The twig blight of mulberry caused by Fusarium lateritium occurs mainly in Buan area, which is the main area of mulberry. The initial symptom on twigs showed dark edge blight and dark orange tiny particles on the spot, and it was withered and died. In the case of mulberry twig blight, the difference in the degree of occurrence between the years is intense, and an average of 2.7% occurred in Buan in 2013, but in 2014, it was difficult to search for the generated fields. In order to find the cause of the difference in the incidence of mulberry twig blight, we investigated and analyzed the weather conditions during cultivation and as a result, the occurrence of the disease increased under the condition that the temperature of the spring was lower and the number of days passing below the winter freezing point increased. In addition, it was analyzed that the occurrence of the next year increases when the rainfall is high and the number of sunshine is low after removing the harvested branches. Therefore, in the event that weather conditions causing twig blight diseases have elapsed, it is necessary to prevent the disease by spraying the registered applied fungicide prophylactically.
In Korean peninsula as well as in Western European Countries, we can find, reddish bands in sandy deposits of various origin. These bands (called "$B_t$ Band"), composed of fine material, are regularly intervalled and parallel to topography. This study is tring to elucidate their origin and associated milieux, with a group of methods and techniques (field survey, micromorphological analysis, granulometry, X-ray diffractometry of clay minerals...). $B_t$ Bands are not sedimentological origin. They were formed by superposition of two type accumulations in the sandy profile, triggered by different mechanisms: 1) accumulation in banded form, concerning silty heterometric material and micas, oweing to cryophoretic forces operating in course of deep freezing of sandy deposits: 2) illuviation of ferrugineous clays in the precedants bands, migrated in chelate state by soil water. The first processes are associated with very cold and humid climate in which freeze soil more than 3m in depth. The second, cold and humid climate in which podzolizattion is generalized. In case of South Korea and Western Europe, these two types of climates are not present circumstance, but Recent Quaternary (probably since the Wurm).the Wurm).

This study was carried out to evaluate a possible change in freeze risk for 'Changhowon Hwangdo' peach buds in three major peach growing areas under the future climate projected by RCP8.5 emission scenario. Mean values of the monthly temperature data for the present decade (2000s) and the future decades (2020s, 2050s, 2080s) were extracted for farm lands in Icheon, Chungju, and Yeongcheon-Gyeongsan region at 1km resolution and 30 sets of daily temperature data were generated randomly by a stochastic process for each decade. The daily data were used to calculate a thermal time-based dormancy depth index which is closely related to the cold tolerance of peach buds. Combined with daily minimum temperature, dormancy depth can be used to estimate the potential risk of freezing damage on peach buds. When the freeze risk was calculated daily for the winter period (from 1 November to 15 March) in the present decade, Icheon and Chungju regions had high values across the whole period, but Yeongcheon-Gyeongsan regions had low values from mid-December to the end of January. In the future decades, the frequency of freezing damage would be reduced in all 3 regions and the reduction rate could be as high as 75 to 90% by 2080's. However, the severe class risk (over 80% damage) will not disappear in the future and most occurrences will be limited to December to early January according to the calculation. This phenomenon might be explained by shortened cold hardiness period caused by winter warming as well as sudden cold waves resulting from the higher inter-annual climate variability projected by the RCP8.5 scenario.
The basic study was performed on the mechanical analysis of frost and heave using program FROST by CRREL, U.S. army corps of engineers. The characteristics of frost heaving in pavement was analyzed by considering climate, pavement sections and subgrade soil conditions in Korea. Water tables were located at the depth of 0.35m, 2m and 3.35m from subgrade. Inputs were evaluated inevitably from the existing references. As a result frost heave and depth were evaluated with respect time. Maximum frost heave decreased lowering the water table and maximum frost depth was less than 15cm from subgrade. Frost action did not affect seriously on the analysis sections.

This study was conducted to delineate temporal and spatial patterns of potential risk of cold injury by combining the short-term cold hardiness of Campbell Early grapevine and the IPCC projected climate winter season minimum temperature at a landscape scale. Gridded data sets of daily maximum and minimum temperature with a 270m cell spacing ("High Definition Digital Temperature Map", HD-DTM) were prepared for the current climatological normal year (1971-2000) based on observations at the 56 Korea Meteorological Administration (KMA) stations using a geospatial interpolation scheme for correcting land surface effects (e.g., land use, topography, and elevation). The same procedure was applied to the official temperature projection dataset covering South Korea (under the auspices of the IPCC-SRES A2 and A1B scenarios) for 2071-2100. The dormancy depth model was run with the gridded datasets to estimate the geographical pattern of any changes in the short-term cold hardiness of Campbell Early across South Korea for the current and future normal years (1971-2000 and 2071-2100). We combined this result with the projected mean annual minimum temperature for each period to obtain the potential risk of cold injury. Results showed that both the land areas with the normal cold-hardiness (-150 and below for dormancy depth) and those with the sub-threshold temperature for freezing damage ($-15^{\circ}C$ and below) will decrease in 2071-2100, reducing the freezing risk. Although more land area will encounter less risk in the future, the land area with higher risk (>70%) will expand from 14% at the current normal year to 23 (A1B) ${\sim}5%$ (A2) in the future. Our method can be applied to other deciduous fruit trees for delineating geographical shift of cold-hardiness zone under the projected climate change in the future, thereby providing valuable information for adaptation strategy in fruit industry.
Although climate change is a global scale question, some concerns have been raised that principles of investment arbitration may not adequately address the domestic implementation of climate change measures. A recent ICSID investment arbitration of Vattenfall v. Germany with regard to the investor's alleged damages from the phase-out of nuclear plants is a salient climate change case. The 2005 Kyoto Protocol was made to reduce greenhouse gas emissions and it provides a number of flexible mechanisms such as Joint Implementation (JI) and Clean Development Mechanism (CDM). Implementation of the Kyoto Protocol allows dispute settlement through investor-state arbitration. Any initiation of stricter emission standards can violate the prohibition on expropriations in investment agreements, regardless of the measures created to reduce greenhouse gas emissions. The effect-based expropriation doctrine can charge changes to existing emission standards as interference with the use of property that goes against the legitimate expectation of a foreign investor. In regulatory chill, threat of investor claims against the host state may preclude the strengthening of climate change measures. Stabilization clauses also have a freezing effect on the hosting state's regulation and a new law applicable to the investment. In the fair and equitable standard, basic expectations of investors when entering into earlier carbon-intensive operations can be affected by a regulation seeking to change into a low-carbon approach. As seen in the Methanex tribunal, a non-discriminatory and public purpose of environmental protection measures should be considered as non-expropriation in the arbitral tribunal unless its decision would intentionally impede a foreign investor's investment.

This study was conducted to check danger of the cold injury by reviewing the lowest temperature by regions and the cold tolerance of Lagerstroemia indica and Pyracantha angustifolia. The cold tolerance of the samples treated at low temperature was evaluated by measuring electrical conductivity and observing browning of the cambium. It was proved that the lethal temperature of L. indica is below $-17.1^{\circ}C$, and that of P. angustifolia is below $-18.9^{\circ}C$. The frequency of the lowest temperature went down below $-17.1^{\circ}C$, was 7 times in Daejeon, 55 times in Cheongju and 72 times in Suwon for the last 45 years. In Daejeon, it has happened only once since 1975. The temperature dropped below $-18.9^{\circ}C$ 45 times in Cheongju and 32 times in Suwon during the same period, but it has not happened at all since 1991. It appears that the rising coefficient of the lowest temperature increases, as the latitude gets higher. As a result, L. indica and P. angustifolia which were planted in the central region of Korea, are considered in danger from freezing injury because the temperature can get very low intermittently in winter. But, the risk of freezing has reduced gradually as the lowest temperature raises each year.

This study was carried out to establish a spatial decision support system for evaluating climatic aspects of a given geographic location in complex terrains with respect to the quality apple production. Monthly climate data from S6 synoptic stations across South Korea were collected for 1971-2000. A digital elevation model (DEM) with a 10-m cell spacing was used to spatially interpolate daily maximum and minimum temperatures based on relevant topoclimatological models applied to Jangsoo county in Korea. For daily minimum temperature, a spatial interpolation scheme accommodating the potential influences of cold air accumulation and the temperature inversion was used. For daily maximum temperature estimation, a spatial interpolation model loaded with the overheating index was used. Freezing risk in January was estimated under the recurrence intervals of 30 years. Frost risk at bud-burst and blossom was also estimated. Fruit quality was evaluated for soluble solids, anthocyanin content, Hunter L and A values, and LID ratio, which were expressed as empirical functions of temperature based on long-term field observations. AU themes were prepared as ArcGlS Grids with a 10-m cell spacing. Analysis showed that 11 percent of the whole land area of Jangsoo county might be suitable for quality 'Fuji' apple production. A computer program (MAPLE) was written to help utilize the results in decision-making for site-selection of new orchards in this region.

This study analyzed farmer's responses to the pilot project in advance of the nationwide expansion of the farm-customized early warning service for weather risk management by conducting a survey among all farmers who received text messages of this service. We analyzed not only the satisfaction of farmers with the early warning service, but also the effectiveness of the service in preventing agrometeorological disasters through cross-tabulation analysis of survey results. More than 330 farmers participated in the survey, and more than 60% of the respondents said that they had prevented or mitigated crop disasters by using the early warning service. The cross-tabulation analysis showed that farmers who perceived the field-specific weather information of the early warning service to be more accurate than the weather forecast were statistically significantly more likely to prevent crop disasters than those who did not. According to our case study, farmers who grew open field fruit crops were particularly sensitive to weather information and confirmed that early warning services, along with disaster prevention facilities, were effective in preparing for freezing and frost injury that had been occurring frequently under the influence of climate change. This study is significant in that it is the first to systematically analyze the effectiveness of the farm-customized early warning service for weather risk management based on extensive surveys. It is expected to contribute to exploring ways to develop the service ahead of the nationwide expansion of the early warning service in the near future.

The main purpose of this paper is to describe the granitic regolith and frost creep phenomena in Daegwanryung area in order to demonstrate the relationship of the weathered materials and the surrounding surface, in order to point out that the characteristics of this particular complex of granitic regolith most closely resemble those of soil frost creep phenomena formed elsewhere under periglacial conditions. For this study, the writer has clarified their structure and its associated milieux, with a group of methods and techniques, field survey, micro-morphological analysis, granulometry of weathered materials etc. Such facies of granitic regolith in situ with silty heterometric materials and micas are prone to be deformed by cryo-suction as well as deep freezing. It was probably formed by cryogenic activity, or frost creep in the periglacial climate of a very cold and humid condition.
