A Study on the Application of the Tourist Attraction System Model and the Tourism Destination Region Design Model to Analyzing the Eastern Pusan Resort Master Plan (관광매력물시스템모형과 관광목적지역디자인모형을 응용한 동부산권관광단지개발계획안 분석에 관한 연구)

  • The purpose of this study is to suggest the analytical framework for a spatial structure of a tourism destination master plan by the two types of the tourism development models: Tourist attraction System Model and Tourism Destination Region Design Model. The resort development plan is introduced as a planning tool for regenerating the eastern Pusan regions, but the economic and environmental impacts and the sociocultural dilemma accompanied by the development should be fully considered before launching the business. The development plan announced currently is traced and examined in comparison with the upper-leveled and related plans. The Tourist Attraction System Model based on the systems theory is applied to the designated regions. The Tourism Destination Region Design Model then is applied for analyzing the components of each region on the master plan. The results of the findings suggest that the tourism destination plan is basically different from a general master plan on the physical comprehensive plan, the destination is recognized as a subsystem of the whole tourism system, and thus tourism destination plan is considered as a spatial arrangement of tourism facilities and the inter- and intra-circulation.

Development Guidelines of Environmental planning Indicators for Environmentally friendly Urban and Architectural Planning (친환경적 도시건축계획을 위한 환경계획지표개발의 방향)

  • Through the harmony of natural and artificial systems a city is composed of, the ecology-oriented urban planning seeks for qualitative improvements of a city on which our life is based. To enhance the ecology-oriented urban planning, the followings are suggested by a comparative analysis of Korea with Germany regarding the development process, the instruments, and the establishment of indicators for the planning. Firstly, though our national land development plan is closely connected with B-plan, it has little to do with the natural environment. Moreover, the natural environment plan of the Ministry of Environment is almost impossible to carry out in terms of urban construction work. For this reason, the instrument for dealing with the development and environment plan systems together as well as the completion of the current plan system is needed for the ecologically acceptable urban development in the long term. Secondly, in order to realize what is mentioned above in the concrete it seems to be desirable for the system and the instrument to be devised at the extent of B-plan. The regulations of the plan should have strong legal binding force and practicality as well. The element of ecology-oriented urban planning are (1) degree of independence and appropriate density, (2) conservation of natural elements such as soil, water, animals and plants etc., (3) energy saving in land use, (4) activation of B-plan and inducement of active participation of residents. Thirdly, it will be useful to develop various kinds of indicators for the environment plan provided in advance so that the ecology-oriented urban developments may be under control. It also should be taken into consideration that the indicators are supposed to be comprehensive, representative, and practical enough to make the most of at the early stage of drawing up a plan. The kinds of indicators which can be used in the ecology-oriented urban development include (1) soil, (2) water, (3) vegetation and plants, (4) animals, (5) climate, and (6) transportation.

Performance Appraisal of Total Maximum Daily Loads: Performance on Development/Reduction Plan and Water Quality Status of Unit Watershed (수질오염총량관리제의 성과평가: 개발/삭감계획의 이행실적 및 단위유역의 수질 현황)

  • This study was conducted to performance appraisal of Total Maximum Daily Loads (TMDLs), especially in terms of performance on development & reduction plan and water quality status of unit watershed. Because load allocations for pollution sources were predicted redundantly by uncertainty of prediction, TMDLs master plan has been frequently changed to acquire load allocation for local development. Therefore, It need to be developed more resonable prediction techniques of water pollution sources to preventing the frequent change. It is suggested that the reduction amount have to be distributed properly during the planning period. In other words, it has not to be concentrated on the specific year (especially final year of the planning period). The reason why, if the reduction amount concentrate on the final year of the planning period, allotment loading amount could not be achieved in some cases (e.g., insufficiency of budget, extension of construction duration). If the development plan was developed including uncertain developments, it is necessary to be developed reduction plan considered with them. However, some of the plans in the reduction plan could not be accomplished in some case. Because, it is not considered financial abilities of local governments. Consequently, development plan must be accomplished to avoid uncertain developments, and to consider financial assistance to support the implementation of effective plan. Water quality has been improved in many unit watersheds due to the TMDLs, especially in geum river and yeongsang/seomjin river.

  • In this study, we analyzed the impact of orographic and thermal forcing on the atmospheric flow field over the urban metropolitan areas on urban artificial buildings and future development plan. Several numerical experiments have been undertaken in order to clarify the impacts of the future development plan on urban area by analyzing practical urban ground conditions, we revealed that there were large differences in the meteorological differences in each case. The prognostic meteorological fields over complex areas of Seoul, Korea are generated by the PSU/NCAR mesoscale model(MM5). we carried out a comparative examination on the meteorological fields of topography and land-use that had building information and future development plan. A higher wind speed at daytimes tends to be forecasted when using new topography and land use data that have a high resolution with an appropriate limitation to the mixing height and the nocturnal boundary layer(NCB). During nighttime periods, since radiation cooling development is stronger after development plan, the decreased wind speed is often generated.

  • This study analysed the long-term plans of academic libraries to raise their usefulness at universities in Korea. Especially, this study focused the evaluation of strategic plans, and drew an evaluation guideline based on the evaluation methods of strategic plan of academic library in foreign countries. This study checked the long-term development plans of academic libraries in Korea, and evaluated how much the core elements of strategic plan are reflected in the long-term plans. As the result, it has come out that there are more characteristics of operation plans as routine services than those of strategic plan as long-term view which contributes to the development of libraries in the long-term plans of academic libraries in Korea.

  • The university must open the "School Development Plan and Specialization Plan" at the university allimi. The reason for this is the Special Act on the Disclosure of Information by Educational Institutions, enacted on May 25, 2007, and the Plan for Reform of University Reform announced by the Ministry of Education on Mar 28, 2014. Therefore, we examined the similarity and standardized model of the "School Development Plan and Specialization Plan" published by a total of 137 colleges. As a result of the study, only 17(12.4%) of the college produced information in two ways(school development and specialization), and the rest were not. The school development plan presented quantitative indicators such as world number one, The characterization plan presented qualitative indicators such as human. Based on this, standardized research procedures and conception are presented.

  • This study has been performed with the purpose of making Rural Village Development Project Landscape Plan in which landscape characteristics in rural villages are reflected so that landscape in the medium to long term shall be established and managed. The issue that has been brought up is that procedures of Rural Landscape Plan and Rural Village Development Project Landscape Plan have been focused on facilities. The study carries out resources survey in agriculture, daily life and history and culture to make Rural Village Development Project Landscape Plan in O-chon district. Through landscape evaluation map participated by local residents, landscape management areas which they can form and manage have been established. The study also suggests Projects and guidelines appropriate to management areas. The study has a different signification from the existing Rural Village Development Project Landscape Plan which is fundamentally devoted to specific projects. The study shows Landscape Plan in the medium to long term and suggests guidelines available to be used by residents.

A Study on Propriety Evaluation on Library Development Plan of the Ministry of Culture and Tourism with SMART Method (문화관광부의 도서관발전종합계획(2003-2011)에 대한 타당성 평가에 관한 연구)

  • This study regards the evaluation for the main contents of the 'Library Development Plan(2003-2011)' promoted by the Ministry of Culture and Tourism for the library development plan in Korea. SMART evaluation method was introduced for the evaluation of vision, objective, core project of library development plan. Following result was acquired as a result of the study. First. as a result of SMART vision, objective, core projects and main business of library development plan was presented to be 3.05, 3.09, 3.15 and 3.12 respectively. Thus, in the evaluation for components of development Plan, it was excellent in core projects. Second, as a result of SMART, concreteness, measurability, achievability, relevance and time frame of library development plan was presented to be 3.09. 2.99. 3.12. 3.24 and 3.10 respectively. Thus, in the evaluation components of development plan. it was excellent in relevance but it has been found that supplementary measures should be taken on measurability. Third, 'culture-oriented room with knowledge and information' was found to be superior to the 'information library with up-to-date technology' in evaluation of the objective. Fourth, 'substantiality in user service with the supplement of library contents' was excellent in evaluation of core projects but there is some problem with 'activation of library function through training and supplement of professional manpower.' Fifth. 'Enhancement in library information service' was presented to be excellent in evaluation of main business but there was problem in 'reinforcement in function of library for each location and type,' 'partnership of public-private enterprises' and 'promotion for book culture of the public' thus it need to be revised and supplemented hereafter.

Socio-ecological and Capital Evaluation on the Development Plan of Development-promoted Districts in Kyungpook Province, South Korea (개발촉진지구의 발전 계획에 대한 사회.환경.자본 관점에서의 평가)

  • The purpose of this study is to critically evaluate the DPD development plan of Kyungpook province, which was established in 1996 and slightly revised in 1997 in terms of a theoretical framework, fair distribution and ecological sustainability, and the feasibility of capital supply of the proposed plan. The early part of the proposed plan introduces various theories and approaches developed in regional (or local) development planning as a general after the 1970s. However, the theories and approaches mentioned are not used as a guideline to establish the DPD development plan of Kyungpook province as a historically developed particular place. Most of the plans were tourism-oriented and did not seriously take the local characteristics into account. All the DPDs of Kyungpook province are located in the upper parts of the Nakdong River basin. So those regions are ecologically vulnerable. But a lot of problems remain concerning the environmental impacts of the proposed development plan. In terms of fair distribution and ecological sustainability, it seems that the DPD development plan was routinely made by a handful of professors and administrators, based on a standard format of regional (or local) development as a genera]. Finally, capital is the key factor for successfully implementing the DPD development plan. It came from the national and local government and private investors. The government have generally financed the construction of infrastructures, not profit-oriented projects such as tourism and resort businesses. However, the feasibility of private capital was not carefully examined in the plan.

  • What are main contents of Balanced National Development Five Years Plan? We will study for contents and policies of the plan's six themes. Six themes of the plan are the drive strategy, the rearing of the worldwide progressive cluster, the local promotion in the strategic industry, the formation of the square national circulation road network, the consolidation of the metropolitan area and the independent drop-out region, and the fund and raising plan. And especially, we will study the details of the national land-structure network formation.
