigation Satellite System)/IMU (Inertial Measurement Unit) method. On the other hand, there is a lack of analytical research on the application of drone LiDAR or the characteristics of each method. Therefore, in this study, data acquisition, processing, and analysis using SLAM and GNSS/IMU type drone LiDAR were performed, and the characteristics and utilization of each were evaluated. As a result, the height direction accuracy of drone LiDAR was -0.052~0.044m, which satisfies the allowable accuracy of geospatial information for mapping. In addition, the characteristics of each method were presented through a comparison of data acquisition and processing. Geospatial information constructed through drone LiDAR can be used in several ways, such as measuring the distance, area, and inclination. Based on such information, it is possible to evaluate the safety of large-scale development areas, and this method is expected to be utilized in the future.

Comparison of Synchronization Phenomenon & the Changing Rate of the Charter Rates by major cities - Korea, Seoul, Busan, Daegu, Gwangju, Daejeon - (주요 도시별 전세가율의 동조화 현상과 변동률 비교 - 전국, 서울, 부산, 대구, 광주, 대전 -)

  • The purpose of this paper is to find the direction by analyzing the synchronization phenomenon and the change rate of apartment charter rate in Korea, Seoul, Busan, Daegu, Gwangju and Daejeon. For this purpose, this study used a total of 239 monthly data from January 2000 to November 2019 in Kookmin Bank housing statistics. In the correlation analysis, Korea showed the highest relationship in order of Seoul, Busan, Incheon and Daegu. Seoul showed a low figure of 0.3 without any distinctive features from other cities. On the other hand, Busan, Daejeon and Daegu showed high correlations. As a result of the regression analysis, Korea and 5 major cities were all moving in the same direction with positive(+) values. And Busan and Seoul responded significantly to Korea. In the shock response, Korea is most shocked by the change in Seoul. Daegu is relatively shocked by Busan and Daejeon. Seoul's charter rate has declined most strongly in the last three years. Therefore, it is time to be careful not to incur losses due to gap investment. If we look at the relationship between the charter rate and the sale price in future studies, we can better understand the Korean apartment market.

A Study on Identifying Problems by the Comparative Analysis of High-Rise Apartment Evacuation Design Codes (고층 아파트 피난설계기준 비교분석을 통한 문제점 도출 연구)

  • The recent tragic outbreak of fire at the Grenfell Tower in the United Kingdom compels all branches of government to reexamine and reassess the safety measures against fires in high-rise buildings from a broad perspective. Accordingly, this study examined what problems stem from the current evacuation codes by comparative analysis of the high-rise apartment evacuation codes that range over various individual laws before introducing a new evacuation code. The outcome of this study can be utilized as basic data for amending the existing evacuation codes for high-rise buildings. The codes related to high-rise building evacuation include the Building Act, the Housing Act, the Skyscraper Disaster Management Act, and the Fire-Fighting System Act. Some local governments have also drawn up their own codes and put them into practice. Comparative analysis of the major evacuation codes has helped identify a variety of problems, such as different codes being applied to each individual law and ordinance, the use of additional codes other than the provisions of laws and ordinances, and the in effectiveness of evacuation codes. Most of these problems occur when diverse codes are applied to a single building, which means that cooperation among the relevant ministries is urgently needed to improve the related codes in the future.

The Relationship between the Growth of Central City and the Growth of Suburban Areas in U.S. Metropolitan Cities (미국 대도시지역들의 도심지역과 교외지역 성장간의 관계에 관한 연구)

  • The purpose of this paper is to explore the relationship between central city and suburban areas. In particular, we examine the relationship of construction activities in suburban areas with construction activities in central city. That is because if the construction activities in central city are correlated with those in suburban areas, the economic trends in those two parts would become interdependent. The construction permit data in 114 Metropolitan Statistical Areas (MSAs) for the past 11 years are used as a central explanatory variable of influencing the relationship, as construction permits issued would reflect population growth, economic growth and housing price in certain area. The main findings of our analysis are as follows. First, MSAs classified as showing high population growth has higher correlation between central city and suburban area than MSAs showing low population growth rate except for only office construction. However, there is little difference in correlation characteristic by the size of MSA Second, most of the MSAs show little causality between the central city and suburban area in lagged situation. Therefore, it is hard to say that the past trend of construction activity in central city reflects in direct the future trend of construction activities in suburban area.

Estate Planning among the U.S. Elderly - Focusing on Wills - (미국 노인층의 자산 상속 계획 - 유언장 준비를 중심으로 -)

  • The purpose of this study was to investigate older people's planning for estate distribution by examining the factors associated with their will-holding status. This study used data from the 1994 Assets and Health Dynamics among the Oldest Old (AHEAD) Survey, Wave One. The objectives of this study were (a) to establish profiles of older people who have a written will and to compare their financial portfolios across will-holding status; (b) to identify factors that influence the decision to make a will, and (c) to draw implications for family economists, financial educators, planners, and policy makers. The results suggested that a household's financial resources (i.e., liquid and illiquid assets, housing equity, and household income) positively influence the probability of having a will. Older people who resided in a community property state and who were in poor health were less likely to be will-holders than their counterparts, holding financial resources and other variables constant. Demographic characteristics such as age, education, and race, and behavioral characteristic also were significant determinants of the likelihood of having a will. Volunteer participation and charitable contribution, which are proxies for altruism, increased the likelihood of having a will. The probability of having a will also was higher among those who had life insurance and had gwen inter-vivos gifts of more than $\$5,000$ to their children or grandchildren in the past 10 years. On the other hand, the likelihood of having a will declined with increasing number of biological children. From the findings, implications for financial planners and educators were suggested along with directions for future research.
