Development of a disaster information delivery application using Cell Broadcast Service (긴급재난문자 서비스를 활용한 재난정보 전달 애플리케이션 개발)

  • The Cell Broadcast Service is a public service that delivers information on disaster situations to mobile phones. In Korea, where mobile phone penetration is high, disaster information delivery through Cell Broadcast Service has a higher preference than other information delivery methods. However, since it consists only of text messages, disaster information is not delivered normally to the information vulnerable class compared to the general public. To compensate for this, a disaster information delivery application using Cell Broadcast Service was proposed and research was conducted. If research like this paper continues and Cell Broadcast Service become a service that transmits various disaster-related information considering the information vulnerable at home and abroad, it will provide the effect of reducing damage to disasters through rapid and accurate response.

  • A hierarchical identity-based broadcast encryption (H-IBBE) scheme is an identity-based broadcast encryption (IBBE) scheme in a hierarchical environment. In order to obtain secure H-IBBE schemes in the quantum era, we propose an H-IBBE scheme based on the learning with errors problemassumption.Our scheme achieves indistinguishability from random under adaptive chosen-plaintext and chosen-identity attacks in the random oracle model.

An Analysis of Optimal Sequences for the Detection of Wake-up Signal in Disaster-preventing Broadcast (재난방송용 대기모드 해제신호 검출을 위한 최적 부호 성능 분석)

  • Recently, the need for disaster-preventing broadcast has increased gradually to cope with natural disaster like earthquake and tsunami causing enormous losses of both life and property. In disaster-preventing broadcast system, the wake-up signal is used to alert user terminal and switch the current state of channel to the emergency channel, which is for the fast and efficient delivery of emergency information. In this paper, we propose the detection method of wake-up signal for disaster-preventing broadcast systems. The wake-up signals for disaster-preventing broadcast should have a good auto-correlation property in low power and narrow-band conditions that does not affect the existing digital television (DTV) system. The suitability of the m-sequence and complementary code (CC) is analyzed for wake-up signals according to signal to noise ratio. A wake-up signal is proposed by combining the direct sequence spread spectrum (DSSS) technique and pseudo noise (PN) sequences such as Barker and Walsh-Hadamard codes. By using the proposed method, a higher detecting performance can be achieved by the spreading gain compared to the single long m-sequence and the Golay code.

  • In this study, take a look at natural disasters and technical characteristics such as frequency, bandwidth, transmission power, and service coverage of mobile communication and terrestrial broadcasting are compared as a means to provide disaster warning service in case of natural disaster, which is increasing in recent years. In the event of a disaster, mobile communication systems that take high frequency bands, low power transmission and narrow coverage can be disabled, but terrestrial broadcasting, which uses VHF and UHF with good frequency characteristics and high transmission power and wide service coverage provides stable services. As result terrestrial broadcast is useful as emergency warning or information in case of disaster.

  • In this paper, we simulated disaster broadcast service using terrestrial UHD additional data. We looked at nine functions(warning alarm, location-based information, multilingual, re-viewing the title of breaking news, evacuation knack video, CCTV, clip video, wake up, automatic channel switching) by referring to ATSC 3.0 standards. Analyzing the advantages and problems of the proposed disaster broadcast. Expert interviews were conducted after a demonstration and explanation of terrestrial UHD disaster broadcast. They said that the problems with the technology were difficulty in using, obstruction of viewing, content creation problems, and problems with advertisers. In addition to the lack of simulation-based research, this research has provided an insight into the technology by showing it in a visible way. This helped shape the advantages and problems of technology.

  • The Disaster text service is a text-based service for public alert. But, foreigners who are not familiar with korean can not understand exactly the disaster text messages provided. Using multimedia information such as images is expected to solve this problem. However, the current disaster message service method is not suitable for multimedia information delivery. This study proposes a firmware-based disaster character service method for displaying disaster image in a terminal. A device using this method should store images corresponding to the type of disaster and use special characters to inform the presentation of image in a terminal. This approach can be implemented in the new firmware installed device and it can be work with the existing device.

  • Sudden natural disasters such as earthquakes, typhoons, heavy rainfall, etc., which come without warning, often threaten our lives and property, so it is important to spread the disaster quickly and accurately. Thus, in this paper, we present a method for the activating of FM radio receiver chip embedded in smartphone to receive disaster broadcasting in case of disaster. One is to investigate the roles and limits in a domestic disaster broadcasting system and disaster relay broadcasting by media, and the other is to present the method for the activation of smartphone FM radio receiver chip by conduct an expert survey.

  • Current disaster alert broadcasting based on mobile communication systems targets personal mobile terminals such as smartphones. However, smart cities require IoT-based services such as smart homes and offices. Therefore, when severe disasters such as earthquakes occur, smart cities must quickly perform appropriate control and respond to buildings and factories. For this, a disaster warning broadcasting technique for IoT terminals for smart cities is required. In this paper, we propose a disaster alert transmission method based on 4G/5G mobile communication for IoT terminals for smart cities. The proposed method effectively utilizes the image display method for CBS, a cell-based broadcasting service, and shows the superiority of the proposed approach through simulation.

  • Natural and social disasters, such as typhoons, floods, earthquakes, volcanoes, fires, explosions, and traffic accidents occur frequently around the world. In Korea, a vicious cycle of large-scale accidents caused by natural disasters and insensitivity to safety is repeated each year. In particular, the tragic sinking of the Sewol ferry in 2014 and strong earthquakes with a magnitude of 5.0 and greater in Gyeongju and Pohang in 2016 and 2017, respectively, threw the entire country into a state of shock, increasing the public anxiety regarding disaster preparedness. This paper discusses the trends in broadcast emergency alert systems used to minimize damage from a disaster by delivering urgent status information quickly and accurately through a broadcast network, and to provide information regarding disaster risk and emergency evacuation procedures.

  • 현대 사회에서는 재난의 유형과 피해가 다양해지고 이에 따른 위험성이 증가하여 재난에 대응하기 위한 운영 및 관리의 필요성이 증가하고 있다. 특히 건축물의 대형화, 복잡화로 인하여 대규모 상업시설 및 다중이용시설은 실내 구조가 복잡하기 때문에 재난 발생 시 안전한 대피 경로를 파악하여 이동하는 것이 어려운 문제가 있다. 이에 본 연구에서는 재난 발생 시에 대규모 시설 내에서 이용자가 안전한 대피경로를 확인하고 이동할 수 있도록 지원하기 위한 통합관제체계 구축 방안에 대해서 연구하였다. 본 연구에서 제시하는 통합관제체계와 스마트폰 어플리케이션을 연계하여 재난 발생 시, 시설 이용자에게 안전한 대피경로를 안내함으로써 실내 공간에서의 대패를 지원할 수 있다.
