Information technology becomes more important to small and medium-sized enterprises. Due to the limit of manpower and capital investment in small and medium sized enterprises, how to successfully implement information systems is very critical issue. Previous research shows that lack of systematic methodology for evaluating and directing informatization is a major obstacle for successful implementaion of information systems. This study developed the methodology for evaluating and directing informatization in small and medium-sized enterprises. Empirical study has been conducted to find out major measurement of evaluation as well as validate the model. Finally the systematic guideline, evaluating information level and directing informatization, has been developed in order to help enterprises successfully implement information systems.

Government-driven informatization support projects for small and medium companies turn into collaborative information technology alliances between mother companies and their suppliers. These collaboration efforts are driven by a mother company that can influence and support its suppliers. A mother company establishes a proprietary evaluation system for suppliers' informatization level and enforces the suppliers to use their ERP (Enterprise Resource Planning) systems above a certain level. This paper presents a Samsung Electronics case to find determinant factors for ERP system usage level. This case study aims at providing long-term strategies for the collaboration project and helping the suppliers effectively pursue their informatization projects. Furthermore, the case study will reveal issues and tasks for the mother companies to accomplish sustainable success for their suppliers' informatization.

오늘날 전반적인 산업분야에서 정보기술을 바탕으로 운영되고 이에 대한 기대와 투자가 증가되고 있다. 물류산업에서도 물류정보망의 중요성이 커지고, 효율적으로 운영하는데 정보화투자가 증가되고 있다. 하지만 대부분 고정자산에 대한 효율성 분석으로 이루어져, 정보화수준이 효율성에 미치는 영향에 관한 연구는 미흡하다. 본 연구는 컨테이너 터미널 효율적 운영을 위하여 정보화수준평가의 중요성을 제시하고 DEA를 이용하여 정보화수준에 대한 상대적 효율성을 측정하였다.

This paper presents the practical goals and approaches to drive forward informatization of small and medium enterprises(SMES). The presented goals such as productivity, duedate, production cost, and quality measurements are used effectively in the previous diagnosis and the post evaluation for the business of the informatization. As the practical approaches to improve these goals, This study considers the importance of balancing, sequencing, and scheduling. These methods ease the congestion of production sites of SMES with insufficient competitiveness and can contribute to the promotion of informatization that improves productivity and cuts down the cost of production effectively.

본 연구는 디지털 전환기를 맞이하여 지방정부의 공간정보 정책의 성숙도를 진단하였다. 이를 위하여 계층화(AHP) 분석 기법을 이용하여 공간정보 전문가 집단을 대상으로 공간정보화 수준 측정 지표들의 선정과 함께 중요도 평가를 수행하였다. 먼저, 이론적 고찰을 통해 지방정부 공간정보 정책 측면에서의 현황 및 지표들을 연구하였다. 또한 선행 연구를 검토함으로써 본 연구와의 차별성을 제시하였다. 본 연구에서는 3개 지표와 18개의 세부항목의 공간정보화 수준 평가 지표들을 선정할 수 있었다. 평가 결과, 측정 지표에 대한 종합 중요도 순위는 자체 공간정보시스템 구축·활용 0.125(12.5%), 기본공간정보 품질 관리 0.109(10.9%), 자체 공간정보 구축·활용 0.107(10.7%), 기관 내부의 협업과 공유 0.073(7.3%), 공간정보 교육지원체계 운영 0.071(7.1%), 전담조직 및 전문 인력 0.065(6.5%), 기관 차원의 관심도 0.053(5.3%) 순으로 도출되었다. 본 연구의 결과는 지방정부에서 추진하고 있는 공간정보 정책의 수준을 평가할 수 있는 기초자료로 유용하게 활용될 수 있을 것으로 전망된다. 또한 연구에서 도출된 주요 지표를 중심으로 지방정부의 공간정보 정책을 추진한다면, 효율적인 정책 운영이 가능할 것으로 기대된다.

국토해양부에서는 건설산업의 정보화 수준을 향상시키고 건설 생산체계를 효율화시키기 위해서 건설 CALS(Continuous Acquisition & Life-cycle Support)사업을 추진하고 있다. 건설CALS사업은 1998년부터 시작되었지만 건설CALS의 정보화수준은 어느 정도인지에 대한 측정이 없었다. 본 연구에서는 선행연구에서 도출된 평가지표를 사용하여 건설CALS의 정보화수준을 측정하였다. 연구는 설문항 및 표본 구성, 설문조사, 설문조사 결과 분석의 절차로 진행하였다. 설문조사 결과, 빠른 시스템 장애복구, 시스템의 웹환경 구축, 높은 표준분류체계 활용, 체계적인 정보전략 계획 수립 측면에서 우수한 것으로 판단된다. 본 연구에서 제시하는 결과는 건설CALS의 정보화수준을 정확히 파악하는데 기여할 것이라 생각된다.

As Cyber threats are rising, the scope of information Security (IS) is extending from technical protection of a single information system to organizational comprehensive IS capability. The ministry of National Defense (MND) has established the IS evaluation for defense organization in 'the Directive for Defense Informatization Affairs.' However, no information about an evaluation method, process and organization is provided. We surveyed information security management system (ISMS) and related best practices in public sector and other countries, and analysed the military information security affairs. Thus, this paper recommends the IS evaluation method and process. The trial IS evaluation is in progress this year and the MND will expand this IS evaluation to the entire organization.

The wide spread of the Internet has become a momentum to promote informatization, and thus individuals, organizations, and government bodies are competitively participating in this kind of new wave. Informatization enables us not only to circulate and utilize information without any limitation but also to maximize users' benefits and convenience. On the other hand, it brings about negative effects-security incidents such as cyber terror, Internet fraud and technology leakage, etc. Evaluation on security level should precede over all the others in order to minimize damage by security incidents since it diagnoses current status on security as it is and can be used as a guideline for appropriate security management. In this study, evaluation domains, items and indicators of information security to evaluate information security are theoretically developed on the basis of critically reviewing the major existing research. And then the coincidence level(content validity, ease and reliability of evaluation) of each evaluation indicators are empirically analyzed through performing the field study of 83 information security experts.

An informatization is recognized as core factors to reinforce business competitiveness such as formation of a new business relation, prior occupation of the strategic superiority and being a step ahead from the purpose to improve only the whole efficiency of enterprise. But existed evaluation framework has focused on the visible aspect of all the conditions to create the input and output. In previous studies, it's hard to know that how IT affect business value creation. Therefore, this study presents the evaluation of IT structure and IT competency as drivers and inhibitors of informatization and suggests new IT evaluation framework which can estimate IT competency. The new IT Evaluation Framework was verified through survey with experts.
