  • The IMO has established a regulation for the ECDIS installation on ships based on the IHO S-57 standards. The ECDIS supports sailors in achieving a safe voyage by using ENCs and monitoring the information of their ship. However, the S-57 standards were developed as edition 3.1 and prohibited revision for more than 20 years. So, the IHO developed a new standard as S-100 into the hydrography and maritime field instead of updating the S-57 to edition 4.0. In this study, the new S-100 ECDIS was developed and verified with ENCs and the digital maritime safety information by using a ship steering simulator and by conducting an on-board sea-trial test. It evaluated the impact on ship operations if the next-generation navigation support system is introduced. Based on this research, the S-100 ECDIS will generate improvements such as safe voyages by providing various of real-time safety information and up-to-date data to ship and sailors.

  • This study aims to contribute to urban policy for more effective disaster prevention, as abnormal natural disasters are becoming more frequent. Up to now, the urban plan for disaster prevention in Korea merely includes basic principles and necessities of measures as an early stage. Furthermore, there are difficulties to make specific programs because the legal system, technical instruments, and financial supports are not sufficient. Therefore, this study figures out problems in the current plan related to urban prevention after analyzing the legal system and practices. Resulting from case studies in developed countries, the study draws significant implications, as follows: enhancing legally binding force; improving the procedures for the programs; establising technical infrastructure. It first suggests a way for the urban policy for disaster prevention by considering our local features comprehensively. It then defines the roles of central, local governemnts and research institutions, and the procedure for urban disaster prevention planning building on the individual roles. This study concludes that an emphasis should be placed on institutional tools necessary to publish technical guideline and establish the system so that urban planners more easily access to disaster risk information.

  • In these days, Disaster Management Systems have still put emphasis on its recovery more than the prevention of disaster events. However, the countermeasure of restoration has limitations to prevent the caused loss because the disasters often happen and are massive. Therefore, we propose a disaster prevention system for supporting the safe urban. In this paper, we try to construct a real-time monitoring system to prevent disaster events using new technologies such as Wireless Sensor Networks (WSN) and Geographic Information System (GIS). As a prototype to simulate the fire disasters on real-time, we construct gas sensors and temperature sensors. Our system consists of a WSN system to collect data of the gas and temperature sensors and to monitor the situation information. Our contribution is to provide a prototype application to prevent the disasters from the fire by constructing a WSN system with gas and temperature sensors.

  • In this study, the summary and characteristics of WHO International Safe Community are examined and the activities for the establishment of safe city were analyzed targeting Samcheok City in Gangwon-do which prepares for the certification of the International Safe Community. And, based on the result, this study intends to present the direction of establishment and development of international safe city to improve the regional safety. First, for the establishment of safe city, measures and programs for vulnerable classes and accidential forms in the area must be developed and operated continuously. Second, continuous and systematic activities must be done by establishing combined network between regional government association and relative organ and resident association in the area. Third, public policies for establishing safe city so as to improve regional safety, such as enactment of relative si/do ordinance, etc, must be prepared so as to operate it systematically. Finally, through the various activities by establishing international network, education, publicity activities and various informations must be acquired.

  • The increase in frequency and scale of natural disasters is the typical negative examples of the global climate change and the change of the human living environment. The damage caused by natural disasters in particular including human and physical damage is directly linked to the safety and properties of citizens. Besides, damage occurs directly or indirectly to the SOC facility, and the damaged SOC facility violates the citizens' safety rights. Therefore, a plan to provide prompt and effective risk map information by linking a 3D disaster information display system, which handles the information of the damage that may occur to SOC facilities at the time of disasters, with an on-site assistance application is suggested in this study. The prompt provision of risk map information is defined as a dynamic expression technology in this study. It also processes and compresses the system to display disaster information, a spreading system that can utilize on-site information, and a module developed to organically link with the DB system that builds information and relationships. Based on the module, the effective disaster information compression plan will be prepared, and the prompt information transmission system will be secured.

  • Recent climate change has led to an increase in the probability of forest disasters (forest fires, landslides). However, disaster systems providing information for forest disaster response lack unified information provision. Therefore, this study aims to provide essential disaster information from a unified system for swift disaster response. To achieve this goal, we conducted a fundamental study on the necessary components for designing a forest disaster platform, explored methods for visualizing platforms enabling swift response and information provision during forest disasters through case studies, and presented the findings. Our results indicate that both domestic and international forest disaster response platforms commonly utilize spatial information to provide location-specific information. Key components identified for designing a response platform for forest disasters include constructing forest disaster big data, including climate information for target areas, developing technology for integrated diagnosis of forest disasters at each stage, and designing tailored safety care services for disaster areas.

  • Purpose: Ten years after basic safety and health education in the construction industry has been implemented, no more maintenance education has been provided, and those who have completed basic safety and health education are exempt from new employee education. As soon as possible, we will seek strategic measures to prevent unstable behavior and prevent safety accidents by legislating conservative education and new recruitment education. Method: In this study, basic safety and health education, which is construction safety education, and human error, which is unstable behavior of new employees, and structural relationship between violation behavior were conducted through survey. Result: The survey analyzed that basic safety and health education in the construction industry and new recruitment education had a significant impact on the human factors of the disaster, Human Error, and the reduction of violations, and confirmed that continuous safety education could increase safety awareness. Conclusion: The insolvency of safety education shall be prevented by the revision of the Act on the remuneration of basic safety and health education and the education of new employees.

  • Purpose: The purpose of this study is to examine and improve the issues related to National Safety Inspection currently operation and reform the system for response to various disasters. Method: For the completion, this study established theoretical background using materials related to National Safety Inspection and identified the issues using the open statistical data for National Safety Inspection to suggest the improvement plans. Results: National Safety Inspection has been operating a complete large-scale inspection on risk factors in cooperation with the central government, local governments, and citizens since 2015 to remove various disaster factors neglected in people's daily lives. Operation of National Safety Inspection had positive influence in preventing major disasters. However, inefficient activity is pointed out due to issues related to cooperation with other institutes, limitation for citizen's positional role, and superficial inspection. Conclution: To solve this issue, this study proposed strengthening of communication activity with disaster institutes, strengthening of efficiency through citizen participation by type, and actualization of checklist used in National Safety Inspection.

  • Purpose: This study aims at developing and implementing Smart Safety Management System based on IoT/ICT Convergence for safety of high-risk groups working at disaster or industrial field. Its functions are as follows. Method: We will develop three devices for keeping the safety of high-risk jobs: Sensor of inactivity, Lora based Refitting technology for communication between high-risk workers, and Lora Gateway for monitoring entire situations. Then we will test three devices in respect of their functions, and propose their applicabilities in the field. Results: The system can send and receive safety tags and danger signals by which sensor technology can detect dangerous state of workers. And its command terminal was developed by low-power wireless communication technology and LoRa Gateway, which can fulfill the lifting functions between safety tags. And, furthermore, the command terminal can monitor dangerous situations of disaster sites in real time and can perform the preemptive rescues. Conclusion: This study proves the functional efficacy of Smart Safety Management System for worker safety in various high-risk occupational groups, and also suggests ways to secure worker safety in disaster area and various high risk industrial sites.
