Evaluation of Evacuation Safety in University Libraries Based on Pathfinder

  • In recent years, the frequent occurrence of fire accidents in university libraries has posed significant threats to the safety of students' lives and property, alongside negative social impacts. Accurately analyzing the factors affecting evacuation during library fires and proposing optimized measures for safe evacuation is thus crucial. This paper utilizes a specific university library as a case study, simulating fire evacuation scenarios using the Pathfinder software, to assess and validate evacuation strategies and propose relevant optimizations. Pathfinder, developed by Thunderhead Engineering in the United States, is an intuitive and straightforward personnel emergency evacuation assessment system, offering advanced visualization interfaces and 3D animation effects. This study aims to construct evacuation models and perform simulation analysis for the selected university library using Pathfinder. The library's structural layout, people flow characteristics, and the nature of fire and smoke spread are considered in the analysis. Additionally, evacuation scenarios involving different fire outbreak locations and the status of emergency exits are examined. The findings underscore the importance of effective evacuation in fire situations, highlighting how environmental conditions, individual characteristics, and behavioral patterns significantly influence evacuation efficiency. Through these investigations, the study enhances understanding and optimization of evacuation strategies in fire scenarios, thereby improving safety and efficiency. The research not only provides concrete and practical guidelines for building design, management, and emergency response planning in libraries but also offers valuable insights for the design and management of effective evacuation systems in buildings, crucial for ensuring occupant safety and minimizing loss of life in potential hazard situations

동일본 대지진 당시 일본의 비상 발령 및 주민대피에 관한 실태 조사와 시사점 도출: 문헌조사연구 (Implications of Emergency Alert and Resident Evacuation in Japan during the Great East Japan Earthquake: Literature Survey Study)

  • 연구목적: 후쿠시마 원자력 발전소 폭발사고 발생 당시의 재난상황, 주민보호를 위한 비상발령 상황, 주민 피난 상황에 대한 조사와 더불어 당시 주민보호 시스템에 있어서 제기된 문제점 및 조치사항에 대한 조사를 수행함으로서, 국내 원자력 재해를 대비한 주민 피난 대책 수립 과정에서 검토해야만 하는 시사점을 도출하고자 한다. 연구방법: 동일본 대지진 직후부터 현재까지 일본의 국가, 국회, 지자체 및 관련기관으로부터 발행된 보고서를 중심으로 문헌조사를 수행하였다. 연구결과: 후쿠시마 원자력발전소 폭발사고 발생 당시의 주민의 피난과정에서 도출된 문제점과 대응방안에 대한 조사 결과를 통하여 국내의 방사능 재해 대책 수립과정에 있어서 검토해야만 하는 사항을 도출하였다. 결론: 검토 사항을 크게 4가지로 분류하였으며 각 분류에 따른 상세 검토사항을 제시하였다.

  • Most of the Historic Preservation Areas are very weak to fire disasters. The aim of this study is to build a proposal-scheme for evacuation routes planning at a large-scale disaster in a historic preservation area. The study area is a preservation area called "Hizen-Hama-Shuku" which has many straw-roofed wooden houses in Kashima city, Japan. To achieve this aim, outline of the scheme is discussed. The proposal-scheme of evacuation routes consists of objectives to propose, target time to evacuate for the refuge place, evaluation method, and procedures. The existing condition and the measures are evaluated using the software "SimTread".

창원시 재해위험지구 대피 적합성 분석 (Evacuation Suitability Assessment of Shelters in Disaster Risk Districts of Changwon City)

  • 본 연구에서는 과거 태풍 루사와 매미로 침수피해가 발생해 재해위험지구로 지정된 창원시 마산합포구 신포지구와 해운지구를 연구대상지로 선정하여 대피자 특성에 따른 대피소의 접근성을 분석하였다. 대피속도는 신체조건을 고려하여 어린이, 일반성인, 노약자로 구분하여 분석하였다. 해운지구의 경우 현재 지정된 대피소가 적절한 것으로 분석되었으나 신포지구에서 노약자의 경우 재해위험지구의 50%이상이 대피 취약지역으로 나타났다. 따라서 추가적으로 3개의 대피소가 지정되었고, 그 결과 기존의 대피소에서 발생되었던 대피취약지역이 개선되었음을 알 수 있었다. 본 연구에서 얻어진 결과는 대피 위험도와 문제점을 해결하기 위한 보완 대책을 수립하는데 이용될 것으로 판단된다.

  • 복합 영화관은 여러 계층 및 연령대의 불특정다수인이 동시에 영화를 편안하게 즐길 수 있는 문화공간이다. 이러한 다중이 이용하는 시설은 다른 일반 소방대상물에 비하여 상대적으로 안전에 취약한 점을 가지고 있다. 본 연구에서는 현재 국내에 있는 기존의 복합 상영관의 대표적인 모델을 선정하여 화재 및 피난시뮬레이션을 실시하여 피난안전에 대한 문제점을 분석하고, 각국의 관련기준과 비교하여 화재안전성능 확보에 필요한 내용을 파악하였다.

지하철 승강장과 개찰구 유형별 대피안전성 분석 (Evacuation safety analysis depending on the type of subway platform and ticket barrier)

  • 현대사회가 빠르게 발전함에 따라 지하철은 도시의 대표적인 이동수단으로 발전해왔다. 그러나 2003년 대구지하철 화재사고를 통하여 지하철의 인명안전과 방재의 중요성 인식되었으며, 현재까지 많은 연구가 진행되어 왔다. 특히 지하철 전동차 내장재의 난연화 불연화와 승강장의 스크린 도어 및 안내표시 등이 대표적 결과라고 볼 수 있으나, 지하철 대피기준에 대한 연구의 진행은 미진하다. 이에 본 연구에서는 지하철 대피기준 개선의 기초연구를 진행하였다. 그러나 복잡하고 다양한 지하철 전체를 대상으로 하기에는 어려움이 있어, 기존의 연구 중 승강장을 유형화 한 연구를 참고하여 개찰구를 유형화 하였다. 기존 연구의 지하철 역사 승강장의 유형 10개와 본 연구의 개찰구의 유형 8개를 정리하여, 1~4호선 지하철 역사 중 가장 많은 유형을 선정하여 대피 시간을 계산하였다. 대피시간 계산결과가 지하철의 대피 기준 시간 6분을 초과하는 것으로 나타남에 따라 지하철 대피 시간에 대한 기준을 개선하거나 추가적인 조건이 필요하다고 판단되었다. 따라서 지하철 역사에 안전을 위한 시설 및 방재대책이 요구된다.

  • The basis of modem risk-based safety management is to focus on what might happen and ensure it is designed out of the system by robust hazard identification and risk analysis. However, in the real world things go wrong and it is essential to be prepared for the worst so that the response can minimise harm and loss of property and damage to the environment. Whilst some hazard mitigation measures are aimed at preventing incidents, others are venting escalation. The results of the tests concluded that the most effective means by the control room, both with and without, local station staff assistance using directive public address announcements and CCTV surveillance.

Perception-based analytical technique of evacuation behavior under radiological emergency: An illustration of the Kori area

  • A simulation-based approach is proposed to study the protective actions taken by residents during nuclear emergencies using cognitive findings. Human perception-based behaviors are not heavily incorporated in the evacuation study for nuclear emergencies despite their known importance. This study proposes a generic framework of perception-based behavior simulation, in accordance with the ecological concept of affordance theory and a formal representation of affordance-based finite state automata. Based on the generic framework, a simulation model is developed to allow an evacuee to perceive available actions and execute one of them according to Newton's laws of motion. The case of a shadow evacuation under nuclear emergency is utilized to demonstrate the applicability of the proposed framework. The illustrated planning algorithm enables residents to compute not only prior knowledge of the environmental map, but also the perception of dynamic surroundings, using widely observed heuristics. The simulation results show that the temporal and spatial dynamics of the evacuation behaviors can be analyzed based on individual perception of circumstances, while utilizing the findings in cognitive science under unavoidable data restriction of nuclear emergencies. The perception-based analysis of the proposed framework is expected to enhance nuclear safety technology by complementing macroscopic analyses for advanced protective measures.

Evacuation Safety Evaluation of Tourist Hotels with the Fire Alarm Method

  • The purpose of this study is to analyze the safety of evacuation using the Pathfinder program for the alert at once, the priority alarm method, the priority alarm method for the four floors above, and the sequential priority alarm method, which is a modification of the priority alarm method specified in the tourist hotel building. Currently, in Korea's National Fire Safety Codes (NFSC), fire alarm methods are compulsorily applied differently depending on the number of floors and total floor area of a building. Although the growth rate is getting faster due to the diversification of building structures, it is still an obstacle to improving evacuation safety to comply with the standardized fire alarm method in NFSC. As a result of the experiment, the evacuation time was found to be faster with the priority alarm method for the four floors above than the priority alarm method applied to the specific firefighting object. Compared to the priority alarm method applied to the tourist hotel, which is a specific firefighting target with 5 or more floors and a total floor area of more than 3,000m2, the time was shortened by 3.7 seconds when measured by applying the priority alarm method for the four floors directly above. This indicates that it is necessary to take measures to select a fire alarm method suitable for the structure and environmental conditions of the building rather than applying the uniform NFSC regulations.

Analysis of wind field data surrounding nuclear power plants to improve the effectiveness of public protective measures

  • After a nuclear power plant (NPP) accident, it would be helpful to predict the movement of the radioactive plume emitted from the NPP as accurately as possible to protect the nearby population. Radioactive plumes are mainly affected by wind direction and speed. Since it is difficult to identify the wind direction and speed immediately after the accident, a good understanding of the historical wind data could save many lives and ensure smoother evacuation procedures. In this study, wind data for the past 10 years are analyzed for the five NPPs in the Republic of Korea (ROK). The analyzed data include wind direction and wind speed from 2012 to 2021. In particular, the characteristics of the wind field blowing from the NPPs to the nearest densely populated regions are examined. Finally, suggestions to improve evacuation plans are made.
