모델링 기반 사고 대응 절차 수립 방법에 관한 연구 (A Study on Development of Functional Recommendation for Planning Emergency Response Using Model-Based Approach)

  • 사고 대응 가이드라인은 사고 발생 시 그 영향을 줄이기 위한 수단으로 중요한 역할을 한다. 유용한 사고 대응 가이드라인의 개발을 위하여 개발 절차에 공학적 방법론의 적용이 필요하다. 본 논문에서는 기존에 존재하는 사고 대응 가이드라인 작성 방법론에 Bow-Tie 기법, 사고 전개 모델, 위험 대응 의사결정 등 위험 관리 기법을 적용하였다. 이러한 방법으로 일반화된 사고 대응 가이드라인 작성 절차를 제안하였으며, 직접적으로 활용할 수 있도록 Sheet를 개발하고, 특정 Case를 적용하여 Sample Guide를 작성하였다.

  • 화학공장에서 사고를 예방하려는 많은 연구가 수행되었음에도 불구하고 지속적으로 사고가 발생하고 있다. 이러한 사고들은 규모가 크고, 초동 대응의 결과에 따라 인명, 재산 피해 규모가 달라진다. 따라서 사고 발생 이후 피해를 최소화하기 위한 사고대응 가이드라인이 필요하다. 본 연구에서는 기존에 존재하던 사고대응 가이드라인 작성법과 국내 법령 등에서 제시하는 가이드라인의 요구사항에 대하여 조사하고, 기존 사고대응 가이드라인 작성 방법에 BCP 기법을 적용하여, 가이드라인의 개발을 위한 구성 요소, 대응단계, 개선 절차 등을 제시하였다.

독성 화학물질 누출사고 대응 기술연구 - 불산 및 암모니아 누출을 중심으로 - (A Study on the Response Technique for Toxic Chemicals Release Accidents - Hydrogen Fluoride and Ammonia -)

  • Since the unprecedented hydrogen fluoride leak accident in 2012, there has been growing demand for customized technical information for rapid response and chemical accident management agencies including the Ministry of Environment, the National Emergency Management Agency, and the National Police Agency need more information on chemicals and accident management. In this regard, this study aims to provide reliable technical data and guidelines to initial response agencies, similar to accident management technical reports of the US and Canada. In this study, we conducted a questionnaire survey and interviews on initial response agencies like fire stations, police stations, and local governments to identify new information items for appropriate initial response and improvements of current guidelines. We also collected and reviewed the Canada's TIPS, US EPA's hydrogen fluoride documents, domestic and foreign literature on applicability tests of control chemicals, and interview data, and then produced items to be listed in the technical guidelines. In addition, to establish database of on-site technical information, we carried out applicability tests for accident control data including ① emergency shut down devide, safety guard, shut down valve, ground connection, dyke, transfer pipe, scrubber, and sensor; ② literature and field survey on distribution type and transportation/storage characteristics (container identification, valve, ground connection, etc.); ③ classification and identification of storage/transportation facilities and emergency management methodslike leak prevention, chemicals control, and cutoff or bypass of rain drainage; ④ domestic/foreign analysis methods and environmental standards including portable detection methods, test standards, and exposure limits; and ⑤ comparison/evaluation of neutralization efficiency of control chemicals on toxic substances.

화학사고 발생 시 피해예측 모델과 연계된 사업장의 실시간 비상대응 체계에 관한 연구 (The Research on the Real-time Emergency Response Plan for the Company based on Consequence Analysis for Chemical Accidents)

  • The recent surge in the production and handling of hazardous materials in Korea necessitates developing and implementing robust emergency response plans. These plans are crucial in safeguarding the well-being of workers and residents in the event of an incident. The consequence analysis methodology outlined in the KOSHA guidelines provides a foundation for designing emergency response plans in the event of chemical accidents. However, the consequence analysis is evaluated based on assumed accident cases or worst-case scenarios. Consequently, the emergency response plan based on the consequence analysis may overestimate the damage area, complicating rescue efforts and unnecessarily increasing costs. More information and parameters become available after an accident, enabling more accurate consequence analysis. This implies that the results of consequence analysis based on this detailed information provide more realistic results than those based on assumed accidents. This study attempts to optimize the resource allocation and cost-effectiveness of emergency response plans for chemical accidents. Existing procedures and manuals are revised to elucidate the proposed model and conduct real-time consequence analysis. The existing emergency response plan is compared to verify the proposed model's efficacy. The obtained results indicate that the proposed model can exhibit better performance.

전남지역 재난의료대응 유관기관 재난의료대응 지식, 인식 및 교육 요구도 차이 분석 (The difference in knowledge, awareness, and educational demand about disaster medical response-related institutions in Jeollanam-do)

  • Purpose: This descriptive research study aimed to investigate the knowledge and perception of the natural disaster medical system by relevant disaster medical response teams in Jeonnam region, and provide baseline data for a disaster education program based on analysis of priorities of educational demand. Methods: Online questionnaires were distributed to 200 research participants including paramedics from five fire stations in J province, 22 public health centers, two disaster base hospitals, ERU (Emergency Response Units), and DMAT (Disaster Medical Assistance Team). The questionnaires elicited basic information about respondents, their knowledge and perception on disaster preparation and response, cooperation system, and educational and training needs. Results: The top priority items selected were: other disasters for paramedics, first aid for the rapid response team, and command system for DMAT. Conclusion: Customized education and training programs must be developed to suit each organizational need. Detailed operational guidelines must be established and with them a unified educational curriculum should be put into practice.

  • This paper presents a review guideline for evaluating SERPs(standard emergency response procedure) in rail accidents. In order to develope it, design elements of the SERPs, that impact the performance of emergency responding personnel, were identified. Then several review guidelines and standards, being used in other industries including nuclear domain, were surveyed. Finally, the review guides and criteria corresponding to those elements were derived from the survey.

자기효능 증진 기본생명소생술 프로그램의 효과 평가 -심정지 고위험 환자 가족을 대상으로 - (Evaluation of a Self-efficacy-based Basic Life Support Program for High-risk Patients' Family Caregivers)

  • Purpose: The purpose of this study was to evaluate a Self-efficacy-based Basic Life Support (SEBLS) program for high-risk patients' family caregivers on cardiac arrest. The SEBLS program was constructed on the basis of Bandura's self-efficacy resources as well as the International Liaison Committee on Resuscitation's '2000 Guidelines for CPR and ECC'. Method: The effect of the SEBLS program on emergency response self-efficacy and emergency response behavior such as BLS(Basic Life Support) knowledge and BLS skill performance was measured by a simulated control group pretest-posttest design. Study subjects were38 high-risk patients' family caregivers(20 experimental subjects and 18 control subjects) whose family patients were admitted to a general hospital in Incheon, Korea. Result: 1. Emergency response self-efficacy was significantly higher in the experimental subjects who participated in the SEBLS program than in the control subjects. (t=8.3102, p=0.0001). 2. For emergency response behavior, BLS knowledge (t=5.6941, p=0.0001) and BLS skill performance (t=27.8281, p=0.0001) was significantly higher in experimental subjects than in control subjects. Conclusion: A SEBLS program can increase emergency response self-efficacy and emergency response behavior, and could be an effective intervention for high-risk patient's family caregivers. Long-term additional studies are needed to determine the lasting effects of the program.

사고분석을 통한 선장 비상대응 역량강화 연구 (A Study on the Emergency Response Empowerment for Captain Based on the Analysis of Maritime Accidents)

  • 해양사고는 항상 인적/물적 피해를 동반한다. 이러한 해양사고가 발생하였을 때 선박의 관리급 해기사가 정확한 지식을 바탕으로 비상 상황에 적절히 대응 한다면 이러한 인적/물적 피해는 최소화 할 수 있을 것이다. 본 연구에서는 해양사고 사례분석을 바탕으로 해양사고 발생 시 부족했던 해기능력 식별, 국제협약에서 요구하는 비상대응 능력을 비교, 선사가 보유하고 있는 다양한 비상대응 매뉴얼 분석 및 설문을 통해 해기사의 비상대응능력 향상을 위한 개선 사항을 제안하였다. 주요 해양사고사례를 통해서 많은 관리급 항해사가 손상복원력, 비손상복원력에 대한 지식의 부재를 식별하였고, 국제협약에서 요구하는 비상대응 해기능력의 경우 일부 축소해서 제공되고 있다는 것을 확인할 수 있었다. 더불어 선사의 비상대응 매뉴얼은 대체로 잘 갖추어져 있으나 실제 비상시 활용 측면에서는 한계가 있다는 것을 식별하였다. 이러한 분석을 바탕으로 선원 및 선사 관계자를 대상으로 설문을 시행하여 국제협약에서 요구하는 비상대응 해기교육의 확대, 시뮬레이터를 활용한 비상상황에 대한 간접경험 기회제공 확대 및 비상 시 효과적이고 효율적인 대응을 위한 지침 또는 매뉴얼의 개발 등을 제안하였다.

  • 본 연구에서는 이동식 탱크차량의 사고대응을 위해서 사고대응 가이드라인 작성, 사고대응 물질 데이터베이스 구축을 통하여 프로그램을 개발하였다. 가이드라인은 잠재원인 식별 후, FEMA(Federal Emergency Management Agency) 절차에 따라 작성하였고, 최초 물질 데이터베이스는 GHS(Globally Harmonized System)를 적용하여 구축했으며, 데이터베이스 간의 유사점 확인을 통해 사고대응에 최적화 된 데이터베이스를 구축하였다. 마지막으로 Case Study를 통해 개발된 프로그램의 신뢰성을 확보하였다.

화학사고 초기대응 소방대 보호를 위한 독성농도(T-LOC) 끝점거리 연구 (Toxic Concentration(T-LOC) Endpoint Distance Study for Fire Brigade Protection in Response to Chemical Accidents)

  • The purpose of this study is to propose a quantitative toxicity endpoint distance suitable for the initial response of firefighters by comparing and analyzing the commonly applied toxic level of concern (T-LOC), specifically emergency response planning guidelines (ERPG), acute exposure guideline levels (AEGL), and immediately dangerous to life or health (IDLH). This is to protect the fire brigade, which responds to toxic chemical accidents first during the golden time. Using areal locations of hazardous atmospheres, a damage prediction program, the amount of leakage for both acidic and basic substances, along with the endpoint distance, were analyzed for alternative accident and worst-case accident scenarios. The results showed that the toxicity endpoint distance, serving as a compromise between Level-3 and Level-2 of T-LOC, was longer than ERPG-3 and shorter than ERPG-2 with IDLH, while its values were analyzed in the order of ERPG-2, AEGL-2, IDLH, AEGL-3, and ERPG-3. It is suggested that the application of IDLH in an emergency (red card) and ERPG-2 endpoint distance in a non-emergency (non-red card) can be utilized for the initial response of the fire brigade.
