한국은 OECD국가들 중 유일하게 원조받는 나라에서 원조주는 나라로 탈바꿈하였다. 2009년 11월에는 개발원조위원회(DAC)의 24번째 회원국이 되었다. 이에 따라 한국의 경제력에 부합한 원조의 확대가 요구되고 있다. 그러나 이에 앞서 보다 근본적으로 해외원조에 관한 의무 및 정당성과 관련한 이론적 논의는 거의 이루어지고 있지 못한 실정이다. 미약하게 이루어지고 있는 해외원조와 관련한 연구들은 공동체주의적, 자유주의적 관점의 연구인데, 이 두 측면의 논의들은 국가 차원에서만 다루고 있어 국제적 차원으로 확장시키기 어렵고 해외원조의 의무에 대해 소극적인 입장을 취하고 있다는 한계가 있다. 이에 따라 본 연구는 해외원조의 새로운 대안으로 세계시민주의를 제시한다. 세계시민주의의 측면에서 우리가 왜 외국의 가난한 국가에 대해 원조를 해야 하는지, 우리에게는 해외원조의 의무가 있는지, 만약 의무가 있다면 그 방법이나 수준은 어떻게 해야 하는지에 관하여 논의하고자 한다. 세계시민주의는 제3세계 국가의 사람들도 우리와 같은 지구에서 살고 있고 전지구적 계획이나 미래를 공유하고 있기 때문에 우리 모두는 타인에 대한 의무가 있고 동등한 권리를 누리도록 서로 도와야 한다는 입장이다. 기존 논의들은 해외 원조에 대해 소극적·제한적 입장을 취하였지만 세계시민주의는 그 자체에 제3세계 국가·사람들에 대한 의무를 내포하고 있기 때문에 논의의 적실성이 크다고 할 수 있다.

This article presents a new model called the periodic square wave(PSW) to describe the material flow of periodic processes involving an intermediate buffer. The material flows into and out of the intermediate buffer are assumed to be periodic square shaped. By using this model, It is proved that the classical economic lot size model with finite supply rate, the so-called EPQ model, can be applicable to the arbitrary periodic demand case. This new model relaxes the original assumption of the constant demand. It is shown, as a unique application example, that the explicit solution for determining both upstream and downstream economic lot size can be obtained with the aid of the PSW model. The PSW model provides more accurate information on analyzing the inventory and production system than the classical approach, without losing simplicity and increasing the computational burden.

This report is written for presenting a principal theme of study about. the origin of Sangdong ore deposit in details, being an aid to find new ore bodies, on the basis of mineralogical charactor and geological feature. Main vein in Sandgong mine has characteristic zonal distribution and localization of minerals. 3 kinds of minerals, that are quartz, hornblende, diopside, form systematically their each rich zones. Other minerals like plagioclase, native bismuth, sphene, molybdenite and wolframite are developed locally. According to the zonal distribution and localization of the minerals, the authors presume that mineralizing agents which changed interbedded limestones into ore bodies act and come up from non-exposed igneous body in the direction perpendicular to the platy main vein. That non-exposed igneous body, presumed, might be extended from the exposed igneous bodies in the southern part of Sangdong mine.

최근 정부는 주파수의 효율적 이용을 위하여 이용자에게 주파수의 경제적 가치를 부과하겠다는 정책을 발표한 바있다. 이에 따라 다양한 용도의 주파수에 대한 경제적 가치를 측정하려는 시도가 있을 것으로 예상된다. 이러한 측면에서 본 연구는 주파수 공용통신 용도의 주파수의 경제적 가치를 최소비용대안 방식으로 측정하고자 하였다. 이 경우, 주파수의 가치는 해당 주파수가 주어지지 않을 경우 다른 방법으로 동 서비스를 제공하는데 들어가는 비용으로 측정할 수 있으며, 주파수 공용통신의 경우 이는 LTE 망을 통하여 제공하는데 소요되는 비용이 된다. 즉, TRS 용 주파수의 가치를 LTE 망 이용대가, 설비투자비용, 단말기 보조금, 보상금 등의 합계로 추정해 보았다. 본 연구의 결과는 향후 다른 용도의 주파수 이용대가 산정에도 시사점을 제공할 수 있을 것으로 기대된다.

공적개발원조는 무역, 해외 직접투자, 해외 송금 등과 마찬가지로 국가 간 경계를 넘는 일종의 국제적인 금융 행위이다. 공적개발원조의 수행은 일정한 목적이 있으며, 여러 가지 목적 가운데 정치적 목적은 중요한 요인으로 고려되었다. 이에 따르면, 공적개발원조는 정치적인 것이며, 공적개발원조의 수행은 이를 제공하는 행위자가 지정학을 실천하는 하나의 형태라고 할 수 있다. 본 연구는 한국의 공적개발원조 정책을 둘러싸고 구성되는 지정학적 담론과 그 특징을 분석하였다. 특히 정책에 강한 영향력을 행사할 수 있는 행위자와 관련된 현실지정학에 주목하였고, 국회회의록을 분석하여 '인도주의 실천', '발전 모형의 전형', '시장 개척', '글로벌 지정학의 변화에 대한 대응'이라는 지정학적 담론을 도출하였다. 지정학적 담론은 원조 정책을 대내외적으로 합리화하는 과정에서 만들어졌고, 동시에 같은 목적으로 이용되었다. 이 과정에서, 선진국과 개발도상국은 대립적이고 전형적이며 고정적인 이미지로 재현되었다.

This paper seeks to build on previous work conducted by Porter, Devol, Florida, Bahrami and Evans, Wennberg and Lindqvist, and others contained in the literature, to construct a new way of looking at innovation cluster development. It seeks to describe the key elements contained in the research that serve as building blocks for innovation clustering, adding analysis dimensions that aim to further illuminate understanding of this process. It compares those building block characteristics to the innovation topography of U.S. urban centers, to shed light on a new framework through which urban innovation cluster formation can be considered. It identifies three building block analysis categories: 1) Technological Capability and Capacity (TCC); 2) Intellectual Propulsion Capacity (IPC); and 3) Structural Creative Inspiration (SCI). These three pillars form the architecture for creation of a Strategic Innovation Network (SIN), upon which clustering can be systematically analysed and built. The purpose of the SIN is to optimally organize and connect all available resources that include physical, financial, and human, such that innovation clustering is inspired, encouraged, nurtured, and ultimately constructed as fully functioning socio-economic organisms that provide both local and regional benefits. It is designed to aid both private enterprise and public policy leaders in their strategic planning considerations, and to enhance urban economic development opportunities.

This study tries to measure the direct and indirect effects of the Regional Strategic Industry (RSI) promotion projects in Chungbuk Province in Korea. In specific, it critically examines whether there exists policy consistency and connectivity between the hardware-oriented Stage I (2002~2007) and the software-centered Stage II (2008~2012) RSI promotion projects. Applying System Dynamics (SD) techniques, this study examines complex system characteristics of RSI promotion projects, all of which have been derived from the causal and stock-flow models and their simulated results. Major findings are as follows: Firstly, 'the continuous investment' is regarded as the most crucial policy leverage for the strategic industry promotion and regional economic growth. Secondly, without exceptions, the RSI promotion projects should switch their evaluation criteria to performance-oriented ones. Thirdly, in selecting their subprojects, the RSI promotion projects should pay due attention to evaluating technology value and marketability. Fourthly, it should put policy priority in strengthening cluster networking and interconnectivity among projects, inevitably supporting a selective number of virtuous network systems. Fifthly, auxiliary projects such as marketing, technology aid, and knowledge-based services should not be overlooked.

기존의 조명기기 효율향상은 장려금 지원과 에너지절약 정보제공 등의 정부 지원제도로 인해 지속적으로 개선되었다. 그러나 현재 조명기기의 사용 패턴은 사용자의 취향이 고급화, 다양화됨에 따라 더 높은 조도와 간접조명이 더욱 확대되고 있다. 본 논문은 이와 같은 변화에 맞추어 점점 사용이 늘고 있는 FPL55[W]램프 안정기를 대체할 수 있는 FPL45[W]램프 안정기의 경제성평가 및 시뮬레이션을 통해 전력수요관리를 위한 제도적 도입방안을 검토하고자 하였다.

개도국의 교육분야 지원사업은 한국의 공적개발원조 사업에서 중요한 부분을 차지하고 있다. 매년 교육분야에 대한 원조비중이 증가하고 있음에도 불구하고 개도국의 교육협력에 대한 기대에 비해서는 충분하지 못한 실정이다. 한국의 괄목할만한 경제성장은 기술교육에 대한 투자가 밑거름이 되어온 것은 주지의 사실이다. 현재 개발도상국이 당면하고 있는 빈곤퇴치를 위한 국가개발을 위하여 인적자원의 개발이 절실한 시점에 놓여있다. 본 연구의 목적은 개발도상국의 기술교육분야 지원사업을 위한 공적개발원조 사업에 필요한 적략적 접근방법에 대하여 연구함으로써 지원효과를 극대화 시키고 수원국의 인적자원개발과 국가경제발전에 기여할 수 있는 방법을 제시하는데 있다.

Purpose - This paper aims at analyzing the functions and effectiveness of the cooperation agenda in Free Trade Agreements (FTAs), focusing on the cases of Asian countries. This paper estimates the contribution of this agenda to the sustainable development in Asia by providing the 'side payment' of the economic integration that encourages foreign investment and change in global value chains (GVC). Design/methodology - This study analyzes the functions of the cooperation chapter in FTAs by applying the cooperative game theory and reviewing the structures of the related FTAs. Also, as an empirical study, the existing FTA provisions and related development assistant programs in Asia are reviewed in this paper, especially focusing on the FTAs signed by Korea. Findings - Our main findings can be summarized as follows: The drawback of the economic integration, which would be the imbalanced economic benefit, can be redressed by the cooperation chapter in FTAs functioning as a 'side payment'. Indeed, as the examples of Korean FTAs show, more foreign investment and the GVC expansion in Asian countries have been encouraged thanks to the implementation of the cooperation chapters. Originality/value - This paper attempts to find how a legally binding agreement would influence the cooperation agenda in Asia which has never been analyzed despite the increasing number of so-called 'cooperation' chapters in the FTAs.
