농가 경영이양에 대한 영향요인 (Factors Affecting Family Farm Succession)

  • Farm succession is one of the most important events that substantially influence the viability of a farm business not only for a family farm operation, but also for a farm industry as a whole. This study aims to analyze the factors which affect the probability of existence of a successor, using the nationwide survey data. The probability of having a successor increases with the age of operator, the number of sons, the area under cultivation, organic farming, farm expansion plan, main crop and operator's attitude towards farm succession. Also this study investigates the succession plans of family farms having a successor and land disposal plans of family farms without a successor. 40% of farms having a successor have only vague succession plans and 34.7% of farms without a successor have a plan to apportion their land among their children. Based on these results, this study suggests the necessity of planning for farm succession and successors' agricultural training. In addition, measures for preventing from land fragmentation are needed for realization of effective usage of agricultural land.

외국의 농가 경영이양 지원 제도 고찰 (An Implication of Policies for Farm Succession in Foreign Countries)

  • 본 연구는 농가 경영이양이 인력 수급이나 구조 개선 등 농산업에서 가지는 의미가 중대함에도 관련 논의나 제도가 부족하다는 문제의식에 기초하여, 외국에서 운용되는 경영이양 관련 제도를 고찰하고 향후 보완 방향을 제시하였다. 먼저 농가 경영이양의 개념과 여러 형태를 살펴보고, 국내 및 국외의 경영이양 지원 제도를 검토하였다. 국내외 경영이양 지원 제도를 비교 검토하여 얻은 정책적 시사점으로 첫째, 경영주-승계자 간 경영이양 계획의 수립 지원, 둘째, 경영주-승계자 간 효과적인 경영이양 모델 제시, 셋째, 승계자 없는 농가에 대한 대응방안, 넷째, 농지의 세분화에 대한 대책이 필요함을 제시하였다.

원활한 농장승계와 합리적 농장경영을 위한 교육·훈련과정 개발연구 (The Study on development of Education and Training for smooth succession and rational farm management of family farm)

  • This study is to find the causes of the current situations of conflict between generations in regards to succession of their family farm, for the target group of graduates Korea National Agricultural College of the year 2008 and their parents. This study aims at finding a way of controlling and solving the conflicts, and of developing a course of education and training, so that through this process they can come to a rational conclusion to the conflicts that arise regarding succession of the farm, in a climate of harmony and peace. It is found that communication between parents and graduates has normally gone on well, but specific problems related to management of the farm are often present. Furthermore, there is often lack of trust and promise between the parties which often causes difficulties in preparation for the succession of the farm. On the basis of these observation, we have designed and implemented an education workshop and training, as a program in which parents and their successors participated. As a result, we found it to be very effective, but it was also found to be in need of some changes. The workshop is to be implemented in two separate stages. The first stage should focus on communication and trust between family members. Firstly, they are given the opportunity to share the list of concerns withone another, as an ice breaking activity. Secondly, they can present their own hopes or wishes. And lastly, they can communicate with one another in an effort to find resolutions that will be keep both parties satisfied. The second stage should be aimed at establishing agreements concerning succession of the farm in a harmonious and peaceful manor; the second stage is also an opportunity to discuss 'Farm management and succession'. The Korea National Agricultural College (KNAC) is in the pursuit of fostering agricultural CEO's for the future of Korea. KNAC is currently implementing a very unique system of interviews in which parents participate together with students, in order to help them make a plan for rational management of their farm and smooth succession of the farm. Although KNAC now has students present a blueprint of their own unique business plans as a graduation thesis, it is necessary for KNAC to complement this system with education and training regarding the succession of family farms. Furthermore, KNAC should also develop an education and training program that is separate for this purpose, and make it a regular course of study of KNAC in the future.

영농승계자 역량강화를 위한 영농실습 요구도 분석 (Needs Analysis of Farming Practice to Strengthen the Competence of Farm Successors)

  • This study aims to examine the needs analysis for agricultural management capabilities and farming practices that were emphasized by focusing to the inflow of farmers and the importance of the smooth succession. Data were collected from 134 farm successors. The Borich demand and the Locus for Focus model were hired for the study. Result were as follows. The competency group that the farm successors showed a high educational needs for was financial management. As for the detailed competencies that farm successors showed high educational needs for, based on Borich demand and the Locus for Focus model, the six detailed competencies of financial measures, financial analysis, financial management, sales planning, machine operation, and pest management were common and were derived as priorities. As for the direction of farming practice education for farm successors, based on these analysis results, education on machinery operation in the production sector should be expanded, and the management sector, more systematic and diverse education should be prepared to strengthen financial management capabilities.

취농 유형 선택에 영향을 미치는 요인분석 (An Analysis of Factors Influencing the Choice of New Farming Type)

  • This study analyzed the factors influencing the choice of new farming type in order to prepare the countermeasures against structural changes of farm labor force. The analytical model was the multinomial logit model(MNL). The test for Independence and Irrelevance Alternatives(IIA) assumption in MNL shows that the IIA assumption in our data is rejected. Alternatively, we chose the multinomial probit model(MNP) that does not assume IIA. Data were obtained from 2010 census of Agriculture, Forestry and Fisheries of Statistics Korea. New farming types are succession(13.9%), return-to-farming(45.0%), part-time-farming(32.5%) and etc(8.6%). Analysis results showed that the characteristics of farms, commodity, management, and region influenced the choice of new farming type. This study is expected to help policy makers to produce support policies by new farming types in order to increase the number of new farmers and to make them easier to settle down in agriculture.

청년 농업인 육성지원제도 개선을 위한 중요도-만족도 분석 (Importance-Satisfaction Analysis for Improvement of Young Farmers Fostering Support Policy)

  • The purpose of this study is to understand the importance-satisfaction level for the improvement of the young farmers fostering support policy. According to the analysis result, the respondents answered that the current policy to foster young farmers is important. However, the actual satisfaction level of the project was found to be lower than the importance level. In the 'Keep up the Good Work' area, which is the first quadrant, 'a project to support young succession farmers and settling in farming' and 'a project to select and support succeeding agricultural managers'. It was found that the respondents highly evaluated the importance and satisfaction of the 'Young Succession Farmers Selection and Farm Settlement Support Project' and the 'Succession Farmers Selection and Support Project'. Therefore, it is necessary to gradually expand the project in the future.

도시민의 귀촌행태 유형화와 시사점 (The Typology of Urban-Rural Migration and Its Implications)

  • 귀농 귀촌자의 동기, 태도, 행태에 대한 이해를 위해 설문조사를 통해 귀농 귀촌자를 귀농 귀촌동기에 따라 유형화하였다. 요인분석 결과 귀농 귀촌자는 5개의 귀농 귀촌동기 차원을 가지고 있었다. 5개의 귀농 귀촌동기 차원은 '경제적 성공 추구', '전원적 삶 추구', '가족생활 추구', '도시생활회피 추구', '영농승계 추구'이다. 이 중에서 전체변량을 가장 많이 설명하는 귀농동기 차원은 '경제적 성공 추구'와 '전원적 삶 추구'로 나타났다. 이 같은 결과는 귀농자들은 '전원적 삶 추구'를 가장 중요한 귀농동기로 고려하고 있음을 나타낸다. 귀농 귀촌동기에 따라 귀농 귀촌자를 유형화하기 위하여 귀농 귀촌동기 차원에 기초하여 군집분석을 실시하였다. 군집분석결과 4개의 군집으로 구분되었다. 4개의 군집은 '기업가형', '소규모창업형', '전원형', '영농승계형' 이다.

도시생태계 구조를 고려한 비오톱 유형 구분 (Biotope-Type Classification Considering Urban Ecosystem Structure)

  • The purpose of this study was to analyze biotope types of urban land-use patterns. Forest areas were considered according to vegetation type and potential for succession. Urban ecosystem structure was analyzed according to land use, land coverage, vegetation structure (actual vegetation, diameter at breast height, layer structure, and revetment). As a results of the classification, the biotopes were divided into 71 types according to the urban ecosystem structure. In the case of the Hanam province, the biotopes were divided into 51 types: 26 forest types; 5 swampy and grass land types; 3 farm land types; 3 types of planted land, and 8 types of urbanization.

시드 정제 기술을 이용한 웹 스팸 필터링의 품질 향상 (Improving the Quality of Web Spam Filtering by Using Seed Refinement)

  • 웹 스팸은 중요하지 않은 웹 페이지들의 중요도를 승격시키기 때문에 웹 검색 결과의 품질에 중대한 영향을 준다. 따라서 웹 검색 엔진은 웹 스팸을 제거할 필요가 있다. 웹 스팸 필터링은 스팸 페이지들, 즉 웹 스팸에 기여하는 웹 페이지들을 식별하는 것이며, 잘 알려진 웹 스팸 필터링 알고리즘으로는 Trust Rank, Anti-Trust Rank, Spam Mass, 그리고 Link Farm Spam이 있다. 이러한 알고리즘들의 결과 품질은 입력 시드(input seed)에 따라 달라진다. 따라서 입력 시드를 정제(refinement) 함으로써, 웹 스팸 필터링의 품질을 향상 시킬 수 있다. 본 논문에서는 잘 알려진 네 가지 알고리즘에 대한 시드를 정제하는 기술을 제안한다. 다음으로, 이러한 기술을 원(original) 알고리즘에 각각 적용하는 방법으로 알고리즘을 수정한다. 이를 수정된 웹 스팸 필터링 알고리즘이라고 부른다. 본 논문에서는 또한, 웹 스팸 필터링을 좀 더 향상시키기 위한 전략을 제안한다. 이 전략에서는 수정된 알고리즘들을 수행 순서상의 적절한 위치에 배치함으로써 알고리즘들의 상호간 지원을 통해 전체적으로 성능을 향상시키는 가능성을 고려한다. 마지막으로, 실험에서는 시드 정제의 효과를 보인다. 이를 위해, 먼저, 수정된 알고리즘의 웹 스팸 필터링 품질이 원 알고리즘의 품질보다 더 우수함을 보인다. 다음으로, 웹 스팸 필터링 알고리즘들이 수행되는 순서의 조합 중 가장 성능이 우수한 조합이 가장 뛰어난 잘 알려진 알고리즘과 비교하여 정확도(precision)를 유지하면서 파라미터의 전형적인 값 범위 내에서 재현율(recall)은 최대 1.38배까지 높게 향상됨을 보인다.
