Objectives: The purpose of this study was to classify determinants of cost increases into two categories, negotiable factors and non-negotiable factors, in order to identify the determinants of health care expenditure increases and to clarify the contribution of associated factors selected based on a literature review. Methods: The data in this analysis was from the statistical yearbooks of National Health Insurance Service, the Economic Index from Statistics Korea and regional statistical yearbooks. The unit of analysis was the annual growth rate of variables of 16 cities and provinces from 2003 to 2010. First, multiple regression was used to identify the determinants of health care expenditures. We then used hierarchical multiple regression to calculate the contribution of associated factors. The changes of coefficients ($R^2$) of predictors, which were entered into this analysis step by step based on the empirical evidence of the investigator could explain the contribution of predictors to increased medical cost. Results: Health spending was mainly associated with the proportion of the elderly population, but the Medicare Economic Index (MEI) showed an inverse association. The contribution of predictors was as follows: the proportion of elderly in the population (22.4%), gross domestic product (GDP) per capita (4.5%), MEI (-12%), and other predictors (less than 1%). Conclusions: As Baby Boomers enter retirement, an increasing proportion of the population aged 65 and over and the GDP will continue to increase, thus accelerating the inflation of health care expenditures and precipitating a crisis in the health insurance system. Policy makers should consider providing comprehensive health services by an accountable care organization to achieve cost savings while ensuring high-quality care.
This study shows decision-making process for selection of cutoff wall on a wastewater treatment project. There are 10 different cut-off wall methods So, we examine the site to gather information for find appropriate methods. After using that information, 10 cutoff wall methods are reviewed for analysis. Through brainstorming, four alternatives are selected for design VE item. Following the standard VE process, we established performance criteria and evaluated function score(F) using questionnaire. The questionnaires, brainstorming and AHP method for weighting on performance criteria and evaluate function score increased the reliability of this selection process. Water Jet method, one of four methods, has the best function score(F=92.71) and the lease construction cost(as cost index 1,000). The value score also highest as 92.7, so we select the method. The result is value innovation type In addition, the authors try to calculate the environmental burden in selection process using LCA. We cannot conduct the full LCA as defined ISO, so perform Simple LCA In LCA result, the cut-off grouting has the least environmental burden as index 9.09E+01 and Water Jet method has following as the second. To selection best method to specific area and purpose, design VE/LCG process used as useful tool and it is needed to develop integrated method that evaluate VEILCC and LCA as one-set process.
The objective of this paper is to analyze expenditure structures and impact factors of household's transportation cost in order to provide policy-maker with quantitative and economic information for reducing household's transportation costs, using 1995-2007 household survey data. For this purpose, this study performed various economic analysis, including econometric regression analysis and income re-distributional effects. The four models were separately estimated with dependent variable (personal and public costs, public transit and private car costs) and independent variables (family, employ, age, education, cars, household income, region dummy variable). In addition, We analyzes impacts of transport policy instruments on the transportation expenditure. These instruments include changes of oil price and public transit fare, reform of public transport system, and extension of subway facilities. Finally, income re-distributional effects before and after transportation expenditure, using Pechman-Okner (PO) index and Wolfson index.
Background: This study aimed to measure the opportunity income by identifying the economic length of stay (ELOS) which is the intersection point of daily revenue and cost on appendectomy and pneumonia cases. Methods: The research subjects were 460 patients of appendectomy and 606 patients of pneumonia, discharged from a general hospital between July 1, 2009 and June 30, 2010. ELOS calculated with both of total revenue on diagnosis-related group (DRG) and fee-for service (FFS). The cost is calculated by activity-based costing system of the hospital. Results: Average length of stay (ALOS) of appendectomy was 4.48 days and its average revenue per case were 1,710,215 (1,989,105) won by DRG (FFS). The variable cost was 491,262 won which was 28.7% (24.7%) of DRG (FFS) total revenue. And 97.2% of the total variable cost was incurred within 2 days from admission. The ELOS was 4 (5) days in DRG (FFS). Shortening three days (two days) would increase opportunity income 52.0% (82.2%) in DRG (FFS). ALOS of pneumonia case was 4.86 days and its average revenue per case were 489,448 (761,426) won by DRG (FFS). The variable cost was 27,230 won which was 5.6% (3.6%) of DRG (FFS) total revenue. Thirty-eight point nine percent of the daily variable cost was incurred in discharge date. The ELOS was 2 (4) days in DRS (FFS). Shortening three days (one day) would increase opportunity income 27.6% (37.2%) in DRG (FFS). Conclusion: The ELOS would be used by strategic index for achieving minimum profit and developing the ways to get there. But we also should not pass over that the opportunity income obtained by the reducing ALOS may cause some problem of quality.
Korea government promote renewable energy as the core of their energy matrix to break the dependence and reduce greenhouse effects. This study analyzes the economic assessment of Solid Refuse Fuel project in urban area, considering the marginal external costs of air pollution in this area. Assessment index defined as costs (i.e., construction cost, operation cost) and benefit (margin, external cost) data which is located in Sudokwon landfill site. The result indicates that cost-benefit analysis of SRF is calculated as 1.0. In addition, SRF project is very sensitive about electric power selling price, operating cost and labor cost according to inflation rates. This study shows that the sustainability of SRF project is required the government financial support like investment funds as well as policy support. Variability analysis of SRF economic assessment due to renewable energy can be used for making policies in various fields such as waste and public energy field.

Estimated construction cost is an important index to secure an optimal budget which needs to go into construction projects in the previous of basic design phase. In order for public institutions to calculate the estimated construction cost, the cost per unit area of public buildings is used. However, the current calculation method of the estimated construction cost in public buildings is impossible to reflect the characteristics of many facilities and combinations. The purpose of this study is to develop an estimation model in the previous of basic design phase for the elementary, middle and high school facilities. it is expected that it is possible to estimate the construction cost of the elementary, middle and high schools in a reasonable and reliable manner through the estimation model developed in this study.

The Grover algorithm, which accelerates the brute force attack, is applicable to key recovery of symmetric key cryptography, and NIST uses the Grover attack cost for symmetric key cryptography to estimate the post-quantum security strength. In this paper, we estimate the attack cost of Grover's algorithm by implementing DES as a quantum circuit. NIST estimates the post-quantum security strength based on the attack cost of AES for symmetric key cryptography using 128, 192, and 256-bit keys. The estimated attack cost for DES can be analyzed to see how resistant DES is to attacks from quantum computers. Currently, since there is no post-quantum security index for symmetric key ciphers using 64-bit keys, the Grover attack cost for DES using 64-bit keys estimated in this paper can be used as a standard. ProjectQ, a quantum programming tool, was used to analyze the suitability and attack cost of the quantum circuit implementation of the proposed DES.

Since 2004, the government decided to gradually introduce Actual Cost Data into cost estimate for improving problems of below-cost tendering and to reflect fair market price through competition and carry contract efficiently. However, there are many concerns that Actual Cost Data has not reflected real market price, even that has contributed to reduce the government's budget. General construction firm's burden for labor cost is imputed to specialty contractors and eventually it becomes construction worker's burden. Therefore, realization of Actual Cost Data is very important factor to settle this system. To understand realization level and make short term forecast, this paper drew construction group of which labor cost constitutes more than 95% of direct cost, and compares their Actual Cost Data with relevant skilled workers's unit wage and predicts using time series analysis. The bid price which is not be reflected market price accelerates work environment changes and leads to directly affect such as late disbursement of wages, bankruptcy to workers. Therefore this paper is expected to be used to the preliminary data for solving the problem and establishing improvement of Actual Cost Data.
In general, we can use an inverted index for retrieving element lists from structured documents. An inverted index can retrieve a list of elements that have the same tag name. In this approach, however, the cost of query processing is linear to the length of a path query because all the structural relationships (parent-child and ancestor-descendant) should be resolved by structural join operations. In this paper, we propose an inverted index technique and a novel structural join technique for accelerating XML path query evaluation. Our inverted index can retrieve element lists for path segments in a parent-child relationship. Our structural join technique can handle lists of element pairs while the existing techniques handle lists of elements. We show through experiments that these two proposed techniques are integrated to accelerate evaluation of XML path queries.
This Paper Proposes new pollution indices as a quantitative measure of environmental impact. The pollution index for a process is defined by using pollution balance equations. Three pollution indices were defined on the basis of waste characteristics: mass, BOD, and toxicity. Such pollution indices can be effective and valuable tools for minimizing the waste production of a process in terms of environmental impacts, and, when used with cost estimates, for objectively determining the optimal process. In this paper, the application of these indices was demonstrated in a case study involving the production of detergent, as reported in the literature. Pollution indices for the existing process and two improved processes were calculated and compared to evaluate environmental impacts of these processes.
