Today's dynamic competitiveness requires an organization to improve its performance measurement and management. Quality Management Systems (QMS) abound, the main ones being: ISO series, Malcolm Baldridge National Quality Award (MBNQA), European Forum for Quality Management (EFQM), Six Sigma Business Scorecard and the Balanced Scorecard. Based on the literature, the IPMMM (Integrated Performance Measurement and Management Model) identified 7 key synthesized factors: leadership, strategy management and policy, customer and market, learning and growth, partnership and resources, internal processes and business results that are employed to investigate the key performance indicators of a car assembler using the Delphi methodology. In the 2 rounds of Delphi panels consisting of 20 senior management personnel, the $1^{st}$ round of 198 indicators in the IPMMM yielded 90 indicators. The $2^{nd}$ round yielded 43 performance indicators with 18 rated as critical based on the % assigned in the $1^{st}$ and $2^{nd}$ priority rating of "very important factor" and "key performance indicator" that must be ranked high on both of the priorities. The very critical indicators appeared to be: defect percentage and first time capability (tie in $1^{st}$ place) and revenue, goal setting, customer satisfaction index, on-time delivery, brand image, return on investment, Claim Occurrence Ratio, and debt being ranked from $3^{rd}$ to $10^{th}$. It can be surmised that an organization can identify and develop an appropriate set of performance indicators through the Delphi methodology and implement and manage them based on the Balanced Scorecard.

The goal of this research paper is to respond to changing paradigms in urban planning and derive requirements needed for urban archiving for the purpose of urban growth. In this research, the Delphi research method was used twice on experts on urban archiving in order to derive areas and required elements of urban archiving. Moreover, each area and elements were formalized and categorized. The results of this research is as follows. In the 1st Delphi research, 6 areas (natural environment, liberal arts environment, historical and cultural environments, social and educational environment, industrial and economic environment, transportation and communication environment), a total of 62 elements. In the 2nd Delphi research, six areas, a total of 32 elements.

This research presents an analysis of some of the occupations associated with Korea‘s national strategic industries. Therefore, the objectives of this paper can be summarized as follows: By classifying existing occupations and identifying potential future ones, this paper will strive to present a systematic analysis of environmental related occupations. In order to achieve the objectives of this research, related literature was examined, a Delphi Survey was conducted. In order to select potential future occupations, this research used a qualitative method that involved interviews with specialists. More specifically, a Delphi Survey was used to collect the specialists' opinions. The potential occupations were selected using a three-prong procedure involving an analysis of related literature and materials, a Delphi Survey, as well the holding of conferences with specialists and visits to those in the actual field. Through this process, 33 different potential future occupations were selected.

Purpose: This study provides an overview of the Product Liability Act which was revised in 2017 and took effect in 2018. It analyzes the effects of the revised Act on corporate management from internal and external perspectives to present coping strategies so that companies can synthetically respond to such effects. Methods: In order to achieve the purpose of this study, experts like companies, academia, governmental institutions, and consultants were invited, and Delphi techniques were applied to derive means, standard deviations, and Content Validity Ratio. Results: In this study, based on two expert questionnaire surveys, strengths and weaknesses of the internal environment of companies and opportunities and threats of the external environment were derived, followed by provision of S/O, W/O, S/T, and W/T strategies. Conclusion: To fundamentally remove the causes of accidents on their products, the relevant companies should strengthen the activities to increase product safety. They shall cooperate with suppliers to arrange the measures to speedily secure safety of consumers.

Purpose: The purpose of this study was to develop content for safety education to prevent hospital safety accidents among hospitalized children and to investigate the status of safety education performed by nurses. Methods: First, the Delphi method was used, with 18 experts, to develop educational contents for preventing safety accidents. Second, an exploratory survey was performed of the actual status of safety education for preventing safety accidents among hospitalized children using a questionnaire developed based on the Delphi method. The participants of this study were 159 nurses with at least 6 months of work experience. Results: The educational content developed through the Delphi method for preventing safety accidents among hospitalized children contained seven domains (falls, injury, electric shocks/burns, suffocation/aspiration, poisoning/abuse, kidnapping, medical devices) with 44 topics. The item mean of nurses'perceptions of the importance of child safety education was 4.18, and the actual performance score was 3.72, which was a statistically significant difference (t=11.58, p<.001). Conclusion: These seven comprehensive domains of accident prevention education for hospitalized children are expected to be useful for interventions to support the safety of hospitalized children.

Objectives: The purpose of this study is to introduce the procedures and methods for mission and vision development at a College of Korean Medicine (CKM), which established its mission and vision using Delphi techniques and big data analysis on various members and stakeholders. Methods: A total of 754 participated in the Delphi survey. A Delphi survey was conducted with professors, students, parents, and alumni stakeholders to establish Daegu Haany University CKM's mission and vision. The data were analyzed through content analysis and big data analysis of keywords. Results: As a result of the study, the most important keywords to be included in the mission and vision were "professionalism" and "morality." Included in the mission were the concepts of "morality" and "professionalism," which were emphasized by the four groups. All surveyed stakeholders regarded "scientific," and "global" as important themes to be included in the vision. Conclusions: The present study confirmed that there were themes commonly prioritized by all stakeholders for college mission and vision, and a difference in demand for educational goals between professors and students was also affirmed. Therefore, institutions of higher learning should develop their mission and vision by appropriately reflecting the needs of the interest groups.

We provide a set of information on technologies in the area of mechanical engineering to draw meaningful action plans for the internationalization of National R&D activities. In this study, we employed a modified Delphi method to evaluate levels of our technoligical capabilities and developed countries' as well. We investigate technology acquistion methodologies, technology charcteristics and various aspects of interna- tional cooperation in terms of technology. Then, we analyzed final responses of participants(i.e., the third round results of Delphi method) to see the correlation among various factors in developing mechanical engineeing technologies through international cooperation. The technology classification used in this research was devel- oped by STEPI(Science and Technology Policy Institute). In conclusion, our mechanical engineering technology is investigated to be below the middle level stage of technology(i.e., the stage of digesting acquired technologies) except the shipbuilding equipments technology which is evaluated to be on the top level stage of technology.

Objectives: This study aimed to design a CRA questionnaire specifically for Korean children and adolescents based on the results of two Delphi survey completed by dental professionals. Methods: Based on the CAMBRA^® CRA tool, updated in 2019, we constructed a questionnaire on the oral environment and behavior of children and adolescents. Then, the CVR and I-CVI were evaluated using the results of the first and second Delphi surveys involving 20 professionals. Results: After the first Delphi survey, six items were considered invalid because their CVR and I-CVI were below the recommended values of 0.42 and 0.78, respectively. After receiving feedback from the professional panels, nine items were removed. In the second Delphi survey, the questionnaire contained a total of 21 items, all of which showed good CVR and I-CVI. After modifications based on the opinions of professional panels, the questionnaire was finalized to have 21 questions. Conclusions: The finalized questionnaire with 21 items, based on the opinions of professional panels, showed excellent CVR and I-CVI for all the items. Structured programs with updated guidelines must be developed for Korean children and adolescents in further studies.

Most of the software development projects bear risks that need analysis and management. Risk management plays a critical role for the success of software project management. In this study, we have used delphi method to delineate critical risk factors. The study pulls out 20 project risk factors from 21 project managers. It is certainly clear that certain features are more risky than others. Our study shows that unrealistic cost estimation and changes in scope and objective are more risky than other features.
