A Study on Human Rights Behavior of Korean Care Workerin Long Term Care Facilities: The Interaction Effect of Human Rights Awareness and Service Orientations (장기요양기관 요양보호사의 노인인권옹호행동 영향요인: 개인의 인권의식과 조직의 서비스 지향성을 중심으로)

  • As the provision of long-term care policy takes root and with a gradual increase in elderly population, the use of elderly care service has become a growing norm. More than ever, there exists an urgent need for a paradigm shift in the building of an institutional basis for the improvement of care service, from the prevalent practice of 'need based service' toward the concept of 'human rights based service'. A great focus is being shed on care-workers, at the 'front line' of advocating human rights, as their human rights advocacy behaviour is seen as a key variable in providing high quality care service for elders. This study aims to examine how care-workers' individual human rights awareness levels, and the influence of their respective organizations, as an environmental factor, affect their human rights advocacy behaviour. The study includes a comprehensive analysis of the interactions between the regulatory effect of environmental factors (service orientation?) on an organizational level, human rights awareness (individual level) and the service environment (organizational). The analysis sample consisted of 782 registered non-profit corporation of long-term care facilities all over the country in 2014. The findings of the thesis suggest that human rights awareness at individual levels has a significant influence on human rights advocacy behavior. The interaction of human resources management in service orientations was also found to influence human rights advocacy on a significant level. Both human rights awareness at individual level and service orientations at organizational level were thus determined as key variables for improving the human rights awareness of care worker in long-term care facilities in Korea.

  • Naeseong Stream is a natural sand-bed river that flows through mountainous and cultivated area in northern part of Gyeongbuk province. It had maintained its inherent landscape characterized by white sandbars before 2010s. However, since then changes occurred, which include construction of Yeongju Dam and the extensive vegetation development around 2015. In this study, long-term monitoring was carried out on Naeseong Stream to analyze these changes objectively. This paper aims to provide a dataset of the investigation on channel morphology and vegetation for the period 2012-2018. Methods of investigation include drone/terrestrial photography, LiDAR aerial survey and on-site fieldwork. The main findings are as follows. Vegetation development in the channel of Naeseong Stream began around 1987. Before 2013 it occurred along the downstream reach and since then in the entire reach. Some of the sites where riverbed is covered with vegetation during 2014~2015 were rejuvenated to bare bars due to the floods afterwards, but woody vegetation was established in many sites. Bed changes occurred due to deposition of sediment on the vegetated surfaces. Though Naeseong Stream has maintained its substantial sand-bed characteristics, there has been a slight tendency in bed material coarsening. Riverbed degradation at the thalweg was observed in the surveyed cross sections. Considering all the results together with the hydrological characteristics mentioned in the precedent paper (I), it is thought that the change in vegetation and landscape along Naeseong Stream was mainly due to decrease of flow. The effect of Yeongju Dam on the change of the riverbed degradation was briefly discussed as well.

Species Diversity of Planktonic Copepods and Distribution Characteristics of Its Major Species in Coastal Waters of Korea (한국 연안에 출현하는 부유성 요각류의 종다양성과 주요 종의 분포특성)

  • The Korean coast is divided into the West Korea Coastal zone (WKC), the South Coastal zone of Korea (SCK), the East Korea Coastal zone (EKC), and Jeju Coastal zone of Korea (JCK). Each coastal zone has different marine environment characteristics. This study analyzed zooplankton data of KOEM (Korea Environment Management Corporation) collected in the Korean coastal waters the spring and summer of 2015 and 2016. In spring, water temperature was lowest in the JCK, and gradually increased in the order of EKC, SCK, and WKC, while in summer lowest in WKC and increased in the order of EKC, SCK, and JCK. Salinity was lowest in WKC which had many rivers flowing inland, and increased in the order of SCK, EKC and JCK in spring. In summer it was lowest in JCK and increased toward WKC, SCK, and EKC. In summer, Chlorophyll-a concentrations were generally low, but was lowest in JCK in spring. In the study area, a total of 77 species occurred, of which 50 species did in spring and 65 species in summer. The number of species was lowest in JCK and highest in SCK in spring and summer, respectively. Paracalanus parvus s. l. was the most dominant species or the second dominant species in Korean coastal areas in spring, but it was predominant in summer. In addition, in spring Acartia hongi, Calanus sinicus, Oithona similis were predominant in WKC, Oithona similis and Corycaeus affinis in SCK, O. similis and Corycaeus sp. in EKC, C. affinis and O. setigera in JCK. In summer Corycaeus spp., O. similis, A. hongi, Tortanus forcipatus were predominant in WKC, C. affinis, Pseudodiaptomus marinus in SCK, O. similis, A. omorii, Corycaeus sp. in EKC, and A. steueri, A. pacifica, Oithona sp., C. sinicus in JCK. The copepod community in the Korean coastal areas were classified into four areas, WKC-western SCK, eastern SCK, EKC and JCK according to differences in environmental factors such as water temperature, salinity, Chl-a concentration, and suspended matter concentration of each coastal area.

The Study on Restoration & Repair of the Seated Stone Statue of Buddha in the Samreoung Valley of Mt. Namsan (경주 남산 삼릉계 석불좌상 보존 및 복원 연구)

  • There are a large number of Buddhist cultural relics in Mt. Namsan. The cultural relics carry the spirit of people of Shila who dream of Buddhist Elysium and the establishment of Buddhist nation. In the valley and the top of the mountain and on various rock cliff, stone statues of Buddha and stone pagodas stand in harmony with nature. For that reason, Mt. Namsan is called an open-air museum. And it played an important role in establishing 'The UNESCO World Heritage' status for Gyeongdju in December 2000. But sadly, there are many stone relics that have eroded away and damaged from collapsing in the passage of time. The seated stone statue of Buddha in Samreoung valley of Mt. Namsan is one of them. It was created between the 8th and 9th century, and restored without much care nor extensive historical research in 1923. As a result, The face of the Buddha remained with concrete mortar and its nimbus fallen backward and destroyed. Therefore, restoration and repair as well as creation of a statue environment for the statue were urgent. So we immediately started in restoration and repair. First, through the archaeological excavation around the stone Buddha, we carried the stone Buddha on the original position. In order to restore the statues to its original glory created by the Unified Shila Dynasty, we created a restoration plan in corporation with art historians and historians, then restored the jaw and the damage nimbus. Second, we made the weathering & damage map of the stone Buddha. In order to prevent second damage, we cleaned the surface of contaminants with distilled water. Third, we studied restoration method to prevent artificial damage. We recreated parts of his face and halo. Then each parts of the statue were restored to their original position. In the whole process of restoration, we tried to use traditional techniques.

Optimal Operation of Gas Engine for Biogas Plant in Sewage Treatment Plant (하수처리장 바이오가스 플랜트의 가스엔진 최적 운영 방안)

  • The Korea District Heating Corporation operates a gas engine generator with a capacity of $4500m^3 /day$ of biogas generated from the sewage treatment plant of the Nanji Water Recycling Center and 1,500 kW. However, the actual operation experience of the biogas power plant is insufficient, and due to lack of accumulated technology and know-how, frequent breakdown and stoppage of the gas engine causes a lot of economic loss. Therefore, it is necessary to prepare technical fundamental measures for stable operation of the power plant In this study, a series of process problems of the gas engine plant using the biogas generated in the sewage treatment plant of the Nanji Water Recovery Center were identified and the optimization of the actual operation was made by minimizing the problems in each step. In order to purify the gas, which is the main cause of the failure stop, the conditions for establishing the quality standard of the adsorption capacity of the activated carbon were established through the analysis of the components and the adsorption test for the active carbon being used at present. In addition, the system was applied to actual operation by applying standards for replacement cycle of activated carbon to minimize impurities, strengthening measurement period of hydrogen sulfide, localization of activated carbon, and strengthening and improving the operation standards of the plant. As a result, the operating performance of gas engine # 1 was increased by 530% and the operation of the second engine was increased by 250%. In addition, improvement of vent line equipment has reduced work process and increased normal operation time and operation rate. In terms of economic efficiency, it also showed a sales increase of KRW 77,000 / year. By applying the strengthening and improvement measures of operating standards, it is possible to reduce the stoppage of the biogas plant, increase the utilization rate, It is judged to be an operational plan.

Temporal-Spatial Location of Dwelling Site in Asan Bay in the Neolithic Age (아산만지역(牙山灣地域) 신석기시대(新石器時代) 집자리의 시공적(時空的) 위치(位置))

  • This study examined dwelling site from among the sites of the Neolithic age found in the Asan Bay(牙山灣) area, and the temporal-spatial location and meaning of the dwelling site (settlement). The majority of the settlements in the area are of a square style but some coexist with rectangular-style settlements, which is noteworthy. The dwelling sites of the Neolithic age found in Asan Bay area are mostly located in a ridge of hilly areas, divided into gentle, low areas (20~50 meters above sea level) and relatively high areas (50~80 meters above the sea level). Although location strongly corresponded to the residents' subsistence and the technical levels within the culture, it likely was greatly affected by natural environment where they lived, as well. In examining radiocarbon dating results and the excavated artifacts, the settlements found in Asan Bay were determined to belong to the period II(3,500~3,000 B.C.) stated in the Relative Chronological table of Dwelling sites in the Neolithic age, written by the author. Said Dwelling sites are proven to have a close relationship with those found on the coast of Gyeonggi Province(京畿道) and in the Geum River(錦江) valley. This is deemed to be the result of expansion and interchange between Gyeonggi Province(京畿道) group and Geum River(錦江) valley group, who constituted the large settlements. Additionally, the Daecheon-ri type dwelling sites in the Geum River valley were verified to be the result of exchange, and spread to the Asan Bay area in the same era. Two forms of Dwelling sites coexisted dynamically in the Asan Bay area around 3,500 B.C. Such a phenomenon resulted primarily from the expansion of the dwelling site due to the introduction of primitive agriculture, as well as environmental (temperature), biological and social changes at those times.

A Study on the Correlation between Lung Ventilation Scan using Technegas and Pulmonary Function Test in Patients with COPD (Technegas를 이용한 폐환기 검사와 폐기능 검사의 상관관계에 관한 고찰)

  • Purpose Lung Ventilation Scan(LVS) images directly inhaled radiation gas to evaluate lung ventilation ability. Therefore, it is influenced by various factors related to inhalation, including number of breaths, respiratory duration, respiration rate, and breathing method. In actual LVS examinations, it is difficult for objectify the patient's ability to inhale, and there is currently no known index related to inhalation. Therefore, this study confirms the correlation between counts per second(cps) in LVS and the results of pulmonary function test(PFT) and evaluate its usefulness as an objective indicator of inhalation. Materials and Methods From October 2010 to September 2018, 36 Chronic Obstructive Pulmonary Disease(COPD) patients who had both LVS and PFT were classified by severity(Mild, Moderate, Severe). LVS was performed by creating Technegas with Vita Medical's Technegas Generator and inhaling it to the patient. LVS images were acquired with Philips's Forte equipment., and PFT used Carefusion's Vmax Encore 22. The correlation between the cps measured by setting the region of interest(ROI) of both lungs on the LVS and the forced vital capacity(FVC), forced expiratory volume in one second($FEV_1$), $FEV_1/FVC$ of the results of PFT was compared and analyzed. Results We analyzed the correlation between cps of LVS using Technegas and the results of PFT by classifying COPD patients according to severity. Correlation coefficient between $FEV_1/FVC$ and cps was Severe -0.773, Moderate -0.750, and Mild -0.437. The Severe and Modulate result values were statistically significant(P<0.05) and Mild was not significant(P=0.155). On the other hand, the correlation coefficient between FVC and cps was statistically significant only in Mild and it was 0.882(P<0.05). Conclusion According to the study, we were able to analyze correlation between cps of LVS using Technegas and the results of PFT in COPD Patients. Using this result, when performing a LVS, the results of PFT can be used as an index of inhaling capacity. In addition, it is thought that it will be more effective for the operation of the exam rooms.

Classification of Growth Stages of Business Entities and Management Component Analysis in Forestry Convergence Industry (산림융복합산업 경영체의 성장단계 구분 및 경영요소 분석 연구)

  • The objectives of this study were to gauge the extent of the forestry business through establishing the definition of forestry industry from the perspective of economic convergence and to analyze key components that affect each growth phase of a forestry business entity by classifying them. A total of 1,397 "sixth-sector industry" management entities were certified by the Ministry of Agriculture, Food, and Rural Affairs in South Korea from 2012-2017. Of these, 259 (18.5%) were in the forestry sector. In this study, the 259 forestry management entities were further classified into three phases based on sales distribution: entrance, development, and maturity. The entrance phase (<100 million KRW), development phase (>100 million and <1 billion KRW), and maturity phase (>1 billion KRW) constituted 33.2%, 55.4%, and 12.4% of the total 259 entities, respectively. The results showed that most of the management entities were either in the entrance or development phases, and only a small portion was in the maturity phase. To identify the key variables that affect each of the phases, chi-square analysis was used. We designed the "sixth-sector industry" type as an independent variable, whereas selected region, business organization, manager age group, forest product, processing type, and service type were designated as dependent variables. The results of the analysis showed that the processing and service types influenced all three developmental phases. Moreover, as the phase advanced, processing type showed a higher proportion of health-functional ingredients, such as powder or extract from forest products, which enable to develop and produce a variety of products. Service type also changed from simple experience to integrated experience tourism and finally to tourism education. Distribution and sales channel also turned out to be a significant factor during the development phase. This study provides the basic information needed to guide government support in the implementation of a formal forestry business through convergence as well as to increase the efficiency of business management.

  • The importance of ADR(Alternative Dispute Resolution), which has the advantage of expertise, speed and neutrality due to the increase of arbitration cases due to domestic and foreign construction disputes, has emerged. Therefore, in order for the nation's arbitration system and the arbitration Organization to jump into the ranks of advanced international mediators, it is necessary to research the characteristics and advantages of these arbitration Organization through a study of prior domestic and foreign research and operation of international arbitration Organization. As a problem, First, education for the efficient promotion of arbitrators (compulsory education, maintenance education, specialized education, seminars, etc.). second, The effectiveness of arbitration in resolving construction disputes (hearing methods, composition of the tribunal, and speed). third, The issue of flexibility and diversity of arbitration solutions (the real problem of methodologies such as mediation and arbitration) needs to be drawn on the Arbitration laws and practical problems, such as laws, rules and guidelines. Therefore, Identify the problems presented in the preceding literature and diagnosis of the defects and problems of the KCAB by drawing features and benefits from the arbitration system operated by the international arbitration Institution. As an improvement, the results of an empirical analysis are derived for "arbitrator" simultaneously through a recognition survey. As a method of improvement, First, as an optimal combination of arbitration hearing and judgment in the settlement of construction disputes,(to improve speed). (1) A plan to improve the composition of the audit department according to the complexity, specificity, and magnification of the arbitration cases - (1)Methods to cope with the increased role of the non-lawyer(Specialist, technical expert). (2)Securing technical mediators for each specialized expert according to the large and special corporation arbitration cases. (2) Improving the method of writing by area of the arbitration guidelines, second, Introduction of the intensive hearing system for psychological efficiency and the institutional improvement plan (1) Problems of optimizing the arbitration decision hearing procedure and resolution of arbitration, and (2) Problems of the management of technical arbitrators of arbitration tribunals. (1)A plan to expand hearing work of technical arbitrator(Review on the introduction of the Assistant System as a member of the arbitration tribunals). (2)Improved use of alternative appraisers by tribunals(cost analysis and utilization of the specialized institution for calculating construction costs), Direct management of technical arbitrators : A Study on the Improvement of the Assessment Reliability of the Appraisal and the Appraisal Period. third, Improvement of expert committee system and new method, (1) Creating a non-executive technical committee : Special technology affairs, etc.(Major, supports pre-qualification of special events and coordinating work between parties). Especially, the establishment of the Act on Promotion of Intermediation Industry should be established as an international arbitration agency for the arbitration system. Therefore, it proposes a study of improvement and differentiation measures in the details and a policy, legal and institutional improvement and legislation.

Spatiotemporal and Longitudinal Variability of Hydro-meteorology, Basic Water Quality and Dominant Algal Assemblages in the Eight Weir Pools of Regulated River(Nakdong) (낙동강 8개 보에서 기상수문·기초수질 및 우점조류의 시공간 종적 변동성)

  • The eutrophication and algal blooms by harmful cyanobacteria (CyanoHAs) and freshwater redtide (FRT) that severely experiencing in typical regulated weir system of the Nakdong River are one of the most rapidly expanding water quality problems in Korea and worldwide. To compare with the factors of rainfall, hydrology, and dominant algae, this study explored spatiotemporal variability of the major water environmental factors by weekly intervals in eight weir pools of the Nakdong River from January 2013 to July 2017. There was a distinct difference in rainfall distribution between upstream and downstream regions. Outflow discharge using small-scale hydropower generation, overflow and fish-ways accounted for 37.4%, 60.1% and 2.5%, respectively. Excluding the flood season, the outflow was mainly due to the hydropower release through year-round. These have been associated with the drawdown of water level, water exchange rate, and the significant impact on change of dominant algae. The mean concentration (maximum value) of chlorophyll-a was $17.6mg\;m^{-3}$ ($98.2mg\;m^{-3}$) in the SAJ~GAJ and $29.6mg\;m^{-3}$ ($193.6mg\;m^{-3}$) in the DAS~HAA weir pools reaches, respectively. It has increased significantly in the downstream part where the influence of treated wastewater effluents (TWEs) is high. Indeed, very high values (>50 or $>100mg\;m^{-3}$) of chlorophyll-a concentration were observed at low flow rates and water levels. Algal assemblages that caused the blooms of CyanoHAs and FRT were the cyanobacteria Microcystis and the diatom Stephanodiscus populations, respectively. In conclusion, appropriate hydrological management practices in terms of each weir pool may need to be developed.
