  • Nowadays there are many kinds of large scale loads and they make the power quality deteriorated. As the uses of nonlinear loads increase, there are the influences on the other kinds of loads (mainly light loads) in the same distribution system. Especially the voltage variation by the loads which draw the large and instantaneous currents can cause the appreciable light flicker. This is called the voltage flicker or, briefly, the flicker. This paper deals with the digital and time domain algorithm of measuring flicker based on IEC 61000-4-15 and the real time measurement of flicker through the proposed power quality monitoring system.

  • This paper relates 10% shrink from $0.13{\mu}m$ design for logic devices as well as input and output (I/O) circuits, different from the previous shrink methodologies which shrink only core device. Thin gate oxide was changed to decoupled plasma nitridation(DPN) oxide as a thin gate oxide (1.2V) to reduce the flicker noise, resulting in three to five times lower flicker noise than pre-shrink process. Unavoidable issue by shrink is capacitor for this normally metal insulator metal (MIM). To solve this issue, 20% higher unit MIM capacitor ($1.2fF/{\mu}m^2$) was developed and its performance were evaluated.

  • Due to light condition or shadow around camera, acquired image sequence is often degraded by intensity fluctuation. This artifact is called luminance flicker. As the luminance flicker corrupts the performance of motion estimation or object detection, it should be corrected before further processing. In this paper, we analyze the flicker generation model and propose the new algorithm for flicker reduction. The proposed algorithm considers gain and offset parameter separately, and stabilizes the luminance fluctuation based on these parameters. We show the performance of the proposed method by testing on the sequence with artificially added luminance flicker and real sequence with object motion.

  • IEC 61000-3-7 provides guidance for limiting flicker and enabling the connection of fluctuating load installations, that is, producing flicker in MV, HV and EHV power systems. In Korea, the flicker have been restricted by Japanese standard of ${\Delta}V_{10}$ method. ${\Delta}V_{10}$ was developed only for arc furnaces in 1960's. And now it is revealed that it is not suitable for application to other fluctuating load installations through many researches. $P_{st}$ which is a flicker index used in IEC 61000-3-7, indicates visual inconvenience due to voltage fluctuation across large range of frequency and can be applied to fluctuating load installations as well as arc furnaces. In this paper, we introduce how to calculate and assess flicker emission level for the individual fluctuating load installations connected in EHV system and how to manage the emission levels in the power system according to IEC 61000-3-7.

  • LED lamps are appropriate to the light source for use in broadcasting lighting. When the lighting frequency of LED lamp is different from the shutter frequency of camera, however, the flicker appears on the moving image which is taken by the camera under the dimmed light of LED lamp with conventional dimming methods. In this study, a new dimming method for the LED lamps used as the broadcasting lighting is proposed to minimize the flicker. A lighting period in the proposed dimming method is divided into the several sub-periods which have weight of the bits. Also, the proposed dimming method has characteristics that are optimizing the turn-on timings of two LED lamps to reduce the turn-off periods of the lamps and not to overlap the turn-on periods of the lamps. In the experiments, the incidence of the flicker is taken by the camera under several lighting conditions of the conventional dimming methods and the proposed dimming method. In addition, the brightness values of the frames are obtained in the moving image, and incidence of the flicker is evaluated and compared with conventional methods. From the results, the incidence of the flicker in the proposed method is more improved than the conventional methods.

  • In this paper, we newly introduce the three-level byte-inversion transmission method for preventing LED flicker in visible light communication (VLC). The VLC transmitter sequentially sends the original signal and the inverted signal in byte units using a three-level LED modulator. The average optical power of the LED is kept constant during data transmission, thus flicker-free. In the VLC receiver, the original data is easily recovered using a simple comparator. This structure is very simple because additional clock or carrier is not required for flicker prevention. The developed flicker prevention scheme could be very useful for constructing the flicker-free indoor VLC system in low cost.

  • Voltage fluctuation, also known as flicker, is a power quality problem caused by nonlinear loads like electric arc furnace. Since it is interpreted as a variation of the supplied electrical energy, it causes the residential customers to feel much annoyed visually through the lamps. Due to the statistical nature of IEC (International Electrotechnical Commission) short-term flicker severity index, Pst, it is not feasible to pre-evaluate the flicker level using the transient power system simulators such as Sim Power System in Matlab/Simulink. So this paper presents not only how to design the Matlab/Simulink IEC flickermeter to yield the Pst value, which considering electric distribution environments of South Korea, but also how to mitigate the voltage flicker at the Point of Common Coupling (PCC). In order to achieve this, the flicker mitigation efficiencies of various compensating devices, such as Static Var Compensator (SVC), STATCOM will be applied and compared. The simulated result demonstrates which compensating equipment is the most efficient method to mitigate the flicker phenomenon.

  • In this paper, we present results of the comparative analysis of the flicker phenomena in the poly-Si TFT-LCD and a-Si:H TFT-LCD arrays for the development and manufacturing of wide-area and high-quality TFT-LCD displays. We used four different types of TFTs; a-Si:H TFT, excimer laser annealed (ELA) poly-Si TFT, silicide mediated crystallization (SMC) poly-Si TFT, and counter-doped lateral body terminal (LBT), poly-Si TFT. We defined the electrical quantity of the flicker so that we could compare the flickers quantitatively for four different 40" UXGA TFT-LCDs. We identify three factors contributing to the flicker, such as charging time, kickback voltage and leakage current, and analyze how much each of three factors give rise to the flincker in the different TFT-LCD arrays. In addition, we suggest and show that, in the case of the poly-Si TFT-LCD arrays, the low-level (minimum) gate voltages should be carefully chosen to minimize the flicker because of their larger leakage currents compared with a-Si TFT-LCD arrays.

  • In this paper, research was conducted to solve the problem of reducing the dimming level and flicker that occurs in the visible light communication system. Visible light communication is a convergence technology that provides both communication and lighting, and must satisfy not only communication performance but also lighting performance. However, since the existing data transmission method transmits without considering the transmission data sequence, it reduces the dimming level and causes a flicker phenomenon. To solve this problem, in this paper, the Dimming Improvement and Flicker Reduction Mapping technique was studied. Existing systems simply transmitted data of '0' and '1', but in this system, original data transmission channels and DIFR (Dimming Improvement and Flicker Reduction) transmission channels are assigned to RGB channels. Original data is allocated to the R channel and original data or inverse original data is allocated to the DIFR-G channel, and the DIFR-B channel maintains the maximum dimming level by transmitting through the logical operation of the R channel and the G channel. At the same time, the flicker phenomenon is prevented by preventing continuous occurrence of 'OFF' patterns. Through this, we proposed an adaptive data allocation algorithm that can faithfully play a role as a light as well as a communication function.

  • Light flicker is a notorious phenomenon influencing light quality. The flicker of the light flux outputs from the light sources perceived by human eyes depends upon the lamp brightness fluctuations for projector display. This paper describes a ballast ignition control system, which makes the lamp strike frequency phase lock the blanking time period to minimize the flicker effect
