Measurement of Fishing Capacity of Large Purse Seines Fishery -A Data Envelopment Analysis- (DEA 기법을 이용한 우리나라 대형선망어업의 어획능력 측정에 관한 연구)

  • Reducing fishing capacity is one of hot issues in the world fisheries. Increased fishing capacity causes not only fish stocks to be depleted, but also additional fishing costs to be incurred, resulting in reductions of fishing profits. In order to achieve a sustainable and profitable development of fisheries, it is inevitable to reduce fishing capacity. For this reason, FAO adopted 'the International Plan of Action for the Management of Fishing Capacity' and recommended member countries to estimate fishing capacity and to implement the policy to reduce fishing capacity. This study is aimed at measuring fishing capacity of Large Purse Seines Fishery using a Data Envelopment Analysis (DEA). The DEA result showed that the practical catch of large purse seine fishery in 2003 was 158,662 tons, but the capacity output for current input was 318,397 tons. The capacity utilization is about 50%, it is obvious the capacity did not utilize enough. The sensitivity analysis on DEA results indicated that the number of ships (including tonnage and horse power) should be scrapped by 50% or days fished should be reduced by 63% if the present catch remained. In addition, if the catch remains at the MSY base level of large purse seines, the analysis suggested that the number of ships (including tonnage and horse power) should be reduced by 30%, otherwise days fished should be reduced by 60%.

Fishing Characteristic of Beam Trawl Fishery in the Coastal Waters of Chungnam Province, Korea (충남 연안 조망어업의 어획특성)

  • To understand the fishery characteristics by a beam trawl off the coast of the Chungnam province, covering $125^{\circ}$ 50'~$126^{\circ}$ 05'E, $36^{\circ}$ 15'~$36^{\circ}$ 25'N, a beam trawl was deployed 2~4 times a month from March 2008 to February 2009. The catch was consisted of 96 species of 63 families belonging to 19 orders. Among these, organisms were identified as 54 species of fish, 27 species of crustaceans, 9 species of gastropoda, bivalves, and 6 species of cephalopods. Trachysalambria curvirostris which is the target species of the beam trawl fishery occupied only 2.1% of the total catch, showing a low ratio of catches. Most of T. curvirostris was harvested from July to November while small amount of T. curvirostris was captured from May to December. In this study, we concluded that the bycatch ratio except T. curvirostris in T. curvirostris fishery was relatively high, thus the fishery of T. curvirostris might affect the fishery resource management of bycaught species off the coast of Chungnam province.

Species Composition and Assemblage Structure of Fish Collected by Set Net at the Coastal Waters of Goseong in Gangwon-do, Korea (강원도 고성연안에서 정치망으로 채집된 어류 종조성과 군집구조)

  • In order to understand the seasonal variations of species composition of fish in the Goseong, middle East Sea of Korea, we surveyed fish fauna using set net during 2 years. In this study, a total of 77 taxa belonging to 40 families were collected and 75 species were identified. The dominant family were Tetraodontidae and Pleuronectidae, and the dominant species were Arctoscopus japonicus, Konosirus punctatus, Stephanolepis cirrhifer, Thamnaconus modestus, and Trachurus japonicus. The results of the hierarchical clustering using the number of individuals of collected species showed that they are divided into three seasonal groups: Group A (Jan.~Apr.), Group B (May~Jun., Nov.~Dec.), Group C (Jul.~Oct.). The sea surface temperature (SST) was higher than the results of previous studies in winter and spring, and species composition in spring have changed from cold-water species to the warm-water species, recently. The species composition has become similar to the that of southern Gangwon-do regions (Samcheok and Gangneung) of the previous studies. The species diversity of family Tetraodontidae has increased, which is estimated to have an effect on increase in SST and the quantity of entering the East Sea. Therefore, we assumed that the change of species composition is related to the extension of northern distribution limits and survival temperature, and abundant preys. Therefore, it is necessary that an efficient resource management policy as well as the ways of commercially use of migratory warm-water fish, rapidly.

Genetic Diversity and Relationship of the Walleye Pollock, Theragra chalcogramma Based on Microsatellite Analysis (Microsatellite marker 분석을 이용한 명태(Theragra chalcogramma) 5 집단의 유전적 다양성 및 유연관계 분석)

  • A comprehensive analysis of the genetic diversity and relationship of the cold-water fishery walleye pollock (Theragra chalcogramma), the most abundant economically important fishery resource in the East sea of Korea, has not been carried out, despite its importance in Korea. The present study assessed the genetic diversity and relationship between five walleye pollock populations (Korean population, Russian population, USA population, and Japanese populations) of T. chalcogramma using eight microsatellite DNA (msDNA) markers to provide the scientific data for the preservation and management of the Pollock fishery resource. The results of the analysis of 186 individuals of the Pollock revealed a range of 7.13-10.63 numbers of alleles (mean number of alleles=9.05). The means of observed heterozygosity ($H_O$), expected heterozygosity ($H_E$) were 0.732 and 0.698, respectively. The results of genetic distance, Pairwise $F_{ST}$, UPGMA (UPGMA: un-weighted pair-group method with an arithmetical average) (the phylogenetic tree), PCA (PCA: Principal Coordinate analysis) analysis pointed to significant differences between the Korean population, Russian population, USA population, and Japanese populations, although small (p<0.05). These results shed light on the genetic diversity and relationships of T. chalcogramma and can be utilized for research on the evaluation and conservation of Korean T. chalcogramma as genetic resources.

The Present State and Future Prospect of the Education for Marine Pollution Prevention Manager in Korea II. Marine Pollution Prevention Manager of Marine Facility (해양오염방지관리인 교육의 현황과 전망 II. 해양시설 오염방지관리인 교육)

  • Marine pollution prevention manager system has been operated for the purpose of preventing marine pollution from ships and marine facilities in Korea. As a new "marine environment management act" replacing an old "marine pollution prevention act" had entered into force from January 20. 2008. the works and business of the education and training courses for marine pollution prevention manager are scheduled to transfer from KIMFT(Korea Institute of Maritime and Fisheries Technology) and FHRDI(Fisheries Human Resource Development Institute) to KOEM(Korea Marine Environment Management Corporation) on January 1. 2011. The present state of the education and training for marine pollution prevention managers of marine facilities was surveyed and analyzed in order to prospect trainee demands for the education and training and to provide KOEM with basic data for establishing a new system for the education and training. The existing education and training courses of FHRDI for marine pollution prevention manager of marine facilities have been conducted as a regular course of 21 classes for 3 days. The average annual number of trainees in FHRDI for 6 years from 2003 to 2008 was 187 persons and the annual number of trainee was 202 persons in 2008. The trained demands for the education and training are expected to increase sooner or later, depending major factors such as the extension of fields and ranges for marine facilities and marine environment management business due to the enforcement of new "marine environment management act".

  • Traditionally, like many people in mountain region of the Himalaya, the Lwang communities depend on mix of subsistence agriculture, animal husbandry, and seasonal migrant labor for their livelihoods. These traditional systems are characterized by low productivity, diverse use of available natural resources (largely for home consumption), limited markets, and some aversion for innovation. The potential to generate wealth through commerce has largely been untapped by these mountain residents and thus is undervalued in local and national economies. Introduction of organic tea farming is a part of Lwang community's several initiatives to break the vicious poverty cycle Annapurna Conservation Area Project (ACAP) played facilitating roles in all their efforts since beginning. In five years, the tea plantation emerged as a new means for secured a livelihood. This study aims to analyze the current practices in tea farming both in terms of farm management and soil nutrient status(technical) and the prosperity of the tea farmers (social). The technical aspect covers the soil and tea leaf analysis of various nutrients contents in the soil and tea leaf. Originally, the technical aspect of the study was not planned but later during the consultation with the advisor it was taken into consideration which added value to the research study. The sample were collected from different locations and analyzed on the field itself. The other part of the study i.e. the social aspect was done through questionnaire survey and focus group discussion. the tea farming provided them not only a new opportunity but also earned an identity in the region. This initiative was undertaken as a piloting measure. Now that the tea is in production with processing unit established locally, more serious consideration has to be given for better yield and economic prosperity. This research finding will help the community to analyze their efforts and make correction measures in tea garden management and application of fertilizer. It is also expected to fill up the gaps of knowledge and information required to reduce economic stresses and enhance capacity of farmers to make the tea farming a sustainable and beneficial business. The findings are expected to Sustainability of organic tea farming has direct impacts on biodiversity conservation compared to the other traditional farming practices that are more resource intensive. The study will also contribute to identify key action points required for reducing poverty while conserving environment and enhancing livelihoods

Characteristics of Fish Fauna and Community Structure in Wangpicheon (왕피천 어류상 및 어류군집의 특성)

  • We surveyed bimonthly from April to October 2015 to understand the fish fauna and community structure in Wangpicheon. The collected species during the survey period were 40 species belonging to 15 families. Dominant species by number were Zacco koreanus (31.3%) and Rhynchocypris oxycephalus (14.7%). In biomass, the dominant species were Z. koreanus (29.2%) and Coreoperca herzi (8.6%). Also, nine endemic species (22.5%) including Squalidus multimaculatus and two endangered species (Lethenteron reissneri, Cottus koreanus) were identified. It was identified one introduced species (Oncorhynchus mykiss) from foreign countries for aquaculture. Compared with previous data, nine species were newly identified including L. reissneri, S. gracilis majimae, Pseudobagrus fulvidraco, O. mykiss, Chelon haematocheilus, Siniperca scherzeri, Acanthogobius lactipes, Luciogobius guttatus and Channa argus. Seven species (Rhodeus ocellatus, S. gracilis majimae, Hemibarbus longirostris, Pseudogobio esocinus, Microphysogobio yaluensis, Hemiculter eigenmanni and Cobitis hankugensis) introduced from other native waters in Korea were estimated. According to the analysis of the habitat characteristics of major migratory species (Tribolodon hakonensis, O. keta and Plecoglossus altivelis), O. keta was observed at station 11 and T. hakonensis at station 7, 10 and 11. These fishes have been mainly identified in the downstream. However P. altivelis was widely distributed from station 3 to 11. In the comparison of average standard length of P. altivelis at each station during the same period, populations collected from station 3 and 5 which are mid-upper area of the stream were $125.8{\pm}34.2mm$. Their growth was good compared with those collected from station 8 and 11 (mid-lower area): $80.2{\pm}16.6mm$. This difference in length comes from the artificial structures including weir, thus it is necessary to create a fishway that enables P. altivelis to pass around barriers for free movement and resource management.

Improvement Plan of Employment Camp using Action Learning : based on the case of learning community in P university (액션러닝을 활용한 취업캠프 개선방안 : P대학 학습공동체 사례를 중심으로)

  • The purpose of this study is to analyze the action learning lesson about the improvement process of the job support program of P university students. As a research method, we applied the related classes during the semester to the students who took courses in the course of 'Human Resource Development', which is a subject of P university, and analyzed the learner's reflection journal, interview data. As a result of the research, we went through the problem selection stage, the team construction and the team building stage. And then we searched for the root cause of the problem, clarified the problem, derived the possible solution, determined the priority and created the action plan. There are 10 solutions to the practical problems of poor job camps. Through two interviews with field experts it offered final solutions focused on promoting employment and Camp students participate in the management of post-employment into six camps. According to the first rank, job board integration, vendor selection upon student feedback, reflecting improved late questionnaire, public relations utilizing KakaoTalk, recruiting additional selection criteria, the camp provides recorded images in order. The results of this study suggest that the university's employment support program will strengthen the competitiveness of students' employment and become the basic data for the customized employment support program.

  • The depleting fishes resource and water pollution in coast has a decisive effect on the fish farm and fisheries. For solving these problems the fish farms are moving to the offshore. The fish farms in offshore have to design the strong mechanism as compared with cost's fish farm, and operate by the remote feeding system and monitoring system for safety and management.. This paper describes a remote feeding system for fish farms in offshore. The amount of feed is depending on temperature and fish weight. The fish farm temperature is changed extremely in offshore than on land side. This paper described that the feed amount is calculated automatically according to temperature and fish weight, and the remote feed system. The performance of remote feed system is tested with model.

The existing education and training courses of KIMFT for marine pollution prevention manager on board ships are classified into a regular course of 21 classes for 3 days, a reeducation course of 18 classes for 2 days and a NLS course of 17 classes for 2days. The annual numbers of trainees in 2008 were 516 persons for regular course, 1085 persons for reeducation course and 135 persons for NLS course in KIMFT. The trainee demands for the education and training were attempted to be predicted on a basis on annual increase rate of ships. The predicted demands for the education and training are changeable depending on the major factors such shipping market, naval architecture industry, etc.
