Development of Coaching Model to Enhance Teaching Capability of Lifelong Educator (평생교육교수자의 교수역량 강화를 위한 코칭모델 개발)

  • The purpose of this study is to develop a coaching model which can enhance teaching ability of lifelong educator. To achieve this purpose, this study verifies and analyzes several documentary records related with diverse teaching capabilities, operation reality and coaching method run by lifelong educator. Furthermore, an in-depth interview about teaching capability was undertaken for field experts who have worked at the institutions of lifelong education for more than 10 years. As a result, the study could develop a coaching model to identify teaching capability of lifelong educator by conducting matrix analysis. First, according to the documentary studies, the paradigm for lifelong education has been shifted to centralize learner's demand with the advent of 4th industrial revolution and it suggests coaching capability which could enhance educator's capability should come first. A lifelong educator should have capabilities including identification of vision and goal, creation of mission declaration, development of coaching skill and procedure, management of crisis and coaching capability as an expert in the lifelong education field. Second, a model which can centralize learners could be developed for lifelong teaching capability by adopting a teaching capability suggested by field experts, According to the experts, it is essential to develop a program model to acquire professional knowledge, communication capability, understanding of adult learner, personal relations capability. If there is a model which can develop such capabilities, it is able to strengthen lifelong teaching capability to focus on learner's demand, mainly adult learners, a major consumer of the field. Third, a coaching model to enhance teaching capability for an educator is to acquire and implement sufficient step-by-step teaching capability which has been suggested from a procedure comprised of entrance, progress, critique and return. This, present study suggests, after the critique, a lifelong educator oneself can newly develop and extend a teaching capability basis on pursuing teaching capability as a lifelong educator through the return process.

Evaluation of Disaster Resilience Scorecard for the UN International Safety City Certification of Incheon Metropolitan City (인천시 UN 국제안전도시 인증을 위한 재난 복원력 스코어카드 평가)

  • This study is a case study that applied 'UNDRR's Urban Disaster Resilience Scorecard', an evaluation tool necessary for Incheon Metropolitan City to be certified as an international safe city. I would like to present an example that the results derived from this scorecard contributed to the Incheon Metropolitan City Disaster Reduction Plan. Of course, the Disaster Resilience Scorecard can't provide a way to improve the resilience of every disaster facing the city. However, it is to find the weakness of the resilience that the city faces, and to propose a solution to reduce the city's disaster risk. This is to help practitioners to recognize the disaster risks that Incheon Metropolitan City faces. In addition, the solution recommended by UNDRR was suggested to provide resilience in areas vulnerable to disasters. It was confirmed that this process can contribute to improving the disaster resilience of Incheon Metropolitan City. UNDRR has been spreading 'Climate Change, Disaster-resistant City Creation Campaign', aka MCR (Making Cities Resilient) Campaign, to cities all over the world since 2010 to reduce global cities' disasters. By applying the disaster relief guidelines adopted by UNDRR, governments, local governments, and neighboring cities are encouraged to collaborate. As a result of this study, Incheon Metropolitan city's UN Urban Resilience Scorecard was evaluated as a strong resilience field by obtaining scores of 4 or more (4.3~5.0) in 5 of 10 essentials; 1. Prepare organization for disaster resilience and prepare for implementation, 4. Strong resilience Urban development and design pursuit, 5. Preservation of natural cushions to enhance the protection provided by natural ecosystems, 9. Ensure effective disaster preparedness and response, 10. Rapid restoration and better reconstruction. On the other hand, in the other five fields, scores of less than 4 (3.20~3.85) were obtained and evaluated as weak resilience field; 2. Analyze, understand and utilize current and future risk scenarios, 3. Strengthen financial capacity for resilience, 6. Strengthen institutional capacity for resilience, 7. Understanding and strengthening social competence for resilience, 8. Strengthen resilience of infrastructure. In addition, through this study, the risk factors faced by Incheon Metropolitan City could be identified by priority, resilience improvement measures to minimize disaster risks, urban safety-based urban development plans, available disaster reduction resources, and integrated disasters. Measures were prepared.

The Study on Concentration of PM10 and Heavy Metal in Public Schools at Chung-Nam Area (충남 지역 일부 학교의 PM10과 중금속 농도에 관한 연구)

  • In this study, in order to analyze the air quality of the indoor environments of schools, we measured the indoor, outdoor and personal exposure concentration level of $PM_{10}$ for 40 classrooms(20 old, 20 new) in chungnam area from June 22 to July 19 and from November 21 to December 30, 2003. 1. Old classrooms contained more dust than new classrooms; the average of respirable dust is $43.27\;{\mu}g/m^3$ for new classrooms while $53.38\;{\mu}g/m^3$ for old one. The exposure concentration level of respirable dust in new classrooms were in summer higher outdoors than indoors. The values were indoors $46.71\;{\mu}g/m^3$, outdoors $50.46\;{\mu}g/m^3$, and personal $41.62\;{\mu}g/m^3$. Meanwhile in winter indoors had a higher concentration level than outdoors, the values being indoors $39.11\;{\mu}g/m^3$, outdoors $34.86\;{\mu}g/m^3$, and personal $49.01\;{\mu}g/m^3$. 2. Cr concentration level within dust was slightly higher in summer indoors ($101.50{\pm}32.10\;ng/m^3$) and outdoors ($100.89{\pm}35.18\;ng/m^3$) than winter indoors ($85.80{\pm}48.95\;ng/m^3$) and outdoors ($74.43{\pm}38.93\;ng/m^3$), but in personal concentration level, winter was higher. The results of this research show insufficient understanding of health risks from indoor air pollution, and shows possible health problems to students from school indoor air pollution. As such, a logical and systematic education program for students about the importance of indoor air quality should be carried out. Also the results of $PM_{10}$ concentration level measurements emphasize the need for regular measurements of indoor / outdoor and personal concentration level. New classrooms in particular needs to be used after measuring pollutants and safety, and requires installation of a ventilation device in all classrooms to improve air quality.

A Comparison Study of Factors of Willingness to Use Traditional Medicine between Korean, Chinese and Taiwanese (한국, 중국, 대만인의 전통의학 이용 의향에 미치는 요인 비교 : 대학생 및 대학원생을 중심으로)

  • Objective: This study was performed to compare knowledge of and expectations for traditional medicine between Korean, Chinese and Taiwanese, to figure out whether these factors influence the intention to use traditional medical treatment in the future. Methods: One-hundred ninety-nine Korean, eighty-five Chinese, and one-hundred seventy-four Taiwanese subjects responded to the survey. A one-way ANOVA was performed to compare experiences of traditional medical treatment, knowledge of both traditional medicine and western medicine, expectations for traditional medicine, and future intention to use traditional medical treatment. Multiple regression analyses were also performed to evaluate a possible correlation between the other factors and the intention to use traditional medical treatment in the future. Results: The experiences of traditional medical treatment were in the order of Taiwanese, Korean, and Chinese, from more frequent to less frequent. Chinese had more knowledge of traditional medicine compared to Taiwanese and Koreans, and the expectations for traditional medicine were in the order of Chinese, Korean and Taiwanese, from higher to lower. The intentions to use traditional medical treatment in the future were in the order of Korean, Chinese and Taiwanese, from more to less. Multiple regression analyses showed that experiences of traditional medical treatment, knowledge of traditional medicine, and expectations for traditional medicine were associated with the intention to use traditional medicine in the future in Korean and Taiwanese, but not in Chinese. Only the expectations for traditional medicine were associated with the future intentions to use traditional medical treatment in Chinese. Conclusions: These findings suggest that Korean and Taiwanese may need to improve their knowledge of traditional medicine whereas Chinese need to link their knowledge of traditional medicine with the intention to use it in the future. Understanding the characteristics of traditional medicine would probably contribute to enhancing the intentions to use it more.

  • Purpose - Franchise industries are significant both socially and economically. However, with increasing interest, there are manifold problems. It is necessary to seek measures for mature operation constantly despite unprepared franchisors, negative perceptions of the media and society toward franchise, and rapid changes in business start-up trends and propensity to consume that make business start-ups difficult. The paper aims to explain the effects of relational commitment and performance on the franchisor's management characteristics and justice in the food service franchise system. Research design, data, and methodology - This is an exploratory survey examining franchising in Korea. Based on a literature synthesis, we extract five constructs: managerial characteristics, support, fairness, trust, and satisfaction. We hypothesize that these factors influence the trust, satisfaction, and performance of franchisees. To examine these hypotheses empirically, we conducted a survey on the database of the Franchising Council of Korea. The study employs data from May to September 2014. In total, 135 completed questionnaires were received, of which 128 were usable. The data was analyzed with SPSS/PC 22.0. First, to test unidimensionality and nomological validity of the measures of each construct, we employed a scale refinement procedure. The result of a reliability test with Cronbach's α and factor analysis warranted unidimensionality of the measures for each construct. In addition, nomological validity of the measures was warranted from the result of the correlation and regression analysis. By analyzing the data, we can confirm most hypotheses. Results - Frist, franchisor characteristics have a positive effect on trust and satisfaction. Second, franchisor fairness has an effect on trust and satisfaction. Third, franchisor support has an effect on satisfaction. Further, the franchisee trust has an effect on satisfaction. Fourth, the satisfaction of a franchisee with a franchisor affects the performance of a franchisee. Finally, there is a possibility that not only franchisee performance but also increasing the credibility and improving the image of the franchisor through communication between franchisor and franchisee can improve franchisees' performance and satisfaction by motivating the franchisee for sustainable growth. Franchisers should endeavor for franchisees to obtain stable revenue with continuous and practical support. They should recognize that they can expand their business by supporting their franchisees. Franchisors should not only instantly respond to franchisees' troubles with interactive communications but also raise the ability of supervisors for better support. Franchisors should share their visions and goals with their franchisees and provide systematic and continuous support based on trust and clear company management. Franchisees should understand franchisors' position as well as participate in establishing the basic franchise system. Contributions - The paper contributes to understanding franchising in Korea. It offers insights and assistance to franchisors hoping to start franchises. This paper explores measurement issues related to franchisee performance by estimating its determinant factors (managerial characteristics, support, fairness, trust, and satisfaction). This study provides franchisors and practitioners planning to extend their franchising business with some practical knowledge.

How has Brexit changed the UK: Deepening of Social Division and Increase of Rancour (브렉시트(Brexit)가 바꾼 영국: 사회적 분열의 심화와 증오의 확산)

  • The purpose of this research is to explore the relation between Brexit and division in various areas within the British society. This research can lead to understanding how division of the British society and the decision of Brexit was mutually influenced. The UK's withdrawal from the EU has been explained mainly through the relations between the EU and the UK; therefore, issues of immigration, EU regulation, and the UK's EU rebate are considered as major reasons. In addition, 'British identity' or 'British exceptionalism' existing in the British society and politics for a long time has been regarded as a reason for Brexit. Although it is generally accepted that Brexit results in the division in the British society, the reasons mentioned above have limitation to explain the result of referendum and the division of the British society in the post-Brexit era. In this sense, this research explores the division in various areas - generation, social grade including income and education level, value and region, etc. - revealed in the British society is not the result of Brexit; rather, this research argues division deeply rooted in the British society before referendum is the root cause of Brexit. The division in various areas immanent in the British society for a long time is complicatedly intertwined, and the decision on Brexit by referendum has led to solidifying the division of the British society. Having considered this division in the British society has been expanded to rancour, it is necessary for the UK to establish appropriate policies for national cohesion.

The effect of global disaster competency development program on paramedic and nursing undergraduate students (글로벌 재난 역량 개발 프로그램이 응급구조과와 간호학과 학생에게 미치는 효과)

  • Purpose : This study assessed the improvement of competency levels for participants, as well as their satisfaction from completion of the special international disaster response program. Methods : The program structure followed an intensive two-week course that included a combination of lectures, discussions, case studies, and field trips. "ICN Framework of Disaster Nursing Competencies" was used for designing the program. A pre-post survey was done to measure the change in the competencies of students and assess their satisfaction after finishing the program. Focus group interviews were also performed to further understand the attitudes of participants toward the disaster issues. Results : The overall pre-program test score for disaster competency was $2.18{\pm}0.68$ and the post-program test score was $6.30{\pm}0.84$, which showed statistically significant gains in all competency items (p <.001). The general satisfaction of participants with the program was quite high, demonstrated by a mean score of $4.5{\pm}0.51$. The benefits for students from program participation included increased knowledge and better understanding of the important roles of international organizations and NGOs. Conclusion : The international disaster education programs are necessary to provide an opportunity for students to increase their disaster competency. In addition, future development of a unified educational competency framework is also necessary.

A Study on efficiency of security police through cooperation with private sector (민간영역과의 공조에 의한 경비경찰 효율화에 관한 연구)

  • It seems that security police's business to secure safety of state and citizens has existed since the mankind began to create a community. State was not fully responsible for such security business from the beginning. The business was carried out autonomously by the private sector for a long period. However, as the state system had been strengthened, the public sector absorbed the function. But in the modern society where various risks exist, safety of society could not be guaranteed only by public police. Accordingly, cooperation with the private sector is indispensable. In the limit of public police, autonomous organization of security companies and general citizens is expanding its scope. As a result, they should exercise partnership as a tripod to build social safety net. Security police failed to secure manpower exclusively responsible for security, despite various businesses and excessive mobilization. Accordingly, their professionalism and ability to cope with crisis are being questioned. In particular, efficiency of security police is becoming a more urgent issue in an era of international terrorism. Private sector can be classified into security companies and private autonomous organization. In case of security companies, the problem is quality and business ability of guards compared to a rapid external growth such as quantitative expansion and advancement into various businesses. In terms of pure private activity, the necessity of understanding of public police activity and conditions for organizational and continuous activity should be prepared. To tide over such problems and effectively achieve the common goal, changes in the method of employment, new establishment of security police department, and strengthening of professionalism and crisis management ability are necessary in the public police sector. In case of security companies, improvement of relations with public police through joint education, strengthening of business ability and activation of business cooperation through these matters are necessary. To maximize activity of pure private sector, it needs to establish reserve police, manage such private autonomous organization and bolster publicity with citizens.

Environmental cooperation strategies of Korean Peninsula considering International Environmental Regimes (한반도 환경협력을 위한 국제사회 동향과 미래 협력방안)

  • North Korea has actively participated in the international community related to environmental agreements. It has proposed various environmental policies internally since the Kim Jong-un regime. In particular, it emphasizes activities related to climate change response, the Sustainable Development Goals, and the conservation of ecosystems including forests and wetlands. In this study, a new security cooperation plan was proposed with an understanding of the climate crisis and environmental regime as a starting point. To this end, trends and recent activities for climate-environment cooperation in the international community and on the Korean Peninsula were analyzed. In addition, North Korea's conditions for cooperation on the Korean Peninsula, technology demand, and the projected future environment of the Korean Peninsula were dealt with. Ultimately, through advice of experts, we were able to discover cooperation agendas by sector and propose short-term and long-term environmental cooperation strategies for the Korean Peninsula based on them. In this study, conditions and directions for cooperation in fields of climate technology, biological resources, air/weather, water environment, biodiversity, renewable energy, bioenergy, and so on were considered comprehensively. Among 21 cooperation agendas discovered in this study, energy showed the largest number of areas. Renewable energy, forest resources, and environmental and meteorological information stood out as agendas that could be cooperated in the short term. As representative initiatives, joint promotion of 'renewable energy' that could contribute to North Korea's energy demand and carbon neutrality and 'forest cooperation' that could be recognized as a source of disaster reduction and greenhouse gas sinks were suggested.
