This study aims to investigate changes in the demand for ship officers in response to changes in the shipping industry environment in which Maritime Autonomous Surface Ships (MASS) emerge according to the application of the fourth industrial revolution technology to ships, and it looks into changes in the skill of ship officer. It also analyzes and proposes a plan for nurturing ship officers accordingly. As a result of the degree of recognition and AHP analysis, this study suggests that a new training system is required because the current training and education system may cover the job competencies of emergency response, caution and danger navigation, general sailing, cargo handling, seaworthiness maintenance, emergency response, and ship maintenance and management, but tasks such as remote control, monitoring diagnosis, device management capability, and big data analysis require competency for unmanned and shore-based control. By evaluating the importance of change factors in the duties of ship officers in Maritime Autonomous Surface Ships, this study provides information on ship officer educational institutions' response strategies for nurturing ship officers and prioritization of resource allocation, etc. The importance of these factors was compared and evaluated to suggest changes in the duties of ship officers and methods of nurturing ship officers according to the introduction of Maritime Autonomous Surface Ships. It is expected that the findings of this study will be meaningful as it systematically derives the duties and competency factors of ship officers of Maritime Autonomous Surface Ships from a practical point of view and analyzed the perception level of each relevant expert to diagnose expert-level responses to the introduction of Maritime Autonomous Surface Ships.
Purpose: The effectiveness of the transport vehicle management system of the Chemical Substances Control Act will be studies and used as basic data for future system improvement plans. Method: After the enforcement of the Chemical Substances Control Act, the effectiveness for the transport vehicle management system was studies by comparing the transport plan, guidance and inspection status, safety training completion management, ect., and the reduction rate of chemical accidents. Results: The average number of chemical accidents in transport vehicles nationwide is 20 each year. And It is decreasing with the stabilization of the Chemical Substances Control Act('15.1.1). The first reason for the decrease in chemical accidents is the increase in submission of transport plans. Second, as the guidance and inspection rate increased every year, the shipper company's management of transport companies was naturally strengthened. Finally, it is judged that chemical accident caused by transport vehicles decrease through safety education. Conclusion: The current tranport vehicle management system of the Chemical Substances Control Act is effective. However, further research is needed to improve the practical and efficient transport vehicle management system.
To develop a crisis management for aviation safety, this study has defined crisis management includes risk management which is eliminates or lowers risks prior to accidents and emergency response after the accidents. This study takes a look at different kinds of crisis managements, risk managements and statistical methods of other nations and fields in order to develop a risk management model. Through surveys which have 102 risk factors that include air traffic control, maintenance and airport sectors, the weight of each risk factor was calculated and the probability was divided to develop a model for risk management. The risk management model of this study is conducted using four steps (risk management plan, risk factor identification, weight and probability analysis, decision making) and 4 standards of weight along with 5 standards of probability This study takes a look at Predictions through a quantitative method using a risk index for the risk management model An effective risk management model should have a wide and continuous collection of data and adopt various methods using this model. The crisis management could not be very effective only using a pre-active risk management. So it should also be conducted by using a pro-active response system to protect additional damage and to prevent accidents of the same nature. From the results, the most important points were the establishment of command and control accountabilities, and cooperation of related organizations.

Modern disasters prevent accidents in advance and recover after accidents are very important. Our government's current response to these accidents is not appropriate. As for disaster management so far, it has been the center of disaster response and recovery efforts, and has been led by the government against it. The reality is that most private organizations and agencies have only subsidized government disaster management agencies. Korea is no longer a safe zone for earthquakes. Now for the establishment of effective disaster management system for earthquakes in the diagnosis is very urgent and the problems of the operational disaster management, which the problems of the nation.Policies to improve academic efforts to seek alternative proposal is also at a time when volume can be said to be very big need to mine. This study from 2016 to 2019, about the earthquake that took place between National Statistical Office, based on analysis of data to. First of all, research 1: What was the government's plan on Pohang earthquake? The results showed that the residents' evacuation of Pohang was important in the Pohang earthquake, but for the sake of students' safety, they were directly assigned to the test site to cope with the emergency situation. Therefore, the research and analysis shows that the nation should continue to think about the causes and responses of the damage at the disaster site and strive to develop technologies and methods to minimize the damage.

This paper is to show the long-term roadmap by analyzing the development trend for the safety technology of facility disaster in the country and abroad, and it is designed to plan the long term and roadmap in response to change the disaster environment. Recently in the country, it is increasing the needs of the long term roadmap design of the facility disaster research development in the facility disaster, by the repidly of the social and the living and the related governments response's changing. The U.S. is going to develop the disaster responding research by planning the its master plans, including the NRF (National Responing Framwork), the NIMS (National Incident Management System), and its sinarios etc.. Japan is going to develop the research planning in the annual report of the disaster prevention, and we going to do the study projects about the facility disaster area with the NEMA (National Emergency Management Agency) and NDMI (National Disaster Management Institute). This paper is showed to design the long term roadmap of the facility disaster's study development, and to minimize the damage of the man and his property, and to set the study development system of the national facility disaster, and furthering to make the resilient planning in changing of the facility disaster's environment.

The death toll for every 10,000 cars registered in Korea is 1.4, which is still the lowest among OECD members, and the need for rescue and response systems is emerging. In response, the company is developing a vehicle ICT-based emergency rescue system (e-Call) that can handle accidents such as rapid and accurate life saving by automatically sending accident detection and related information to the central center in the event of a traffic accident. However, ordinary citizens are negative about the installation and cost of e-Call services. To solve these problems, various introduction and operation methods of e-Call were proposed for activation of terminal distribution. In addition, the effect of introducing e-Call was analyzed by predicting the penetration rate of e-Call terminals. Analysis shows that 463 to 926 deaths and 3,335 to 6,66.9 billion won will be saved in 10 years after the introduction of e-Call terminals.

This study was based on nitrate chemical accidents at home and abroad. Toxic gases due to adverse reactions are generated in the workplace, laboratory, hospital, container damage, and chemical misinjection. Through a case review of possible situations and safety, this study analyzed various cases of accidents, accident status, accident type, cause of the accident, location of the accidents, etc. from 2014 to 2018. The plans for improvement in education and nitrate accidents were reviewed. As a result, 36 nitrate chemical accidents were investigated, including 16 careless worker accidents, eight transportation accidents, and 12 facilities shortages. Nitrate chemical accidents are occurring continuously. Based on this, the range of toxic effects using CARIS was calculated at the worst-case scenario, and the effective response range was measured through the damage impact range. For this purpose, the impact range was predicted based on the strengthening of safety education, emergency action plan and correlation, and the quantified data was identified. In addition, the reliability of the scope of impact was reviewed based on the correlation formula that could facilitate the evacuation of residents, and it was applied to actual accident scenarios of the workplace to present the effects of the accident response and preventive measures.
When a fire occurs in a road tunnel, it is likely to develop into a major disaster because of its sealed structural characteristics. Because of this, a range of disaster prevention facilities should be installed, and they should show their appropriate functions in fire prevention and response. In addition, the installation of essential disaster prevention facilities is missing due to the lack of considering an extension of continuous tunnels and soundproof tunnels. For these reasons, it was judged that an amendment to the law would be necessary. Therefore, this paper reviewed the changes in domestic laws related to the disaster prevention facilities of road tunnels, and the results of the study on the parts that need to be revised in the fire-related laws through a comparative analysis between laws are as follows. First, consecutive tunnels should consider the sum of the extensions of the individual tunnels and ensure that the soundproof tunnels are included in the category of tunnels in the law. In this way, the necessary disaster prevention facilities should be installed. Second, it is necessary to secure a legal justification for installing disaster prevention facilities in tunnels. Therefore, it is essential that water mist fire extinguishing system facilities, emergency broadcasting facilities, and leading lights, which are excluded from installation in tunnels, are specified in the Fire-related laws. Third, to specify in the law that air respirators must be provided in the tunnel is necessary from the viewpoint of the field response. Accordingly, it will make a great contribution to the fire-fighting activities and the life-saving efforts by fire-fighters.

North Korea declared itself complete with nuclear force after its sixth nuclear test in 2017. Despite efforts at home and abroad to denuclearize the Korean Peninsula, the prospects for the denuclearization are not bright. Along with political and diplomatic efforts to deter NK's WMD threats, the government is required to strengthen its consequence management capabilities against 'catastrophic situations' expected in case of emergency. Accordingly, this study was conducted to present measures to strengthen follow-up management against CBRN threats. The research model was partially supplemented and utilized by the THIRA process adopted and utilized by the U.S. Department of Homeland Security among national-level disaster management plan development models. Korea's consequence management (CM) system encompasses risk and crisis management on disaster condition. The system has been carried out in the form of a civil, government and military integrated defense operations for the purpose of curbing the spread or use of CBRNs, responding to threats, and minimizing expected damages. The preventive stage call for the incorporation of CBRN concept and CM procedures into the national management system, supplementing the integrated alarm systems, preparation of evacuation facilities, and establishment of the integrated training systems. In the preparation phase, readjustment of relevant laws and manuals, maintenance of government organizations, developing performance procedures, establishing the on-site support systems, and regular training are essential. In the response phase, normal operations of the medical support system for first aid and relief, installation and operation of facilities for decontamination, and development of regional damage assessment and control guidelines are important. In the recovery phase, development of stabilization evaluation criteria and procedures, securing and operation of resources needed for damage recovery, and strengthening of regional damage recovery capabilities linked to local defense forces, reserve forces and civil defense committees are required.

This paper presents a method for improving the selection of boundary areas suitable for Korea's situation based on domestic and foreign case studies on the establishment of boundary areas to protect people and the environment from chemical substances in response to chemical accidents and chemical terrorism. Currently, various related ministries are divided into hot zones, warm zones, and cold zones in common, but in specific areas, they are used in different ways in terms of terminology utilization. Therefore, it was suggested that the boundary areas be divided into four zones: hot zone, warm zone, cold zone, and safety zone. In addition, the terms warm zone and safety zone should be re-established. The existing ERPG acute exposure standard does not take into account various exposure times. Therefore, it is unsuitable for long-term exposure, so the priority of application should be AEGL, ERPG, PAC, and IDLHs. The CARIS information provision method is classified into substances that can or cannot be diffused or classified as indoor leaks. In addition, the wind direction trust line and the ERG's initial separation distance and protective action distance are expressed together so that they can be used for accident responses.
