A Comparative Study on the Regulation of Explosive Noise in Demolition Work at Home and abroad (국내외 철거작업시 발파소음 규제에 대한 비교 연구)

  • Purpose: The core problem of this study is that there are no specific noise regulation standards for domestic blasting work. Currently, the domestic blasting work noise regulation standard has not been established separately, and the noise regulation standard of 80 decibels is corrected by 10 decibels to 70 decibels, which is the daily living noise standard. In contrast, many foreign countries have separate noise regulation standards specifically tailored to blasting work. Accordingly, it is intended to present international reasonable blasting noise standards by comparing domestic and foreign blasting work noise regulation standards. Mmethod: This study can be inferred as a comparative analysis of domestic and foreign noise regulation standards. Data on the current noise regulation standards during domestic blasting and noise regulation standards during blasting operations in the United States, the United Kingdom, Australia, Japan, and China are collected and analyzed. Results: According to the study, the noise regulation value during blasting work at domestic construction sites was not separately established, so it was not properly tailored to the specific and characteristics of blasting noise. In the case of overseas, a realistic noise regulation value was established so that a safer, more efficient and eco-friendly blasting method could be applied to the noise regulation value uniformly during blasting work. Conclusion: In this study, it is hoped that noise regulations will be established during reasonable blasting work, as shown in domestic and international comparative studies, and will be widely adopted without interfering with the introduction of efficient, economical, and eco-friendly blasting methods by complying well with blasting safety standards.

  • According to the analysis of crosswalk pedestrian accidents, accidents that occur at night represent 70% of all deaths among crosswalk pedestrians when compared to accidents occurring in the daytime. This is due to the poor visibility that hinders drivers to recognize pedestrians at night. Illuminance on the horizontal plane of the road and the current state of crosswalk lighting are not sufficient enough to comply with standards. Thus, we analyzed factors derived from lighting environment studies on improving crosswalk visibility, domestic and foreign crosswalk lighting standards, and subsequently proposed solutions which are needed to raise domestic crosswalk lighting standards, and a means to uphold those standards through proper verification.

Analysis of Non-compliance of Food Utensils, Containers, and Packages in Foreign Countries During 2011-2019 (2011-2019년 식품용 기구 및 용기·포장의 제외국 부적합 정보 분석)

  • The foreign trends of noncompliance occurring frequently in food contact materials during the period of 2011-2019 was investigated by analyzing the food safety risk information DB in the National Food Safety Information Service (NFSI). A total of 2,042 cases of noncompliance of food utensils, containers, and packages were classified into 5 violation categories; administrative procedures, manufacturing and processing standards, residues and migration standards, labeling and advertising, and quality standards. This was again subcategorized according to non-compliance causative factors. The non-compliances in residues and migration standards comprised the largest proportion (76.4%) of the violative categories. The number of noncompliance information collected in 2011 was 88 cases and increased to 373 cases in 2019. A 72.8% of the non-compliance case was identified to be products of 4 countries (China 64.2%, Germany 4.0%, Japan 3.2%, and Taiwan 3.1%), those produce large quantities of containers and packaging products. During the period of 2011-2019, the number of illegal use of hazardous materials and illegal recycling of waste synthetic resins has decreased to less than one a year since 2014. On the other hand, after 2016, inconsistency of heat-resisting temperature labeling (Taiwan), non-compliance in paper container's strength standards, violation of printing standards, and the risk of consumer injury while using the products were newly reported due to the strengthening of consumer safety protection regulations. Migration of hazardous substances in synthetic polymer products such as heavy metals, melamine and formaldehyde in melamine tableware, primary aromatic amines which are colorant components in kitchenware such as ladles and spatulas, and phthalate plasticizers have been continuously reported with high frequency.

  • The objective of this paper is to investigate the structural behavior of concrete filled steel tubular columns subjected to eccentric load. With experiment and analytical study, the buckling behavior of columns is investigated and compared with each other to the view of main parameters. Appling foreign standards in the experimental results, we suggested new strength formula of concrete-filled steel tubular columns. The parameters are slenderness, eccentric ratio, and concrete filled or not. The experiment are carried out by simple loading.

  • Foreign countries stipulate that ventilation and smoke control facilities are installed in logistics warehouses. On the other hand, in Korea, the design guidelines and standards of ventilation and smoke control facilities for logistics warehouses are not clear even in the situation where the number of human casualties caused by smoke has increased until recently. Accordingly, the smoke descent time according to the vent was calculated. As a result, when there was no vent, the smoke descent time was 369s. On the other hand, when the vent was installed, smoke did not fall because the amount of smoke was greater than the amount of smoke generated.

  • This research aims to investigate the standards and the performances of domestic and foreign windows for and apartment house and to present fundamental data for selecting the optimum window at the step of designing an apartment house. To compare the performances of domestic and foreign windows it is selected 5 major window companies in and 3 major window companies in Japan, and investigated window structure, material, type of opening and closing, window glass and the performances of windows for an apartment house-closing and opening force, repeated closing and opening, thermal resistance, sound transmission loss, air tightness, water tightness, wind resistance. The result of a comparative analysis show that the average thermal resistance of Korean window is higher than Japan's but the average sound transmission loss and water tightness of Korean window is lower than Japan's and the rest of the performances is similar.

The Status and Prospects of Japanese Organic Foods System (일본의 유기식품 생산 및 관리제도 현황과 전망)

  • Japan launched its regulatory certification system for organic foods based on the amended JAS laws in June 2000, followed by the implementation of regulations on organic agricultural products and organic processed foods in January 2001 and with the implementation of the standards on organic animal husbandry and organic feed by the Ministry of Agriculture, Forestry & Fisheries in 2005, organic foods have been under integrated and systematic supervision. Certification of organic foods can be undertaken by registered accredited bodies (private certification bodies) or legal entities conforming to the regulations of the Ministry of Agriculture, Forestry & Fisheries. However, with the amendment of the JAS laws in March 2006, only legal entities conforming to the regulations of the ISO/IEC GUIDE 65 are eligible as certification bodies. Foreign organic products imported to Japan must be certified organic under JAS regulations and must be manufactured or produced by foreign manufacturers certified by local or foreign registered accredited organizations and distributed with the Organic JAS Mark affixed or through importers certified by local registered accredited organizations and distributed with the Organic JAS Mark affixed on the products. It can be implied from the Japanese case study that it necessary to reform the diverse agricultural products certification systems to set up an integrated certification system, and the restructuring of government organizations, reforms of environmentally-friendly agricultural products certification system and the integration of the organic food certification systems are needed in order to integrate the control of the standards and certification systems.

  • Currently G-SEED certification standards was in an effort to building energy-saving and carbon emissions reduction. In this study, focusing on school facilities to suggest an alternative improve green building certification standards through data analysis and conduct an expert Delphi survey. In this study, evaluation of the existing areas of green building certification 7-5 suggest that one out. There are five proposed areas of ecology, health, function, energy and resources. Further it can add areas of economics and $LCCO_2$. Through the assessment items of foreign certification standards evaluated to the feasibility of introducing in Korea. Furthermore taking into account the characteristics of each class, kindergarten, elementary, primary, middle and high schools, College or University were broken down by purpose.

Sources, Effects, and Control of Noise in Indoor/Outdoor Living Environments

  • Objective:To study the sources of indoor noise, its effects on human health, noise assessment and regulation through the use of standards, and techniques used to reduce noise. Background: Noise significantly affects the living environment, and there are an increasing number of reports of its impacts on human health. Method: We reviewed domestic and foreign data regarding environmental noise, and examined its effects and the standards used to regulate noise levels. Results: We describe the major sources of indoor noise and suggest possible legal standards, as well as recommended criteria for the control of noise. Conclusion: South Korea has higher legal standards of environmental noise than international standards in terms of threshold values. People in Korea are exposed to various sources of noise, and therefore the reduction of noise is urgently required. Application: Depending on the features of indoor spaces, an appropriate degree of indoor noise can be determined and techniques to reduce excess noise are required.
