  • The side effects of drug is closely linked to the people's health and professional. In this case, press report is very important in evaluating the side effects of drug and people's attitude of government's health policy. This study analyzed press report on the side effects of drug based on the main theme, source, responsibility attribution on crisis, frame and network analysis. Theses is a difference of main theme between the press. Daily newspaper focused on the occurrence of crisis and economical newspaper focused on the manufacture company. Professional paper focused on the criticizing of the health policy. The main source of the press on the side effects of drug is the Congressman. There are few articles which mentions about the crisis responsibility. However most articles mentioned that the subject of crisis solutions is the manufacturer. This study found the main meaning by network analysis. This study highlighted the government's crisis management based on the result of content analysis and network analysis.

  • In the era of the Fourth Industrial Revolution, where the concept of comprehensive security is applied, the most remarkable ICT is believed to be artificial intelligence (AI). Therefore, The purpose of this study is to explore the factors and to establish a development strategy for the development of national crisis management policies based on artificial intelligence (AI). To this end, Analyze the internal capabilities of the Korean government through SPRO analysis to derive strengths and weaknesses. And the external environment through PEST analysis to derive opportunities and threats. The various factors that have been derived through SWOT analysis to derive SWOT factors with consultation from experts who studied and worked for long-term information and communication technology (ICT), security and disaster areas. Focusing on these factors, the Korean government's development of national crisis management policies in the era of the Fourth Industrial Revolution. Focusing on these factors, the Korean government established strategies for the development of national crisis management policies and made policy suggestions during the Fourth Industrial Revolution.

Publics Segmentation by the Issuance of Disaster-related Crisis Alert (재난 관련 위기경보 발령에 따른 공중유형 분류에 관한 연구)

  • Recently, a new infectious disease, COVID-19, has been spreading not only in Korea but around the world. As a result, the Korean government raised the level of infectious disease crisis alerts to a serious level on February 23, 2020. The purpose of this study is to apply the situational theory of publics to publics segmentation according to the issuance of a crisis alert and to suggest ways to improve the crisis alert system. To this end, the level of public perception on crisis alerts was checked. The verification confirmed that the situational theory of publics is a suitable theoretical framework for analyzing the communication behaviors of the public toward crisis alerts. As a result of the public segmentation, 42.7% were classified as active publics. Based on this, it was suggested to reorganize the crisis alert system as a system for communicating with the public.

  • Pandemic situations such as COVID-19 can occur supply chain crisis. Under the supply chain crisis, delivering farm products from the farm to the city is also very challenging. Therefore it is essential to prepare food sufficiency people who live in a city. We firmly insist on food self-production/consumption systems in each home. However, since it is impossible to grow high-quality crops without expertise knowledge. Therefore expert system is essential to grow high-quality crops in home. To address this problem, we propose a smart kitchen farm as a data-based monitoring system and platform with ICT convergence technology. Our proposed approach 1) collects data and makes judgments based on expert knowledge for home users, 2) increases product quality of the smart kitchen farms by predicting abnormal/normal crops, and 3) controls each personal home cultivation environment through data-based monitoring within the smart central server. We expect people can cultivate high-quality crops in thir kitchens through this system without expert knowledge about cultivation.

  • In the last decade, the effect of digitalization was the most cited issue in economic discourse, especially since technological advances, automation, and artificial intelligence are the key to the future discussions. Unemployment is one of the most important and continuous debates, especially in times of crisis due to the COVID-19 pandemic. Therefore, this study aims to analyze the influence of leadership style in innovation organizations to deal with the crisis. In this study, a non-probability purposive sampling method was used. A total of 377 respondents were from LinkedIn social media in Indonesia, with the criteria of employees who have worked for at least 6 years. The structural equation model was analyzed with Amos 25.0. The results show that virtual, servant, and transformational leadership influence employee creativity. Moreover, employee creativity strongly influences organizational innovation; therefore, a new model was found to meet the challenges during the COVID-19 pandemic crisis, which is leadership. Therefore, these results are useful for managers to overcome challenges during the COVID-19 pandemic crisis to manage employee creativity for a better innovative organization and make science a reference for finding solutions to the global wave of unemployment in the revolution 5.0 era.

  • Mass media in the digital age are not only one of the most important elements of the information society but also a strategic resource for its development. Effectively implemented communication makes it possible to build connections not only between individuals, but also between social institutions and representatives of various generational groups of the mass audience, as well as ensure information security in a crisis period. At the same time, in the context of a constantly increasing amount of information flows, more and more often "a person loses the ability to independently think, analyze, and critically perceive information." At the same time, "imposing" on the representatives of this or that society, through the content of multi-format mass media or active authors of social networks, a certain point of view on the problem becomes a completely realizable task. Thus, the main task of the study is to analyze the anti-crisis communications in legal discourse in terms of ensuring information security. As a result of the study, current trends and prerequisites of anti-crisis communications in legal discourse in terms of ensuring information security were revealed.

Crisis Communication on Social Media during COVID-19 Pandemic: An Analysis of Facebook and YouTube (코로나19 상황에서의 소셜미디어를 활용한 위기 커뮤니케이션: 주요국의 페이스북 및 유튜브 활용 비교)

  • Since the outbreak of COVID-19 in 2019, the pandemic has been prolonged. This study compares and analyzes the degree of social media usage, the information type of posts (infectious disease information, promote action, psychological communication), and the level of user engagement in conducting crisis communication by country. We conduct text analysis by collecting information on Facebook and YouTube posts from January 2020 to March 2021 of disease control and prevention agencies in Korea, US, UK, and EU. As a result, the use of social media in Korea and US is higher than of the UK and EU, and all four countries are using social media as a means to provide infectious disease information and to promote action. Although social media can be a means to reach the public psychologically, such as sympathy and respect, there are no posts of psychological communication type on social media in countries other than the US. User engagement with posts is highest in the promotion action type. This study can help define the importance and role of social media in establishing an infectious disease crisis communication strategy.

  • In the current times, large-scale disasters, such as the recent sinking of Se-Wol ferry, are occurring continuously and unexpectedly. In order to minimize damage in the disaster scene, quick delivery and sharing of information between crisis management agencies is one of crucial factors that determine the scale of the damage. However, ineffective communication persists between the agencies in disaster scenes where disaster management action has to be carried out urgently. For that, this research focused on the actual condition of the inter-agency communication method and wireless operations, and also suggested the building plan of effective and efficient networking through understanding of each agency's present state and duties.

  • The importance of managing blind spots in the welfare crisis is increasing. Accordingly, in order to manage the blind spot of the welfare crisis, it is necessary to manage the social safety net with the contents of supporting income and self-reliance of low-income families, and actively discovering and supporting poor and crisis households. In this paper, we reviewed various problems related to blind spots for the management of welfare blind spots, and proposed the applicability of blockchain-based distributed ID and the possibility of distributed ID technology in stages by considering the range of blind spots.

A Review and Its Implications on School-based Crisis Response Team in the U.S. (미국의 학교기반 위기대응팀에 대한 고찰과 시사점)

  • In this study, the school crisis response system and intervention are examined in the U.S. by reviewing Crisis Response Team(CRT) to give a direction for establishing and improving the school crisis response system in Korea. To do this, a literature review has been conducted focusing on domestic and foreign literature on the school - based crisis response system about the U.S. and Korea. The characteristics of the school-based CRT in the U.S. are as follows. First, in the U.S., the organizational structure and financial support for school - based crisis response has been stated by law so that the roles and responsibilities of region, district, school have been clearly defined. Second, in the event of a school crisis, the school have been shared the role of professional crisis response according to the Incident Command System and coordinates communication smoothly between each area of society through cooperation with CRT. Third, CRT prevents burnout by showing flexibility in team composition so that CRT members are not tired or overwhelmed by a crisis event, and focuses on strengthening the crisis capability of the school itself through cooperation between the school and CRT. Fourth, the school-based CRT in the U.S. conducts a step by step crisis intervention from prevention to prolonged post management. Based on these results, implications for the establishment and improvement of school-based crisis response system in Korea are discussed.
