  • Recently, due to fires in high-rise residential and commercial buildings and apartments in Ulsan and Busan, the issue of evacuation safety in the event of a building fire is being closely watched. In the evacuation safety design for these building fires, it is important to secure evacuation routes considering the spatial characteristics of the building or the characteristics of the occupants and to take measures to protect the evacuation routes in order to ensure the safety of the occupants in the event of a fire. Although simulation is mainly used in Korea to assess the safety of evacuation, there is a big difference in that the Building Standards Act provides tools that can be calculated more than simulation in neighboring Japan. In addition to the evaluation method, which is called the "Building Law Assessment Methods" in Japan, the research team considered that it is important to know the process of evaluation in future domestic research, and investigated the contents of the evaluation process and wanted to apply it first to domestic buildings in the future.

  • The study performed an actual fire experiment in order to propose the heat release rate of automobile that is the most basic architectural element for the fire safety design in a tunnel, whose importance has been recognized as the underground traffic tunnels are planned in Korean metropolitan cities. The heat release rate of a van is measured by the large scale calorimeter, in which the law of oxygen consumption is applied, and the fire expansion characteristics in a tunnel by placing two passenger cars nearby one another in the tunnel. As the results, the heat release rate of the van was revealed to be 5.9 MW, and carbon monoxide was emitted 482 ppm at a maximum. In case of two passenger car experiment for the fire expansion characteristics, the adjacent car was ignited about 3 minutes 30 seconds after the fire occurrence, and the complete fire was developed after 15 minutes. The maximum heat release was 9 MW. The results from the actual fire experiment can be an important input data for future quantitative analysis as well as an element applicable to a tunnel disaster preventive equipment design.

  • Considering heat insulation and beautiful sight of construction, making use of exterior panels is increasing. Recently the exterior panels now are weak very much, and so in consequence of the weakness fire spreads rapidly. Compared with internal fire, external vertical fire spread rate goes rapidly and it is extensive in spread range, therefore it is dangerous very much. Accordingly, under present condition of poor standard of exterior panels, it is required to take measure to meet the appropriate situation. In this study, by making use of FDS(Fire Dynamic Simulation) program about external vertical fire of high rise building, fire behavior is searched by computer. It is important that realizing by computer fire modeling about external vertical fire must be included certainly in procedure of fire performance design in the future. In modeling program, FDS version 5 is available, and aluminium composite panel is applied in external panels. In this study, for realizing of actual fire condition, FDS is applied by details of fire scenarios considering influence of wind.

  • The purpose of evaluating the fire risk of a building is to predict damage or loss of life and property in unspecified circumstances and to minimize expected damage. The fire risk assessment for buildings in Korea analyzes fire risk according to performance-oriented design under the Enforcement Decree of the Fire Facilities Act and the Fire Causing Index under the Enforcement Decree of the Multi-Use Business Act. Fire risk analysis is mainly conducted by using fire statistics or analyzing the results of safety inspections of buildings. In the case of fire statistics, it is necessary to analyze the fire risk in consideration of the degree of fire damage in each number of fires, as all fires received by the fire department are collected. In addition, it is necessary to devise fire safety measures for buildings by predicting the number of casualties that may occur due to fires in each building. Accordingly, this study aims to analyze the characteristics of casualties by building use using the number of fires judged to have grown.

  • This study has been performed to come up with any rational way for responding to the functions of fire-fighting spaces newly required by the changing social paradigms and to seek for the approach to designing fire-fighting spaces by taking into account the psychological and behavioral factors of fire-fighters who are exposed stress of operations. In particular, it is to satisfy any physical and functional requirements as special working-spaces and to reflect the psychological and behavioral approach to the workers who are forced to be at standby for a long time, which is the characteristic of their operation, to designing. Accordingly, for fundamental appreciation of whether or not such space programs as space organization needed for operational function are being practiced actively, the fire-fighting headquarters of Incheon City has been selected for the research. First, in the process of assessing the trend of organizing the space at safety centers for the recent 20 years, those built more than 20 years ago were left out from the space selection for the research. Second, those with less than 20 operators also were excluded. Third, among those completed in the same year, only one was selected, which was to avoid overlapping, with the consideration its regional representative nature for applying the safety centers in the jurisdiction of the headquarters equally. The study was performed through the visits to and the actual inspections by surveys at the selected 119 Safety Centers as well as the reviews of literature based on case studies. And for the assessment of significance, surveys and analysis of reliability and factors were carried out. The actual users of Safety Centers were picked as objects for the assessment of significance of space factors at 119 Safety Centers, which revealed that there are five types of dimensions for factor-analyzing standard with which users estimate any significance, which are "Area of Mobilization Preparation and Return" "Area of Standby" "Area of Working Activities" "Area of Employ Welfare" and "Area of Support".

  • Serious electrical problems, such as shorts, ground faults, or circuits, often cause fire events in the fire proof zone of nuclear power plants. These would be directed to the loss of safe shutdown capabilities performed by safety-related systems and equipment. The fire event can be treated with the basic design principle that safety systems should maintain their functions with redundancy and independency. In the case of a cable fire in the main control room, operators cannot perform their mission properly and can misjudge the situation because of spurious operation, incorrect indication or instrument. These would deteriorate the plant capabilities of safety shutdown and result in disastrous conditions. Therefore, during a main control room fire, 5 minutes of operator action time is very important to operate the safety shutdown components. This paper describes the cable functional failure temperature criteria and conducted a cable functional failure time evaluation using Fire Dynamic Simulator to obtain the operator action time for a main control room fire.

  • A study on fire phenomena in a subway transit mass station has been carried out as a part of disaster prevention plan at the subway station. The ventilation facilities installed in both the platform and the trackway are designed to convert into a smoke exhaust system in emergency situation, creating such an environment as necessary for evacuation. 3 dimensional Numerical Simulations based on the CFD are carried out using a simulation tool, Fire Dynamic Simulator. Additionally, four different vent modes are made and performances are compared with the original design mode and each other to find better operation of vents at both the platform and the trackway in case of fire. From the result, an vent operational characteristics under the condition of installed PSD is clarified for the effective smoke and heat removal from the platform area compared with non installed PSD.

  • In recent years, as the development of construction technology and population increase, buildings are becoming more complex and high-rise. These large scale buildings are difficult to secure fire and evacuation safety when fire occurs. So it is necessary to prepare specific measures. According to this situation, in 2011, Republic of Korea officially launched Performance-based Design in "Fire-fighting system Installation business Act". But even 6 years passed since the enforcement, there are still faces manifold problems in the course of implementation. In order to examine the necessary improvements, in this study, I conducted interviews and questionnaires with experts, investigated the improvement items under current laws. And draw up a measures for that items. The subjects of the survey were fire-fighting officer, professional engineer fire fighting, fire protection planner and professor in Daegu. As a result of twice surveys, a total of 19 items are derived. And then compared and analyzed the criteria of overseas countries, and suggested improvement directions for final items. In addition, conducted a third questionnaire survey on the proposed improvement direction to verify the appropriateness of the alternative. The results of this study will be used as basic data to deal with the general problems of performance-based design in future, and further study on each item will be needed.
