A Study on the Influence of Sender Characteristics and Disaster Messages on Members' Response Behavior in Response to COVID-19: Focusing on the Mediating Effect of Public Relations (코로나19 대응에서 발신자 특성과 재난 메세지가 구성원의 반응행동에 미치는 영향에 관한 연구: 공중관계성의 매개효과를 중심으로)

  • Purpose: For effective crisis communication in the event of a disaster, we present policy measures by exploring what activities are required of companies on a daily basis. Method: Employees working for L company were surveyed about the disaster response department, disaster message, and perception of the company during the company's response to COVID-19, as well as the level of response behavior of the employee. Results: First, caller characteristics did not have a significant effect on behavioral changes of members. Second, while the disaster response message within the company had no effect on the members' normative behavior, it had a positive effect on the discretionary behavior. Third, caller characteristics and disaster response messages had a positive effect on public relations, and public relations appeared to mediate caller characteristics and members' discretionary behavior. Conclusion: Studies on disaster response messages are required in the disaster control tower inside the company in normal times, and activities to build a member-friendly corporate culture for strengthening public relations are needed.

  • The purpose of this study is to propose the methods for utilization and improvement of hazard map as a tool of risk communication, through the studying the importance and method of risk communication for the improvement of urban resilience. The comparative evaluation between hazard maps of Korea and Japan is done, and the cases of hazard map making is analyzed. 5 proposals are summarized for hazard map utilization.

  • The Cell Broadcast Service is a public service that delivers information on disaster situations to mobile phones. In Korea, where mobile phone penetration is high, disaster information delivery through Cell Broadcast Service has a higher preference than other information delivery methods. However, since it consists only of text messages, disaster information is not delivered normally to the information vulnerable class compared to the general public. To compensate for this, a disaster information delivery application using Cell Broadcast Service was proposed and research was conducted. If research like this paper continues and Cell Broadcast Service become a service that transmits various disaster-related information considering the information vulnerable at home and abroad, it will provide the effect of reducing damage to disasters through rapid and accurate response.

The Competency in Disaster Nursing of Korean Nurses: Scoping Review (국내 간호사의 재난간호 역량: 주제범위 문헌고찰)

  • Purpose: The aim of study was to identify ranges of Korean nurses' competency in disaster nursing. Methods: A scoping review was conducted using the Joanna Briggs Institute methodology. The review used information from four databases: RISS, ScienceON, EBSCO Discovery Service, and CINAHL. In this review, key words were 'disaster', 'nurs*', 'competenc*', 'ability' and 'preparedness'. Inclusion and exclusion criteria were identified as strategies to use in this review. The inclusion criteria for this review focused on the following: Korean nurse, articles related to disaster nursing competency, peer-review articles published in the full text in Korean and English. Review articles were excluded. Results: Nineteen studies were eligible for result extraction. A total of 10 categories of disaster nursing competency were identified: Knowledge of disaster nursing, crisis management, disaster preparation, information collection and sharing, nursing record and document management, communication, disaster plan, nursing activities in disaster response, infection management, and chemical, biological, radiation, nuclear, and explosive management. Conclusion: It is necessary to distinguish between Korean nurses' common disaster nursing competency, professional disaster nursing competency, and disaster nursing competency required in nursing practice. Therefore, future research will be needed to explore and describe disaster nursing competency.

A study on improvements of disaster management with public-private partnerships (재난관리 민관협력 개선방안 연구)

  • The purpose of this research is to study how efficiently corporate public-private partnerships in disaster management is. The research method involved interviewing fifteen experts in disaster management, who were questioned about assisting disaster-stricken areas in accordance with public-private partnerships. These experts offered the following suggestions for improving disaster management methodology. First, to overcome the lack systematic management in the public-private partnerships for disaster relief to expand and strengthen the role of civil organizations. Second, disaster managers and private organizations should have active communication along secure channels so that private organizations can take advantage of the talents that public and private entities own. Third, for civilian experts to share their information, which should be actively utilized to support disaster management in local government. Fourth, education and training for public-private partnerships should be made on an ongoing basis. Fifth, effective disaster management and recognition of public-private cooperation should be strengthened. Finally, private sector support should be made. This study was applied to the Delphi method and that improvements can be made to a variety of populations, such as questionnaires. The results of this study will contribute to the policy options for establishing public-private partnerships in disaster management.

  • On July 5, 2016, offshore magnitude 5.0 earthquake, Ulsan, Republic of Korea can anxiety not safe in the earthquake. The gas smell that occurred in Busan on July 20, 2016 did not understand a cause and spread by the ghost story for the earthquake to a citizen. Thus correct information about the disaster is important to the smart city and the quick correspondence for damage inhabitants and the community has an influence on the disaster resilience. This study is targeted for damage inhabitants, and it clarifies the importance of the evocation model of anxiety about the disaster in the smart city with social technology. In the case of the Great East Japan Earthquake, consider the self-help contents of Kamaishi-city inhabitants deeply and find out a proper application method. As a means of disaster response and recovery, suggest that the inhabitants and community will be able to practice self-help measures.

Risk Influencing Factors in Performance of River Disaster Prevention Project (하천재해예방사업의 성과에 미치는 리스크 영향요인)

  • The characteristics of the construction project involved various stakeholders' involvement from the planning stage until completion of the object, which caused the uncertainty to increase. Successful construction projects require risk analysis and appropriate responses. Therefore, this study aimed to confirm the influence of risk management factors on the success of river disaster prevention construction in construction projects and the effect of moderating communication between stakeholders involved in the construction process. The Delphi method was used to derive the risk management factors of the construction process. The survey used a snow ball sampling method. For analysis, SPSS Statistic 20 and SmartPLS 2.0 were used. As a result of the study, the impact of risk management factors on project performance was found to be large in the order of time risk, quality risk, cost risk, safety risk, and construction environment risk. In addition, the impact of the communication moderating effect was large in the order of cost risk, quality risk, construction environment risk, time risk, and safety risk. In this study, it was confirmed that communication between stakeholders related to river disaster prevention work has a moderating effect that changes the ranking of impacts on project performance. This shows the importance of communication in the construction process of river disaster prevention works. This study has important significance in that it identifies the importance of risk management factors and communication in river disaster prevention works.

For Making an Efficient Disaster Emergency Communication System for Public Safety in South Korea (국민안전 확보를 위한 긴급통신망시스템 통합구축 방안)

  • The purpose of present study is to provide an efficient 'Disaster Emergency Communication System' (below DECS) to deal with serious disaster situations in national levels. Currently, DECSs such as the VHF, UHF, and TRS are worked to control some disaster situations in the world. However, new system such as for sending the correct image and big data is more likely to need than current the DECSs in the comtemporary societies. Several serious disaster events such as the Sam-Poong Department Store Collapse, Daegu Subway Fire, and Sewol Submerge event, nevertheless, there was not the DECS based on the field in South Korea. In July 2014, finally, South Korean government started to provide a PS-LTE system which is the new and one system with fire fighting, police, army, railway. however, there are no many academic studies for DECSs to deal with disaster situations in South Korea. The present research highlights to explore an efficient DECS of Korean styles to fix some national security and public safety. The paper provides three key findings: first is how to make a unified Korean DECS based on PS-LTE. Second is how to make sure the frequency of 700MHz levels to communicate in the shady areas. Three is what kinds of communication facility is adequate for fixing PS-LTE DECS.

Performance Evaluation of Multi-Hop Communication Based on a Mobile Multi-Robot System in a Subterranean Laneway

  • For disaster exploration and surveillance application, this paper aims to present a novel application of a multi-robot agent based on WSN and to evaluate a multi-hop communication caused by the robotics correspondingly, which are used in the uncertain and unknown subterranean tunnel. A Primary-Scout Multi-Robot System (PS-MRS) was proposed. A chain topology in a subterranean environment was implemented using a trimmed ZigBee2006 protocol stack to build the multi-hop communication network. The ZigBee IC-CC2530 modular circuit was adapted by mounting it on the PS-MRS. A physical experiment based on the strategy of PS-MRS was used in this paper to evaluate the efficiency of multi-hop communication and to realize the delivery of data packets in an unknown and uncertain underground laboratory environment.
