Diverse official policies in community are available for caregivers to take care of the elderly in the US and the UK. This study aims to examine the recent changes in government supports based on The Recognize, Assist, Include Support and Engage (RAISE) in the US, and those by Carer Act 2014 in the UK, to take any good lessons for Korean policy. Caregivers will play a new role to develop innovative treatment for patient-centered care. The UK strengthens to provide various efforts for working carers while assuring economic efficiency in labor market with empirical evidence. The major four ways to support carers were developed agreed with the acknowledge of caregiving value and their human right; financial support, direct services for carers, flexible work time, and advocacy. Korean supports policies for carers in long-term care and social welfare will be more effective in community care system if more evidence based policies are prepared.
The purpose of this study is to analyze the effectiveness and efficiency of social security benefits to poverty alleviation. To this end, this study analyzed the poverty alleviation effect of public pension, basic pension, child-rearing allowance, disability allowance, basic living security subsidy, EITC, and other government subsidies using 2019 Household Financial Welfare Survey. The analysis results are as follows. First, social security benefits lowered the poverty rate by 6.8%p. Second, in terms of the poverty gap reduction effect, the public pension for the elderly male households, the basic pension for the elderly female householder, and the basic guarantee for the working female householder contributed the most. Finally, in terms of poverty alleviation efficiency, about 33% of social security benefits contribute to narrowing the poverty gap. Social security benefits for female heads of households were found to serve as a function of alleviating poverty gap and for male heads of households to supplement household income. Based on these results, this study suggested the discovery of various poverty states, expansion of basic security for the female elderly, and the connection between the purpose of social security benefits and key targets.
The purpose of this study is to examine that basic pension entitlement affects the subjective well-being(SWB) of the elderly. For controlling unobserved heterogeneity, we used fixed effects model for longitudinal data. The data used for this study is KLoSA from 2006 to 2016. The research results are as follows. SWB of non-basic pensioners was higher than for basic pension beneficiaries. Second, when the demographic variables were controlled, SWB of the basic pension recipients was higher then that of non-beneficiaries. Third, the factors affecting SWB were economic satisfaction, marital status, family financial support, employment status, subjective health status, daily life restrictions, gender, and age. Fourth, the effect of basic pension on SWB was positive at the lowest income quartile. The results of this study shows that the basic pension system has a positive effect on the SWB of elderly despite the low benefit level. Therefore, it is necessary to expand the basic pension system to solve poverty problems and improve the quality of life for the aged. Also, various aspects of social support for the low-income vulnerable elderly are needed. Lastly, It was suggested that the benefit level of the basic pension should be raised to have a substantial effect on the low-income class, which is a key policy subject.

The number of public rental housing has increased according to the government's 「Housing Welfare Roadmap (2017)」, and facility maintenance costs for the demand of improvement of performance and residential standards due to the aging of long-term public housing are significantly increasing. Consequently, the financial burden of public housing rental business for maintaining stocked housing is aggravated. However, there is a lack of objective data to analyze the size of the maintenance costs that are executed by the type of repair work, and the elapsed years of the aged long-term public rental housing. This study analyzes the execution status of 33 long-term public rental housing complexes located in Seoul for 14 to 28 years of elapsed years based on the data of maintenance costs. In addition, this study proposes a model to predict the maintenance costs by elapsed years by dividing 'Long-term Repair Plan Work and Government-Funded Project [Y1]', 'Planned Repair Work and General & Unplanned Repair Work [Y2]', and 'Total maintenance costs [Y3]'. It is intended to be used as basic data for the establishment of the maintenance plan at the stage of setting up the budget and the establishment of the sustainable operation plan for public rental housing
Many companies are operating and introducing the research results that corporate counseling contributes to corporate profits and improves the effective welfare of workers. This study was conducted targeting business management experts. As a research question, first, is there a difference in perception among business management experts about business counseling? Second, what is an important marketing 7P mix for revitalizing corporate counseling? Third, there will be differences in the importance of the 7P mix for marketing among business management experts. The results of the quantitative study are as follows. First, business management experts had a positive perception about the intention and necessity of corporate counseling, and marketing was higher than production management by field. The consultation model prefers an external model, and medium-sized enterprises and small and medium-sized enterprises are selected as target companies, and service and manufacturing industries are selected as target industries. The topics are recognized as interpersonal relationships and job stress. Second, price mix, product mix, people mix, and process mix are recognized as important marketing mixes, but companies consider the price mix the most important. Third, there was a difference between corporate management experts in the promotion mix and process, and marketing recognized the promotion mix as important and the process mix was important for financial management. However, there is no difference in the mixes by field except for this, so it can be said that the perception of the marketing mix is similar. Through this study, it is meaningful to present the implications of the marketing mix for awareness and activation of corporate counseling from the corporate point of view.

This study aimed to examine and compare housing conditions and satisfaction degree of working college students in Seoul metropolitan area, depending on their stress level from economic burden and living housing type. The interview using the questionnaire was conducted. The subjects were 199 working college students aged between 19 and 35. The two-tier cluster sampling method were used, the region and representative university within the region. The comparison of satisfaction degree per type of housing of working college students has been conducted to find 3 characteristic patterns of satisfaction degree per housing condition from the stress of preparing the fund for rent, and students with high degree of stress from arranging rent showed relatively low degree of satisfaction in most items. 6 patterns have been identified in terms of housing types, and most of the students living in the Gosiwon, the poorest condition and housing type, showed the lowest degree of satisfaction, while those residing in the officetel turned out to the most satisfied. This study gives implications of housing welfare for working college students.
The main purpose of this study is to provide the sustainability and continuous development of Long-term care Insurance in projecting changes of the Long-term care Insurance beneficiary population and Cost. We conducted a transformed cohort-component projection method that are employed for the beneficiary population projection and applied the previous experiences in Japan and German. A transformed cohort-component method means that we also projected the increasing beneficiary of long-term care insurance for using the data of geriatric disease in NHIC and estimated the cost of insurance's financial resources. First of all, beneficiary increase and strategy of extending to level 4 are categorized 2 and the expense account projection are categorized 2. If it is thought experience of Japan and German, The Level 4 extend of insuree is projected 2012 or 2013. With the results of this study, we proposed that extended level 4 insuree include the 40%~90% of geriatric disease in elderly people. The number of beneficiaries in 2011 is expected to reach to about 342,896 and in 2015 is 415,905 on scenario 1. Scenario 2(40%of geriatric disease in elderly people), the number of beneficiaries in 2011 is 342,896 and in 2015 is 483,453. Scenario 3(90%of geriatric disease in elderly people), the number of beneficiaries in 2012 is 545,068 and in 2015 is 565,565. The cost of beneficiaries insurance benefit of scenario 1 are projected from 3,000billion in 2012 to 3,500billion won in 2015. Scenario 2 are projected from 3,100billion in 2012 to 4,000billion won 2015. Finally, The cost of Level 4 extending are need minimum 300billion to maximum 1,400billion won.

The purpose of this study is to explore the direction of elderly education in the age of science and technology. The research contents to achieve the research purpose are, first, to examine the current status of elderly education, and second, to suggest the direction of elderly education in the age of science and technology. Due to the current status of education for the elderly, education for the elderly continues to change and develop, and various programs and activities are provided to help the elderly enjoy a richer retirement life. According to the survey report on the elderly, 11.9% of all elderly people participate in learning activities. Senior welfare centers accounted for the largest number of institutions conducting learning activities for elderly education learning activities participants at 35.5%. First, in the direction of elderly education in the age of science and technology, education on the use of digital technology and information is necessary in the composition of elderly education contents. Second, in the case of elderly education methods, customized elderly education methods are needed. Third, in the case of operating elderly education institutions, specialized education centers for elderly education must be further strengthened and supported. The international community is already forming a consensus that the establishment of new social systems and financial investment due to the increase in the elderly population should be considered a new growth engine rather than a social crisis. Although there is a burden on the social security sector due to the increase in the elderly population, there is a shift in the direction of recognizing the potential capabilities and experiences of the elderly and returning them to social resources. Elderly education in the age of science and technology needs to change to a direction that can build a healthy and progressive society in the future.

This study examines how economic factors such as income, parental support, perceived social status, and financial distress are associated with marital intentions among unmarried young adults in their 20's and 30's. Data were collected by an online survey, and a total of 567 people participated nationwide. Results from a hierarchical logistic regression suggest that (1) women's income was associated with their marital intentions, but not men's; (2) perceived social status was associated with marital intentions among both men and women; (3) men's expected parental support for marriage was associated with marital intentions; and (4) when three subfactors of the material values were included in the analysis, among women, it was found that the use of possessions to judge one's own success and that of others was positively associated with their marital intentions, and the belief that possessions and the acquisition of materials lead to happiness and satisfaction was negatively associated with their marital intentions. Further discussion is provided about the interpretation and implications of the results.
The present paper investigates the potential value of strategic antitrust policy in an oligopolistic international market. The market is characterized by a non-cooperative Cournot-Nash equilibrium and by asymmetry in costs among firms in the world market. The model is useful for two reasons. First, it is important in the context of policy-making to examine the conditions under which it may be beneficial to relax antitrust law to enhance competitiveness. Second, the explicit derivation of the level of cost-saving required for a gain in total domestic surplus provides an empirical rule for excluding industries that do not satisfy the requirements for a socially beneficial antitrust exemption. Results of the analysis include a criterion that tells how the cost-saving and concentration effects of a merger offset each other. The criterion is derived from fairly general assumptions on demand functions and is simple enough to be applied as a part of the merger guidelines. Another interesting policy implication of our analysis is that promoting mergers would not be a beneficial strategy in a net importing industry where cost-saving opportunities are thin. Cost-saving domestic mergers are more likely to increase national welfare in exporting industries. The best candidate industries for application of strategic antitrust policy are those with the following characteristics: (i) a large potential for efficiency enhancement; (ii) high market concentration at the world but not the domestic level; (iii) a high ratio of exports to imports. Recently, many policymakers and economists in Korea have also come to believe that the appropriate antitrust policy in an era of increased foreign competition may actually be to encourage rather than to prohibit domestic mergers. The Industry Development Act of 1986 and the proposed bill for Mergers and Conversions in the Financial Industry of 1990 reflect this changing perspective on antitrust policy. Antitrust laws may burden domestic firms in the sense that they have a more constrained strategy set. Expenditures to avoid antitrust attacks could also increase costs for domestic firms. But there is no clear evidence that the impact of antitrust policy is significant enough to harm the competitiveness of domestic firms. As a matter of fact, it is necessary for domestic financial institutions to become large in scale in this era of globalization. However, the absence of empirical evidence for efficiency enhancement from mergers suggests caution in the relaxation of antitrust standards.
