A Study on the Inhabitant-friendly Improving a Village Environment in Rural Disaster Villages (농촌재난마을 주민친화형 마을환경개선 콘텐츠 적용방안에 관한 연구)

  • Disasters that occur most frequently in rural areas are drought, flood, damages from wind and cold weather. In order to overcome the damage caused by natural disasters, various projects related to safety and disaster prevention. However, Government-centered disaster recovery operating system showed difficulties to utilize the natural scenery and ecological environment of rural villages. So the participation of the residents is necessary. Therefore, this study aims to find a more effective disaster recovery direction by suggesting the application method, Inhabitant-friendly improving a village environment contents in Rural Disaster Villages, for continuous disaster management. The research methods were literature analysis, interviews, and expert discussion. As a result, it was found that the rural disaster village environmental improvement facilities, inhabitant-friendly recovery system, and inhabitant-friendly village environment contents and suggests a application method of inhabitant-friendly village environment contents. The research will be used as basic data when preparing a guide for improving the environment for residents in rural villages.

Development of Earthquake Damage Estimation System and its Result Transmission by Engineering Test Satellite for Supporting Emergency

  • Drawing on its extensive experience with natural disasters, Japan has been dispatching Japan Disaster Relief (JDR) team to disaster-stricken countries to provide specialist assistance in rescue and medical operations. The JDR team has assisted in the wake of disasters including the 2004 Indian Ocean Earthquake and the 2008 Sichuan Earthquake in China. Information about the affected area is essential for a rapid disaster response. However, it can be difficult to gather information on damages in the immediate post-disaster period. To help overcome this problem, we have built on an Earthquake Damage Estimation System. This system makes it possible to produce distributions of the earthquake's seismic intensity and structural damage based on pre-calculated data such as landform and site amplification factors for Peak Ground Velocity, which are estimated from a Digital Elevation Model, as well as population distribution. The estimation result can be shared with the JDR team and with other international organizations through communications satellite or the Internet, enabling more effective rapid relief operations.

Study on the Terrestrial LiDAR Topographic Data Construction for Mountainous Disaster Hazard Analysis (산지재해 위험성 분석을 위한 지상 LiDAR 지형자료 구축에 관한 연구)

  • Mountainous disasters such as landslides and debris flow are difficult to forecast. Debris flow in particular often flows along the valley until it reaches the road or residential area, causing casualties and huge damages. In this study, the researchers selected Seoraksan National Park area located at Inje County (Inje-gun), Gangwon Province-where many mountainous disasters occur due to localized torrential downpours-for the damage reduction and cause analysis of the area experiencing frequent mountainous disasters every year. Then, the researchers conducted the field study and constructed geospatial information data by GIS method to analyze the characteristics of the disaster-occurring area. Also, to extract more precise geographic parameters, the researchers scanned debris flow triggering area through terrestrial LiDAR and constructed 3D geographical data. LiDAR geographical data was then compared with the existing numerical map to evaluate its precision and made the comparative analysis with the geographic data before and after the disaster occurrence. In the future, it will be utilized as basic data for risk analysis of mountainous disaster or disaster reduction measures through a fine-grid topographical map.

Estimation of Snow Damage and Proposal of Snow Damage Threshold based on Historical Disaster Data (재난통계를 활용한 대설피해 예측 및 대설 피해 적설심 기준 결정 방안)

  • Due to the climate change, natural disaster has been occurred more frequently and the number of snow disasters has been also increased. Therefore, many researches have been conducted to predict the amount of snow damages and to reduce snow damages. In this study, snow damages over last 21 years on the Natural Disaster Report were analyzed. As a result, Chungcheong-do, Jeolla-do, and Gangwon-do have the highest number of snow disasters. The multiple linear regression models were developed using the snow damage data of these three provinces. Daily fresh snow depth, daily maximum, minimum, and average temperatures, and relative humidity were considered as possible inputs for climate factors. Inputs for socio-economic factors were regional area, greenhouse area, farming population, and farming population over 60. Different regression models were developed based on the daily maximum snow depth. As results, the model efficiency considering all damage (including low snow depth) data was very low, however, the model only using the high snow depth (more than 25 cm) has more than 70% of fitness. It is because that, when the snow depth is high, the snow damage is mostly caused by the snow load itself. It is suggested that the 25 cm of snow depth could be used as the snow damage threshold based on this analysis.

  • The school space is a place for learning activities and community activities, and it is used as a shelter for various disasters. Recently, the frequency and magnitude of damages of school facilities due to various disasters are increasing, and similar accidents occur repeatedly every year, causing enormous damage to school classes. Furthermore, damage to school facilities will require considerable time and safety confirmation measures to restore disaster and normalize the class. In this regards, based on the questionnaire survey on the difficulties and improvement measures of the disaster recovery work of the school safety manager, we propose the application of in-kind compensation for damage to school facilities to ensure rapid disaster recovery, simplification of administrative procedures, and quality of restoration work.

  • This study set up hierarchies and indices of manmade disasters and determined weighted values and priorities of the evaluation indices for each hierarchy. It found that the relative importance of the prevention sphere is the most essential in measuring the weighted values and priorities, followed by that of the countermeasure sphere. The reason is that manmade disasters are sure to lead to damages, against which countermeasures should be taken by all means to search and save the injured persons.

  • Not only South Korea but also Global world show that the frequency and damages of large-scale natural disaster due to the rise of heavy rain event and typhoon or hurricane intensity are increasing. Natural disasters such as typhoon, flood, heavy rain, strong wind, wind wave, tidal wave, tide, heavy snow, drought, earthquake, yellow dust and so on, are difficult to estimate the scale of damage and spot. Also, there are many difficulties to take action because natural disasters don't appear precursor phenomena However, if scale of damage can be estimated, damages would be mitigated through the initial damage action. In the present study, therefore, wind wave damage estimation functions for the western coastal zone are developed based on annual disaster reports which were published by the Ministry of Public Safety and Security. The wind wave damage estimation functions were distinguished by regional groups and facilities and NRMSE (Normalized Root Mean Square Error) was analyzed from 1.94% to 26.07%. The damage could be mitigated if scale of damage can be estimated through developed functions and the proper response is taken.

Application Plan of Exhaust Systems in Strengthening Evacuation Safety in Apartment Houses (공동주택의 피난안전성 강화를 위한 배기시스템 활용 방안 연구)

  • Apartment buildings are becoming taller and more densely populated with the advancements in science and the development of cities, Consequently, various amenities and safety facilities are being developed to improve the quality of life for residents. However, according to statistics, the number of casualties in apartments accounts for a high proportion of accidents, and the leading cause of the casualties is smoke emitted from fires while sleeping at night. Although it is best to install separate indoor facilities in apartments to minimize smoke damages to occupants, it is useful to minimize the smoke damages by utilizing the installed facilities while reducing the financial burden of occupants. Based on the review, the heat exchanger ventilation system and the kitchen collective exhaust system were selected, and the feasibility of these systems was verified through fire simulation. From the verification results, the available safe egress time improved by 27, 30, and 35 s on the 25th, 35th, 50th floors, respectively.

  • Industrial disasters cause lots of damages from individuals to companies and country. Especially, damages caused by constructional disasters take very large portion in the whole industry and are accompanied by huge personal physical damages. For the prevention of disasters, roles of safety manager are very important and especially, effects of disaster prevention can be changed by occupational ability of construction safety manager. To improve job abilities of safety manager, job education is very important. This research suggested a model for job education management of construction safety manager and proposed improvements as a study on improvement of curriculum for vitalization of job education of construction safety manager so as to improve occupational ability of safety manager. To achieve them, this research examined standard and operation status of current job education of safety manager and the problems and suggested a model materializing job educational contents as a measure to vitalize job education system of safety manager.

  • The main cause of natural disaster in Korea is meteorological phenomenon, such as typhoon, heavy rain, storm, rainstorm, heavy snow, hailstorm, overflowing of sea and so on(including thunderstroke, blast, snow damage, freezing and earthquake), and among those disasters, heavy rain takes place most often, and it occupies 80% of total disaster Especially, disaster related to slope collapse (landslide, collapse of retaining wall, burying ect.) takes place every year due to meteorological cause such as localized heavy rain, which is getting stronger. (National Institute for Prevention Disaster, 2002, Meteorological Administration) Accordingly, it is necessary to analyze the features of slope collapse related to natural disaster in Korea, and also to make up counterplan to prevent disaster. This paper will try to analyze potential areas which are susceptible to landslide regarding factors inducing landslide and heavy rain, and to evaluate the potentiality of landslide regarding local particularity of rainfall, furthermore to provide essential information for development of community such as preventing damages from landslide, construction Industry, and effective use of land.
