A Critical Review on Open, Useful, Reusable Government Data Index by OECD with Level of Domestic Open Government Data : Focusing on Comparison with Open Data Barometer (국내 공공데이터 개방수준을 통해서 본 OECD의 Open, Useful, Reusable Government Data Index에 대한 비판적 논의: Open Data Barometer와의 비교를 중심으로)

  • In 2015, Korea won the first place among 30 countries in Open, Useful, and Reusable (OUR) Data Index, which is an OECD's open government data indicator. On the other hand, Korea was ranked the 17th among 86 countries in Open Data Barometer (ODB) of World Wide Web Foundation. In this study, the research subject comes from two reasonable academic doubts on why the gap is wide between the two indicators of Korea and whether the OUR Data Index made proper evaluation on Korea's open government data. Based on the assumption that there may be some critical points in the measuring method of OUR Data Index, the study conducted a comparison of the two indicators. The result found that first, the two indicators almost had no correlation to each other; second, OUR Data Index had a more vague evaluation framework as well as less amount of government data for evaluation than ODB; third, while the government support takes a significant share in the OUR Data Index, it is considered as a mere input element; and fourth, the OUR Data Index does not evaluate the impact of open government data, whereas ODB includes the impact of open data on the government, economy, and society.

  • Since the organization of civil servants has been divided and stratified according to the characteristics of the bureaucracy, it is inevitable that the organization and personnel will increase when new tasks arise. Even in the process of informatization, only the processing method was brought online while leaving the existing business processing procedures as they were, so there was no reduction in manpower through informatization. In order to maintain or upgrade the current administrative services while reducing the number of civil servants, it is inevitable to use AI technology. By using data and AI to integrate the 'powers and responsibilities assigned to the officials in charge', manpower can be reduced, and the reduced costs can be reinvested in the collection, analysis, and utilization of on-site data to further promote intelligent informatization. In this study, as a way for the government's success in intelligent informatization innovation, we proposed a 'Civil Servants-AI Collaboration Platform'. This Platform based on the civil servant proposal system as a reward system and the characteristics of intelligent informatization that are different from the informatization. By establishing a 'Civil Servants-AI Collaboration Platform', the performance evaluation system of the short-term evaluation method by superiors can be improved to a data-driven always-on evaluation method, thereby alleviating the rigid hierarchy of government organizations. In addition, through the operation of Collaboration Platform, it will become common to define and solve problems using data and AI, and the intelligence informatization of government organizations will be activated.

  • Purpose: The purpose of this study is to build a model for the meta - evaluation of the national infrastructure system and to improve the evaluation system of the national infrastructure system using the model. Method: For the study, the disaster-related laws and regulations, the evaluation report of the national infrastructure system published by the government, the guideline for the establishment of the national infrastructure protection plan, the meta-evaluation previous research data, To analyze the actual state of the evaluation. Results: Among the indices of evaluation of the current national infrastructure system, the supplementary requirements were derived from seven indicators such as appropriateness of education and training plan and implementation of disaster response, evaluation and communication with stakeholders, and evaluation committee training time. Conclusion: It is expected that the improvement plan derived from this study can be used to improve the evaluation index of the national infrastructure system.

Joint bibliometric analysis of patents and scholarly publications from cross-disciplinary projects: implications for development of evaluative metrics

  • In an attempt to develop comprehensive evidence-based methods for evaluation of the R&D performance of cross-disciplinary projects, a joint bibliometric analysis of patents and publications was performed for two industry-university-government collaborative projects aimed at commercialization: Hokkaido University Research & Business Park Project (2003-2007; 63 inventors; 176 patents; 853 papers), and Matching Program for Innovations in Future Drug Discovery and Medical Care - phase I (2006-2010; 46 inventors; 235 patents; 733 papers). Besides the simple output indicators (for five years period), and citations (from the publication date to the end of 2012), science maps based on the network analysis of words and co-authorship relations were generated to identify the prominent research themes and teams. Our joint analysis of publications and patents yields objective and mutually complementing information, which provides better insights on research and commercialization performance of the large-scale projects. Hence, such analysis has potential for use in the industry-university project's performance evaluation.

  • Research collaboration is regarded as core source to lead various innovations in all countries. This paper compares and analyzes the performance of Industry-University-Government Research Institutes (GRI) collaboration based on the four types of research collaborations; GRI-GRI, Industry-GRI, University-GRI and Industry-University-GRI. So this paper will show which collaboration type has the best work on each R&D step. We use four R&D steps; research, development, commercialization and overall. We also evaluate the performance of research collaboration of GRIs based on the collaboration types. In order to evaluate the performance of research collaboration, Data Envelopment Analysis (DEA) is employed for measuring the efficiency of GRIs in this paper. DEA is a non-parametric approach to measuring the relative efficiency of decision-making units (DMUs) with multiple inputs and outputs. The empirical results represent that the performance of collaboration with industry is generally superior to other collaboration types. These findings from this paper are expected to provide basic information for national collaboration strategy making.

  • Purpose: This study evaluates the ability to improve the economic welfare of rural communities in Indonesia by using the inequality measures of the distribution of information between leaders and their people as a variable that weakens the capacity of increasing the welfare. Research Design, Data, and Methodology: The research designed by developing an instrument using data validity and reliability testing. Before, primary data collected through interviews, questionnaires, observation, and documentation on the selected respondents. Then, the research method used is mixed methods research, in which quantitative and qualitative methods combined. Result: The finding from this study is that there is an inequality measure in the form of a high gap between the score of information distribution obtained by the village government compared to the score of the community, which has led to the welfare of the village which is still at a moderate level and not ready to become a prosperous society. Conclusion: The weakness of the village community is related to two things, namely the behavior and knowledge of the community about the issues, so the implication is that there must be a strong effort from the central government to ensure that technology is more evenly distributed to all villagers.

  • South Korea started to actively participate in the ODA project across Asia, Africa, the Middle East, CIS countries, and Latin America as it transitioned from a country receiving developmental aid to a donor country. As more and more recipient countries are looking into the e-government model of South Korea, a new approach to the Korean model is being investigated. Various promotions were made, ranging from the implementation of the e-government ODA project, review of its feasibility to evaluation of the results. In order to improve and maximize performance management OD projects, it is necessary to look into the analysis of its follow-up results. In this study, practical performance management and policy implications were explored, focusing on the e-government ODA project. In particular, a case study analysis was attempted with focus on the Nigerian e-government project promoted as part of the project. It focused on Korea's e-government linkage process, implementation procedures and strategies applied when establishing the e-government master plan and suggested the necessity of an approach suitable for new environmental changes. In terms of sustainability of the ODA project, it is necessary to build a Korean e-government model that reflects the new intelligence information technology.

  • Korea's e-government is the world best system and the open government data field is also ranking number 1 by UN evaluation. Therefore Korea's ICT level is ranking number 1 in the world especially in ICT (Information Communication Technology). However, in terms of national ICT capabilities, national ICT competency education is tend to perform by the simple list of courses rather than detail definition of the specific skills or training. In this paper, we define the national ICT capabilities through research and analysis of the national ICT competency model and define the relevant curriculum. This is very important to develop national ICT competency as well as ICT technologies because other countries will develop their information by learning from Korea's ICT and e-government as a model. Therefore, we firstly study about the national ICT competency model and will be drawn from the courses required for national ICT competency model.

CALS Implementation Policy for Information-based Management of Small and Medium Companies (중소기업의 정보화를 위한 CALS 도입 정책 방안)

  • This study aims to suggest CALS implementation strategies and policies for information-based management of small and medium companies in Korea. At the turning point from traditional document-based management to recent digital-based one, it is well known that implementation of CALS concept is crucial for advancing business management of small and medium enterprises In order to attack the aim, this paper critically analyzes the empirical difficulties and obstacles of the current information-based management of small and medium companies in Korea. On the basis of the above analysis, this paper suggests the strategic plans and policies of CALS implementation for small and medium enterprises in Korea as follows. First, government should provide the supporting policies and proper system so that the large enterprise can be linked with small and medium companies for sharing necessary information. Second, similar enterprises should be integrated on the basis of information and automation evaluation. Third, implementation strategies and plans should be advanced on the basis of the informationalized phases with respect to the technology level of small and medium enterprises. For more efficient CALS implementation, this paper also proposes the following subsidiary policies. First, it is substantially important to publicize the nation-wide spreading of CALS mind. Second, it is strongly recommended to educate and train CALS specialist on a consistant basis. Third, government should support the enterprises by providing sufficient fund for CALS implementation. Fourth, the ideal CALS implementation models for small and medium enterprises should be developed. Fifth, the consulting and training program for CALS implementation should be established through ECRC (Electronic Commerce Resource Center).   • Korean government has planned a large scale multidepartment-participated national R&D program to advance and improve her science and technology and the quality of life In the level of advanced(especially G-7) countries in the forthcoming 21st century. It is called as "Highly Advanced National projects" or "G7 projects", which was initiated in 1991 with 18 sub-programs to date. It has planned to be continued until 2001 with its total fund of 4, 591 billion Won, comprised of 2, 033 billion Won from the public sector and 2, 558 billion Won from the private sector. Evaluation activities, the country has carried out to date, for national R&D programs including HAN projects are focused mainly on the assessment of scientific and technological results to decide that a specific program should be continued, terminated, or modified. Thus, it is necessary for national R&D programs to be evaluated socioeconomically for the purpose of assessing the nationwide economic and social impact from the program. Socioeconomic evaluation would be told how and where the program contributed to the society, and what the socioeconomic impacts are resulted from the program. It would be useful for the means of (ⅰ) fulfillment of public accountability to legitimate the program and to reveal the expenditure of pubic fund, and (ⅱ) managemental and strategical learning to give information necessary to improve the making. program and policy decision making, The objectives of the study are to develop the methodology of modeling the socioeconomic evaluation, and build up the practical socioeconomic evaluation model of the HAN projects including scientific and technological effects. Since the HAN projects consists of 18 subprograms, it is difficult In evaluate all the subprograms simultaneously. Despite, each program is being performed under the category of HAN projects, so the common socioeconomic issues are existing, The followings are main results of the study. First, the hierarchical structure of the socioeconomic evaluation are constructed; Evaluation Perspective, Evaluation Bounds, and Evaluation Aspect. Second, based on the goals of the HAN projects, the evaluation perspectives are established as (ⅰ) the strengthening of industrial competitiveness, (ⅱ) the enhancement of national scientific and technological capability, (ⅲ) the improvement of quality of life. Third, the evaluation bounds for each evaluation objective are defined to specify the affected area. Finally, the evaluation aspects for each evaluation bounds are formulated containing essential elements describing the evaluation bounds.
