Development of Drought Monitoring System: II. Quantitative Drought Monitoring and Drought Outlook Methodology (가뭄모니터링 시스템 구축: II. 정량적 가뭄 모니터링 및 가뭄전망기법 개발)

  • In this study, Combined Drought Index which can monitor the drought severity and intensity has been developed using PDSI, SPI and MSWSI. To verify the accuracy and applicability of combined drought index, Drought map of Korea using the combined drought index has compared with past drought event. Drought map using the combined drought index shows good accordance with past drought event and accurate quantitative drought monitoring results. Also the drought outlook technique has been developed using the weather forecast data of Korea Meteorological Administration (KMA). Drought outlook technique of this study can be used effectively as a primitive stage tool for real time drought forecast. As a result of this study, Integrated drought monitoring system has been developed which has capabilities of producing and generating the drought monitoring map and drought outlook map as well as various kinds of drought related information.

Meteorological drought outlook with satellite precipitation data using Bayesian networks and decision-making model (베이지안 네트워크 및 의사결정 모형을 이용한 위성 강수자료 기반 기상학적 가뭄 전망)

  • Unlike other natural disasters, drought is a reoccurring and region-wide phenomenon after being triggered by a prolonged precipitation deficiency. Considering that remote sensing products provide consistent temporal and spatial measurements of precipitation, this study developed a remote sensing data-based drought outlook model. The meteorological drought was defined by the Standardized Precipitation Index (SPI) achieved from PERSIANN_CDR, TRMM 3B42 and GPM IMERG images. Bayesian networks were employed in this study to combine the historical drought information and dynamical prediction products in advance of drought outlook. Drought outlook was determined through a decision-making model considering the current drought condition and forecasted condition from the Bayesian networks. Drought outlook condition was classified by four states such as no drought, drought occurrence, drought persistence, and drought removal. The receiver operating characteristics (ROC) curve analysis were employed to measure the relative outlook performance with the dynamical prediction production, Multi-Model Ensemble (MME). The ROC analysis indicated that the proposed outlook model showed better performance than the MME, especially for drought occurrence and persistence of 2- and 3-month outlook.

Drought risk outlook using scenario planning and drought management according to drought risk levels in Korea (시나리오 플래닝을 적용한 한국의 가뭄 위험도 전망 및 가뭄 위험 단계에 따른 가뭄관리 방안)

  • Drought risk is expected to increase as the frequency, intensity, and duration of droughts increase due to climate change. Drought risk is related to not only hydro-meteorological factors, but also water supply and demand. Recently, along with climate change, socioeconomic factors have also been recognized to increase drought risk. Therefore, it is necessary to outlook the drought risk considering various conditions for coping with future extreme droughts in a timely manner. In addition, considering various drought scenarios help reduce the uncertainty in future drought outlook. In this study, drought scenarios considering climate change scenarios, population, and water demand were created to outlook drought risk for 160 administrative districts in Korea, then new levels of drought risk were assigned based on the results of drought risk outlook to suggest drought management measures. The results showed that the drought risk will increase in the future in 2020, 2025, and 2030, compared to past. Especially the drought risk is likely twice as high in 2030 under the baseline and high scenarios. Applying the drought outlook results from this study to the new methodology for setting the risk levels shows that most regions are in Response (V) in 2020 and 2030 for baseline and high scenarios.

Construction & Evaluation of GloSea5-Based Hydrological Drought Outlook System (수문학적 가뭄전망을 위한 GloSea5의 활용체계 구축 및 예측성 평가)

  • The objectives of this study are to develop a hydrological drought outlook system using GloSea5 (Global Seasonal forecasting system 5) which has recently been used by KMA (Korea Meteorological Association) and to evaluate the forecasting capability. For drought analysis, the bilinear interpolation method was applied to spatially downscale the low-resolution outputs of GloSea5 and PR (Predicted Runoff) was produced for different lead times (i.e., 1-, 2-, 3-month) running LSM (Land Surface Model). The behavior of PR anomaly was similar to that of HR (Historical Runoff) and the estimated values were negative up to lead times of 1- and 2-month. For the evaluation of drought outlook, SRI (Standardized Runoff Index) was selected and PR_SRI estimated using PR. ROC score was 0.83, 0.71, 0.60 for 1-, 2- and 3-month lead times, respectively. It also showed the hit rate is high and false alarm rate is low as shorter lead time. The temporal Correlation Coefficient (CC) was 0.82, 0.60, 0.31 and Root Mean Square Error (RMSE) was 0.52, 0.86, 1.20 for 1-, 2-, 3-month lead time, respectively. The accuracy of PR_SRI was high up to 1- and 2-month lead time on local regions except the Gyeonggi and Gangwon province. It can be concluded that GloSea5 has high applicability for hydrological drought outlook.

Applicability Assessment of Hydrological Drought Outlook Using ESP Method (ESP 기법을 이용한 수문학적 가뭄전망의 활용성 평가)

  • This study constructs the drought outlook system using ESP(Ensemble Streamflow Prediction) method and evaluates its utilization for drought prediction. Historical Runoff(HR) was estimated by employing LSM(Land Surface Model) and the observed meteorological, hydrological and topographical data in South Korea. Also Predicted Runoff(PR) was produced for different lead times(i.e. 1-, 2-, 3-month) using 30-year past meteorological data and the initial soil moisture condition. The HR accuracy was higher during MAM, DJF than JJA, SON, and the prediction accuracy was highly decreased after 1 month outlook. SRI(Standardized Runoff Index) verified for the feasibility of domestic drought analysis was used for drought outlook, and PR_SRI was evaluated. The accuracy of PR_SRI with lead times of 1- and 2-month was highly increased as it considered the accumulated 1- and 2-month HR, respectively. The Correlation Coefficient(CC) was 0.71, 0.48, 0.00, and Root Mean Square Error(RMSE) was 0.46, 0.76, 1.01 for 1-, 2- and 3-month lead times, respectively, and the accuracy was higher in arid season. It is concluded that ESP method is applicable to domestic drought prediction up to 1- and 2-month lead times.

Low-Flow Frequency Analysis and Drought Outlook in Water Districts Under Climate Change Scenarios : A Case Study of Gimcheon-si, Korea (기후변화 시나리오에 따른 용수구역 기반 소구역의 가뭄전망 및 갈수빈도해석 : 김천시 지역을 중심으로)

  • Increase of climate variability due to climate change has paved the way for regional drought monitoring and outlook. In particular, Gimcheon-si, Gyeongsangbuk-do, is suffering from frequent and periodic drought damage as the frequency and magnitude of drought are increasing due to climate change. For this reason, it is necessary to analyze drought characteristics for sub-districts based on water district and calculate the basic low-flow considering climate change. In this study, meteorological and hydrological drought outlook were carried out for 8 sub-districts considering the water supply system and regional characteristics of Gimcheon-si according to various climate change scenarios. In addition, the low-flow frequency analysis for the near future was also performed using the total amount of runoff and the low-flow. The overall results indicated that, meteorological droughts were found to be dangerous in the S0(1974~2019) period and hydrological droughts would be dangerous in the S2(2041~2070) period for RCP 4.5 and in S3(2071~2099) period for RCP 8.5. The results of low-flow frequency analysis indicated that future runoff would increase but drought magnitude and frequency would increase further. The results and methodology may be useful for preparing local governments' drought measures and design standards for local water resources facilities.

Estimation and assessment of long-term drought outlook information using the long-term forecasting data (장기예보자료를 활용한 장기 가뭄전망정보 산정 및 평가)

  • The objective of this study is to evaluate the long-term drought outlook information based on long-term forecast data for the 2015 drought event. In order to estimate the Standardized Precipitation Index (SPI) for different durations (3-, 6-, 9-, 12-months), we used the observation precipitation of 59 Automated Synoptic Observing System (ASOS) sites, forecast and hindcast data of GloSea5. The Receiver Operating Characteristic (ROC) analysis and statistical analysis (Correlation Coefficient, CC; Root Mean Square Error, RMSE) were used to evaluate the utilization of drought outlook information for the forecast lead-times (1~6months). As a result of ROC analysis, ROC scores of SPI(3), SPI(6), SPI(9) and SPI(12) were estimated to be over 0.70 until the 2-, 3-, 4- and 5-months. The CC and RMSE values of SPI(3), SPI(6), SPI(9) and SPI(12) for forecast lead-time were estimated as (0.60, 0.87), (0.72, 0.95), (0.75, 0.95) and (0.77, 0.89) until the 2-, 4-, 5- and 6-months respectively.

  • This study aims at establishing master plan for efficient establishment of comprehensive drought management information system as non-structural drought counterplan which provides drought damage in advance. Domestic and abroad research related to drought were surveyed and analyzed through many literature and internet for systematic drought management information system. Long-term master plan for comprehensive drought management information system is divided into 3 steps. In first step, drought monitoring system including development of hydrological drought assessment index, drought outlook analysis method and GIS web based drought monitering system is established. In second step, water supply plan and guideline through water shortage danger assessment by areal characteristics is established. In third step, comprehensive management information system through export system linked to KORSIM and establishment of information shared system between each bureau related to drought. Based on this study, master plan for efficient development and application of drought management information system is proposed, it is expected to be applied as guideline for second and third step of drought management information system.

Development & Evaluation of Real-time Ensemble Drought Prediction System (실시간 앙상블 가뭄전망정보 생산 체계 구축 및 평가)

  • The objective of this study is to develop and evaluate the system to produce the real-time ensemble drought prediction data. Ensemble drought prediction consists of 3 processes (meteorological outlook using the multi-initial conditions, hydrological analysis and drought index calculation) therefore, more processing time and data is required than that of single member. For ensemble drought prediction, data process time is optimized and hardware of existing system is upgraded. Ensemble drought data is estimated for year 2012 and to evaluate the accuracy of drought prediction data by using ROC (Relative Operating Characteristics) analysis. We obtained 5 ensembles as optimal number and predicted drought condition for every tenth day i.e. 5th, 15th and 25th of each month. The drought indices used are SPI (Standard Precipitation Index), SRI (Standard Runoff Index), SSI (Standard Soil moisture Index). Drought conditions were determined based on results obtained for each ensemble member. Overall the results showed higher accuracy using ensemble members as compared to single. The ROC score of SRI and SSI showed significant improvement in drought period however SPI was higher in the demise period. The proposed ensemble drought prediction system can be contributed to drought forecasting techniques in Korea.

An Outlook of Agricultural Drought in Jeonju Area under the RCP8.5 Projected Climate Condition (기후변화 시나리오에 근거한 전주지역의 농업가뭄 전망)

  • In order to figure out the future drought characteristics of the Jeonju plains, the major crop production area in Korea, daily agricultural drought indexes based on soil water balance were calculated for the relevant 12.5 km by 12.5 km grid cell using the weather data generated by the RCP8.5 climate scenario during 1951-2100. The calculations were grouped into five climatological normal years, the past (1951-1980), the present (1981-2010), and the three futures (2011-2040, 2041-2070, and 2071-2100). Results showed that the soil moisture conditions in early spring, worst for both the past and present normal years, will ameliorate gradually in the future and the crop water stress in spring season was projected to become negligible by the end of this century. Furthermore, the drought frequency in early spring was projected to diminish, resulting in rare occurrence of spring drought by that time. However, the result also showed that the soil moisture conditions during the summer season (when most crops grow in Jeonju plain) will deteriorate and the drought incidence will be more frequent than in the past or present period.
