The objective of this study was to analyze the changes of crown fire hazard possibility from the effects of forest tending works (FTW) in Pinus densiflora stands in Korea. The study sites were located in Youngju (FTW) and Bonghwa (Control) areas. Ten representative sample trees were destructively felled at each areas to analyze the crown fuel characteristics. The results of this study showed that crown fuel moisture content in Youngju and Bonghwa areas were 103.6% and 104.4%, respectively. The needles and twigs with less than 1cm diameter accounted 50.3% of the total crown fuel load in Youngju area and 62.0% in Bonghwa area. On the other hand, it was observed in Youngju that the canopy bulk density was $0.11kg/m^3$ lower but have 1.3 m higher average canopy base height therefore having a possibility of lower crown fire hazard as compared to Bonghwa that had higher canopy bulk density and lower canopy base height.

Weapon System effectiveness indices are a key factor to the cost-effectiveness analysis in the process of allocating national resources in an optimal fashion. First part of this paper reviews the need of weapon -effectiveness indices, historical development of methodologies on military strength evaluation with various models of indices, and the interrelation-ship between weapon effectiveness indices and war-game. Second part of this paper analyzes the concepts and usage of the already developed methodologies, i .e., index of power, weapon lethality index (W.L.I.), index of fire power potential (I.F.P), fire power potential (F. P. P), and weapon effectiveness indices/weighted unit value (W. E. I/W. U. V.). Finally, weaknesses and limits of these methodologies are compared and evaluated. Result of this research shows that the W. L. I, I. F. P, and F. P. P seem to possess many non-scientific or ambiguous facets, but the W. E. I/W. U. V method produces more detailed, inclusive, and reasonable indices. The paper concludes with the emphasis on the importance of the provision of the theoretical bases to develop effectiveness indices which can be used to evaluate Korean weapon systems, and the early establishment of a specialized research group to manage and develop methodologies on the weapon effectiveness indices.
A Gangwon region consisting of over 80% of forest area has industries that have been developed by utilizing its clean region image. However, the recent climate change has increased the forest disease & insect pest as well as the forest fire and the major cause is known to be the increase in the frequency of a drought occurrence. From the aspect of climate change, it can be said that drought and forest are important in every aspect of the adaptation and mitigation of climate change measure as they increase forest disease & insect pest that leads to desolation of usable forest resource. In addition, the increase of forest fire reduces resources that can absorb greenhouse gas, which leads to increase in green house emission. The purpose of this study is to provide a motive for concentrating administrative power for protecting forest in a Gangwon region by selecting a drought management needed local government through a drought forecast according to the climate change scenario of a Gangwon region.

Forest fires have been threats to natural resources, endangered species, properties and even to human lives. Efficient management of forest fires requires a complete understanding of the environmental and human related activities, as well as complicate spatial relationships among them. A geo-spatial information system(GSIS) is an appropriate method of being able to mapping and to analyze the spatial data for forest fires. Therefore, this study is to provide and classify the terrain, vegetation, life environment soil and geology factors, and to analyze spatial distribution for forest fire areas by applying the GSIS and the Remote Sensing technology. On the other hands, causes of increasing numbers of forest fires being occurred after In were assessed by comparing the normalized difference vegetation index((NDVI).
The science and technology of seismic hazard mitigation are increasingly being shared among scientists and policy makers around the world. Administrative expertise is also being shared. While there is still tremendous unevenness in technical and administrative capacities and resources, a global community of emergency managers is developing and there is a globalization of expertise. Hazards are better understood, tools for risk assessment are improving, techniques for hazard mitigation are being perfected, and communities and states are implementing more comprehensive disaster preparedness, response, and recovery programs. Priorities are also emerging and hazard mitigation has emerged as the priority of choice in North America and Europe. An increasingly important component of hazard mitigation is resilience, in terms of increased capacities for disaster mitigation and recovery at the community and even individual levels. Each year, more is known about the locations and natures of seismic hazards, although there are still unknown and poorly understood fault lines and limited understanding of related disasters such as tsunamis and landslides. More is known about the impact of earthquakes on the built environment, although nature still provides surprises to confound man's best extorts to reduce risk. More is known about human nature and how people respond to uncertain risk and when confronted by certain catastrophe. However, despite the increased understanding of seismic phenomena and how to protect people and property, there is much that needs to be done to reduce the risk, particularly in major metropolitan areas.
Over the years, probabilistic risk assessment (PRA) research activities conducted at the U.S. Nuclear Regulatory Commission (NRC) have played an essential role in support of the agency's move towards risk-informed regulation. These research activities have provided the technical basis for NRC's regulatory activities in key areas; provided PRA methods, tools, and data enabling the agency to meet future challenges; supported the implementation of NRC's 1995 PRA Policy Statement by assessing key sources of risk; and supported the development of necessary technical and human resources supporting NRC's risk-informed activities. PRA research aimed at improving the NRC's understanding of risk can positively affect the agency's regulatory activities, as evidenced by three case studies involving research on fire PRA, human reliability analysis (HRA), and pressurized thermal shock (PTS) PRA. These case studies also show that such research can take a considerable amount of time, and that the incorporation of research results into regulatory practice can take even longer. The need for sustained effort and appropriate lead time is an important consideration in the development of a PRA research program aimed at helping the agency address key sources of risk for current and potential future facilities.
Catastrophic disasters are sprouting out recently, i.e., the radiation leaks and the hydrofluoric acid gas leaks, etc. The restoration work for these kinds of disasters is very harmful and dangerous for human beings to handle themselves, thus allowing manless robots to fly the reconnaissance planes over to the disaster stricken areas and do the necessary work instead. For this endeavor and purpose, we created and tested an intelligent robot that can inspect those areas, using Mbed (ARM processor) technology temperature sensors and gas sensors aided by CAM (Computer-Aided Manufacturing) cameras. Also, HTTP Server, PC, androids and their combined efforts allow their remote controlled operation from far away with timing control. These intelligent robots can be on duty for 24 hours, minimizing the accidents and crimes and what not, and can respond more quickly when these misfortunes actually happen. We can anticipate the economic effects as well, derived from the reduced needs for hiring human resources.
Historical Documents on Proper Tree Selection System of Korea were collected in Japan and introduced in this review. Products of some pine species and fruit were used for laying a tribute to Kings in the Chosun dynasty. In this review, some case studies and implementation of proper tree selection system during the period of Japanese rule, the atlas of climatically favourable regions for the species of trees and bamboos in Korean peninsular, and the test results on regional afforestation, tree selection and proper tree selection of fast growing trees were introduced. Of these documents, especially, the atlas of climatically favourable regions of trees and bamboos growing in Korean peninsular is considered as a valuable document. It tis expected that these historical documents on proper tree selection system might be use as references for the researches on indigenous forest, forest resources development, afforestation of fire damaged areas, and the restoration project of North Korea by the time of reunification of Korea.
Based on the Statistical Yearbook of 119 Emergency Medical Services in 2017 (National Fire Agency, 2018) and Population Projection by Province: 2015~2045 (Statistics Korea, 2017), this study analyzed the effects of population changes, such as low fertility and aging on the use of ambulance services in the future. The population of Korea is expected to decline after peaking in 2031, but the number of elderly people aged over 70 is expected to continue to increase. The rates of emergency ambulance transport (REAT, the number of patients transferred per 1,000 inhabitants) are not changed significantly, compared to the recent trends, but the ambulance services for elderly over 70 years of age will increase exponentially. Therefore, the population changes due to low fertility and aging is accompanied by a quantitative and qualitative change in ambulance services, and from the long term perspectives, it is necessary to consider not only the effective response of ambulance services due to aging, but also the adjustment of existing jurisdictions due to population changes and the relocation of manpower and resources.
This is to show some basic data for introducing both circulated aggregate and recycled powder producing waste concrete. Standard-mixing design for 24MPa has been basically used and added and replaced normal aggregate with recycled powder made of waste concrete. In addition, polycarboxylate high-range water reducing agent has been used because recycled powder is missing adhesive strength and it is not compare with cement's adhesive strength. Compressive strength with powder mixture of 2%, 4%, 6%, 8%, and 10% has been decreased down to 80% of normal concrete material strength without recycled powder mixture. $200^{\circ}C$, $400^{\circ}C$ and $600^{\circ}C$ heated concrete were compressively tested in order to find out concrete strength resistant to high temperature. heat capacity was also tested, based on the expectancy of its low conductivity. In addition, thermal conduction test was tested in order to find out concrete insulation. According to this test, when concrete was tested by fire resistance, it using the circulation aggregate was same resulted by concrete using the natural aggregate. also, recycle powder was not effecting insulation performance. but it is fit to standard on concrete insulation of building law.
