Permanent water supply and water sprinkling systems are essential to protect major forests and facilities from forest fire. Back in 2005, Naksan Temple, a valuable cultural asset of Korea, was burned down in a forest fire that took place in Yangyang. This started a series of movements including installing water supply facilities and managing forests near important cultural assets. As for the existing facilities, however, they were installed without any standard guidelines for management and installation according to each constructor's specifications, which were based on the National Fire Safety Code 109. Unfortunately, this is not effective in protecting facilities from forest fires such as they have a small protection area, limited simultaneous sprinkling, and a difficult the movement of fire hose. Against this background, the study examines the condition of water supply facilities currently in use, identifies their deficiencies, and suggests how to improve the criteria for water supply service to effectively prevent forest fire. Specifically, three systems were proposed: Water Sprinkler Tower System for preventing spread of crown fires, and Forest Fire Hydrant System and Portable Water Spray System to be effective for suppressing surface fires. In addition, the standards on the performance and components of water pumps are also suggested.
This study evaluated the risk of forest fires due to climate change in Jeju using the VESTAP. The study primarily aimed at assessing the risks posed to Jeju city and Seogwipo city, and uses actual and projected date from the period of 2000's to 2040's based on RCP 8.5 scenario. Forest fire vulnerability throughout Jeju-do was determined through the standardization of vulnerability index. The highest vulnerability was determined for the towns of Chuja-myeon, Udo-myeon, two downtown areas in Jeju city, Daejeong-eup, and five downtown areas in Seogwipo city, respectively.
A forest fire was one of the huge disasters and damaged human lifes and a properties. Therefore, many countries operated forest fire forecasting systems which developed from forest fire records, weather data, fuel models and etc. And many countries also estimated future state of forest fire using a long-term climate forecasting like GCMs and prepared resources for future huge disasters. In this study, we analyzed relationships between forest fire occurrence and meteorological factors (the minimum temperature ($^{\circ}C$), the relative humidity (%), the precipitation (mm), the duration of sunshine (hour) and etc.) for developing a estimating tools, which could forecast forest fire regime under future climate change condition. Results showed that forest fires in this area were mainly occurred when the maximum temperature was $10{\sim}200^{\circ}C$, when the relative humidity was 40~60%, and when the average wind speed was under 2m/s. And forest fires mainly occurred at 2~3 day after rainfall.
Purpose: The purpose of this study is to examine the directions for establishing a disaster safety village in rural areas where damage from a similar type of disaster occurs repeatedly by conducting the consciousness survey targeting at experts and disaster safety officials in a local government. Method: The risks of disaster in rural areas were examined and the concept and characteristics of disaster safety village which is a measure on the basis of Myeon (township) among the measures of village unit were examined in order to carry out this study. In addition, opinion polling targeting at officials-in-charge in the local government and survey targeting at experts in disaster safety and building village were conducted. Based on the findings, the directions for establishing a disaster safety village that fitted the characteristics of rural areas were examined. Result: The officials-in-charge in the local government answered that rural areas have a high risk of storm and flood such as heavy snowing, typhoon, drought, and heavy rain as well as forest fire, and it is difficult to draw voluntary participation of farmers for disaster management activities due to their main duties. They also replied that active support and participation of residents in rural areas are necessary for future improvement measures. The experts mostly replied that the problem of disaster safety village project is a temporary project which has low sustainability, and the lack of connections between the central government, local governments and residents was stressed out as the difficulties. They said that measures to secure the budget and the directions of project promotion system should be promoted by the central government, local governments and residents together. Conclusion: The results of this study are as follows. First, a disaster safety village should be established in consideration of the disaster types and characteristics. Second, measures to secure the budget for utilizing the central government fund as well as local government fund and village development fund should be prepared when establishing and operating a disaster safety village in rural areas. Third, measures to utilize a disaster safety village in rural areas for a long period of time such as the re-authorization system should be prepared in order to continuously operate and manage such villages after its establishment. Fourth, detailed measures that allow residents of rural areas to positively participate in the activities for establishing a disaster safety village in rural areas should be prepared.
We investigated the change of several meteorological variables due to deforestation. We established two sets of automatic weather observation system: one on a hill where forest was destructed by lumbering (Point 1) and the other in a neighboring district (Point 2) of fairly preserved forest. The observations were continued for one year (2006. 12-2007. 12). In this study, we analysed the data observed for one week from the nea day after summertime rainfall. The results showed that the air temperatures of Point 1 were about $1.5^{\circ}C$ higher than those of Point 2 during the daytime. But there were small gaps between the two poults during the nighttime. The relative humidities also differed greatly between the two during the daytime. It was as high as about 10% at Point 2. The surface and underground (15 cm in depth) soil temperatures were also fealty different between the two points during the daytime. They were $3-10^{\circ}C$ higher at Point 2 than those of Point 1. And the gaps reduced drastically during the nighttime. The averaged soil moistures were 7.1% at Point 1 and 19.5% at Point 2 during the observation period, respectively. The differences of wind direction were small, but the wind speeds differed between the two points. The observed wind speeds during the observation period were roughly estimated to be about 0.5m/s at Point 1 and 0.3m/s at Point 2. The heat budget analysis was also performed based on the observation data.

The estimated on-site accident rate in Forestry is relatively high. According to statistics of the accident, in the recent 5 years, from 2014 to 2018, forestry accidents have resulted in 98% of injuries and 87% of fatalities. Especially, there are significant geographical constraints to access to the scene in case of an accident. Even though the capacity of first aid capacity is notably emphasized its importance to minimize the scale of damages, the relevant employees have been educated only basic first aid, which is not considered circumstances or geographic limitations, by Occupation Safety and Health Acts. Therefore, the purpose of this study is to derive a direction for a forest emergency service system to increase forestry workers' survival and prevent secondary injury through securing 'Golden Time.' This study conducts analyzing relevant laws and regulations in domestic and international settings as well as looking at several concerned accident cases. The outcome of analysis presents an issue regarding the implementation of onsite first aid in forestry and existing risk factors depending on the working process. Finally, we suggest two ways to improve the forest emergency service that are 1) an appropriate curriculum and kit for forest first aid; and 2) a system for emergency transfer through sharing information between National Fire Agency (NFA) and emergency medical service center, and emergency and rescue mission using helicopter from NFA and Korea Forest Service.

This study examined disaster risk from climate change in urban open spaces. This study conducted an assessment depending on type of damage and type of open space, subcategorizing it into flood damage and wind damage, flat park and mountainous park, and classified the assessment items by type into natural factor, artificial factor, and social factor for the purpose of analysis. Our major findings from this study are as follows: To look at the standardized score for the disaster risk from flood damages in the case of a flat park, Asian Park was higher at 55.800 point than Seoul Forest at 51.775 point, and in the case of mountainous parks, Dogok Park was at 58.428 point and Baebongsan Park was at 58.374 point. To look at the standardized score for disaster risk from wind damage, in the case of a flat park, Asian Park was higher at 64.763 point than Seoul Forest at 61.054 point, and in the case of mountainous parks, Baebongsan Park was higher at 58.533 point than Dogok Park at 55.459 point. This study raised a question about the necessity for and value of this disaster risk assessment in open space from damages caused by climate change, established an assessment model for disaster risk from damages in open spaces only to attempt risk assessment. Disaster risk of urban green space was enhanced.
Analysing the reports of disaster-related, average annual death of lives due to the meteorological disasters amounted to be 250, of which about 90 were due to landslide. According to the last 10-year reports, the average area of landslide occurred reaches 275 hectares per year in Korea. The total cost for rehabilitation could annually require more than about 2 billion Won (about US$ 2.5 million). The basic countermeasure policy against such heavy disasters should be definitely taken on prevention rather than rehabilitation after being damaged. However, prevention countermeasures against landslide-related disasters have not been strengthened in Korea although being important. Areas of high landslide hazard must be designated with increase in number from current 10 (35 cities and counties) to 17 (68 cities and counties included : Table 3). Number of regional Erosion Control Stations taking full charge of rehabilitating works on the damaged land resulted from landslide disaster has to increase from currently 15 stations to 25. The stone buttressed terrace structures on the hillside slopes, being typical erosion control measures in Korea have been recently recognized as one of the most effective rehabilitation measures for the land damaged by landslides.
Approximately 64 percent of Korean territory is covered with mountains, and there is occurred a continuous mountain disaster such as landslide, debris flow and slope failure around mountain slopes due to heavy rainfall and typhoon in the summer season. Even in such a reality, the development of mountain areas is being carried out through the development and expansion of social infrastructures centered on mountain areas, but systematic management is insufficient. Constructions of a forest road facility for mountain slopes can be a cause of mountain disasters intensively in the summer season due to artificially changing the mountain area. In this unstable mountain environment, efforts to build a disaster-resistant environment are urgently needed. This research is to analyze the stability of mountain slopes according to soil depth (1~5 m) and mountain slope ($20{\sim}60^{\circ}$) considering the characteristics of rainfall infiltration under extreme rainfall conditions. As a result, the stability of the mountain slope was found to be different according to the depth of soils and the saturation area of the soil layer. As well as the stability of the mountain area was found to be lower than that of the natural mountain area. Specially, rainfall infiltration occurs at the upper slope of the forest road. For this reason, the runoff phenomenon of rainfall infiltration water occurs clearly when the depth of soil layer is low.

In this study, the UAV (Unmammed Aerial Vehicle) was applied for the photogrammetry of the construction site and the safety management of steel pipe scaffold. The research site is a temporary facility for building reinforcement on Samcheok Campus of Kangwon National University. The installation condition of the steel pipe scaffold was investigated, and the pillar distance, the beam distance and the wale distance were surveyed. As a result, it was found that the beam distance of the scaffold in the longitudinal direction was in good agreement with the standard, but the pillar distance and the wale distance were found to be less than the standard. Three-dimensional data can be used in drone shooting to enable three-dimensional measurement, so that it is possible to measure facilities hidden or located inside other facilities. Through the drone shooting, the condition of the site can be quickly recorded and the surveying can be carried out without interfering with the work of the field personnel. Although the installation of the temporary structure must be strictly observed to ensure the safety of the workers, it is found that the installation standards are still neglected in the field. In order to prevent this practice, it was thought that the legal system should be supplemented so that it could be checked periodically by using UAV in the field process management.
