Awareness and Utilization of the Internet Resources and Services for Academic Activities by the Academics of Tertiary Institutions in Adamawa State, Nigeria

  • This study was conducted to investigate the awareness and utilization of the Internet resources and services for academic activities by the academic staff of tertiary institutions in Adamawa State. The researchers adopted a quantitative research method using cross-sectional survey design to collect data from the respondents. Multi-stage sampling techniques were used. Three hundred and thirty-three (333) copies of the questionnaire were administered to the respondents in the eight (8) sampled institutions and two hundred and ninety-two (292) respondents representing (87.6%) were returned and found useful. The data collected were analyzed using descriptive and inferential statistics by the use of SPSS version 20.0. The findings revealed that respondents were aware of all the Internet resources, (e-books, e-journals, and online databases), but regarding the Internet services, they were mostly aware of only the e-mail. The study further found that online database and e-mail as the most Internet resources and services utilized by the respondents. There are inverse and weak relationship between awareness and utilization of the Internet resources and services by the academic staff of tertiary institutions in Adamawa State. The study recommends increase awareness and use to other Internet resources such as the e-books and e-journal and Internet services, especially Usenet, Discussion group and Telnet by the management of the institutions through training, workshops/conferences for better academic activities.

Revisiting the e-Government Maturity Model: Significance, Limitations, and Suggestions (전자정부 성숙도 모델의 재검토: 모델의 의의와 한계, 실증분석을 통한 제언)

  • This study aims to analyze the usage behavior of e-government service users based on the e-government maturity model and provide suggestions for advancement of the e-government services. The changes in Korea's e-government services were analyzed as follows; 1) Proportion of use of e-government services in Korean public services, 2) E-government service types/stages use, 3) Service use by platform 4) User response to e-government service 5) Users' requests for future e-government service usage methods. For the analysis, this study used data from Korea's 2012-2020 e-government usage behavior survey data. As a result of the analysis, first, the proportion of e-government service has been continuously increasing, and second, the use of the e-participation stage is relatively low compared to the presenting information, interaction, and transaction stages. Third, by platform, e-government service has been expanded to various access platforms such as mobile, kiosk, and SNS centering on the web. Fourth, users' satisfaction with e-government service is very high. However, to vitalize e-government services, users requested improvements such as providing one-stop integrated services and simplifying authentication procedures. Based on the analysis results, this study 1) reflects the user's point of view in the maturity model of e-government, 2) considers access to various platforms according to the development of digital technology, 3) improves the e-government maturity model through data-based analysis such as user usage behavior suggested the need.

  • E-Government refers to government to use ICT (information and communications technology) to work more effectively, share information and deliver better services to the public. With ICT, e-Government has increased transparency of governments. However even there has been much trial for transparency, corruption has been growing with the form of e-corruption. While external threats such as hackers and viruses can have serious consequences, currently most crime involving emerging technology is carried out by insiders i.e. employees in the e-government. Among the many tools being developed to fight e-corruption, there has been much focus lately on internal control system. So, South Korea developed and test-operated "Barum e-system" for internal control last year. This research establishes legal basis, information system link and privacy policy for settlement of this information system through legal review.

Strengthening the Intention to Use Vehicle Tax Service Online in Indonesia

  • Purpose: The use of e-Samsat services in East Java has not been significant in the amount of use of its services for tax payments as a whole. The purpose of this study is to analyze what factors East Java e-Samsat services practice and the existence of recommendations as a basis for government decisions to improve the quality of East Java e-Samsat services. Research design, data and methodology: Our model hypothesizes that three key factors determine the intention to use e-samsat platform such as: trust, awareness, ease to use. Data collection methods by distributing questionnaires and interviews. Results: The results of the study provide two findings, firstly, Trust, Ease of Use, Awareness directly or indirectly affects the Intention to Use the East Java e-Samsat service for motor vehicle taxpayers. Thus it is essential to pay attention to these three variables in terms of clarity, reliability, and timeliness as a recommendation to improve the quality of East Java e-Samsat services.. Conclusions: The results of this study can be applied and developed in other countries besides Indonesia with the same cultural patterns. Several variables have been measured in previous studies in several Asian continent countries.

Economic Spillover Effects of e-Receipts in South Korea (전자영수증 확산의 경제적 파급효과 분석)

  • An electronic receipt (e-receipt) is a receipt issued electronically in place of a traditional paper receipt. This e-receipt, which can be accessed on a smartphone or online, allows for the exchange of goods, refunds, and other services without a paper receipt. The government is focusing on widespread dissemination of e-receipts to realize a society without paper by 2020. Introduction of the e-receipt has begun in mainly large marts and coffee shops, and recently, major franchise convenience stores. As a result, individual customer's transactions are being converted into electronic transactions, and the payment methods are changing to card-based electronic payment services or prepaid electronic payment services. The number of non-paper commercial transactions are also on the increase. In this paper, we try to identify the e-receipt industry ecosystem by analyzing the industries and markets participating in the process of receipt issuance from the perspectives of storage, management and disposal, and to analyze the domestic industrial and social economic effects expected from the spread of electronic receipts.

An Integrative Approach for Strengthening Continual Adoption of e-Government Services : An Empirical Study (전자정부 서비스의 지속적 수용 강화를 위한 통합적 접근 : 실증연구)

  • This study analyzed the users acceptance of e-Government services. Many IT(Information Technology) adoption studies appeared the TAM(technology adoption model) of Davis[1989] as a theoretical background. The TAM composed of three factors those are the perceived easy of use, the perceived usefulness, and intention to adoption of IT. However, TAM did not explain the consequences of intention to adoption and antecedents of the ease of use and usefulness in IT adoption. To overcome limitations of TAM, many technology acceptance studies done. In this study, the researcher suggested the IT acceptance model for explaining users adoption of e-Government service based on the model of IT acceptance of Wixom and Todd[2005]. The model of Wixom and Todd[2005] based on the TAM of Davis[1989], IT adoption model of Taylor and Todd[1995] and, IS(Information Systems) success model of Delone and Mclean[1992, 2003]. For testing our research model, the researcher collected data from 200 users of e-Government services. The researcher analyzed in measurement model and structural model using statistical software. This study analyzed relationships among interaction, information quality, Web systems quality, satisfaction, ease of use, usefulness, and attitude to explain and predict influences of the users acceptance of e-Government services. The results of this study will provide useful information about develop a strategy for usage spread of e-Government services.

How to Sustain Smart Connected Hospital Services: An Experience from a Pilot Project on IoT-Based Healthcare Services

  • Objectives: This paper describes an experience of implementing seamless service trials online and offline by adopting Internet of Things (IoT) technology based on near-field communication (NFC) tags and Bluetooth low-energy (BLE) beacons. The services were provided for both patients and health professionals. Methods: The pilot services were implemented to enhance healthcare service quality, improve patient safety, and provide an effective business process to health professionals in a tertiary hospital in Seoul, Korea. The services to enhance healthcare service quality include healing tours, cancer information/education, psychological assessments, indoor navigation, and exercise volume checking. The services to improve patient safety are monitoring of high-risk inpatients and delivery of real-time health information in emergency situations. In addition, the services to provide an effective business process to health professionals include surveys and web services for patient management. Results: Considering the sustainability of the pilot services, we decided to pause navigation and patient monitoring services until the interference problem could be completely resolved because beacon signal interference significantly influences the quality of services. On the other hand, we had to continue to provide new wearable beacons to high-risk patients because of hygiene issues, so the cost increased over time and was much higher than expected. Conclusions: To make the smart connected hospital services sustainable, technical feasibility (e.g., beacon signal interference), economic feasibility (e.g., continuous provision of new necklace beacons), and organizational commitment and support (e.g., renewal of new alternative medical devices and infrastructure) are required.

What Quality Factors Affect to the e-Learning Performance (e-러닝 성과에 영향을 미치는 품질요인에 관한 연구)

  • Recently, the growth of e-Learning systems and its related information technology has presented a unique challenge for both schools and industry. It would make an extremely phenomenal paradigm shift in the educational method and practice. Methods of assessing the quality of e-teaming services and contents are critical issue in both practice and research. Moreover, many researchers are interested in what qualify factors more affect to the Performance of e-Learning service. Nevertheless, service quality is a construct that is difficult to define and measure. e-Learning services are composed of many factors, and they are more complicated than the traditional education services because they we performed on the distance basis and the many platforms of IT infrastructure. The purposes of our research are to classify the e-Learning service dimension and identify their factors, to develop the measurement of the factors, and finally to test empirically their relationship between the service factors and e-Learning service performance. For the development of the service factors we considered SERVQUAL model and SERVPERF model which were developed in the service marketing area. The SERVQUAL model was more fitted to the e-Learning services than the latter. From that we derived several factors that fit to our research domain, ie, tangibles, access, reliability, credibility, security, responsiveness, assurance, empathy. We combined three factors of them(reliability, credibility, security) into a factor, system stability for the semantic simplicity, and divided responsiveness factor into system operator responsiveness and teacher responsiveness as the entity based dimension classification. In the e-Learning services research, Most researcher are mentioned the quality factors of contents, so we added to two contents quality factors, ie, contents production method and richness of contents itself. We examined the relationship between the service quality factors and e-Learning performance(student satisfaction and service reuse intention). As result three quality factors(contents production method, teacher responsiveness, empathy) significantly affected student satisfaction. To the other performance variable, ie, service reuse intention, the teacher related quality factors(such as teacher responsiveness, assurance, empathy) affected only. In conclusion, even in the on-line distance teaming, the teacher's role md earnestness is as important as ever.

The Mediating Effect of Digital Capacity between the Family Structure and Use of E-government Services of Middle and Older Aged Adults (중고령자의 가구유형이 전자정부 서비스 이용에 미치는 영향 : 디지털 역량의 매개효과를 중심으로)

  • As the government's public services have been digitized, the necessity of research on the use of e-government services by middle and high-aged people has been raised. Thus, this study aims to verify the mediating effect of digital capacity on the relationship between the family structure and use of e-government services of middle and older aged adults. The study analyzed 1,660 middle and elderly individuals from the 2018 Digital Divide Survey conducted by the National Information Society Agency(NIA) using Baron & Kenny(1986)'s method for mediation. The result is as follows: first, the family structure of the middle and older adults has a significant effect on use of e-government services. Second, the effect of the family structure of middle and older aged people on use of e-government services is partially mediated by digital capacity. The result represents that the elderly living with two or three generations have higher use of e-government services than the elderly living alone and married elderly couple. Also the elderly living with two or three generations have higher digital capacity, resulting in higher use of e-government services. Based on the results, The study suggested that the specific plan for each type of family structure to promote the use of e-government services and a plan to improve the digital capacity of middle and older aged adults.

An Empirical Study on the Factors Affecting the Intention to Use M2E Services

  • Recently, Web 3.0 services such as virtual currency, block chain, and NFT are attracting public attention. Users who depended on platforms are moving away from being dependent on service providers and moving to Web 3.0 services. Representative services of Web 3.0 include P2E (Play to Earn) and M2E (Move to Earn). In the case of P2E, various studies have been conducted as it is widely covered in the press and media, but research on M2E is relatively lacking. This study attempts to identify the intention to use M2E by using the expanded technology acceptance model. External factors were selected based on M2E's own characteristics and personal characteristics, a research model was designed, and the proposed hypotheses were verified through factor analysis and goodness of model fit. As a result of the study, it was confirmed that profitability, innovativeness, and self-expression had a positive effect on perceived characteristics, and that perceived usefulness, perceived enjoyment, and social influence had a positive effect on intention to use. Through the research results, practical implications for efficient service operation that meets the needs of users are presented to M2E platform providers.
