국가 직무능력 표준 (NCS; national competency standards)은 직무를 수행하기 위해 요구되는 능력에 대한 체계화 및 표준화이다. NCS는 특정 직무능력인 능력단위 요소로 구체화하고 표준화하여 학습모듈을 개발한다. 기존 교육과정은 NCS 능력단위 요소를 교육 훈련에 활용하기 위해서 갭 분석 (gab analysis)이 필수적이다. 기존에 갭 분석은 전문가가 주관적으로 평가하였다. 전문가에 의한 갭 분석은 심리적 요소에 의해 주관적 결정, 정확성 결여, 시간 및 공간적 비효율성 문제가 제기되었다. 본 논문은 주관적 평가의 문제 해결을 위해 자동화 평가모델을 제시하였다. 본 논문은 기존 교육과정과 능력단위 요소 간 갭 분석을 위해, 색인어 추출, 단어빈도수-역 빈도수 기반 특징 값 추출, 코사인 유사도 알고리즘을 이용하였다. 또한, 기존 교육과정과 NCS 능력단위요소 사이 유사도 매핑 테이블을 제시하였다. 본 논문의 평가모델은 구조적 특징이나 속도 면에서 개선된 알고리즘을 통해 보완해야 한다.

Purpose: Although appointed as a national competency standards (NCS) based reserves department, the department of emergency medical technology, an NCS-based emergency department, is mainly focused on subject deduction for a NCS-based curriculum. Methods: Job models were formed and verified by combining the competency unit of NCS and the duty of Developing a curriculum (DACUM) based on the development procedure indicated in the guidelines for a NCS-based curriculum. The mapping method of the subject was performed by deducting necessary competency units (duty) and competency unit elements (task) by connecting with the composition items of NCS and DACUM. Results: Job models combined with job analysis for the NCS and DACUM were reduced to 13 competency units (duty) and 79 competency unit elements (task). A modified method such as the 1:N method was mainly applied as a subject-matching method with consideration of the competency level and size of the competency unit. Conclusion: It would be a desirable direction to develop a NCS-based curriculum in the center of the practice subject in consideration of the size of the competency unit and competency level of the competency unit element. The existing curriculum should be promoted as a field-oriented curriculum at the complementary level.

National Competency Standards(NCS) is to systemize the competency that is necessary for performing duties in industrial fields and to utilize synthetically duty, vocational education training, and qualification at the national level. The purpose of this study is to analyze the process of NCS development and verification, which systemizes competency units and competency unit elements through the analysis of duty in pattern field. It is to cultivate competent people to be able to promote the development of pattern industry ultimately through being a complementary to educational circles and industry then to give them practical knowledge that is demanded in the field. Furthermore, it is to be utilized as a fundamental data for reforming the system of duty competency evaluation so as to manage personnel career systematically and to improve their competency. Focus Group Interview(FGI) was adapted as the method of this study, which was proceeded 3 times, and validity of the drawn result is verified through expert questionnaire survey. Research result, which is competency units, is 10 as follows; Fit trend analysis, Analysis of sample garment Specification sheet, Pattern making for sample garment, Pattern making for manufacturing garment, Creation of sewing specification, Instruction of manufacturing technique, Sample garment Inspection for quality control, Grading, Calculation of the required material quantities, Quality control.

The purpose of this research is to analyse the process of development and verification of 'National Competency Standards' of Hanbok production, which was carried out in 2013 for the fashion industry. As the result of this research, the definition of the duty in Hanbok production is 'to conduct a series of step-by-step processes of planning and developing fabric and design, then making pattern, cutting fabric and sewing.' The competency unit for Hanbok production is analyzed in 10 categories: analysis of market trends, design plan, production and manipulation of fabric, production process plan, sample making, pattern making, cutting out, sewing, finishing sewing, inspection of the product quality. Competency unit elements of each competency unit are as follows. 1) analysis of market trends: to research market trend resources, to analyse consumers' buying trend, to analyse industry changes, 2) design plan: to develop design, to plan fabrication, to draw flats, 3) production and manipulation of fabric: to develop fabric planning, to prepare fabric manipulation, to conduct fabric manipulation, 4) production process plan: to grasp design, to plan sewing method, to prepare a specification sheet, 5) sample making: to make a sample pattern, to cut sample fabrics, to sew sample, to finish sample making, 6) pattern making: to measure body, to make production pattern, to adjust production pattern, 7) cutting out: to care fabrics, to lay out patterns, to cut out fabrics, 8) sewing: to sew a garment, to sew a lining, to attach a lining, 9) finishing sewing: to neaten edges, to attach trims, to press to finish, 10) inspection of the product quality: to confirm correspondence with the specification sheet, to inspect appearance.

본 논문은 NCS의 교육적 활용을 높이기 위해 SWECOM과 NCS 정보통신 소프트웨어 분야를 비교 분석하여 NCS가 가진 구조적인 문제점을 파악하였다. 이를 바탕으로 본 논문에서 도출한 개선 방안은 다음과 같다. 첫째, NCS 능력단위와 능력단위요소를 역량에 대한 분류 체계로 적용하고, 수행 준거, 지식, 기술, 태도에 대해 수준과 역할을 명시한다. 둘째, 공통적으로 적용할 수 있는 하위 단계의 능력단위를 만들어 지식, 능력, 태도 항목의 불필요한 반복을 줄여 사용자들이 쉽게 사용할 수 있도록 한다. 셋째, NCS에서도 개발 외에 필요한 관리능력과 같은 실무 능력에 대한 정보를 제공한다면 사용자들에게 도움이 될 것이다.

현 정부는 국가직무능력표준(NCS)을 국정과제로 채택하고 학벌과 자격중심의 사회에서 능력중심 사회로 변모를 꾀하고 있다. 현행 지적분야의 NCS는 측량, 공간정보구축과 함께 분류체계상 세분류에 속해 있어 지적행정, 지적측량, 국토조사 등 다양한 내용들을 다루기는 한계가 있다. 이에 본 연구는 지적분야의 NCS에 대한 현황 파악 및 문제점을 검토하고 그에 대한 개선방안으로 현행 국가직무능력표준 분류체계 개선, 지적분야 산업체와의 연계를 통한 실습모델 도입, NCS의 수준별 능력단위 및 능력단위 요소를 기반으로 하는 교과과정 개발, NCS 개발진과 학습모듈 집필진의 일원화 등 개선방안을 제시하였다.

이 연구는 '13년 국가직무능력표준 개발 매뉴얼과 국가직무능력표준 개정 분류체 계표에 근거하여 카지노운영관리 직무에 대한 국가직무능력표준(NCS)을 개발한 것이다. 연구 방법은 단계별 연구 범위와 직무분석기법인 데이컴(DACUM) 절차에 의하여 국가직무능력표준 개발전문가인 산업현장전문가, 교육훈련전문가, 자격(직무분 석)전문가, 퍼실리테이터 및 실무 검증위원인 워킹그룹과 함께 총 10차례 검토 협의 수정 보완 보고 절차 단계를 거쳐 카지노운영관리 직무의 국가직무능력표준을 개발 하였다. 이 연구의 주요 개발 결과는 다음과 같다. 첫째, 국가직무능력표준 개정 분류체계 표에 근거하여 카지노운영 직무 선정과 직무를 정의하였고 직무를 토대로 총 8개의 능력단위를 도출 개발하였다. 둘째, 개발한 능력단위를 근거로 총 27개의 능력단위별 능력단위요소를 도출 개발하였다. 셋째, 국가직무능력표준 수준 및 개정 분류체계표에 근거하여 능력단위요소별 수준 체계를 개발하였고 이들 능력단위요소별 수준 평정값을 이용하여 상위 영역인 능력단위별 수준 체계를 합의 도출하였다. 이에 카지노운영관리 직무에 관한 능력단위 및 능력단위요소에 따른 국가직무능력표준 (NCS)의 개발 지침에 근거하여 카지노운영관리 직무에 관한 국가직무능력표준(NCS)의 분류번호를 제시하였다. 넷째, 능력단위 범위를 기준으로 총 27개의 해당 능력단위요소별 수행준거와 지식 기술 태도를 도출 개발하였다. 다섯째, 카지노운영관리 직무에 기초한 총 8개의 해당 능력단위에 근거하여 적용 범위 및 작업 상황, 평가 지 침, 직업기초능력 등을 협의 도출 개발하였다.

정부는 능력중심사회 만들기를 핵심 국정과제로 확정하고, 국가직무능력표준(NCS, National Competency Standards) 개발 및 활용 계획을 발표하였다. 그 일환으로 정부는 2014년까지 833개 직종에 대해 국가직무능력표준을 개발했다. 그러나 빅데이터의 경우 새롭게 등장한 직무로서 아직 산업현장에서도 안정적인 직무 형태로 자리매김했다고 볼 수 없는 상황이며, 융합적이고 다학제적인 성격을 지니고 있다. 또한 주요 선진국이나 국내를 막론하고 빅데이터를 활용하기 위한 다양한 형태의 지식과 기술(skills)의 교육 및 직무역량 모형 등이 나오고 있지만, 확실히 정착된 것은 아니며 다소간의 혼선이 있는 상황이다. 이에 본 연구는 기업 및 조직이 효과적인 빅데이터 활용을 하도록 하기 위한 빅데이터 직무능력 참조 모형을 제시하고자 하는 목적 실현을 위해 네가지 직무 유형을 도출하고 이를 수행하기 위한 우리는 능력단위요소로 20개 지식과 15개 기술을 정리하였다.

국가 직무능력 표준(NCS)은 국가가 산업군의 직무에 필요한 지식과 기술, 태도 등을 체계적으로 분류하여 국가 인재 양성을 효율적으로 진행하도록 하는 표준이다. 온톨로지는 인간의 개념 속에 있는 추상적인 정보들을 컴퓨팅이 가능하게 정형적으로 표현하게 해주는 기법으로 현재 단순 DB에 저장되어 있는 NCS 체계도 온톨로지화하여 지식관리를 정형화할 필요성이 있다. 본 연구는 NCS와 온톨로지 융합연구로, 방대한 NCS 직무중 "응용SW 엔지니어링" 직무에 대한 NCS 온톨롤지를 설계 및 구현하여 해당 직무의 지능형 지식관리 및 추론검색을 가능하게 하였다. 또 해당 직무의 능력단위요소들의 학습 콘텐츠 구조의 정형화 명세서로 일관성을 유지할 수 있도록 해 주며, 전체 NCS 직무 온톨로지로 확장 구현할 수 있는 토대를 제공하였다.

본 연구는 전문대학 보건계열학과의 NCS 기반 신규 교과 개발적용에 따른 전공교육에의 적합성 여부를 밝히는데 목적을 갖고 2016년 3월 11일부터 3월 30일까지 전문대학 보건계열학과 학생 300명을 대상으로 설문한 내용을 바탕으로 통계분석 하였다. 연구결과, 보건계열 전문대학생의 NCS에 대한 인지도와 통합취지 및 교과내용 이해도가 기존 교육과의 연계접목에 대한 적합성에 유의한 영향을 미치는 것으로 나타났으며 이는 새로 개발된 NCS 기반 직무능력 단위요소의 전공교육에 대한 직무, 일, 자격, 훈련 표준화가 잘 연계됨을 의미한다. 또한 이를 받아들이는 학생들이 새로 도입된 교과내용에 대체적으로 빠르게 동화되고 있음을 알 수 있었으며 특히 기존교재와 다르게 3개 전공학과 간 표준화된 교과의 통합개발에 따른 이해도가 높은 것으로 평가될 수 있다. 결론적으로 지식 통합 교육의 높은 인지도와 이해도로 인해 보건계열 교과 적용수업 효과가 매우 긍정적이며 높게 나타나는 것으로 기대되며 향후 보건계열 NCS 체제의 조기 정착을 시사하고 NCS 개발내용의 현장 적합성을 높일 수 있을 것으로 기대할 수 있다.
