  • In many parts of the world, low cost housing used to be built and maintained by the governments, based on designs and detail specifications prepared by the public sector with construction carried out by contractors. Results vary due to differences in design standards, workmanship and property management, depending also on the neighbourhood's care of the estates and their pattern of usage. In the UK, where Private Finance Initiative (PFI) has been used for infrastructure projects, there have been successful cases of city estate being transformed by PFI. These PFI housing schemes involve new-build, refurbishment as well as facility management. Unlike traditional construction, which is based on prescriptive specifications, PFI housing is based on output specifications. A study has been undertaken to compare the two specification approaches as they are applied to housing estate. Results are enlightening and serve as good reference to cities such as Hong Kong SAR and Singapore, where public housing provisions have been a major concern of their citizens as the building stock gets older.

Analysis of Form and Space Changes in Design Process of Free-form Architecture of Culture-Related Facilities in South Korea

  • This research investigates the design process of free-form architecture to understand the design strategy and changing factors during the development phase and the cause for them. It is aimed to foresee the changing factors from the design process and to reduce design changes. It analyzes the design changes of free-form architecture based on projects with finalized documentation or under construction in South Korea. Many free-form shapes of the free-form architectures have to be adjusted to rigid-form in order to satisfy function and be economical to build. The research finds three patterns in design changes. First, from the factors for design changes: function, constructability, design, program add/subtract, efficiency, circulation; Function and Constructability are the higher factors compared with the rest. The two are the design changes suitable for actual usage and cost savings. Second, each project has different predominant factors for design changes as the degree of free-form is different. Contrary to initial expectation, the greater the degrees of free-form of the competition scheme, the higher the rate of Function among the factors for design changes. Constructability is higher when the degree of the free-form is less than others. It means that the lower the degree of the free-form, the more properly planned the space of the building is. Last, Constructability of free-form architecture is considered during the earlier design phase than definite-form, one by which the design changes by comparing 'Before fixed Space Program' (BSP) and 'After fixed Space Program' (ASP) design changes. The research would be helpful as a reference for setting up competition guidelines to reduce trial and error during the design process.

Architectural Work Cost Rate Analysis of Elementary, Middle, and High School Delivered by BTL (초·중등학교 민간투자사업(BTL)의 건축공사비의 공종별 비율 분석)

  • The accurate estimation of construction cost is critical for effective budgeting and financing of the project. Accurate estimates also allow for informed decisions when considering the responsiveness of bids or proposals and for a contractor to better monitor construction progress. However, current method for construction cost of the public educational facility uses a basic criteria in Korea, e.g, construction cost per unit floor area. Therefore, the purpose of this study is to examine present architectural work cost rate of elementary, middle, and high school delivered by BTL(Build-Transfer-Lease). We examined real construction cost of educational facility according to level of school, such as elementary, middle, and high school. The examination revealed that unit price of BTL educational construction cost are different to the level of school, but the composing rate of architectural work cost of the educational facility are very similar. As a result, it is recommended that future researches are initiated to create specific methods to support the accurate cost estimation of educational facility.

  • Currently, different medical institutions have been carrying out the e-healthcare system project. The system includes electronic medical record and prescription delivery system, and, the Medical Treatment law permits electronic signature for medical record management, which reduced the relevant costs and enabled sharing medical record. And medical solution using online certificates is expanding its application. In that light, the role of certificates became more important than ever. However, in contrast to active effort made to manage personal certificates, certificates related to medical solutions and other types of work are not being managed properly. Most work-related certificates are saved in office computers, which makes them vulnerable to various security threats. Although certificate servers can be used as a solution to this problem, hospitals must build the server separately and, therefore, small and medium-size hospitals can be reluctant to bear the burden. This study proposed a way to design and implement an effective and secure certificate management system by save the certificate file as a BLOB, using existing resources without needing to build a separate certificate server, at minimized costs.

Estimation of Design Population and Design Wastewater Flow Rate for the BTO Project of Wastewater Treatment Facilities (하수종말처리시설 민간투자사업을 위한 계획 인구 및 계획 하수량 추정)

  • A novel method was suggested for the estimation of design population and design wastewater flow rate in fishing and agrarian village. Even though the population was decreasing continuously in this area, the design population was considered as constant with the passage of the time in conventional methods. And although the portion of groundwater uses was pretty high, the design wastewater flow rate was determined by the supply amount of tap water. Consequently, the design population and the design wastewater flow rate were overestimated. To prevent these overestimates, the design population was predicted to decrease gradually using the population trends from Korea National Statistical Office, and the design wastewater flow rate was determined using the way that the supply amount of tap water was applied in developed areas and the supply amount of groundwater was used in undeveloped areas.

An Earthwork Districting Model for Large Construction Projects (단지공사의 토공구획 계획 모델)

  • Earthwork in a large construction project such as a land development generally costs 20-30% of the total cost. The earthmoving process, comprising of four repetitive tasks: loading, hauling, unloading, returning, is quite simple and it does not need delicate or advanced techniques. Therefore, earthmoving earthwork planning can heavily affect the cost and time., and Even a slight deviation from the plan can increase or decrease the cost and time. This study presents a planning model that minimizes average haul distance in a large complex construction project. Based on earthwork planning, practitioners' heuristics, a districting algorithm and Simulated Annealing algorithm were employed to build the model. Districting algorithm plays a role that divides in dividing an earthmoving area into several sections. Simulated annealing provides a function that decides whether a new generated solution is confident. Finally, the proposed model was applied to a real earthmoving project of a large land development. It was found that the model showed approximately 14% improvement in average hauling distance compared to the actual design plan.

Improvement of Procedures on Design Deliberation System for Turnkey and Alternative-Design Contracts (턴키.대안입찰 설계심의 및 평가제도의 개선방안)

  • Turnkey and alternative-design contracts was introduced operation in the country from january 2004 to February 2010. this was introduced operation. The selecting method of contractor for turnkey projects has being operated by an open forum type that consists of technical committee and appraisal committee in an integrated design approach deliberations. But to improve the operation of the problems, the government is operating design review committee consisting of the central, local and special design advisory committee in march 2010. But this system has also been suggested as still problems, too many contracts by large companies, increasing of design cost and excessive competition. This study is intended to contribute that turnkey and alternative-design contracts can be well operated in domestic construction markets. In this paper suggests some improvement methods and operational problems caused from application of an open forum type for selecting contractor of turnkey project.

Post Occupancy Evaluation of the Central Hospital in Quang Nam Province of Vietnam Funded by Korean ODA (ODA 지원 베트남 중부 꽝남성 종합병원의 거주후 평가)

  • Purpose: This is the ex-post evaluation on "the Central General Hospital in Quang Nam Province in Vietnam" funded by Korean ODA. Through this evaluation, this study tries to explore useful ways to improve the effectiveness of Korean ODA projects related to hospital establishment. Methods: Field survey and analysis of questionaire to the staffs and patients of Quang Nam Province General Hospital were conducted twice in 2012 and 2014 after the completion of the Hospital. Two sets of surveys and questionaire outcomes have been comparatively analysed by statistics in order to seek the trend of satisfaction level of hospital users and find out the improvement way in hospital design and construction. Results: The satisfaction level on the hospital was relatively high and that of 2014 is higher than that of 2012. The satisfaction level of the users was recorded in Likert 5 scales. Continuous facility complement and maintenance is considered as the main contributor in increasing the satisfaction level of users. As far as the satisfaction level of outpatient is concerned, that of 2012 was recorded as 3.65 and that of 2014 was 4.05. In case of inpatient, the satisfaction level on the hospital in 2012 was 3.76, and 4.06 in 2014. Implications: In overseas hospital projects, proper hospital project management system including medical service plan, strategic plan, brief, design & construction and maintenance have to be put together effectively and efficiently for the success of the hospital project. At the same time local climate, culture, building material and local code have to be considered in order to build sustainable hospital.

A Study on the Partnership Conflict of Damyang Samdari Village Using the Grounded Theory - For Damyang Samdari Village, No.4 National Important Agriculture Heritage - (근거이론을 활용한 담양 삼다리마을 지역주민의 파트너십 갈등 연구 - 국가중요농업유산 제 4호, 담양 대나무밭을 중심으로 -)

  • The purpose of this study is to identify the conflict between residents and governments in partnership arising from the designation of National Important Agricultural Heritage for Damyang Samdari village and to suggest directions for improvement. To this end, residents of Samdari Village in Damyang, designated as an important national agricultural heritage, were interviewed. Interviews were analyzed through grounded theory, categorized into open coding, axial coding, and selective coding, and a paradigm model was constructed. Through this, the central phenomena of resident participation patterns currently appearing in the village were identified, and causal, contextual, and intervening conditions were analyzed. Causal conditions were analyzed as one-sided administrative treatment, assortment matching project, one-time plan, excessive dependence of residents and economic damages of residents at the beginning of the designation of national important agricultural heritage. As a result, conflict between residents and local governments occurred as a central phenomenon, and contextual conditions such as decline in the competitive of bamboo resources and frequent change in managers were also affecting the central phenomenon. As intervening conditions to alleviate the central phenomenon, there are local government's purchase of bamboo fields and fragmentary business effects. The action taken by the residents and officials in response to a fixed conflict is called an action-interaction strategy. Residents refused to change and settled in reality, and local governments avoided conflict. From the beginning of the designation to the present, the villagers gradually lost interest in the National Important Agricultural Heritage due to problems and conflicts that occurred in the process of forming a partnership in the National Important Agricultural Heritage project. Based on the analyzed model, a plan to build the partnership standards on Damyang bamboo field to secure the sustainability of the field and increase the practicality of resident participation, that is partnership, was suggested.

Analysis of Networks among Design Engineers Using Product Data Objects (제품자료 객체를 이용한 설계자 네트워크 분석)

  • This study proposes a methodology to analyse social networks among participating design engineers during product development projects. The proposed methodology enables product development managers or the participating design engineers to make a proper decision on product development considering the performance of participating design engineers. It considers a product development environment where an integrated product data management (PDM) system manages the product development data and associated product development processes consistently in its database, and all the design engineers share the product development data in the PDM database for their activities in the product development project. It provides a novel approach to build social networks among design engineers from an operational product development data in the PDM database without surveys or monitoring participating engineers. It automatically generates social networks among the design engineers from the product data and relationships specified by the participants during the design activities. It allows analysts to gather operational data for their analysis without additional efforts for understanding complex and unstructured product development processes. This study also provides a set of measures to evaluate the social networks. It will show the role and efficiency of each design engineers in the social network. To show the feasibility of the approach, it suggests an architecture of social network analysis (SNA) system and implemented it with a research-purpose PDM system and R, a statistical software system. A product configuration management process with synthetical example data is applied to the SNA system and it shows that the approach enables analysts to evaluate current position of design engineers in their social networks.
