Development of Evaluation Indicator on Industrial Safety and Health Education Program (산업장 안전보건교육 프로그램 평가지표 개발)

  • Objectives: The purpose of this study was to verify the validity of the evaluation indicators on safety and health education programs provided to Korean industrial workers, by developing further. Methods: To develop the early evaluation indicator, the secondary analysis was made on 'Survey on Industrial safety & health trends', the national wide survey data product by Korea Occupational Safety & Health Agency, as well as the various examinations on literatures. To validate such developed evaluation indicator, 13 safety and health managers in Focus Group discussion to prove the reliability of the contents were composed. To confirm the face validity, the interview with 6 industrial safety and health education experts was held to study the appropriateness of the content. With the cooperation from Korea Occupational Safety & Health Agency, the structured survey was performed with the safety and health managers from 588 businesses who participated in the education program for the later half of 2006. In this study, the number of responses was randomly divided into 1:1 two groups, in which one group was for the Exploratory Factor Analysis and the other group was for the Confirmatory Factor Analysis. Results: The results were as follows. First, for the Structure category, 18 evaluation indicators were developed into 4 evaluation categories such as a preliminary examination, education staff and organization, education environment and rules/ regulation. Secondly, the Activity category was comprised of 10 evaluation indicators with respect to 2 areas of curriculum satisfaction and program evaluation. Finally, for the Output category, 9 evaluation indicators were developed into 2 evaluation areas such as documentation and information share and education effects. Conclusions: The evaluation indicators developed through this study will possibly develop and be applied to evaluation tools on safety and health education program, which may further become the standardized indicators to better operate the industrial safety and health education programs.

A Survey on Safety and Health Education in Technical High Schools in Korea (우리나라 공업고등학교의 안전 . 보건 교육실태 조사)

  • Safety and health education in technical high schools is especially important because the great majority of the students engage in the industrial field after graduation. But there are few reports on the state. of safety and health education in technical high schools in Korea. The aims of this study were to identify the problems of the present safety and health education in technical high schools in Korea and to propose the ways of improving health and safety education. To conduct this study, the textbooks for health and safety related courses, i.e., Introduction to Industry, Gyoryun(dril), and Physical Education, were reviewed. A questionnaire was mailed to the teachers of Introduction to Industry, Gyoryun, Physical Education, and school nurses in 188 technical high schools and the teachers of Gyoryun, Physical Education, and school nurses in 376 general high schools in November 1997. The final response rates were 42.0% for teachers of Introduction to Industry, 62.9% for teachers of Gyoryun, 47.9% for teachers of Physical Education, and 33.0% for school nurses. Also, a survey by self-administered questionnaire on the knowledge, attitude, and practice about safety and health was conducted from May through July 1998 among 44 employees graduated from technical high schools and 44 employees graduated from general high schools since 1995. The analysis of the textbooks showed that the contents of the ‘Industrial Safety and Environment’ section in Introduction to Industry were rather for safety managers than industrial workers and the contents about occupational hygiene and health were scanty. The majority of ‘Accident and Disaster’ and ‘Hazardous Substances’ section in Gyoryun overlapped with those in Introduction to Industry and several mistakes about health related descriptions were found. Some contents of Physical Education. ‘Mental Health’. ‘Emergency Care’. ‘Communicable Disease’, ‘Noncommunicable Disease’, and ‘Food Hygiene’ overlapped with those of Gyoryun. The teachers lectured safety and health related sections of textbook completely in 84.8% for Introduction to Industry, 62.1% for Gyoryun, 20.8% for Physical Education and the most frequent reason for the incomplete education was shortage of time.

  • In this paper, we survey and analyze the characteristics of the special health and safety education in the construction industry, and provides a few solutions. In particular, the implementation of special safety and health education conducted a study to target the construction site of heavy chemical plant many domestic. If you look at the results of research and analysis, problems of special health and safety education that are currently being conducted in many cases, the proportion of respondents who do not know the special safety and health education is very high, workers of the scene, this education it is possible to know that the proportion of respondents answered to have the experience that are submitted to the work while not subject to are operated poorly in the field of special health and safety education high. Finally, improve the quality of the most important education has to be done on a priority basis that fixing the safety education system systematically in line with the actual situation in the field and the use of specialized external agency.

Incentive Models of the Occupational Safely and Health Education System (산업안전보건교육의 인센티브 모델에 관한 연구)

  • Educational programs for promoting occupational safety and health have widely been established in advanced countries, such as United States and Germany, in the area of disaster prevention Focused attentions and investments for safety and health education have been placed especially for small and medium sized companies. Recently, information technologies have also been applied for the development and management of educational programs in those countries. It is also worth noting that a wide variety of incentive systems has been implemented for managers and workers to voluntarily Participate in safety and health education. Based on the brief survey on incentive systems in advanced countries, this study proposes two different incentive models, such as 'Supervision Exemption Model for Participants in Safety and Health Education' and 'Compensation Program fur Educational Expenses and Losses', which may efficiently be employed in Korea. These incentive models may contribute to revitalizing the occupational safety and health education which has recently been dwindled due to the changes in governmental regulations.

Multidimensional Analyses on Effective Contents and Methods of Safety and Health Education Perceived by Safety and Health Managers at Workplace (안전보건관리자가 인식하는 효과적인 사업장 안전보건교육 내용과 방법에 관한 다차원적 분석)

  • The purpose of this study is to analyze safety and health managers' perceptual maps on the effective educational contents and its methods of workplace safety and health education. Self-administered survey was successfully conducted to 582 workers who were 339 in manufacturing, 68 in construction, and 175 in service & others by industry classification. Survey sites were recruited based on business size, incidence of occupational accident, and compliance of workplace safety and health education regulation. Questionnaire included personal factors, workplace factors, and needs of safety and health education at work. Male workers were 85.3% and more than 50% were in their 30s and had university education. Overall needs of educational contents and its methods were greater in manufacturing and services than construction. Two dimensional properties of effective educational contents perceived were 'knowledge structure' which divided to safety and health, and 'behavior outcomes' which divided to indirect and direct. Two dimensional properties of educational methods were 'class activity' which divided to experience-based and verbal-based and 'class participation' which divided to passive and active. Effective educational contents and its methods perceived by safety and health managers commonly included the characteristics of direct, case-based, and participation.

A Study on an Improvement of the Safety and Health Operation Education for small and medium sized enterprise (중소기업 안전보건 교육의 운영 개선에 관한 연구)

  • Domestic industry calamity rate did decrease in large numbers by many efforts of the safety and health organizations. But that is low yet among the OECD countries. Calamities are started In most work inexperience and safety consciousness absence. So, we can know that education is how important. Domestic small and medium enterprises are in trend that industrial accident is increased by deterioration of hardware, not enough preparedness of safety equipments. But, the safety and health education had not been utilized so far effectively and applied systematically. Therefore, the most important among many means to reduce calamity is the safety and health education. An efficient education will supply suitable knowledge and technology to work people. And that will lead to prevent accident by building right habit and attitude. This research did the survey about problems of education that is enforced in small and medium enterprises. That survey is done to three groups of workers, administrators and managers. We compared domestic safety and health education system and advanced foreign system. And, analyzed problems and presented a solution. Finally, this research presented efficient operation model of the safety and health education suitable to domestic medium and small enterprises.

Development and effect of elementary school upper-grade safety health education program (초등학교 고학년 안전보건교육 프로그램 개발과 효과검증)

  • Purpose: The purpose of this study is to develop a safety health education program for the upper graders of elementary school children and to evaluate the program. Methods: The study was designed for learner centered safety education and heath education based on a theory of lifelong education. After a model development of the program was set up, five major units were selected after five stages of program planning, design, acting, evaluation and feedback: school safety, traffic safety, home safety, life safety, and first-aid. Twenty things were selected as what to teach, and a lesson plan of 12 sessions was mapped out by arranging what to teach. The subjects in this study were 114 elementary school students who were in five different sixth-grade classes. Each class received education for five days, in four sessions each, according to the program. Results: The learners showed improvement in safety consciousness, safety knowledge, self-efficacy and safety behavior after they received education according to the safety health education program, and they expressed a lot of satisfaction with the program. Conclusion: It is important to develop the lifelong education for safety health education for the elementary school children.

Investigation of education of safety and health for students through analysis of textbooks (교과서 분석을 통한 초중고 학생들의 안전보건교육 실태 조사)

  • On the basis of total page, the coverage rate of education of safety and health in textbooks of elementary school was approximately 10%. In middle school, the contents of safety education were addressed mainly in subject of chemistry below about 5% of coverage rate whereas the contents of health education appeared mainly in subject of athletics below about 15% of coverage rate. Similarly, the contents of safety education and health education in textbooks of high school were indicated mainly in the subjects of chemistry and athletics, showing below about 5% and 30% of coverage rate, respectively. In conclusion, the education level of safety and health in textbooks was generally lower compared to other contents. The coverage rate of safety education was relatively lower than health education, which implicates that extensive contents related to safety education are needed to be added to textbooks in order to establish preliminary attitude for preventing workplace accident.

A Comparative Study on the Safety and Health Education System between Korea and other Countries (한국과 주요 외국의 안전보건교육제도에 관한 비교 연구)

  • After the Se-wol ferry disaster in Korea, the safety issue was highly spotlighted in a number of media, and consequently the ministry of public safety and security was newly established under the public attention. In addition to this, a recent earthquake in Gyeonju suggested the training issues for public such as evacuation and public safety. Regarding the industry, one of significant reasons causing the accidents were inadequate training, in execution of safety manual or inexperienced first response. Although the engineering or scientific study provided a basis of the industry safety and health in Korea a study focusing on the safety and health education system should be highlighted in that the law is the only way to execute the policy. In this manner, the goal of current study was to compare the safety and health education system in Korea to other countries including America, England and Germany. Especially, the law for training method, contents, supervision and punishment was analyzed. Result showed (1) lack of a structured training course for educating safety and health education trainer, (2) no training system of safety and health education to public or workers, and (3) less specific law for supervision and punishment as compared to the America, England and Germany.

Effect of Community Based Child Safety Education Program for Child Care Teachers (보육교사에 대한 보건소 중심의 영유아 안전관리 교육 프로그램의 효과)

  • Purpose: The purpose of this study was to determine the effect of an education program promoting attitude, knowledge, and practice of safety for teachers in child care centers. Method: This education was provided at one public health center in Kyunggi Province. One group pretest-post test design was used, and knowledge on safety and emergency care, practice of safety, health belief and self confidence on safety practice were assessed from 74 teachers. Theoretical framework for this program was Pender's health promotion model. Result: After two hours group education session on safety management, knowledge on safety and emergency care was significantly increased and perception on the main cause of injuries was significantly changed. Practice on safety was significantly related to the knowledge, health belief and confidence on safety, and social support. Conclusion: The education program for teachers in child care centers regarding the child safety and emergency care was effective in promoting knowledge and perception on the main cause of injuries of infants.
