Survey on Educational Needs for Workers in Social Welfare Facilities in Jeju Special Self-Governing Province (제주특별자치도 사회복지시설종사자의 교육요구 조사)

  • The purpose of this study is to identify the educational needs among social workers in social welfare facilities in Jeju province concerning lack of knowledge, skill and attitude, and establish the systematic education for prosecuting diverse training and suggest fundamental data for designing future curriculum. The results of analyzing top 10 educational needs for the workers are as follows: firstly technics for managing crises, understanding and practice for clients (characteristics, human right, safety and health), case management (basic), counseling technique (basic), case management (advanced), counseling technique (advanced), planning and operating social welfare program, managing client response and emotional labor, improving competence for communication (between staffs and clients, etc.), and finally assessing project outcome (project plan, execution, management and assessment, etc.). Social workers in social welfare facilities in the area have highly recognized the necessity of profession centred education. However, they had low satisfaction with the diversity of profession education in the Jeju island and the systematic training courses. This survey suggests the various results concerning qualitative growth of profession education, expansion of job-centred curriculum and security of professional instructors to fulfil systematic education training for social workers.

Development of Bivalve Culture Management System based on GIS for Oyster Aquaculture in GeojeHansan Bay (거제한산만 굴 양식장에 대한 GIS 기반 어장관리시스템 개발)

  • Oyster production is playing an important role in domestic aquaculture, but facing some problems such as exports decrease, a slowdown in domestic demand and marine environmental deterioration. In order to obtain the suitable and sustainable oyster production, suitable sites selection is an important step in oyster aquaculture. This study was conducted to identify the suitable sites for lunging culture of oyster using Geographic Information System(GIS)-based multi-criteria evaluation methods. Most of the parameters were extracted by Inverse Distance Weighted(IDW) methods in GIS and eight parameters were grouped into two basic sub-models for oyster aquaculture, namely oyster growth sub-model(Sea Temperature, Salinity, Hydrodynamics, Chlorophyll-a) and environment sub-model(Bottom DO, TOC, Sediment AVS, Benthic Diversity). Suitability scores were ranked on a scale from 1(leased suitable) and 8(most suitable), and about 80.1% of the total potential area had the highest scores 5 and 6. These areas were shown to have the optimum condition for oyster culture in GeojeHansan Bay. This method to identify suitable sites for oyster culture may be used to develop bivalve culture management system for supporting a decision making.

Perspectives on the Landscape Characteristics and Management Scheme of Sacred Dangsan Forest in Singi-ri, Namwon-si as an Agricultural Heritage (농업유산으로서 남원시 신기리 당산숲의 경관 특성 및 관리방안 고찰)

  • In this study, the landscape characteristics of the sacred Dangsan forests at Singi-ri, Namwon-si were investigated as an agricultural heritage, and the management scheme for revitalization of the village was introduced. FAO established the term of 'GIAHS' (Globally Important Agricultural Heritage Systems) for conservation of each country's farmland, unique agricultural landscape, and cultural diversity. The Ministry of Agriculture, Food and Rural Affairs of Korea evaluates that the Agricultural Heritage is a new means and potential for rural development. Dangsan forest, a traditional village forests of rural Korea is a representative 'agricultural heritage' with a history of more than several hundred years of Dangsan ritual. The Dangsan forests were closely linked with paddy fields. This forest was composed of two Dangsan forests, and one Bibo forest. Especially, the Dangsan forest 2 was established on the mounding with 395m in length and 15m in width. Although, most of Dangsan forests do not have accurate records about forest establishment, this forest has retained a stone monument that illustrated the history of the forest. These aspects of Singi-ri's Dangsan forest indicated clear difference and characteristics compared to other ones. This Dangsan forest has been left alone from the public attention. The Dangsan forest at Singi-ri need to be recognized for their valuable landscape characteristics. By linking the Dangsan forest with 'Jirisan trail', the trail path will lead people to the agricultural heritage at Singi-ri. Enhancing the management scheme will contribute to revitalize the village.

The Study of Basic Direction and Successful Fixation Way for Enhancing Educational Capacity of General High School in Gyeongsangbuk-do (경상북도 일반고의 교육역량 제고를 위한 기본방향과 성공적인 정착방안 탐색)

  • The purpose of this study is to analyze some problems of general high school and provide some promotion ways of general high school in Gyeongsangbuk-do in long and short term perspective, considering necessity for consolidating educational capacity of general high school which is in disadvantage due to high school diversity and special high school promotion policy. For this, first, the study explores educational policy basis of Park Geun-hye's government, educational policy direction of Gyeongsangbuk-do, educational situation of general high school in Gyeongbuk area, and main contents of educational capacity consolidation way of general high school. Main tasks of Gyeongsangbuk-do general high school educational capacity reconsideration based on the educational capacity consolidation way of Ministry of Education are (1) enlargement of autonomy for formation and operation of focused curriculum by guidance, (2) enlargement of guidance and vocational education for general high school student, (3) consolidation of support program for student at risk, and (4) consolidation of support for general high school High-up program. For these main tasks are fixed and operated in school successfully, the fixation of school responsible management system based on geological environment and trait of each general high school, the application of whole quality control in school management, and the formation of cooperative school organizational culture should be constructed. And specific practice tasks and strategies for Gyeongsangbuk-do general high school educational capacity reconsideration (the cultivation of grobal democratic citizen, human being image in 2009 revised curriculum, and 'talented people with new thinking and genuine mind' of Gyeongsangbuk-do) are provided.

A Study of the Mediated Effect of Store Competitiveness Characteristics Between Startup Education and Franchise Profitability (창업교육과 커피가맹점 수익성 관계에서의 점포경쟁력 특성의 매개효과에 관한 연구)

  • As competition in the domestic franchise industry is more heated than ever, we examined the factors that affect the profitability of the coffee franchise industry, which has grown rapidly over the last decade, and explored what effect preparatory startup education has on the profitability of coffee franchise stores. Specifically, this study looked into whether preparatory startup education can increase store competitiveness, provide insight into store location selection, generate innovative management, and ultimately contribute to store profitability. To test these hypotheses, we employed structural equation modeling. Results showed that preparatory startup education has a significantly positive (+)effect on 1)business characteristics: taste, quality, price affordability, menu diversity, store ambiance, 2)location characteristics: suitability, and 3)innovation management: accessibility, delivery service, and SNS marketing. The factors with a significantly positive (+)effect on store profitability were taste, quality, and price affordability with regard to business characteristics, suitability in terms of location characteristics, and SNS marketing in respect to innovation management. We expect that this study will have practical implications for increasing the profitability of coffee franchise stores, which are facing excessive competition, and its findings will be useful for coffee franchise head offices as well as government when making relevant policy decisions. In addition, it is intended to deliver a message to franchise head offices, central government, and local governments that they should provide institutional support to coffee franchise stores such that delivery services can lead to substantial improvement in profitability, even when delivery costs are considered.

Current Quality Control Practices of Primary Care Clinics Participating in the National Cancer Screening Program in Korea (의원급 국가암검진기관 질 관리 현황)

  • Purpose: This study aimed to identify current quality control (QC) practices of primary care clinics participating in the National Cancer Screening Program (NCSP) in Korea. Methods: A nationwide survey using a structured questionnaire was conducted among the primary care clinics participating in the NCSP, which were selected by a proportionate stratified sampling. The questionnaire consisted of general information about the responding clinics and the scope of QC activities undertaken. A total of 360 clinics responded and the set of data was then analyzed with Chi-square test and multivariable logistic regression analysis. Results: Among 360 respondents, 332 (92%) reported that they were involved in the QC activities. Most frequently performed QC activities were 'maintenance of facility and instruments' (89%) and 'staff training' (85%). The analysis revealed, with statistical significance (p<.05), that there was an association between certain characteristics of the clinics and the scope of QC activities. These findings also indicated that the diversity of QC practices varies according to the size of the clinics. The clinics screening more types of cancer, those with more screenees, and those with more employees were more likely to implement various QC activities including 'maintenance of facility and instruments', 'external quality control', and 'management of screening data'. Conclusion: To our knowledge, this is the first study to investigate the current status of QC activities conducted among primary care clinics participating in the NCSP. The results of this survey can be used as a basis for further development of policies on quality management of small- and medium-sized primary care clinics in Korea. However, further studies encompassing various aspects of QC activities and management of primary care clinics are needed to assess the current situation in a concise manner.

A study on the risk assessment system for the harmful marine species: the legal problems and solutions (유해해양생물 위해성평가 제도의 문제점 및 개선방안 연구)

  • The Ministry of Oceans and Fisheries has designated 17 species as harmful marine organisms with the purpose of managing harmful marine species that threaten health and property. In designating and managing harmful marine species, detailed and effective regulations were originally established in November 2015, and a minor amendment of the directive was published in 2019 - Directive on Designating and Managing Marine Ecosystem Invasive Species and Harmful Marine Species (hereinafter, the Directive). Thus, this study had two aims: Firstly, to increase public awareness of the harmful marine species management system run by the Ministry of Oceans and Fisheries via description of the present harmful marine species risk assessment system. Secondly, to improve the current risk assessment system by providing policy suggestions developed through review of the present harmful marine species designation and management system. In so doing, this study reviewed the 'harmful marine species - harmfulness risk assessment system' in both the definitions of "risk" and "assessment". As a result, the present definition of 'risk' adequately fulfills the policy aims on the Regulation of Marine Ecosystem, which includes an economic value. However, it seems that there is a loophole in the rules of risk assessment, lacking terms of reference in the definition of "risk". Moreover, with regards to risk assessment, a quantitative risk assessment system was sufficient but lacked elements of qualitative risk, suggesting future research in this area may prove useful in the management of harmful marine species.

Characteristics of Vegetation and Biota in the Gahwacheon Estuarine Wetland, Sacheon, South Korea: Proposals for the Ecosystem Conservation (사천 가화천하구습지의 식생 및 생물상 특성: 생태계 보전 대책의 제안)

  • Owing to their high bioproductivity and unique physical environment, estuarine wetlands are gaining importance in national biodiversity management and habitat conservation. With regard to conservation and management of estuarine wetlands, this study analyzed the ecological characteristics of Gahwacheon Estuarine Wetland, an open estuary with various habitat types. Data from vegetation and biotic surveys have shown that 12 plant communities of five physiognomic vegetation types, including lentic herbaceous vegetation, halophytic herbaceous vegetation, and chasmophytic herbaceous vegetation. Due to the discharge of Namgang Dam and the effect of the tide, vegetation are distributed along the narrow waterside area. In terms of biodiversity, a total of 715 species, including 12 endangered wildlife species, were identified. Species diversity was relatively high in sections I and III where various riverbed structures and microhabitats were distributed. Due to the effect of the brackish water area following the inflow of seawater, endangered wildlife of various functional groups were also found to be distributed, indicating the high conservation value of that area. The collection of ecological information of the Gahwacheon Estuarine Wetland can be used as a framework for establishing the basis for conservation and management of the estuarine ecosystem and support policy establishment.

Analysis of performance changes based on the characteristics of input image data in the deep learning-based algal detection model (딥러닝 기반 조류 탐지 모형의 입력 이미지 자료 특성에 따른 성능 변화 분석)

  • Algae are an important component of the ecosystem. However, the excessive growth of cyanobacteria has various harmful effects on river environments, and diatoms affect the management of water supply processes. Algal monitoring is essential for sustainable and efficient algae management. In this study, an object detection model was developed that detects and classifies images of four types of harmful cyanobacteria used for the criteria of the algae alert system, and one diatom, Synedra sp.. You Only Look Once(YOLO) v8, the latest version of the YOLO model, was used for the development of the model. The mean average precision (mAP) of the base model was analyzed as 64.4. Five models were created to increase the diversity of the input images used for model training by performing rotation, magnification, and reduction of original images. Changes in model performance were compared according to the composition of the input images. As a result of the analysis, the model that applied rotation, magnification, and reduction showed the best performance with mAP 86.5. The mAP of the model that only used image rotation, combined rotation and magnification, and combined image rotation and reduction were analyzed as 85.3, 82.3, and 83.8, respectively.

A 40-year History of the Asia Pacific Journal of Small Business : Small and Medium Venture Business Policy and Strategic Management of Small and Medium Venture Businesses (중소기업연구 40년의 역사: 중소벤처기업정책 및 중소벤처기업의 전략적 경영)

  • Marking the 40th anniversary of the founding of The Korean Association of Small Business Studies, this paper was carried out to shed light on the historical trend of 40 years of small and medium business research through the papers published in the Asia Pacific Journal of Small Business and to consider the direction of future small and medium business research. In particular, we will focus on small and medium venture business policies and strategic management aspects of small and medium venture businesses to analyze the contents of published papers related to the subject and contribute to finding implications and future research directions. In order to analyze the research trends of small and medium venture business policies and strategic management sectors of small and medium venture companies covered in the Asia Pacific Journal of Small Business from 1979 to 2019, the analysis was divided by time and item based on research subjects, research methods, researchers, etc., and the primary analysis results are as follows: First, out of a total of 1,056 research papers, research papers on small and medium venture enterprise policy and strategic management showed a ratio of about 14% and 11% of the total research. Second, in terms of research subjects, the proportion of policy research on funds and start-ups and ventures was high in the field of small and medium venture enterprise policy, and the research on internationalization strategy was carried out the most in the area of strategic management. Third, qualitative research was more prominent until the 1980s, but the proportion of quantitative research began to increase after the 1990s, and since then, quantitative research has been carried out more than qualitative research. Fourth, over the past 40 years, Hanyang University, Kyungpook National University, Konkuk University, etc. were the institutions that presented research papers most actively in the areas of small and medium venture business policy and strategic management, and the research institute's participation was somewhat insufficient. The main implications of this study for the continuous development of the Asia Pacific Journal of Small Business are as follows. First, it is necessary to enhance the link between research on policy research and strategic management of small and medium venture companies in terms of research subject matter. Second, more diversity should be pursued in terms of research methods. Third, it is necessary to increase the participation rate of public and private research institutes related to small and medium venture enterprises in academic societies.
