Service Delivery in Urban Local Authorities: A Literature Review Paper

  • Purpose: This paper provides a literature review of both qualitative and quantitative research on service delivery in urban local authorities as portrayed in literature and offers more insight into the concept thereby developing and facilitating an improved understanding of service delivery and proffering strategies for improving service delivery in urban local authorities. Research design, data and methodology: The study adopted a desktop research methodology. Empirical and theoretical research and articles which are relevant to service delivery in urban local authorities are reviewed and analysed. Only secondary information gathered through those articles and research is used to analyse and build literature review on service delivery in urban local authorities. Results: a literature review of both qualitative and quantitative research on service delivery in urban local authorities as portrayed in literature proffering strategies for improving service delivery in urban local authorities. Conclusions: It is evident that service delivery is an area which needs more attention, especially in developing countries. The service delivery environment is also changing rapidly, calling for strategies to match such changes. This paper facilitates an improved understanding of service delivery, proffering strategies for improving service delivery in urban local authorities. These strategies are essential in improving service delivery challenges.

The Third-Party Logistics Provider's Preference on Home Delivery Company (제3자물류업체의 택배사 선호에 관한 연구)

  • Third Party Logistics (TPL) providers offer outsourced logistics services to companies for part or sometimes all of their supply chain management. Although TPL market is increasing rapidly and drawing much attention from various aspects, it is not easy to find the researches dealing with relations between TPL providers and home delivery companies dealing with small-sized cargo. This study focused on service dimensions which TPL providers consider when they choose a home delivery company. In this paper, we found five factors of service dimensions including delivery charge, logistics management shills, partnership, and then investigated which dimensions affect TPL providers' preference. In addition, we showed that the logistics management skills are more important than the delivery charge which has commonly been considered the most important factor. This study offers managerial insights on TPL providers' prefer once which we can hardly find in theoretical and practical perspective.

Sanitation Management Practices of Food Delivery Companies that Supply Food to School Foodsevice establishments (학교급식 식재료 유통업체의 위생관리 실태)

  • We evaluated the sanitation management practices in food delivery companies that supply food and food ingredients to school food-service establishments. We examined the practices 38 food delivery companies located in the Daegu and Gyeongbuk areas of Korea. Sanitation management practices were self-evaluated using a Likert 5-point scale. The total mean score for delivery company sanitation performance was 4.45. Scores for perceived sanitation management performance of the delivery companies were: food ingredient storage and management (4.47); delivery worker (4.47); and management of delivery van (4.38). The personal hygiene score was significantly higher than those of other sanitation inspection items evaluated (p<0.05). Delivery company managers believed that their sanitation management programs kept food hygienically and that the food was delivered to a high level of safety and at optimal quality. However, the managers thought that food quality standardization was needed to ensure transparency in delivery. Food delivery companies wish to obtain sanitation and supply certifications if they meet certain criteria.

  • Performance measures play a critical role in formulating mail delivery strategies and evaluating actual results. Nevertheless, the existing method and corresponding system to determine the standard workloads of mailmen is developed without careful consideration of real delivery environments and various requirements of mailmen. Hence, the current system is insufficient for optimal management of workloads and shows substantial gaps when compared to the results of actual work-site. This study considers how to improve the current workload management system of mailmen. We first performed the as-is analysis of the mail delivery service and then developed a prototype of advanced delivery workload management system. The to-be system consists of five subsystems which can be grouped into three categories; master data management, workloads management, performance analysis. Our results can be a valuable guide for the development of real system for measuring and balancing the workloads of mailmen.

  • Door to door service is a typical method for individual parcel deliveries. In the current delivery information system, a delivery person manually inputs the information of many delivery results, which causes inefficiency and difficulties of tracking deliveries. This study suggests an enhanced delivery information system which has the following two characteristics. Firstly, a tagged RFID(Radio Frequency Identification) transmits the delivery result information to the main server by just collecting RFID at a place of destination. Secondly, with the characteristics of rewritable method, the collected RFID is to be input new information and tagged to other parcels.

  • In order to determine home delivery service routes, conditions specified for each parcel such as customer-assigned delivery times and parcel contents should be considered, so the conventional route search algorithms have some limits to be applied for home delivery services. In this study, a multi-purpose route searching algorithm is suggested in order to deal with every requirement of deliveries that vary in delivery distances, contents and appointed times. A simulation study to verify the performances of the system with example data of Seoul and Kyungki provinces shows that it significantly improves the customer satisfaction and the productivity of delivery businesses.

  • This paper discusses the strategic concepts applied to integrated delivery system(IDS). IDS is rooted in vertical integration(VI) and strategic alliance(SA), but only few knows about the theoretical backbone of the IDS. The paper explains how VI and SA applies to IDS, then provides cases of IDS rooted in strategic concepts; Kaiser Permanante Model, Mayo Clinic Model, and ACO(Accountable Care Organizations). Finally the paper provides the implication of IDS on Korean healthcare delivery system.

  • Recently, much attention has been increasingly paid to the efficiency of the delivery system in order to manage construction project in a smooth and effective way. The integrated plan in consideration of the life cycle of building is required for the effective and integrated management of information in a huge amount. To this end, collaboration between each field is indispensable from the beginning of project. But there is a limitation that the designer and the constructor sign the contract separately in the conventional delivery system. In the US, the recent trend is that the Integrated Project Delivery (IPD) has been introduced to improve the effectiveness of project management in an increasing number of the cases where project is implemented by utilizing the IPD. In Korea, there is also an increasing need to introduce the IPD for the integrated project management. Consequently, the purpose of this study is to examine and analyze the laws and the contracts that are applied to domestic cases of placing order and signing contract based on the concept and principle of the IPD before the actual introduction of the IPD. Based on such examination and analysis, this study intends to figure out the constraints to the introduction of the IPD. It is expected that the results of this study will be used as basic data for IPD-related study in the future.

Integrating GIS, GPS, and Optimization Technologies for Pick-up/Delivery Service (소포 집배송 서비스를 위한 GIS, GPS 및 최적화 기술의 통합)

  • In this paper, we describe an intelligent monitoring and control system for pick-up/delivery service. This system applies geographical information system(GIS), global positioning system(GPS) and wireless communication technologies for managing pick-up/delivery operations more effectively. It consists of three subsystems, pick-up/delivery sequence planning system, pick-up/delivery monitoring system, and PDA execution system. Pick-up/delivery sequence planning system generates routes and schedules for pick-up/delivery using GIS and optimization techniques. Pick-up/delivery monitoring system monitors current positions of vehicles and actual pick-up/delivery results as compared with planned routes and visit times, while PDA execution system transmits information for vehicles positions and actual pick-up/delivery results using GPS and wireless communication technologies. The intelligent monitoring and control system is currently being used for the pick-up parcel service in a local post office of Korea Post.

A Decision Support System for Delivery Policies at an Internet Shopping Mall (인터넷 종합 쇼핑몰에서의 배송정책 의사결정지원시스템)

  • This paper presents a decision support system (DSS) for selecting the best delivery policy at an internet general shopping mall with its own distribution center and many outside enterprises linked up with the mall. The DSS provides the decision maker with the performance information of three delivery policies (individual delivery, collective delivery, mixed delivery) for the given service level, customer order pattern, direct/indirect delivery ratio, unit costs of various delivery modes, upper level of goods characteristic index for collective delivery poller, etc. Furthermore, the DSS allows the decision maker to perform the sensitivity analyses of three delivery policies for their major parameters and unit costs of delivery modes. The DSS is developed with AweSim simulation 1anguage and Visual Basic programming 1anguage.
