The Korean innovation ecosystem has evolved from a catch up stage to a creative leader stage where government's role in creating a private sector driven, healthy and dynamic ecosystem is important. Korea's innovation ecosystem shows a stagnation of innovation performance and a lack of linkage activities within the national innovation ecosystem and in global cooperation, despite the dramatic advancement and expansion of the ecosystem. A next-generation innovation ecosystem model is required to create a future-oriented innovation ecosystem. The next generation innovation ecosystem was prepared on the basis of the framework, which has 6 elements among which inter-firm network is the the micro-foundation of the ecosystem. On the basis of the framework, assuming that the next generation innovation ecosystem is the evolved existing ecosystem, responsive the discontinuous change in market and technology, which is private sector driven healthy and dynamic ecosystem, the next generation innovation ecosystem model was created. The concrete details on the direction of the policy entities responsible for building the ecosystem was presented, and the contribution of this study was discussed.
As the climate crisis intensifies, the need to improve the climate resilience of developing countries is ever increasing. Hence, the international community is seeking ways to effectively conduct climate technology transfer by linking the projects with financial mechanisms. However, commercialization of climate technology in developing countries is no easy feat as comprehensive knowledge on the target country is a prerequisite for seeking a suitable technology-financial linkage measure. Hence, in-depth discussions on effective climate technology and financial linkage measures have become an important global agenda, and South Korea, as a country with long experience in climate technology transfer, and a strong ecosystem for public climate technology, should step forward to take up a leading role. Against this backdrop, this paper proposes strategies and implementation measures for linking funds from the Multilateral Development Banks (MDB) with Korea's Public Climate Technology (PCT) by examining several key areas of R&D, international cooperation, and technology commercialization.

Spatial and timely information on crop and filed conditions is one of the most important basics for rational and efficient planning and management in agriculture. Remote sensing, GIS, and modeling are powerful tools for such applications. This paper presents an overview of the state of the art in remote sensing of crop and field conditions with some case studies. It is also shown that a synergistic linkage between process-based models and remote sensing signatures enables us to estimate the multiple crop/ecosystem variables at a dynamic mode. Remotely sensed information can greatly reduce the uncertainty of simulation models by compensating for insufficient availability of data or parameters. This synergistic approach allows the effective use of infrequent and multi-source remote sensing data for estimating important ecosystem variables such as biomass growth and ecosystem $CO_2$ flux. This paper also shows a geo-spatial information system that enables us to integrate, search, extract, process, transform, and calculate any part of the data based on ID#, attributes, and/or by river-basin boundary, administrative boundary, or boundaries of arbitrary shape/size all over Japan. A case study using the system demonstrates that the nitrogen load from fertilizer was closely related to nitrate concentration of groundwater. The combined use of remote sensing, GIS and modeling would have great potential for various agro-ecosystem applications.

To enhance the usability of smart agriculture, methods for utilizing smart farm data are required. Therefore, this study proposes a scheme for utilizing regional smart farm data by linking it to services. The current status of domestic and foreign smart farm data collection and linkage services is analyzed. To collect and link regional smart farm data, necessary data collection, data cleaning, data storage structure and schema, and data storage and linkage systems are proposed. Based on the standards currently being implemented for regional smart farm internal data storage, a farm schema, environmental information schema, facility control information schema, and growth information schema are designed by extending the crop schema and crop main environmental factor information database schema. A data collection and management system structure based on the Hadoop Ecosystem is designed for data collection and management at regional smart farm data centers. Strategies are proposed for utilizing regional smart farm data to provide smart farm productivity improvement and revenue optimization services, image-based crop analysis services, and virtual reality-based smart farm simulation services.

This study aims to analyze the structure and characteristics of the domestic online game industry using network analysis. In particular, two-mode network analysis is employed to measure the network structure, centrality, and cluster for two types of online game platforms, online games and mobile games, from 1996 to 2014. We also conduct a dynamic analysis to capture the structural changes in the ecosystem by internal and external environmental changes before and after turning point for each online game platform. It is revealed that the online game econsystem has the higher number of clusters and higher concentration ratio than those of mobile game ecosystem. In dynamic analysis, both platforms exhibit similar trends over time with the increasing number of clusters, enlargement of largest cluster's size, and decreasing concentration ratio. This study is expected to provide fruitful implications for strategic decision making of online game companies and policy making for the online game industry.
Although social economy organizations have achieved quantitative growth in various types and fields, they have been mainly promoted by the government, and there is still room for qualitative improvement, such as institutional reorganization, support systems and support methods, compared to advanced countries. In this study, the problems of social economy organizations, the current status and actual analysis of social economy organizations, the policy delivery system, obstacles to the development of social economy organizations, and problems of activation, etc. were reviewed through previous studies. Through this, policy directions and tasks for revitalization of future social economy organizations were presented. As a result, the policy direction for revitalization of social economy organizations requires private and local government initiatives, expansion of fields, customized support for the creation of a growth ecosystem, and various linkage cooperation. Organizational capacity development and education, reinforcement of various linkage cooperation systems, creation of an investment ecosystem, and joint market development are necessary.

As The Fourth Industrial Revolution and Intelligent Information Age came into full-scale, the policy of open government data has become a hot topic for each country. The United States, the United Kingdom, and other countries are shifting policy direction to "creating value" of open government data. Also, in the age of the digital economy where the data market is soaring, open government data is gradually being recognized as a new raw material for new business and start-ups. In addition, Korea ranked first in the OECD open government data evaluation twice in a row, and was highly evaluated in the international evaluation. However, domestic firms are still lacking in qualitative openness of government data, data is dispersed among institutions, lack of public-private data linkage, and development of app-oriented development. This study attempts to analyze major national policies for the creation of a data ecosystem that considers data lifecycle, from production to storage, distribution and utilization of data. First, the target countries were the leading public data countries among the OGP member countries, the USA, the UK, Australia and Canada. The results of this study are as follows. As a result of analyzing the results and comparing Korea's policies, it was concluded that most of Korea is superior in open government data policy. However, improvement of data quality, development of open data portal as an open platform, support for finding various users including apps and web development companies, and cultivation of open government data utilizing personnel are analyzed as policy issues. In addition, the direction of policy for the balanced ecosystem of Korea is presented together.
Purpose: The importance of entrepreneurship education is increasing as interest in entrepreneurship is increasing around the world. In addition to the US and Europe, which operate advanced entrepreneurship education programs, Korea is also investing a lot of government resources for university centered entrepreneurship education. On the other hand, developing countries, which have high interest in Korea's economic development, are also trying to benchmark this Korean university entrepreneurship education. Research design, data and methodology: This study systematizes experiences such as training on entrepreneurship, science park management, and policy consulting for science, technology parks, and universities in developing countries. Through this, the needs of the relevant countries are analyzed based on the results of previous research, related theories, and policies. Results: As a result of the analysis, four key elements were derived for the establishment of entrepreneurship education and entrepreneurship ecosystem in developing countries. In addition, the details that these elements can be used in the university entrepreneurship ecosystem are presented in the form of tasks in stages. Conclusions: This study presents factors, including entrepreneurship-based leadership and human resources, structure and program, domestic and international network, and budget as a plan for revitalizing entrepreneurship education in developing countries.
In order to identify the economic impacts of forest-related industry on the national economy in general and the linkages between forestry and its related industries, an input-output analysis was conducted using the 2015 Input-Output Tables of the Bank of Korea. Production inducement effects are relatively high in paper products, lumber, and silviculture and relatively low in other wood industries. Value-added inducement effects are relatively high in silviculture and log production. With respect to the wood products industry, forward linkage effects are higher and backward linkage effects are lower. A Ritz-Spaulding multiplier analysis revealed that the growth of wood products production has only a modest impact on the growth of forestry. How to increase the linkage between forestry and the wood products industry is one of the most important policy tasks in Korea, given that it affects forest ecosystem management and climate change mitigation efforts.

Gross Primary production (GPP) and evapotranspiration (ET) are the two critical components of carbon and water cycle respectively, linking the terrestrial surface and ecosystem with the atmosphere. The ratio between GPP to ET is called ecosystem water use efficiency (EWUE) and its quantification at the forest site helps to understand the impact of climate change due to large scale anthropogenic activities such as deforestation and irrigation. This study was conducted at the FLUXNET forest site CN-Qia (2003-2005) using Community land model (CLM 5.0). We simulated carbon and water fluxes including GPP, ecosystem respiration (ER), and ET using climatic variables as forcing dataset for 30 years (1981-2010). Model results were validated with the FLUXNET tower observations. The correlation showed better performance with values of 0.65, 0.77, and 0.63 for GPP, ER, and ET, respectively. The model underestimated the results with minimum bias of -0.04, -1.67, and -0.40 for GPP, ER, and ET, respectively. Effect of climate 'CLIM' and '$CO_2$' were analyzed based on EWUE and its trend was evaluated in the study period. The positive trend of EWUE was observed in the whole period from 1981-2010, and the trend showed further increase when simulated with rising $CO_2$. The time period were divided into two parts, from 1981-2000 and from 2001 to 2010, to identify the warming effect on EWUE. The first period showed the similar increasing trend of EWUE, but the second period showed slightly decreasing trend. This might be associated with the increase in ET in the wet temperate forest site due to increase in climate warming. Water use efficiency defined by transpiration (TR) (TWUE), and inherent-TR based WUE (IT-WUE) were also discussed. This research provides the evidence to climate warming and emphasized the importance of long term planning for management of water resources and evaporative demand in irrigation, deforestation and other anthropogenic activities.
