A Trend Analysis of 4G Spectrum Auctions for Major Countries (해외 주요국의 4G 주파수 경매 동향분석)

  • 해외 주요국들은 원활한 모바일 브로드밴드 환경 구축 및 서비스 보급을 위한 주파수 확보와 할당을 적극적으로 추진하고 있는 상황이다. 특히, 모바일 브로드밴드 보급을 국가적 전략 목표로 세우고, LTE 서비스 활성화를 위해 digital dividend 대역을 포함한 4G 주파수 경매를 완료하였거나 진행 중에 있다. 한편 우리나라는 2011년 8월에 최초로 주파수 경매를 실시하였으며, 주파수 수요조사 미흡 및 과열경쟁, 경매 방식에 따른 승자의 저주 등 여러 가지 문제점들이 제기되었고, 이에 대한 개선 방안 마련이 필요하다. 또한 2012년 디지털 방송 전환으로 인한 700MHz 주파수 대역에 대한 경매 이슈가 주요 쟁점이 되고 있다. 따라서 본고에서는 원활한 4G 서비스 전개 및 효율적인 주파수 할당을 위해서 국내 주파수 경매제도에 대한 개선방안 마련을 목표로 하여, 해외 주요국들의 4G 주파수 경매 할당 동향을 비교, 분석하고, 주요 이슈를 도출하였다. 도출된 결과는 향후 국내의 성공적인 주파수 경매제를 위한 운영방안 마련에 활용될 수 있을 것으로 사료된다.

  • A remote data communication system for monitoring of NC machine fault diagnosis and status is developed. This system communicates with host PC by using dial-up communication method on PSTN. The developed system consists of (1)remote communication module among NC's and host PC using PSTN, (2) 8 channels analog data sensing module, (3) digital I/O module for control of NC machine, (4) communication module between NC machine and remote data communication system using RS-232c, and (5) Software man-machine interface. This system may be applied for remote sensing of the status in Fms. To show the veridity of the developed system, several examples are illustrated.

  • It is a general tendency to digitalize the conventional relay based I&C systems in nuclear power plant. But, the digitalization of nuclear safety systems has many a difficulty to surmount. The typical on thing of many difficulties is the data communication problem between local controllers and systems. The network architecture built with LAN(Local Area Network) in digital systems of the other industries are general. But in case of nuclear safety systems many considerations in point of safety and license are required to implement it in the field. In this paper, some considerations for applying LAN in nuclear safety systems were reviewed.

  • Remote fault diagnosis and maintenance system using general telecommunication network is necessary for an effective fault diagnosis and higher productivity of NC machine tools. In order to monitor machine tool condition and diagnose alarm states due to electrical and mechanical faults, a remote data communication system for monitoring of NC machine fault diagnosis and status is developed. The developed system consists of (1) remote communication module among NC's and host PC using PSTN. (2) 8 channels analog data sensing module, (3) digital I/O module for control or NC machine, (4) communication module between NC machine and remote data communication system via RS-232C, and (5) software man-machine interface. Diagnostic monitoring results generated through a successive type inference engine are displayed in user-friendly graphics. The validity and reliability of the developed system is verified to be a powerful commercial version on a vertical machining center through a series of experiments.

  • Security of digital images attracts much attention recently, and many image encryption methods have been proposed. This paper proposed an image encryption methodology to hide the image information. The target data of it is the result from quantization in the wavelet domain. This method encrypts only part of the image data rather than the whole data of the original image. For ciphering the quantization index we use a novel image encryption Algorithm called BRIE(Bit Recirculation Image Encryption). which was proposed by J. C. Yen and J. I. Guo in 1999. According to a chaotic binary sequence generated by BRIE, the block which is produced by quantization index is cyclically shifted in the right or left direction. Finally, simulation results are included to demonstrate its effectiveness.

Error Rate Performance Variation by the Reception Phase Error in a Frequency-Selective Rayleigh Fading Channel Environment (주파수 선택성 레일리 페이딩 채널환경에서 수신 오차위상에 의한 오율 특성 변화)

  • In is well-known that system performance in the high speed digital radio communication system is usually deteriorted due to the frequency selective fading distortion. In this paper, bit error rate(BER) performance by the reception phase error in cellular mobile communication systems is derived and analyzed. The system is modeled as a frequency selective fast Rayleigh fading channel corrupted by additive white gaussian noise(AWGN) and co-channel interference(CCI). Our numerical results show that for the 24KBaud(48Kb/s) $\pi$/4-DQPSK operated at carrier frequency 800 MHz and C/I<20 dB, the BER will be dominated by CCI if the vehicular speed is below 100 Km/h. The results show that performance, when reception phase error is below $\pi$/12, is deterioreted less than 3 dB, and that performance, when reception phase error is above $\pi$/12, is degraded over 3 dB.

  • Deadbeat controlled PWM Inverter is realized. This PWM inverter performs the instantaneous control method which is based on the real-time digital feedback control and the microprocessor-based deadbeat control. For the deadbeat current controller, the system's order becomes a high order and increases computation delay time. Therefore, The delay tine produces current ripple. To minimize the current ripple, a new method based on deadbeat control theory for current regulation is proposed. It is constructed by a reduced-order state observer which predicts the output current in next sampling instant.

  • This study was carried out to design the optimal systems of diversified farming by the mathematical model developed. In order to achieve this goal, a computer program named DFSDINGP was developed by the nonlinear goal programming(NGP), and for testing its effectiveness, the optimal systems of diversified farming were designed for three regions surveyed and compared them with those of the conventional. DFSDINGP was programmed with FORTRAN 77 and it could handle the NGP problem having 25 independent variables and 75 constraint functions. The study results showed that the developed models and DFSDINGP could design the optimal systems of diversified farming satisfying two goals which are maximum agricultural income and maximum power inputs of agricultural machinery. The agricultural incomes and power inputs of farm machinery of the optimal systems were more than those of the conventional as much as 29-62% and 9-134%, respectively.

  • In this paper, a speech processor which is the most important part of the cochlear implant is developed, to recover auditory ability for the sensorineural disorders who have damaged for their inner ear. This system consists of the analog and digital signal processing part, of which functions is the pre-processing and the main processing, respectively. The main processing is peformed in DSP processor (TMS320C31-40) by using S/W. Because the program is used in this system, it is possible to cope with the individual status of the patients, very easily.

  • Low power consumption sensor network platform (sensor node) for sensor networking with IEEE 802.15.4 protocol was fabricated. The sensor node used ceramic bar type antenna for increasing RF signal performance and decreasing PCB size occupied by antenna. The communication range of the fabricated sensor node was about $20{\sim}30$ m in open environment with 915 MHz frequency bandwidth and well supported by Tiny OS. The sensor node have good connectivity with various external devices by RS-232, I2C, analogue and digital expansion board, hence, this sensor node can be applied to various applications in wireless sensor network and ubiquitous sensor network.
