A Study on Sharing Safety Information of Children's Play Facilities based on GIS using Accident Analysis for Accident Prevention (어린이 놀이시설 안전사고분석을 통한 GIS기반 사고예방 안전정보 공유 방안)

  • Children's play facilities have changed over a decade from the traditional play facilities in the front yard to the new type of commercial play facilities which install more exciting and enjoyable facilities, such as Kids Park. The more diversified in the type of facilities, the more difficult in the safety management by the existing system. The 'Safety Management System of Children's Play Facilities' of MOSPA(Ministry of Security and Public Administration) has provided the safety information uni-directly by government sector to the private communities. Recently, multi-directional information sharing methods, such as community mapping are adopted actively in the social activities which have common purpose for making the better community by information sharing with government and private sector. On the purpose of citizen's participation for safe play facilities and preventing accidents, this study investigated the status of child accidents and safety standards, especially focused on the children's play facilities. And the way for sharing safety information among the communities with the GIS mapping skills is suggested in the respect of more easily monitoring and practically inputting the comments on the status of management of play facilities by real users based on their experiences. It is expected that more activities from the private sector would participate to the safety management of children's play facilities by realizing the suggested system.

  • In addition to the proliferation of intelligent information technology, the field of disaster management is being approached from a multifaceted perspective. In particular, as the interest in establishing a disaster safety management system using data increases, there is an increasing need for a large amount of big data distribution generated in real time and a systematic management. Furthermore, efforts are being made to improve the quality of data in order to increase the prevention effect of disasters through data analysis and to make a system that can respond effectively and to predict the overall situation caused by the disasters. Disaster management should seek both precautionary measures and quick responses in the event of a disaster as well as a technical approach to establishing governance and safety. This study explores the policy implications of the significance and structure of disaster safety management governance using data.

A new approach to quantify safety benefits of disaster robots

  • Remote response technology has advanced to the extent that a robot system, if properly designed and deployed, may greatly help respond to beyond-design-basis accidents at nuclear power plants. Particularly in the aftermath of the Fukushima accident, there is increasing interest in developing disaster robots that can be deployed in lieu of a human operator to the field to perform mitigating actions in the harsh environment caused by extreme natural hazards. The nuclear robotics team of the Korea Atomic Energy Research Institute (KAERI) is also endeavoring to construct disaster robots and, first of all, is interested in finding out to what extent safety benefits can be achieved by such a disaster robotic system. This paper discusses a new approach based on the probabilistic risk assessment (PRA) technique, which can be used to quantify safety benefits associated with disaster robots, along with a case study for seismic-induced station blackout condition. The results indicate that to avoid core damage in this special case a robot system with reliability > 0.65 is needed because otherwise core damage is inevitable. Therefore, considerable efforts are needed to improve the reliability of disaster robots, because without assurance of high reliability, remote response techniques will not be practically used.

Study on the Structural Relation between the Level of Fatigue and Stress of Construction Workers and Disaster Risks (건설근로자의 피로도와 스트레스 및 재해위험의 구조적 관계)

  • This study empirically examines how much effect levels of fatigue and stress of a construction worker have on disaster risks from the perspective of human factors concerning construction disaster risks. To achieve the purpose of this study, a survey was conducted with respect to construction workers working at large construction sites within the metropolitan area. The retrieved survey data were analyzed by using the statistical software programs, SPSS 18.0 and AMOS 8.0. The results of this study do not definitively lead to the conclusion that the level of fatigue or stress of construction workers result in disaster risks. However, it does show that the results vary depending upon the individual approach and treatment of stress and fatigue. In particular, this study revealed that disaster risk levels could increase through unsafe behavior intentions which were established as a mediator variable. Also, with respect to unsafe behavior intentions of construction workers leading to disaster risks, when examining the results that the level of mental fatigue, occupational stress and social-psychological stress of construction workers had a greater significant effect than the level of physical fatigue, this study demonstrates the importance of psychological and mental issues that could be easily overlooked with respect manual labor workers.

  • Natural disasters can cause major accidents in chemical facilities where they can lead to the release of hazardous materials which in turn can result in fires, explosions or toxic dispersion. Technological disasters triggered by natural disasters are referred to as NaTech(Natural Disaster Triggered Technological Disaster). These trends increase the probability of catastrophic future disasters and the potential for mass human exposure to hazardous materials released during disasters. In the present study, we proposed some methods for effective disaster management by conducting case study of major NaTech. First, establishing information sharing system of chemical accident for stakeholders and improving disaster manuals and standards of central and local government and co-operation support system. Second, activating information service of emergency planning and community right to know. Third, improving the integrated chemical accident database including NaTech accidents.

A Study on the development of the safety work manual of a small construction site that takes advantage of the risk assessment methods (위험성평가 기법을 활용한 소규모 건설현장 안전작업메뉴얼 개발에 관한 고찰)

  • This study compared the disasters in construction field under construction amount of 300,000,000 won and the whole construction fields in order to improve the efficacy of various industrial safety and health policies and services and examined the characteristics of disasters in construction field under 300,000,000 won. It also examined, compared and analyzed the characteristics of disaster in construction field under construction amount of 300,000,000 won that disaster prevention technical experts saw. The subjects of comparison were selected with statistical data of disaster for 2011 and those of disaster in construction field under construction amount of 300,000,000 won from January to August of 2012. And questionnaire was conducted with technical instruction experts of small-sized construction field and priority was drawn, compared and analyzed with AHP. Consequently, the results of different views between actual disaster data and experts' views were obtained. Therefore, this study suggested the characteristics of disaster in construction field under construction amount of 300,000,000 won and presented the methods for improving disaster prevention technical experts.

Demands of R&D for Preventing Disaster & Safety Accidents (재난·재해 및 안전사고 기술개발 수요조사 연구)

  • This study is about the demand survey of R&D for preventing disaster and safety accidents. The results are as follows. First, the priorities of technology development is shown in the following order: natural disasters, human and social disaster, and safety accidents. Second, the amount of R&D investment is shown in the following order in respect of disaster management phase: prevention, preparedness, response and recovery. However, investment in the recovery phase was low. Third, it was concentrated on some types the demands of technological development in the public sector. There is a possibility of duplication of technology development in government investment. Suggest that interagency cooperation is required.

  • In recent years after the Sewol Sank, the surroundings of Fire have rapidly changed and citizens need for Fire have been demanding very high. Under these situations, in order for satisfaction to all these demands, Seoul Metropolitan Fire & Disaster Headquarters(SMFDH) have made improvements of Golden Time in the field of disaster as the leader of Fire Department in Korea. SMFDH has been practicing many kinds of plans, or projects to achieve Gold Time of 55 types of disaster. However, There have been questioning about all these projects if they are working for the achievement. The purpose of this study is to scrutinize current projects for Golden Time Targeting focused on Mapo fire fighters as first responders and to cope with how to make them better for Seoul Citizens' safety by using SPSS(Statistical Package for the Social Science) Statistics 24. The result of this study presents that how we can find to be all the project for Golden Time Targeting running well. And This study will be positively applied to Seoul fire policies or helped for setting them up better.

Development of Disaster Safety Program for Small-sized Workplaces and Its Introduction to Occupational Safety&Health Act: Focusing on Fire, Explosion and Chemical Spill (소규모 사업장 재난안전 프로그램 개발 및 산업안전보건법에의 도입방안: 화재, 폭발, 약품 누출을 중심으로)

  • 98.8% of accidents occurring in domestic companies are concentrated in small-sized workplaces with fewer than 50 employees. Therefore, this study developed a disaster safety program that can be implemented by small and medium-sized enterprises by comparing and analyzing the safety management system actively used with the laws and regulations related to industrial safety and facilities. The disaster and safety program included the scope of application, organizational structure, risk assessment, emergency response system, education and training, safety equipment provision and program evaluation, and detailed preparation methods and procedures for each item. In addition, items to be aware of when operating a disaster safety program and operational strategies were presented. After that, it was proposed to introduce the research results into the Occupational Safety and Health Act.

  • In order to establish and operate a rapid and effective disaster safety management system in an emergency situation that threatens the safety of citizens, such as disaster, accident or terrorism, appropriate responses are necessary. An integrated task execution system for rapid response and restoration should be implemented not only by the central ministries related to disaster management and response, but also by local governments, NGO, and individuals, under clear role sharing. In the case of Seoul city, it is urgent to establish an effective disaster management system for preventing and responding to disasters, because of the increasing possibility of natural disasters due to climate change, the threat of terrorism, urban decay and the industrial accidents. From the perspective of governance, this study tried to seek out countermeasures such as disaster response system and command system at disaster site centering on Seoul city government interdepartmental organization system, implementation process and systematization of response procedures.
