Plan for Revitalizing the Return-to-Farming / Fishing Villages of Young and Older Adults Through the Marine Leisure Industry (해양레저산업을 통한 청장년층 귀어·귀촌 활성화 방안)

  • This study suggests a plan for revitalizing return-to-farming / fishing villages through the marine leisure industry by analyzing the practical problems faced by young and older adults who have returned to the marine leisure field. A case study was conducted to identify the problems faced by those returning to marine leisure, and to determine the measures for revitalizing return-to-farming / fishing villages. Interview participants were those returning to marine leisure and experts in related fields. The problems identified include the exclusive culture of fishing villages, difficulty in raising initial investment funds, and lack of marine leisure education programs for return-to-farming / fishing villages. The proposals to solve these problems and revitalize return-to-farming / fishing villages through the marine leisure industry include the introduction of an incentive system to mitigate barriers to entry; establishment of a matching system; use of idle land in fishing villages to promote return-to-farming / fishing villages; introduction of a consignment management system after the pre-investment of the fishing villages; and establishment of an education program, including in the fisheries field, and infrastructure for return-to-farming / fishing villages for marine leisure.

  • In recent years, navigation aids, which plays as sea traffic lights, have been digitized, and are developing beyond simple sign purpose to provide various functions such as marine information collection, supervision, control, etc. For example, Busan Port which is located in South Korea is leading the application of the advanced technologies by installing cameras on buoys and recording video images to supervise maritime accidents. However, there are difficulties to perform their major functions since the advanced technologies require long-term battery operation and also management and maintenance of them are hampered by marine characteristics. This study proposes a system that can automatically notify maritime objects passing around buoys by analyzing image information. In the existing sensor-based accident prevention systems, the alarms are generated by a collision detection sensor. The system can identify the cause of the accident whilst even though it is difficult not possible to fundamentally prevent the accidents. Therefore, in order to overcome these limitations, the proposed a maritime object detection system is based on marine characteristics. The experiments demonstrate that the proposed system shows about 5 times faster processing speed than other existing algorithms.

A Study of Explosion Risk Assessment for Designation of Dangerous Goods Transshipment Pier at Ulsan Port (울산항 위험물 환적부두 지정을 위한 폭발 위험성 평가에 관한 연구)

  • The explosion of a chemical tanker ship during cargo transshipment via double-banking at Ulsan Port, resulted in major damage including fires involving nearby ships. As a follow-up measure to prevent the recurrence of similar accidents, the 'Safety Management of Dangerous Goods in Port' was established, and the designation of a transshipment pier for dangerous goods is required given the risk of explosion and the impact on major facilities in the port. This study evaluated the Fire & Explosion Index of major transshipment cargoes in Ulsan Port to design a transshipment pier based on the Explosion Risk Assessment. Based on the results of Fire & Explosion Index evaluation of styrene monomer and benzene, severe explosion risk was confirmed, and the exposure radius was calculated. Based on the results of the exposure radius, the risk range for each major pier was calculated, and 12 terminals were proposed as transshipment pier candidates considering port facilities, surrounding dangerous facilities, and residential aspects. Since the results of the study suggest transshipment piers based on the risk radius alone, maritime traffic safety, pier and mooring facilities, safety facilities and accessibility for emergency response should be considered comprehensively to designate actual transshipment piers.

  • Ship detection is widely used in areas such as maritime security, maritime traffic, fisheries management, illegal fishing, and border control, and ship detection is important for rapid response and damage minimization as ship accident rates increase due to recent increases in international maritime traffic. Currently, according to a number of global and national regulations, ships must be equipped with automatic identification system (AIS), which provide information such as the location and speed of the ship periodically at regular intervals. However, most small vessels (less than 300 tons) are not obligated to install the transponder and may not be transmitted intentionally or accidentally. There is even a case of misuse of the ship'slocation information. Therefore, in this study, ship detection was performed using high-resolution optical satellite images that can periodically remotely detect a wide range and detectsmallships. However, optical images can cause false-alarm due to noise on the surface of the sea, such as waves, or factors indicating ship-like brightness, such as clouds and wakes. So, it is important to remove these factors to improve the accuracy of ship detection. In this study, false alarm wasreduced, and the accuracy ofship detection wasimproved by removing wake.As a ship detection method, ship detection was performed using machine learning-based random forest (RF), and convolutional neural network (CNN) techniquesthat have been widely used in object detection fieldsrecently, and ship detection results by the model were compared and analyzed. In addition, in this study, the results of RF and CNN were combined to improve the phenomenon of ship disconnection and the phenomenon of small detection. The ship detection results of thisstudy are significant in that they improved the limitations of each model while maintaining accuracy. In addition, if satellite images with improved spatial resolution are utilized in the future, it is expected that ship and wake simultaneous detection with higher accuracy will be performed.

A Study on Mobile Application Development for Self Inspection Approval System of Small Fishing Vessels (소형어선 자체검사승인제도를 위한 모바일 애플리케이션 개발에 관한 연구)

  • According to the statistics of marine accidents occurring in Korea since the past 10 years, the proportion of small fishing boats having a gross tonnage of less than 10 tons was confirmed to be as high as 47.51% of the total marine accidents. Additionally, the trend of marine accidents involving small fishing boats has been increasing steeply compared with that of other ship types/sizes (gross tonnage); hence, countermeasures must be prepared urgently. The Korea maritime transportation authority proposed the introduction of a self inspection system to improve the ship inspection system of small fishing vessels. Futhermore the Ministry of Oceans and Fisheries recently prepared and implemented the 'Remote Method of Vessel Inspection Guidelines' to introduce non-face-to-face inspection methods. In this study, a self inspection approval system was presented as a method for reducing marine accidents of small fishing vessels. Moreover, a mobile application was developed to prepare a standardized remote method, and its effectiveness was analyzed. Resultantly, the necessity of introducing a mobile application-based ship inspection system was confirmed with the introduction of a self inspection approval system that could induce voluntary safety management in fishing vessel owners. Additionally, we confirmed that the self inspection approval system could effectively reduce marine accidents by raising the safety awareness of ship owners.

  • In this paper, system dynamics considering dynamics and time was examined to study the changes in system structure according to reinforcement (policy intervention) of regulation and punishment for fishing boats, and the strategizing directions were analyzed. Until now, regulations and punishments on fishing boats have been conducted temporarily and short-term as a precautionary measure to prevent accidents and imposed penalties. However, due to various anomalous side effects, the expected results were not achieved, negligent accidents occurred constantly, and follow-up measures were repeated. Resultantly, the regulation and punishment of fishing boats is a reinforced safety standard, and there is a necessity to improve facilities, equipment, and industry, and develop technology (including time delay) to prevent accidents. However, as the negative (illegal) activities continue without immediate and significant resistance, the safety blind spot for accident prevention cannot be minimized. Thus, policy intervention based on linear thinking without sufficiently considering variables of the dynamic mechanism and time can distort the basic values pursued by the policy. For the regulation and punishment of fishing boats, a strategy to supplement the mechanism should be prepared prior to the preparation of reinforced safety standards. Improvement and development of related technologies, mandatory training hours for anglers, fishing industry, and related organizations, proposal of specific action plan for Fishing Management and Promotion Act for growing fishing-related industries.

Effects of Temperature on the Development and Fecundity of Maruca vitrata (Lepidoptera: Crambidae) (콩명나방(Maruca vitrata) (나비목: 포충나방과) 발육과 산란에 미치는 온도의 영향)

  • Maruca vitrata is one of important pests in leguminous crops, especially red bean. We investigated the effects of temperature on development of each life stage, adult longevity and fecundity of M. vitrata for understanding the biological characteristics of the insect species at eight constant temperatures of 13, 16, 19, 22, 25, 28, 31, and 34℃. Eggs hatched successfully at all temperature subjected and larvae successfully developed to the adult stage from 16℃ to 31℃. The developmental period of egg decreased up to 31℃ and after then increased. The developmental period of larva and pupa, and adult longevity of M. vitrata decreased with increasing temperature. Lower and higher threshold temperature (TL and TH) were calculated by the Lobry-Rosso-Flandrois (LRF) and Sharpe-Schoolfield-Ikemoto (SSI) models. The lower developmental threshold (LDT) and thermal constant (K) from egg hatching to adult emergence of M. vitrata were estimated by linear regression as 12.8℃ and 280.8DD, respectively. TL and TH from egg hatching to adult emergence using SSI model were 14.2℃ and 31.9℃. Thermal windows, i.e., the range in temperature between the minimum and maximum rate of development, of M. vitrata was 17.7℃. In addition, we constructed the oviposition models of adult, using the investigated adult traits including survival, longevity, oviposition period and fecundity. Temperature-dependent development models and adult oviposition models will be helpful to understand the population dynamics of M vitrata and to establish the strategy of integrated pest management in legume crops.

A Study on the Analysis of Marine Accidents on Fishing Ships Using Accident Cause Data (사고 데이터의 주요 원인을 이용한 어선 해양사고 분석에 관한 연구)

  • Many studies have analyzed marine accidents, and since marine accident information is updated every year, it is necessary to periodically analyze and identify the causes. The purpose of this study was to prevent accidents by identifying and analyzing the causes of marine accidents using previous and new data. In marine accident data, 1,921 decisions by the Korea Maritime Safety Tribunal on marine accidents on fishing ships over 16 years were collected in consideration of the specificity of fishing ships, and 1,917 cases of accident notification text history by the Ministry of Maritime Affairs and Fisheries over 3 years were collected. The decision data and text data were classified according to variables and quantified. Prior probability was calculated using a Bayesian network using the quantified data, and fishing ship marine accidents were predicted using backward propagation. Among the two collected datasets, the decision data did not provide the types of fishing ships and fishing areas, and because not all fishing ship accidents were included in the decision data, the text data were selected. The probability of a fishing ship marine accident in which engine damage would occur in the West Sea was 0.0000031%, as calculated by backward propagation. The expected effect of this study is that it is possible to analyze marine accidents suitable for the characteristics of actual fishing ships using new accident notification text data to analyze fishing ship marine accidents. In the future, we plan to conduct research on the causal relationship between variables that affect fishing ship marine accidents.

Regional Topographic Characteristics of Sand Ridge in Korean Coastal Waters on the Analysis of Multibeam Echo Sounder Data (다중빔음향측심 자료분석에 의한 한국 연안 사퇴의 해역별 지형 특성)

  • In this study, distribution of submarine sand ridges in the coastal waters of Korea was surveyed using multibeam echo sounder data, and the topographic characteristics of each region were identified. For this purpose, the DEM (Digital Elevation Model) data was generated using depth data obtained from the Yellow Sea and the South Sea by Korea Hydrographic and Oceanographic Agency, and then applied the TPI (Topographic Position Index) technique to precisely extract the boundary of the sand ridges. As a result, a total of 200 sand ridges distributed in the coastal waters were identified, and the characteristics of each region of the sedimentary sediments were analyzed by performing statistical analysis on the scale (width, length, perimeter, area, height) and shape (width/length ratio, height/width ratio, linear·branch type, exposure·non-exposure type). The results of this study are expected to be used not only for coastal navigational safety, but also for marine naming support, marine aggregate resource identification, and fisheries resource management.

Application Range of "Temporary Alteration" in the Article 10 of Ship Safety Act (항만건설작업선의 선박안전법 제10조제3항(임시변경) 적용범위에 관한 연구)

  • The Ship Safety Act prescribes matters necessary for the maintenance of seaworthiness and safe navigation of ships. In this regard, Article 10 of this Act requires shipowner to undergo occasional survey if he/she wants to temporarily change intends to modify the details entered in a ship survey certificate. Such measures are in accordance with the maintenance of the state of the ship after the ship inspection under Article 15 of this Act, and this Act includes "harbor construction work ship" under Article 39 Paragraph (1) of the Harbor Act. However, although the harbor construction work ship originally showed the same operating system as the barge, it was not applied to the Ship Safety Act and was registered and surveyed under the Construction Machinery Management Act. Then "Seokjeong No. 36" sinking accident in Ulsan on December 14, 2012, led to the amendment of the Harbor Act in 2016, and considering the fact that it was added to the Ship Safety Act and applied, there is a realistic limit to applying all the regulations stipulated in the Ship Safety Act to the harbor construction work ship. Accordingly, this study discusses the work characteristics through concept, registration, work area, survey regulations, application case of temporary alteration etc. of harbor construction work ships and controversial issues related to the scope of application of the Ship Safety Act of actual harbor construction work ships, and also the appropriate scope of "temporary alteration" among temporary inspections prescribed in Article 10 of the Ship Safety Act in consideration of the legislative purpose of incorporating harbor construction work ships into the survey subject to the Ship Safety Act in accordance with the revision of the Harbor Act.
