Family professionals and family program staff need to consider the importance of program evaluation in Korea since an increasing number of Healthy Family Support Centers are providing diverse intervention and education programs. The purpose of this research paper is to (a) introduce a program evaluation model that includes the program life cycle; (b) help family professionals and family program staff understand the link between program implementation and evaluation processes; and (c) facilitate discussions in terms of program evaluation of Healthy Family Support Centers and evaluation roles of different levels of Healthy Family Support Centers including the headquarters, regional, and local centers. Understanding the program life cycle and relevant evaluation processes will help family professionals and family program staff be more strategic in answering critical questions about a program's effectiveness. The benefits of program evaluation and its implications are discussed.

The purpose of this study is to constitute the background theory and framework for developing the family-empowering program of Healthy Family-Support Center(HFSC). For this purpose, first, this study emphasizes that the development of integrated and differentiated program for HFSC is needed. Second, this study shows the theoretical background including ecological system theory, family system analysis theory, and family life coaching process. Third, assessment and evaluation system and subsystems are suggested as a basic frame for developing family life diagnosis tool. This system is based on the comparative analysis about the studies relating family life planning and case management. Fourth, the process of family empowering program is suggested to accomplish the family needs and goals. This process include the assessment, family life coaching for problem solving and/or family life planning, and following education and counselling. Last, this study shows how this program is related to other programs of HFSC. Family members can participate various programs of this center for preventing or solving the problem on the basis of evaluation results. Family-empowering program for making family healthy can be a representative and integrating program for this center.

The purpose of this study was to analyze the need for family life welfare service program, and to develope the program for managing in the Community Centers. The survey was conducted by interviewing 356 users and 360 non-users of Community Center, total 716 persons living in Daegu City, from October 8 to October 30 in 2002. The data were analyzed by the SPSS PC+ program applying t-test and ANOVA. The results were as follows : First, overall the needs for family life welfare service program, consisting of education program, facilities management and counseling program, and event program, was higher than 3.7 points. The needs level for event program was a little higher than other two programs. Second, the level of needs for family life welfare service program differed between user group and non-user group of the Community Centers. Third, the level of needs for family life welfare service program varied according to the demographic variables, such as sex, age, marital status, family life cycle, education level, vocation, monthly average income and housing type. Finally, Based on the results of needs analysis, 11 education programs, 4 facilities management and counseling programs and 5 event programs were developed for family life welfare service program. These programs developed in this study could be applied to diverse groups classified by age, social class, family life cycle of citizens. Also the programs should be applied in terms of family unit, as well as individual base to enhance the function of family life.

The purpose of this study was to develop the household analysis and diagnosis program for the enhancement of family welfare focusing on the household of middle-aged full-time housewives. From the review of related literatures, the following areas of total family life were selected ; household management, time use, housing, household materials, finance, communication and decision making. Considering that the program subjects were middle-aged full-time housewives, the preparation for elderly life and the identity as housewife, one of the healthy family members, are appended. The progresses for the development of household analysis and diagnosis program were as follows: 1. to select the useful area of family life, 2. to make the indicators which explain the status of family life, and 3. to decide the scales for the diagnosis. This program has various uses such as the development of self-evaluation program, program for various family life course. Through this program the strength and weakness of family life can be found and the planning for the enforcement of family life can be practiced.

It was quite an achievement to actualize family welfare, announcing' Healthy Family Basic Acts(2004)', which enabled to pursue comprehensive welfare policy including family life as a unit. This has enhanced family function, converting into consolidated family-centered service system, creating a new paradigm. The family life education must be spreaded and activated in the way of family welfare service, as to improve the quality of life, while reducing social problems regarding to the boundary of family. So This study aims at investigating the level of aspiration out from the family life education and the fact-revealing of training program within the family life. To examine these matters, 356 married women living in Seoul were selected. The results are as follows family life education and the training program each other showed little relevance that merely $45{\%}$ attended the program. Life planning program for Elderly was mostly asked in the research of the degree of family life education program. Besides, many of them demanded for the family care program for those who have divorced, remarried or adopted the child, showing their active will to solve them which have been dealt quite privately. Family life education is dealing with the current problem solving and future life planning. In this regard, it is strongly needed to experience and learn the dynamics of family life for lifetimes. Systemic family life education must be accomplished to solve, prevent and to cope with family problems.

The purpose of this study was to develop Family Welfare Program for strengthening Family Life, especially focused on the Family Life Education. In order to perform the above research purpose, this study was organized three sections. First, conceptualizing strong family second, measurement the degree of strong family third, is about the Family Life Education. I defined that the concept of strong family is functional family that is family members(husbands & wives)perform successfully internal family functions. I measured the strong family by means of family function performance scale which is composed by 54 questionnaires. Through the survey study with the family function performance scale. I recognized the necessity of Family Life Education for strengthening family function. Family Life Education(FLE)is an educational specialty which was originated in reaction to changing social conditions, industrialization, and urbanization. It deals with the perceive inadequacies of families to cope with these changes, thereby reducing social problems involved with, and improving family life. With and assumption that the studies about FLE have not been so active in Korea, the present thesis examines the FLE in Korea : i.e., the defintion, the objectives, the scope, the approximation of family life education, and the necessity of marital education in Korea based upon the published theories of FLE in the United States of America. Also, it attemps to formulate tentative plan for the promotion of a FLE program in Korea. The concept of FLE in Korea was mainfested itn the social educational law and lifespan institutional, governmental attention. It is defined as "the family life education to enhance the quality of human life, to solve family problems, to develop and individual's potentiality, and to strengthen the family interaction." Of the FLE program, the marital education is considered one of the crucial subjects because it is the core of the family life. With this premise, FLE tries to support the healthy marital relations, subsequently helping to explore the family potentiality and to strengthen family ties. Considering the seemingly dual characteristics of the contents of marital educations, and effective expressions of mutual affection. In addition, reciprocal understanding and cooperation of the married couples to overcome the differences of value, personality, hobby, and religion, the educational methods in child rearing kids, and the effective management of home economics should be included. The objects of the FLE program are unmarried, pre-married, and married persons. For the married persons, the FLE program should be arranged in accordance with their marital status classified by the family life cycle so that they amy prevent possible family problems t each stages of the family life. Also, to prevent the problems incurred in the course of carrying out family functions, the FLE program should be provided with on the basis of a family unit, there by improving the quality of the family functions.

The service program for family is based on The Healthy Family Act. The purpose of this study was to develop the family life planning program for sound family. The program consisted of 3 sessions : to perceive the importance of life planning, to approach the way how to life planning, to practice life planning of ones own. After a primary education, the program has adjusted 2 sessions : to perceive the importance life planning and how to do, to practice life planning of ones own. In conclusion, it is possible to adjust this program depends on circumstances. This program will be used one of the extension services for the family. And the government should be support these programs politically, especially the low-income bracket.

The objects of the FLE program are unmarried, pre-married, and married persons. Fro the married persons, the FLE program should be arranged in accordance with their marital status divided by the family life cycle so that they may prevent possible family problems at each stage of the family life. Also, to prevent the problems incurred in the curse of carrying out family functions, the FLE program should be provided with on the basis of a family unit, thereby improving the quality of the family functions.

The purpose of this study is to develop and evaluate a family life education program for children of institutionalized single-mother famines. Based on the strong family perspective and empirical research in this field, the program was developed to enhance children's self-esteem and social ability, and to help children accept diverse family patterns. The program consists of four 60-minute sessions. Ten children and their mothers in two institutions for single-mother families participated in this program. The results of program evaluation revealed that this program was helpful for promoting children's personality development and strengthening their family life of institutionalized single-mother famines. Conclusions and implications are discussed.
