  • This study proposes an ontology design framework to support the cooperation among devices by using PROLOG, Conceptual Graph (CG), and Resource Description Framework (RDF). Quite a large number of representation languages for representing ontology on the Web have been established over the last decade. Most of these researches are focused on design of independent resources description. In Semantic Web, however, cooperation ontology will be needed. In this study, the CG could make an entire conceptual view of knowledge and RDF can represent that knowledge. Then the PROLOG could support the natural inference based on that knowledge. Therefore, our proposed ontology will be used in the designing of Semantic Web-based cooperation systems.

  • The purpose of this study was to propose an education cooperation model for Human Resources Development (HRD) in Asia-Pacific region in response to environmental changes in business and industry. In order to carry out the model, this study reviewed the key features of human resources in the APEC which is a symbolic regional integration entity in Asia-Pacific region, shaped critical issues related with HRD in this region and then analyzed the trends of education cooperation projects conducted by the APEC in terms of topics, implementation methods and proposing economies of the projects. In result, this study proposed a triangular education cooperation model for HRD consisting of three elements: Voluntary Partnership, Information on Needs and Support for Cooperation. These interconnected and interdependent elements were designed to encourage actors to participate in education cooperative activities with their own willingness, produce and manage research-based information required for sustainable cooperation and support communication and connectivity among actors for effective activities. Also, this study expected that this model would make a commitment to narrowing educational divides, enhancing global-standard skills development, facilitating public and private partnership and organizing the foundation of future education for cultivating creative talents in the era of innovation for APEC members.

  • The purpose of this paper is to confirm the trend of inland water fish farming in North Korea and to suggest a plan for inter-Korean cooperation. North Korea's inland water fish farming laid the foundation for production in the 1950s and 1960s, and production facilities were expanded until 1980. In the midst of the severe economic crisis in the 1990s, North Korea paid attention to inland water fish farming as an alternative to food production. The military took the lead in expanding the aquaculture industry and catfish farming was encouraged. In the Kim Jong-un era, North Korea's inland fish farming continues the tradition of catfish farming and promotes a policy of expanding inland cage farming. This study comprehensively reviewed recent inter-Korean relations, North Korea's food crisis and acceptability, and UN sanctions. As a result, inland water fish farming is the most promising field for inter-Korean cooperation in the field of fisheries. In the initial stage of inter-Korean cooperation in the field of inland water fish farming, humanitarian aid projects such as feed and seed support can be promoted. In the stage of expanding inter-Korean cooperation, knowledge sharing program and materials and facilities support projects can be promoted. Development cooperation and direct private investment are possible at the full-scale stage.

However, Hong Kong has yet to establish a basic institutional system to grow and activate social enterprises, and foreign intermediary supporting organizations increase the network and cooperation level to support social enterprises. Thirdly, for supporting methods for social enterprises, there were direct financial support, indirect business support and other kinds of support in Korea, whereas indirect support was activated in Japan. Although The Hong Kong government barely supports social enterprises, it comes up with a plan to support the firms serving as social enterprises under its the 12th 5-year development plan. For sustainable growth of Korean social enterprises, this study suggested the change of the government policy to the direction of creating social enterprise ecosystem through cooperation and network activation, indirect support in the middle of process, and activation of intermediary support organizations.
