Development of the Railroad Geotechnical Information Management System using Web GIS (Web GIS를 이용한 철도 지반정보 관리프로그램의 개발)

  • The purpose of this study was to develop railroad geotechnical management system using Web GIS and the DB used in system included railroad informations and digital maps. Digital maps are primarily based on a topographical map(NGIS, 1:5000) and by adding digital maps(KRRI, 1:5000) and their spatial database system to NGI code layer, the management system was developed. The system was connected to geotechnical database already developed. The system was able to separate three parts which were layer choice, geotechnical information view and geotechnical analysis and it was possible to save geotechnical and spatial informations using ZEUS DB simultaneously. ZEUS/X was used for usefulness of GIS operation and by offering GUI, user interface for facility was achieved. Geotechnical and spatial informations in this system will provide basic data for plans, design and construction of railway lines in practical use.

A Study on the New Management System Considering Shadow IT (Shadow IT를 고려한 새로운 관리체계 도입에 관한 연구)

  • In a dynamic IT environment, employees often utilize external IT resources to work more efficiently and flexibly. However, the use of external IT resources beyond its control may cause difficulties in the company. This is known as "Shadow IT." In spite of efficiency gains or cost savings, Shadow IT presents problems for companies such as the outflow of enterprise data. To address these problems, appropriate measures are required to maintain a balance between flexibility and control. Therefore, in this study, we developed a new information security management system called AIIMS (Advanced IT service & Information security Management System) and the Shadow IT Evaluation Model. The proposed model reflects a Shadow IT's attributes such as innovativeness, effectiveness, and ripple effect. AIIMS consists of five fields: current analysis; Shadow IT management plans; management process; education and training; and internal audit. There are additional management items and sub-items within these five fields. Using AIIMS, we expect to not only mitigate the potential risks of Shadow IT but also create successful business outcomes. Now is the time to draw to the Light in the Shadow IT.

Top Management Team Heterogeneity, Interaction and Organizational Performance in Korean Hospitals (최고경영자 팀이 의료기관의 성과에 미치는 영향)

  • This study empirically analyzed the effects of the Top Management Team (TMT) on organizational performance. We verified whether the age heterogeneity, job heterogeneity (core career, core function and major), and process (communication and integration) of the TMT affect organizational performance (management performance and healthcare service quality evaluation level). We collected data about 473 members of the 2006 TMT in 81 medical institutions. We also utilized statistics of organizational performance from the Ministry for Health, Welfare and Family Affairs and the Korean Institute of Hospital Management. Results of the study showed that the age heterogeneity of TMT exerted a negative effect on the healthcare service quality evaluation level, while the process exerted a positive effect. However, the age heterogeneity, job heterogeneity, and process had no influence on management performance. We discussed the implications of such outcome of the investigation in comparison with the former studies on TMT and organizational performance, and presented its restrictions and future plans.

A Study on the Army Tactical C4I System Information Security Plan for Future Information Warfare (미래 정보전에 대비한 육군전술지휘정보체계(C4I) 정보보호대책 연구)

  • This study aims to analyze actual conditions of the present national defense information network operation, the structure and management of the system, communication lines, security equipments for the lines, the management of network and software, stored data and transferred data and even general vulnerable factors of our army tactical C4I system. Out of them, by carrying out an extensive analysis of the army tactical C4I system, likely to be the core of future information warfare, this study suggested plans adaptive to better information security, based on the vulnerable factors provided. Firstly, by suggesting various information security factor technologies, such as VPN (virtual private network), IPDS (intrusion prevention & detection system) and firewall system against virus and malicious software as well as security operation systems and validation programs, this study provided plans to improve the network, hardware (computer security), communication lines (communication security). Secondly, to prepare against hacking warfare which has been a social issue recently, this study suggested plans to establish countermeasures to increase the efficiency of the army tactical C4I system by investigating possible threats through an analysis of hacking techniques. Thirdly, to establish a more rational and efficient national defense information security system, this study provided a foundation by suggesting several priority factors, such as information security-related institutions and regulations and organization alignment and supplementation. On the basis of the results above, this study came to the following conclusion. To establish a successful information security system, it is essential to compose and operate an efficient 'Integrated Security System' that can detect and promptly cope with intrusion behaviors in real time through various different-type security systems and sustain the component information properly by analyzing intrusion-related information.

  • Development of air navigation and avionics technologies led to solve the problems that conventional ATM system had. The International Civil Aviation Organization developed the Aviation System Block Upgrades (ASBU) initiative in order to harmonize global ATM planning and technology upgrades and urged to implement the recommendations for the member States. The ASBUs provide the road map to assist air navigation service providers in the development of their individual strategic plans and investment decisions. In this paper, the operational concepts in 2 performance improvement areas, Airport Operations and Globally Interoperable System and Data in ASBUs, have been summarized. In Airport Operations area the new management technologies and required systems are presented for optimizing the traffic flow in airport area and terminal airspace. Data format standards and required systems presented for information integration and usage of the new system under Globally Interoperable System and Data area.

Residents′ Attitudes toward Multi-Family Housing Management and their Intention to Participate (거주자의 공동주택관리 업무에 대한 인식과 관리참여 의사)

  • The purpose of this study was to examine the residents' opinions on the degree of importance, and satisfaction with, the managerial service of multi-family housing. Residents' participation in managerial activities was also examined, because residents' opinions should be taken into serious consideration in order to improve the efficiency of housing management. Research methods used in this study were survey, field study, and content analysis of professionals' opinions. Survey data of 520 residents who live in multi-family housing were analyzed by means, frequencies, correlation, chi-square tests, t-tests, one-way ANOVA, post-hoc estimation (Scheffee test), and regression. The major findings of this study were as follows: First, many residents were dissatisfied with the quality of managerial service, but they thought that managerial services were very important. For example, they thought that safety inspection of the playground was very important, yet the current level of service was not satisfactory. Second, the characteristics of residents that determined the degree of residential satisfaction were income the location of the residence, and degree of participation in the community events. Third, the residents generally did not want to participate in the managerial services and community programs through such activities as participation in resident committee. In order to improve the housing management efficiency, residents' participation is critical. Some participants in this study pointed out that the details of management service and future plans need to be made public. New management models need to be developed to promote residents' participation and increase their satisfaction in the management.

Application of Methods of Management Science in Care Process Management (의료프로세스 관리에 경영과학적 접근방법의 응용)

  • In a situation where competition becomes intense, health care organizations constantly strive to provide more services with given personnel and time. While not only the 'quantity' of the services but also the 'quality' becomes increasingly important, various problems that can occur during the 'process' of service provision can be effectively managed by applying the methods of management science. In this study, we introduce the cases where the methods of management science can be applied for the management of health care organizations in Korea and abroad. There are many cases where various scenarios for improving the patients' accessibility to the services and for maximizing the efficient use of limited resources are established, and simulation or basic statistical analysis methods are used to solve the problems more systematically or to develop improvement plans. In this study, several exemplary cases, such as no-show of patients, crowding in the emergency room, prediction of the number of available beds in the intensive care units, nurse scheduling, delay of arrival of patients, and ordering of the proper amount of therapeutic materials, are introduced and discussed. From the perspective of administrators or clinicians, however, it may not be easy to master the methodology that requires considerable mathematical background or apply the theories to practice directly. Therefore, it is suggested that more practical and relatively simple analytical methods should be applied. Also, having a more positive attitude toward improving the current performance (e.g., a belief that 'we can always be better than now'), and paying attention to improving the job satisfaction by addressing problems, with experimental spirit and data-driven decision management.

A Study on the Factors of Safety Competency Enhancement Education Influencing the Improvement of the Professionalism of the Supervisor of Public Institution Management Supervisor (공공기관 관리감독자 전문성 향상에 영향을 미치는 안전역량강화교육 요인에 관한 연구)

  • This study analyzed effective capacity building education plans for public institution management supervisors. A survey was conducted on 635 management supervisors of public institutions (99 institutions) subject to the safety management rating system to understand the characteristics of educational participants and the impact of educational satisfaction on professionalism improvement after capacity building education. As a result of statistical analysis, the professional improvement according to the affiliation of educational participants was higher in the workplace and construction site divisions than in the research facility division, and the professional improvement according to the working period was higher for more than 15 years than for less than 5 years and less than 15 years. In addition, the quality of education had a significant positive (+) effect on the degree of professional improvement. This study can be used as basic data for further research related to capacity building education for public institution management supervisors

Evaluation of Water Quality Characteristics and Ecosystem Health of Yongpung Reservoir, Korea

  • Objectives: The Yongpung reservoir in Korea is a crucial facility that supplies water to farms in its surrounding $2km^2$ area. However, its water quality is not suited to the needs of current residents who wish for the availability of environmentally friendly agricultural products and desire to use the waterfront area. The aim of this research was to evaluate the reservoir's fish and benthic macroinvertebrate distributions and determine its water quality and the heavy metal content in its sediment. This basic data can be used to establish environmentally protective plans for the Yongpung reservoir. Methods: Six sites were selected for analysis in this investigation. Three points (YP-1, YP-2, and YP-3) were evaluated for water quality and metal content in sediments; they were located upstream, midstream, and downstream of the reservoir. Samplings of the fish and benthic macroinvertebrate populations were performed at three other sites: St. 1, St. 2, and St. 3. Results: Based on chemical oxygen demand (COD) and total nitrogen (T-N) data, the quality of the Yongpung reservoir water corresponds to Class VI (very poor) according to Korea's lake environmental standards. The lead levels measured in the sediment at the midstream and downstream points of the reservoir were 76.7 and 72.7 mg/kg, respectively, while 8 orders, 15 families, and 16 species of benthic macroinvertebrates were identified in the reservoir. The ecological score of the benthic macroinvertebrate community (ESB) was between 8 and 23, denoting poor to very poor environmental conditions. Further, 4 families and 7 species of fish were identified in the reservoir, with Cyprinidae accounting for 94.3% of all observed freshwater fish. Conclusion: Based on these findings, we conclude that management plans, including the removal of lead from the sediment, are necessary to improve the quality of the agricultural water in this reservoir. The T. japonica, which cover almost 30% of the water area, must also be removed.

  • This study examined service failure and recovery of domestic ethnic food restaurants based on a model of the repercussions of service failure dealing with seriousness and control and the cause-and-effect relationships among the variables relevant to the quality of relationships -trust, satisfaction, and loyalty. This study provides valuable information for Korean restaurant managers regarding food service failure and response plans by collecting data from actual Japanese tourists visiting ethnic food restaurants. The results suggested that it is important to develop a strategy to present the distributional fairness to customers who recognize the seriousness of service failure to control the situation promptly. These results can be used to establish more systematic business plans, improving customer management and firm performance. The advantage of this research is that it is time for substantial research data on the booming domestic restaurant industry and service quality to overcome the current recession and grow and solidify the current restaurant market.
