Development of Prediction Model of Fuel Moisture Changes in the Spring for the Pine Forest Located the Yeongdong Region(Focused on the Fallen Leaves and Soil Moisture Level) (영동지역 봄철 소나무림에서 연료습도변화 예측모델 개발(낙엽 및 토양습도를 중심으로))

  • The fuel moisture changes accompanying with the elapsed days after a rainfall is very important to predict the risk of forest fire and make a good use of forest fire guard. So, to investigate the conditions for the risk of forest fire, it was studied the risk of forest fire for fallen leaves level, rotten level, and soil level after more-than-5 mm-rainfall according to the different forest density of pine forests which were located in Yeong-dong region in the Spring of 2007. The result of the study showed that the around 17% of fuel moisture which was the risky level for forest fire was reached after three days of a rainfall in the coarse dense forest region and after five days in the medium or highly dense forest region. However, for the rotten level represents more than 30% of fuel moisture even after six days after the rainfall, and the lower and upper level of the soil represented a slight or almost no changes. Based on the result, the prediction model ($R^2$=0.56~0.87) for the change of fuel moisture was developed, and it was examined by applying to actual meteorological measurements in the same period of 2008. It showed a meaningful result of 1% level of distinction.

  • Most utiltity systems are subject to frequent changes, often due to increased loads and demand to up-grade quality of service provided. Urban renewal, expressway construction and suburban growth have also caused significant changes in urban utility distribution systems. Recently, it is required that a guideline for planning of a complete system, the reasonable design and construction methods for the efficient installation common utility tunnels must be estabilished. It prompts drastic measures to guard cities and their inhabitants against the horror of massive fires in the future. Preparedness holds the key to safety.

  • Unmanned surface vehicles(USVs) have been developed for special operations in foreign navies. These will be employed to conduct critical missions including inspection, coast guard, ISR, fire protection, precision strike, mine interception warfare and antisubmarine warfare. It is also known the USVs will be deployed at the front line of the network-centric warfare to replace the manned naval operations. The unmanned operation can, thus, minimize unnecessary risk to personnel and enhance the success probability for the imposed mission. In this research, the USVs which are under operation and development in foreign navies are investigated. Based on this, an USV with $7\~10m$ of length and 10ton of weight for the Korean Navy which can be deployed near the Northern Limit Line(NLL), is proposed.

  • The F&EI technique is one of the risk assessments with many advantages. It can save time and effort compared to quantitative risk assessment (QRA). By using the evaluation result of this technique, it is possible to check the effectiveness of the investment cost. In addition, a relative risk ranking can be created and used to establish the facility management cycle and to prioritize investment. However, evaluating the target process can be evaluated more than the actual risk since the LCCF, a loss prevention measure, is too limited. In addition, calculating premiums via this method can result in excessive premiums, making it difficult to evaluate the risk precisely. Therefore, new safety guard was added to the LCCF of the F&EI risk assessment with reference to HAZOP and LOPA techniques. Newly added LCCFs are Deflagration arrester, Check valve, SIS, and Vacuum beaker, etc. As a case study, F&EI risk assessment was performed on Acetone storage tank of a API (Active pharmaceutical ingredient) plant to compare actual MPPD. The estimated loss amount was 592,558$ for the existing technique and 563,571$ for the improved technique, which was reduced by about 5% compared to the previous one.This proved that a more precise evaluation is possible and that the efforts for safety at the workplace are reflected in the evaluation results.

  • In this paper, the sound source localization system in real time which uses the time delay of arrival signal is proposed. This system uses minimum microphones and surveillance camera for estimation of the sound source localization and sound direction. To apply this system to the military field, four models(model1~model4) are derived. Model 1 can be used to evaluate the sound source localization at the long distance. Model2 and model3 can be applied to estimate the sound direction. Model4 is useful for the special purpose and potable device. It is possible for this system to be used for the military guard and surveillance. As a result of experiments, It is shown that this system can estimate the sound source localization and the sound direction using minimum microphones.

Also, it intends to highlight the current status and implications of safety security and suggest developmental direction for the establishment of wooden cultural heritages preventive measures in the future.

  • Marine accidents are increasing year by year, and various accidents occur such as engine failure, collision, stranding, and fire. These marine accidents present a risk of large casualties. It is important to prevent accidents beforehand. In this study, we propose a modeling to predict the occurrence of marine accidents by applying the Markov Chain Process that can predict the future based on past data. Applying the proposed modeling, the probability of future marine accidents was calculated and compared with the actual frequency. Through this, a probabilistic model was proposed to prepare a prediction system for marine accidents, and it is expected to contribute to predicting various marine accidents.

Evaluation of Hazardous Zones by Evacuation Scenario under Disasters on Training Ships (실습선 재난 시 피난 시나리오 별 위험구역 평가)

  • The occurrence a fire on a training ship with a large number of people on board can lead to severe casualties. Hence the Seafarers' Act and Safety Life At Sea(SOLAS) emphasizes the importance of the abandon ship drill. Therefore, in this study, the training ship of Mokpo National Maritime University, Segero, which has a large number of people on board, was selected as the target ship and the likelihood and severity of fire accidents on each deck were predicted through the preliminary hazard analysis(PHA) qualitative risk assessment. Additionally, assuming a fire in a high-risk area, a simulation of evacuation time and population density was performed to quantitatively predict the risk. The the total evacuation time was predicted to be the longest at 501s in the meal time scenario, in which the population distribution was concentrated in one area. Depending on the scenario, some decks had relatively high population densities of over 1.4pers/m2, preventing stagnation in the number of evacuees. The results of this study are expected to be used as basic data to develop training scenarios for training ships by quantifying evacuation time and population density according to various evacuation scenarios, and the research can be expanded in the future through comparison of mathematical models and experimental values.

  • This study is to organize the manual for the safety accidents in campsite. For this, analyzing the types of safety accidents and reviewing the regulations of campsite. Through theoretical considerations, the problem was diagnosed and the elements of improvement were presented. Eventually, part of the Responsive and Preventative Behavior manuals were developed to organize 'Preparation Behavior Manual'. Especially, examples of safety accident prevention behavior manual were divided into: 1st, suffocation, 2nd, traffic accident, 3rd, fire, 4th, and electrical accident. "S.A.F.E.", An example, was created with the accident specific initials that were more frequently caused. Furthermore, it was emphasized that it is necessary to process of understood by the user. Subsequent studies recommended the study of cases, improvement of safety management indicators, and the specialization of campground manager and safety guard.
