Comparison of fishing efficiency on octopus traps to reduce bycatch in the East Sea (혼획저감형 동행안 문어통발의 어획효율 비교)

  • This study aims to reduce the bycatch of young fishes and other species in the octopus(Octopus vulagris, Octopus dolfleini) trap fishery on the East Sea, Korea. We carried out field experiments and tank experiments to verify the fishing efficiency and bycatch with the different 8 types of trap. 4 of them had mesh size 20, 35, 55 respectively and 75mm, 2 of them with escape ring of diameter 30mm and 50mm and 2 of them with escape device. The gap was 20 and 40mm respectively. The mesh sizes of the traps with ring and frame were 20mm. The traps with mesh size 20 and 35mm were not reasonable because it could fish under 300g octopus as bycatch which is not permitted by the Korean fisheries regulations. The catch number of octopus over 300g by traps with escape ring of diameter 30mm was 53. The catch of trap with mesh size 20mm was 54. The catch of trap with mesh size 35mm was 53. There is no significant difference among them. The catch number of octopus over 500g that is fishermen's favorite one was 46 in the trap with escap ring. The diameter of was 30 mm and the catch of trap with mesh size 20mm was more 3 catch and the catch of trap with mesh size 35mm had 6 more catch. Fishermen wanted to catch over 500g octopus because the octopuses had commercial value. The traps with escape ring can be replaceable with he traps with mesh size 20 or 35mm because the trap is suitable to conserve the octopus resources and keep the fishermen's fishing substantiality.

  • This paper explores the changing aspects of the fishing village and fishermen since the beginning of the Saemangeum Reclamation Development Project in 1991. The Saemangeum Project was neither appropriate nor effective because it adopted an outdated development policy. It should have been obvious that as a result of the Project, tideland where various kinds of clams, crabs, oyster, and many other marine resources live would be lost. The fishermen in the affected area have suffered various hardships. The most acute problem at present is the disappearance of their subsistence activity that threatens their families' survival. Facing the crisis, they view fishing as their most valuable resource. Overlooking the Saemangeum Lake which is newly formed, they view the sea and tideland as their treasure boxes or bank deposits. From the beginning until now, the government did not pay attention to the concerns of the fishermen and their communities. It was an outcome of the typical top-down bureaucratic decision making. Until recently the government has persisted in its position that the primary goal of the reclamation project was to increase agricultural land. In July 23, 2009, the government suddenly announced the new Saemangeum development plan. The new plan focusing on the industrial city complex was quite different from the old plan. Regardless of the revised plan the lives of the villagers in the coastal areas have already been significantly altered. Most villagers no longer depend on fishery. Many have already left their homestead and moved away in order to search new jobs or find another coastal area where they can continue their fishing.

A Study on Establishing the Performance Evaluation System of the Fish Stock Rebuilding Plans (수산자원회복계획의 성과평가 개선방향에 관한 연구)

  • The Fish Stock Rebuilding Plan (FSRP) is evaluated as one of the most effective fisheries policies domestically and internationally. FSRP is a comprehensive fisheries policy, including target stock size, rebuilding period, application of management measures, and participation of fishermen. The performance outcomes of FSRPs have been partially evaluated for recommendation for stock rebuilding in Korea, while they are fully evaluated in other countries that have implemented FSRPs. The performance evaluation system for FSRP is very needed to enhance its effectiveness as one of fisheries policies. That is, the system where problems can be reconsidered, achieving targets can be evaluated, and the plan can be modified should be implemented. This study classified the performance evaluation of FSRP into the economic evaluation as a quantitative analysis and the policy evaluation as a qualitative analysis. In the economic evaluation, the sustainability of fishery resources, the stability of fishing business, the efficiency of fishery production, and efficient utilization of fishery resources can be considered. As analytical methods for the economic evaluation, the bioeconomic model, efficiency estimation model, the dynamic MEY model can be utilized. The qualitative evaluation is to assess the qualitative performances of FSRPs, including interviews and surveys with fishermen and fisheries experts. In the survey, many different items can be included by evaluation factors which are related to policies such as timeliness, transparency, effectiveness, etc. In addition, the study suggested the performance evaluation system and procedures for objective and efficient evaluation of FSRPs. In order to practically apply the developed performance evaluation model, the pilot project is needed. That is, from the application of pilot project, detailed research methods, effective procedures, and evaluation factors can be investigated.

A study on the improvement of loading and unloading work in laver aquaculture industry (양식 생김의 양륙 작업 개선에 관한 연구)

  • In this study, an automatic system for improving the working environment and increasing production efficiency of a laver aquaculture industry in Korea was developed by combining a hydraulic control system and a load cell in a current landing work of the laver. The improved gathering laver system allowed the automatic gathering process of the laver in the sea with the hydraulic control system connected to a cutting machine of the laver on the operating ship, which has been used for gathering the laver semi-automatically in a form of the traditional farming method. The transporting process of the laver from an operating ship to the land was improved as follows. A frame installed on the operating ship and the bag nets were designed and made to hold about 1,000 kg of the laver inside. The bag nets contain the laver on the improved operating ship were tied in knots and hooked on a crane using a load cell. The weight is measured immediately by lifting the bag nets through the load cell system. Weight information is communicated to the fishermen and successful bidders through the application. The advantages of the improved system can help fishermen to fish by improving their working environment and increasing production efficiency. The field survey to improve the landing operation of the laver aquaculture was conducted in Gangjin, Goheung, Shinan, Wando, Jindo, and Haenam in South Jeonnam Province. A total of 10 sites including Gunsan in Jeonbuk Province, Daebu Island in Ansan City, Jebu Island in Hwaseong City in Gyeonggi Province, and Seocheon in Chungnam Province were searched to collect data. Prototypes of the system were tested at the auction house of laver located in Goheung, where laver collection using hydraulic control and landing using road cell could be improved.

The Comparative Evaluations of the Factor Weights for a Successful Sea-ranching Project based on AHP (AHP 기법을 이용한 바다목장화사업 성공요인에 대한 비교평가연구)

  • This study is to estimate the factor weights for a successful sea-ranching project using the Analytical Hierarchy Process. Furthermore, it investigates the policy implications revealed by the differences in group opinions throughout fishermen, government officials, researchers and the scholars when the weights are assessed. The hierarchy is constructed for the 3 levels of factors which must be evaluated for a successful sea-ranching project. The top level of factors is divided by the ecological factors and the socioeconomic factors. As the middle level of factors, there are 3 factors such as the choice of fish, the habitat environment and the production technology under the ecological factors and another 3 factors such as the stability of fishery society, economic factors, and the law & system under the socio-economic factors. And then, at the bottom level of the hierarchy, the economic factors have two different sub-factors such as the fishing revenue and cost. The law & system has also 3 sub-factors such as the accessibility to sea-ranching area, fishing method, and surveillance. The fishermen and government officials show us quite opposite tendencies in assessments of the weights while both the researchers and scholars reveal almost the same opinions positioned at somewhere between first two groups. The study also reports the evaluations of efficiency measures for resource recovery methods among the sea-ranching project, artificial reef, release of fish seeds, and marine protection area. Both the sea-ranching project and marine protection area have the same efficiency in terms of resource recovery while the artificial reef and release of fish seeds are revealed as somewhat less efficient methods comparing to the former two methods.

Benefit Analysis and Profit Business of Fishery Sector about Tidal Power Plant in Garolim Bay (가로림만 조력발전 사업관련 수산부문 수익사업 도출과 편익 분석)

  • While promoting a variety of projects by using sea space, there has been a lot of social controversy among the stakeholders based on the results of the analysis. In particular, the benefits of fisheries sector were over-estimated and occurred a lot of opposition from fishermen and environment groups. In order to this solve, we have been studied focussed such as excavation of new projects, the method and result of the estimated benefits for fisheries sector. With regard to the tidal power plant of Garolim, we came up with five kinds of problems such as doing not reflect of the cost of the initial investment, over unit production, over unit price, excessive selection of breed, issues of cost of production in benefits study of fisheries sector derived previously. In order to these problems, we have derived new profitable projects based on the initial materials such as improvement of raising breed, discharge project of fingerlings and a small sea ranch project. As a result, previous study was analyzed in 30.2 billion won(1993), 54.8billion won(2009), but this study was estimated to 26.4 billion won and differences of benefits amount were occurred. In a previous study was calculated benefits by simple method, but this study came up with new projects for fisheries sector and because we estimated benefits considering new project. The method for benefits calculations for fisheries sector was not attempted in previous studies and in this study, we approached for the first time Also, in this study suggested new method to increase incomes fishermen such as development of suitable ranch breeding for the marine environment, ranch license(limited license), development of fisheries resources and the operation of fisheries facility. In the future, we hope to be helpful for the same field of study.

A Study on the Indemnity System of Fishery Damage by Natural Disasters (자연재해로 인한 어업피해 전보방안에 관한 연구)

  • This study has seen about a indemnity system of fishery damage by natural disasters such as a problem and improvement methods of government aid system and system on accident insurance for cultured fishery products. Recently, in the situation that the demage of aquaculture industry caused by frequent typhoon resulted from global warming and abnormal changed of weather is nasty, the accident insurance for cultured fishery products is necessary to show its true quality and to protect fishers against natural disasters owing to the limitation of government's aid for them. However, The objects of accident insurance for cultured fishery products which is progress on, is too short to apply, so that it is absolutely insufficient to fulfill the demands of culturing fishermen. Therefore, It could be a certain preparation to magnify the range of object items of it and to convert the trial industry being adjusted to limited area into full scale industry to adjust over all nationally. Furthermore, This insurance is complicated and strict to join rather than other insurances. As it can be seen by examples that got in trouble, despite culturing fishermen applied to join the insurance, they took all demage because the insurance was not realized. So, It is hard to say that causes impute the responsibility of it to the authority of insurance, not culturing fishery. They should simplify the registration process, limit the period each registration process and consider a countermeasure to complete it. Concerning compensation for the loss, agriculture part is easier to investigate the loss due to remained dead crop damaged by natural disaster, meanwhile, in fishing part, especially in case of cultivation of fish, it is difficult to investigate the loss and demage because crops are blown all together with typhoon when it comes plus the facilities of them are also very old. Consequently to solve the problem needs more positive attitude as it is policy insurance.

An Economic Approach to Compensation Practices for Fisheries Damages of Korea (우리나라 어업손실 보상제도에 대한 개선방안연구;-경제적 접근방법을 중심으로-)

  • Coastal economic activities usually generate externalities to other economic activities. The conflicts between coastal economic activities, especially land fillings and reclamations, and fisheries in coastal waters pose a typical one, which sometimes causes some social conflicts. In this regard, as the contents and requirements for rules and regulations on fisheries compensation may have important implications for solving such problems, important is to review rationales fur the formulas in calculating fisheries compensation. The purpose of this paper is to review the formulas for fisheries compensation from the economic view points, to highlight some problems and to suggest more appropriate formulas. It is found that the current formulas of fisheries compensation are not properly based on economic concepts and valuation techniques. Main problems are related, as followings, to the coefficient(0.8) employed in the formula, to fishermen's own wages and to current values of invested assets such as fishing boats and nets, etc.. First, it is not clear what the coefficient(0, 8) means. In Japan's case, the coefficient was assumed to reflect the opportunity cost of fishermen's own wages, but it was disappeared from the formula after the self-wage came to be included in totaling fishing cost. As our new formula will include the self-wage in fishing cost, the coefficient(0.8) should be excluded. Second, according to our formula, the current value of invested assets is added to total operating compensation, which will overestimate total compensation. Therefore, it is suggested that total present value of the assets to be invested during the business life should be deducted from total operating compensation. Third, as the self-wage will be included in total cost, opportunity cost for finding new jobs should be newly added to the formula. Finally, this paper also conducted a comparative case study considering above-mentioned factors. The case study showed that the current formulas overestimated total fisheries compensation.

The Present Situation and Desired Future Directions of Fisheries Social Education (수산사회교육의 현상황과 발전 방향)

  • In spite of the importance of a fishing industry, neither any terminology defined in details nor academic systems to educate the workers in the fishery were established in the fisheries social education. The fisheries social education was considered to be the practical area around the actual fields. Therefore, on-site education was very important. Accordingly, this study collected and analyzed theoretical basis of a social education and data on the rural adult education and examined the actual status of the fishing industry in Korea and fisheries extension services enterprise and fisheries developmental enterprise corresponding to the actual fisheries social education conducted in Korea. On the basis of these frames, this study summarized the direction for the progress of fisheries social education that has not been studied until now for the purpose of suggesting the future directions of the fisheries social education as follows; The recognition on the importance of fisheries social education and fundamental researches in the fisheries social education should be extended. The practical development of fisheries social education should be realized. Fisheries extension services enterprise should be evolved by fishermen. The abilities of instructors in the fisheries social education should be improved. The academic factors in the fisheries social education should be emphasized. Inter-disciplinary and multi-disciplinary approaches should be adopted. Various programs should be developed for the progress of the fisheries social education. The exclusive department in charge of the fisheries social education should be established. The information system for the fisheries social education should be secured. The industry, academic organizations and the organs should make cooperation. The fisheries social education should be provided by general social education institutions for the progress. The fisheries development should be deployed on the basis of environmental preservation. It is necessary to deploy the new fishing village movement like the Saemaul movement to the fisheries. The administrative and financial supports for the fisheries social education should be expanded. It is essential to cultivate the future fishermen for the international competitiveness.

Autilization and management of common octopus (Octopus minor) resources in the Tando bay on the southwest coast of Korea (한국 탄도만 낙지자원의 이용과 관리)

  • This study is to contribute to income growth of fishermen by the common octopus fishery characterized in the Tando Bay on the southwest coast of Korea. This area is engaged in Longline fishing (301 persons), Shovel fishing (196 persons), Trap fishing (14 persons) and Torch light fishing (40 persons) in 2008. Population who is joined in the spring becomes main fishery target population of longline fishery in the fall because entering fishing ground in August, and is joined in the fall becomes main fishery target population of longline fishery in the spring because entering fishing ground in December. Average size of common octopus examined by longline 6.26cm, 5.82cm for Shovel fishing, 8.09cm for trap, and expressed big difference by fishery. It needs necessary various kinds of Octopus resource management actions and methods in continuous use. Specially, Fishing force increased by fishing automation system, so the reduction of fishing force is needed to increased by fishing force. Government support and fishermen's self-conscious of resource management is needed.
