Fishes distribution and their connection to artificial reefs off Bukchon, Jeju Island using geographic information system (지리정보시스템을 활용한 제주도 북촌의 인공어초해역에서 어류 분포와 어초와의 관계)

  • Various artificial reefs provide the fish habitat and nursery, and contribute the improvement of fisheries productivity. The evaluation methods of fishery resources in the artificial reefs have been done by fishing, scuba diving, underwater camera, and scientific echo sounder/sonar. There are a number of studies using echosounders on the quantitative and qualitative evaluations of artificial reefs in various seas around the world. This study focused on the spatial distribution of fishes around artificial reefs and the influential area of reefs off Bukchon, Jeju Island. Not only acoustic data but also various properties of artificial reefs were used in the geographic information system to extract relevant results. As a result, the major material of reefs on this study site was concrete and the number of reefs with that material was the most. The volume of reefs consisted of steel only and steel with riprap was considerably large compared to other reefs. The average NASC in the vertical distribution of fishes in artificial reefs was $31.6m^2/nm^2$ in April, and that was $61.3m^2/nm^2$ in June. The distance between the fish school and their nearest reef in June morning had a wide range from 750 to 3250 m. On the basis of the influence ray of artificial reefs, it had a tendancy of NASC to decrease with distance from the reef in the June morning. It is a preliminary study to present the geospatial analysis example to understand a better way of comprehensive artificial reef environments.

The Effect Analysis of Korea-Japan FTA on Fisheries Sector (한.일 FTA체결에 따른 수산부문 영향 분석)

  • This paper focuses on the analysis of effects on fisheries sector following Korea-Japan Free Trade Agreement and the results are found as follows. In terms of national competitiveness, the RCA(Revealed comparative advantage) index shows that Korea is higher than Japan in most species items. And the calculation of TSI(Trade Specialization Index) finds that Korea is export specialized while Japan import specialized, showing that Korean fisheries sector is internationally more competitive than Japan. The tariffs on the marine products should be completely scrapped between Korea and Japan, export of marine products to Japan increases a mere 2%, while import from Japan 13.5%. In terms of value, annual export to Japan stands at 20,135thousand USD, while import from Japan at 12,137thousands USD, resulting in trade balance improvement of 8,000thousand USD in total. The tariff measures above is expected to have a positive effect on the related industry of marine products such as Oyster, Conger eel, Ark shells and Laver, but those involved in fisheries of Alaska pollack, Hair tail, Sea-bream(live fish), Red horsehead(frozen), Saury are expected to be negatively affected. Given the results of analysis above, the effects of FTA on the fisheries would be advantageous to Korea as a whole, but at the same time, the advantage and disadvantage sustained differs by fishery type and marine products. To that effect, negotiation strategies and countermeasures should be made, taking the results into account.

The Sociopolitical Economics of Marine Ranching Program in Korea

  • This paper aims at overviewing Korean fisheries profile with a view on why Korean fisheries need marine ranching program as a new fisheries paradigm - a community-based co-management approach and drawing some policy implications from the advanced experience in fisheries. The aims of community-based co-management approach as a planned approach can be set out under the planning objectives of efficiency and equity. In this context Tongyeong marine ranching program is an important government-sponsored pilot enterprise. Experiences in the advanced fisheries such as Canadian Snow-Crab case suggest that in order to be successful for marine ranching be successful it is necessary that (i) there should be high-value species, (ii) property right should be established, (iii) there should be the reasonable number of participants involved, (iv) the participants and the government should be able to share resource enhancement/management/utilization responsibilities and associated fisheries management expenses. Among these, management cost sharing based on the practical partnership between fishing communities and government is of particular importance because the government must have a full responsibility for all ranching program expenditure unless revenues sufficient to guarantee reasonable income and to share management cost are generated from the ranching business.

  • The purpose of this research was made to suggest the improvement for problems of indication subject of Fisheries & Maritime High School teacher's certificate issued by the operation of the 7th national curriculum in 2000. After analyzing the integrated indication subjects related with fisheries & Maritime high school, among the middle school teacher's 24 subjects of industrial world, the problems and improvements can be arranged as followed. Firstly, the subjects of fisheries & Maritime high school teacher's certificates are fishing industry, aquiculture, sailing, engine and freezing and new subjects are ocean shipping and ocean logistics. Because the teacher's certificate was changed to integrated indication subjects, there were problems of teacher cultivation, teacher hiring, etc. So, in the actual field of school, teacher cultivating university and related department are necessary to strengthen high-quality majoring education/subjects and practical education as well as need to establish teacher cultivating system by teacher cultivating organization's evaluation system and teacher cultivating education program related by differentiation and easiness of majoring characterization. Secondly, teacher cultivating for new departments and new subjects can apply related major system, free major system, etc. Thirdly, if professional high schools find majoring areas whose content is same one another and introduce common indication subject system, it will be helpful to improve the quality of teachers, teacher certification examination, etc. of professional area.

Size selectivity of a dome-shaped pot for Morotoge shrimp Pandalopsis japonica in the eastern coastal waters of Korea (통발에 대한 물렁가시붉은새우 (Pandalopsis japonica)의 망목 선택성)

  • Morotoge shrimp Pandalopsis japonica is caught by pot and others in the eastern coastal waters of Korea. Comparative fishing experiments were carried out in the eastern coast of Korea, using the dome-shaped pots with different five mesh sizes (17.1, 24.8, 35.3, 39.8, and 48.3 mm) in order to estimate the mesh selectivity of the pot for the morotoge shrimp, Pandalopsis japonica. The SELECT (Share Each Length's Catch Total) analysis method was applied to the catch data. The master selection curve of the pot for the shrimp was estimated to be s(R) = exp(15.770R-10.573)/[1+exp(15.770R-10.753)], where R is the ratio of carapace length to mesh size. From the selection curves, the carapace lengths of 50% retention were 11.6, 17.0, 23.9, and 34.1 mm for 17, 25, 35, and 50 mm mesh-size pot, respectively. It means that the pots of larger mesh size allow more shrimp of small size to escape.

Effects of Several Seaweed Extracts on the Viability of Human Keratinocyte HaCaT Cells (각종 해조류 추출물들의 인간 피부세포주 HaCaT에 대한 활력 영향)

  • The cellular viability of the human keratinocyte cell line HaCaT was compared after adding seaweed extracts to the culture medium. The viability was measured using a quick, quantitative, spectrophotometric crystal violet inclusion method. Of 36 common seaweed species tested, methanol extracts from Sargassum sagamianum and Gigartina tenella enhanced the viability of HaCaT cells by 1.6-fold, as compared to control cells, while methanol extracts from Dictyota dichotoma, Pachymeniopsis elliptica, and Enteromorpha linza decreased the viability to less than half that of controls.

  • Withdrawal time of erythromycin in the cultured black rockfish (Sebastes schlegeli) was investigated to provide regulatory authority and fishery industry with full information needed to secure food safety of the fish treated with erythromycin. Medication was carried out using the experimental diet containing erythromycin of which concentration was 200 mg/kg diet and its daily dose was about 40 mg/kg body weight. The withdrawal time needed to reduce antibiotic contents around 10.0 mg/kg accumulated during 9 days medication below 0.2 mg/kg was identified about 10 days. The antibiotic with 13.7 mg/kg of fish on the $9^{th}$ days of medication was completely depleted after 30 days from stop of medication.

  • Interests in the Polar Regions have been growing due to various factors such as depletion of natural resources and advanced resource development technologies, accelerated rate of polar ice melting as a result of global warming, etc. In particular, demand for the workforce related to vessel passage using the Northern Sea Route and polar studies is still expanding. The International Maritime Organization adopted the Polar Code in 2015 for the safety of ship operation in polar waters and it will enter into force from 2017. But education and training section in the code has been prescribed only for the safe navigation in the ice covered waters intended for navigational offices. There is no basic safety training requirement that applies commonly for all personnel exposed to the risk of the polar regions and the relevant study or discussion has not been made so far. Therefore, this study provides basic data for developing safety training courses for crew and other personnel by analyzing relevant regulations on polar safety training and the contents of relevant safety training in offshore industry required by the costal states adjacent to arctic ocean.

  • Fishery resource rents(i.e. windfall gains or excess profit), which tend to lead a variety of important economic, social, political problems, have been a fundamental cause of unbalance between fishery resource use and management. Thus, there may exist several sorts of optimal level of resource utilization such as economic maximum sustainable yield, biological maximum sustainable yield, social optimum production, socio-political optimum yield, etc. The fishery resource use level seems to a large extent to be determined by the characteristics of fishermen's rent seeking structure. As well known, fishery resources as common properties have a characteristic of being difficult to establish private property rights. Therefore, their use rights are controlled by the permit and/or the license system. As a result, absolute or differential rents are formed by the changes in institutional arrangements. Rent problems are often transformed into serious socio-political issues when the rent in a given industry is much higher to a socially unacceptable extent than the average of other industries. However, individual fishermen or fishermen's groups tend to behave aggressively to change the existing fishery institutions towards maximizing fishery rents. These rent-seeking behaviors often tend to nullify fishery management schemes. The larger is the relative rent difference between fisheries and other industries, the more aggressive tend to be the rent-seeking behaviors in fisheries.

Basic reproductive biology of Muraenesox cinereus in Korean waters (한국 연근해 갯장어(Muraenesox cinereus)의 생식생태)

  • Basic reproductive biology of the daggertooth pike conger, Muraenesox cinereus were investigated based on the samples from August 2015 to December 2017 in Korean waters. A total of 2,328 samples was collected (1,593 females and 735 males) during the study period. The mean anal lengths (AL) were $33.5{\pm}9.2cm$ in females and $26.2{\pm}7.3cm$ in males respectively. The females were larger than males in AL (p < 0.05). Sex ratio was 2.2:1 in female to male (p < 0.05). The gonadosomatic index (GSI) varied monthly. GSI of female reached the maximum in July 2016 and June 2017 and the minimum in October 2016 and September 2017 respectively. The spawning period was from June to October. The size at sexual maturity ($L_{50}$) of females was estimated at 24.9 cm in AL (63.5 cm in TL).
