The Impact of COVID-19 Regional Cash Subsidies on the Sales of Local Businesses in South Korea

  • This paper examines the impact of the regional cash subsidies which were granted in some districts in addition to the national universal stimulus payment in South Korea related to the COVID-19 pandemic. We evaluate the effects of the cash distribution per resident on aggregate credit and debit card sales and sales by industry using the difference-in-difference method. The increment in card spending due to the cash subsidy is about 1.58%p in total, and this effect is concentrated within a single month. The consumption stimulating effect is prominent among (semi)-durable goods that do not require close interactions between customers and sellers. In contrast, the effect is relatively small in the high-contact face-to-face service sectors and restaurants, areas the COVID-19 pandemic hit directly. On the other hand, some service sectors where customers could wear face masks, such as education and fitness, experienced a substantial sales boost due to the cash subsidy.

  • This study has been carried out in order to examine the characteristics and rationales of the rural development policies of the President Roh Moo-Hyun's 'Participatory Government. The study is summarized into two different directions: characterization and rationalization. Characteristics of the government's rural development policies during the President Roh Moo-Hyun's 'Participatory Government (2003-2008) were three folds. First, the government has been more concerned with rural income level problems than those of living-environment standards. Second, the effect of the government's rural development policies has depended heavily upon both 'green tourism' and 'regional renovation'. Third, it has emphasized the applications of bottom-up approach particularly. This study found out a couple of problems about the rationales of the recent rural development policies; First, the developmental potentials and effects of policy measures which designate the rural green tourism, the regional renovation, and the bottom-up approach etc. were all over-estimated. Second, the structure of recent rural development policies was not vivid enough. Policy targets and measures have been proposed very vaguely; therefore, they have caused difficulties in identifying the actual feasibility and appropriateness of the rural development policies.

Development of an Instrument to Measure Intra-Operative Caring Behaviors Perceived by Regional Anesthesia Patients (부위마취 환자가 지각한 간호사의 수술 중 돌봄행위 측정도구 개발)

  • Purpose: The purpose of this study was to develop a tool for measuring the intra-operative caring as perceived by regional anesthesia patients. Methods: A preliminary instrument with 54 questions, based on a literature review and semi-structured interviews with 11 regional anesthesia patients, was developed. A group of experts revised individual questions, and 34 questions were finally selected. This tool was tested with 137 regional anesthesia patients admitted to D university hospital in B city from August to October 2008. Results: The validity and reliability of the tool were tested using factor analysis. After item analysis, one question with a correlation coefficient under .30 was discarded After performing factor analysis on the final 33 questions, 7 factors were identified; holistic needs fulfillment, consideration, protective environment, cautiousness, concern, information, physical comfort. The total variance shown in the test was 73.5%. A Cronbach alpha of 0.96 showed the reliability of the instrument. Conclusion: Results of this study indicate that the tool is statistically reliable and valid to measure the intra-operative caring perceived by regional anesthesia patients. This tool can be utilized usefully in assessing the effects of nursing interventions for regional anesthesia patients.

Benefits and Spillover Effects of Infrastructure: A Spatial Econometric Approach

  • This paper estimates the effects of transport (road and rail) & energy and ICT infrastructure (telephone, mobile, and broadband) on GDP growths in neighboring countries as well as own countries. We confirm positive direct contributions of infrastructure, access to Internet, and human capital on economic growth. The spatial panel regression models indicate that there exist positive externalities of the broadband infrastructure and human capital, and these results are robust regardless of the choice of spatial weight matrices. Our findings on spillover effects of infrastructure suggest the key role of neighboring countries' infrastructure on own country's economic growth.

  • The purpose of this paper is to quantify the regional economic effects of the development in Incheon New Port(Stage I) using a regional I/O table and to provide implications for making policies to support the development of the port logistics industry. According to the results of this study, production inducing effect 6,064.5 billion won on Incheon local economy from the development of port facilities at the Incheon New Port (Stage I) occupies 15.0% of 40,398.5 billion won the total production of the Incheon area in 2005, added value inducing effect 2,821.3 billion won occupies 7.7% of 36,508.0 billion won the total added value of the Incheon area in 2005, and induced new employment 72,424 workers occupies 9.0% of 808,248 workers the total number of employees in the Incheon area in 2005. As presented above, the development in the Incheon New Port(Stage I) was expected to have huge spillover effects on Incheon local economy. Accordingly, the development in Incheon New Port must be promoted in a timely manner on national.

Tourism Resource Development for the Activation of Regional Economic and the Roll of Tourism Policy (지역경제 활성화를 위한 관광자원개발과 관광정책의 역할)

  • This study aims at proposing clear direction of tourism policy through analyzing the correlation between tourism resource, tourism system and activation of regional economic. A total of 283 samples were ultimately collected in survey of 300 researchers from the national and public institutes in provinces Chungchong-do and Kyungsang-do in July 2010 alone. SPSS 15.0 and AMOS 6.0 were used to test the model. Analysis showed that the more regional tourism resources have more significant effect on tourism system and tourist-attracting strategy, and that tourism system exerts influence on tourist-attracting strategy. So it was proved that the tourism policy effects meaningfully on vitalization of regional economic, and it was confirmed that the tourism system is more effective on the energization of regional economic than the tourist-attracting strategy. But the hypothesis has been rejected unexpectedly that tourist attractions have consequences for the activation of regional economic. It establishes the fact that it is useless for regional economy regardless of abundant regional tourism resources, if the tourism policy is not concretely in force. Therefore, Korean government must intercept overissue and overlapping investments on tourism development by the local government and induce qualitative growth of tourism sector through upgrading of development guidelines and the criteria for selecting tourism special zone, regional festival and cultural assets, and its continuous assessment and management. And it is desirable to enforce the connected cooperation projects between local governments and the 5+2 great-sphere economic blocs on government-level.

Regional Differential Growth and Spatial Division of Labor in Producer Service Industries (생산자서비스 산업의 차별적 성장과 공무적 분업화에 관한 연구)

  • This paper examines the changing geography of producer service industries in the 1980s. The foci of this study are to analyze the regional distribution of each producer services, and to reveal the spatial linkage of producer services. Further this paper asserts the potential role of producer services for reducing the potential endogenous development in the periphery. During the 1981-86 period, producer service industries grew more rapidly than other service sectors and manufacturing sector. The main reason of the raid growth of producer services is attributable to an increase in demand for intermediate services from manufacturing firms. In order to compete an increasingly complex business environment, firms have expanded the amount of effort devoted to activities such as planning, coordination and control, and consequently have increased their use of producer services. The most distinctive feature of the location of producer services is spatial concentration into Seoul and surrounding region. Especially the degree of the concentration o business services into the Capital Region has been accelerating during the 1990s. The pattern of employment growth and regional distribution of producer services show a clear core / periphery disparity. Much of the regional inequality in producer services is largely due to variation in demand associated with the pattern of corporation headquarters with the pattern of corporation headquarters and branch plants location with large manufacturing firms. The analysis of spatial division of labor reflects that producer services are related to the location of headquarters in manufacturing industry. Headquarters in manufacturing firms and business service firms tend to cluster each other. Most of the headquarters spatially separated from branch offices are clustered heavily in Seoul. Especially headquarters of business services and insurance services are overwhelmingly concentrated into Seoul. The firms whose headquarters are located in Seoul have a linkage pattern on a nationwide scale. It is viewed have little potential for generating local multiplier effects and regional development. In the light of the result of this study, producer services are not likely to disperse soon to peripheral regions. Consequently the absence of policies directed at enhancing producer sevice in the periphery, concentration tendency would continue to reinforce the core's dominance at the expense of peripheral regions. From a regional perspective, the quality of a region's producer service sector is a key determinant of economic growth, since manu industrial location decisions are influenced by the differential availability of producer services among regions. Poor performance of producer services in peripheral regions seemed to be linked to the region's manufacturing base. Low-wage, standardized branch plants are not likely to induce the growth in knowledge intensive services associated with high-technology corporate headquarters. Producer services may help to create and attract new business including manufacturing firms, and also to enhance the productivity and competitiveness of local firms. Therefore the provision of service producing activities would be lead not only to generate and retain endogenous development but also to attract external firms, especially small and medium sized firms which have a lower propensity of internalized services. Hence, it may be more efficient to create and expanse new locally owned producer services rather than to attract branch plants of mult-locational firms in order to make indigenous economic development.

Intestinal Growth and Development of Weanling Pigs in Response to Dietary Supplementation of Antibiotics, Phytogenic Products and Brewer's Yeast plus Bacillus Spores

  • A total of 96 crossbred weanling barrows aged 21 days were randomly allocated to 32 pens of a new nursery to investigate the effects of antibiotics, phytogenics, and probiotics on intestinal growth and development. The animals were fed a set of three-phase basal diets containing 0.3% zinc oxide (CON) or the basal diets supplemented with 353 ppm of a combination of tiamulin, neomycin, chlortetracycline, and oxytetracycline (ANTI), 75 ppm triterpenoid saponin plus 150 ppm mixed saccharides (HERB; Sacchapin$^{(R)}$), or $1{\times}10^7$ brewer's yeasts plus $8{\times}10^7$ spores of each of Bacillus licheniformis and Bacillus subtilis per kilogram feed (PROBIO; Yeasture Plus 2B$^{(R)}$) for five weeks. Thirty-two pigs representing as many pens were slaughtered at the end of the feeding trial, after which morphological measures and digestive enzyme activities of intestinal mucosa were determined. Weight gain and gain:feed of the pigs were not affected by the dietary treatments (TRT) during the overall feeding trial. Total intestinal length was greater in PROBIO than in ANTI (P<0.05). Wet mucosa weight of the duodenum was not affected by TRT. However, jejunal mucosa weight was greater in PROBIO than in any other group sum of mucosa weights of the duodenum and jejunum was greater (P<0.05) in PROBIO than in ANTI and HERB. The height and width of duodenal villus were not affected by TRT, but crypt depth decreased (P<0.05) in response to HERB and PROBIO vs CON. Specific activities of alkaline phosphatase, sucrase, maltase, lactase, and leucine aminopeptidase in the duodenum and jejunum were not changed by TRT. In conclusion, results suggest that the present dietary treatments have no effects on growth performance of weanling pigs and that of PROBIO enhances intestinal growth and development under a clean experimental setting.

Exploring Spatio-Temporal Variations of Land Price in Daegu Metropolitan City (대구시 지가의 시공간적 변화 탐색)

  • Land price is a kind of text to read urban spatial structure. The purpose of this paper is to inquire into the characteristics of Daegu's urban structure and its change in time through exploring spatio-temporal variations of land price with a detailed spatial and temporal resolution. To achieve this, land value surfaces were represented using the officially assessed land price every other year from 1995 to 2011. Through mapping and exploring spatio-temporal patterns and fluctuation rates of land price for this period, changes in urban structure, the effects of local decision makings such as Greenbelt adjustment, housing site development, and gentrification, and the effects of business fluctuations or policies at global or national scales could be caught. In addition, the trends for suburbanization and multi-centric urban form could be examined from the results of a negative exponential model explaining the effect of distance from an urban center on spatial variation of land price. These results demonstrate that urban analysis using land price mirroring spatial decision making at various scales could deepen understanding for internal structure and change of a city and provide useful information for establishing regional and urban development policies and evaluating their effects.

  • This study analyzed investment effects for Practical Field Studies conducted by the KOPIA (Korea Program on International Agriculture) centers, which are part of the ODA project operated by the Rural Development Administration. Focusing on the productivity and effectiveness factors of each project, a questionnaire survey was sent to each KOPIA center associated with each project. The results demonstrated the production and profitability of farms participating in the pilot project were significantly improved compared to those of farms that did not participate in the project. Also, in the satisfaction results of taste, nutrition, and freshness, the participating firms could significantly improve them when being compared to those of non-participating farms. It is highly expected to contribute to improving the operational effectiveness of Practical Field Projects conducted in Africa based on the results of each project's performance and economic feasibility. This study also can lead to a change in the social perception of ODA projects by raising people's awareness of ODA projects.
