Researchers have suggested successful risk management as a key factor in successful IT outsourcing projects implementation. The documented investigations, however, have mainly addressed risk management only from a single perspective of either clients or IT vendors. This study explored the potential perception inconsistency regarding the risks between the client and the vendor for IT outsourcing projects by using a quasi-Delphi approach. The analysis results indicated some inconsistencies in the risks perceived by the two parties: (1) the clients regarded (a) lack of vendor commitment to the project and (b) poor vendor selection criteria and process as top critical risks but the vendors didn't; and (2) on the other hand, the vendors perceived (a) unclear requirements and (b) lack of experience and expertise with project activities as significant risks but the clients didn't. Insights into how the client and the vendor perceive risks may help both parties determine how to partner and manage project risks collaboratively to succeed in outsourcing.

Key areas of digital contents, the games and animation industries are increasingly expanding. Therefore, training of a specialized workforce is required in accordance with these enterprises' growing demand. Education in the field of games and animation lies in cultivating talents with creative thinking, collaboration, and problem-solving skills. Thus, this paper aims to propose a PBSL teaching model for creative convergent talent through game and animation projects. The study will focus on the characteristics of creative convergence talents, project teaching, and related job competencies for game and animation education. Based on literature research, a 'Project Based Self Learning' instructional model is presented, in which creative thinking and collaboration competencies are explained in a way they can be performed by the learner. As a case study, D University's class was applied with PBSL. A survey showed that the autonomy aspects were higher than the creativity and convergence attitudes, indicating that the students improved their autonomy and motivation. However, the team composition needs further supplementation.

In this study, in order to develop a manual for the AI convergence education competency strengthening project, project personnel were interviewed and an overall analysis of the business process was made. As a result of analysis, the manual includes methods to solve problems currently being raised in the field such as recruitment of graduate students, education program management, academic registration management, and budget management. In order to increase the continuity and efficiency of the project, it is necessary to build an administrative management site that provides information on the overall project, to strengthen publicity for general teachers about AI convergence education, and meet the educational needs and level of enrolled students.

This paper is to analyze the economic effects of the broadcasting & communications convergence public service platform build-up. For the economic effect analysis, we reclassified the Broadcasting & Communications Convergence Industry Classification System and re-drew up 2009 Inter-industry Relations Table by using the 2003 Inter-industry Relations Table issued by the Bank of Korea and the RAS techniques. And we analyzed the economic effects that can be drawn from the broadcasting & communications convergence public service platform establishment. As a result, the gross production inductive effect which appears with the economic effect of the broadcasting & communications convergence public service platform establishment project from 2009 to 2014 came out to be about 3trillion 325.1 billion KW, added value inductive effect of 2trillion 976.5billion KW and the employment inductive effect of the job creation of about 13,806 people. Afterward, it is anticipated that the broadcasting & communications convergence public service platform build-up project to contribute to the improvement of Koreans' daily life. Moreover, this research will be used as a valued basic material in the pursuit of the future broadcasting & communications convergence projects.

The purpose of this paper is to review the performance of the Green Village Project during the last 10 years, and examine the possibility of the institutionalization of a local governance. The Green Village Project was first initiated by an environmental movement group in Cheongju City, and now various actors, including Cheongju City and City Council members, public organizations, professionals etc, are participating. The project has been continuously and stably carried out for 10 years, and the participants now recognize that the project should be carried out every year. According to the analysis, the participants recognized the project as beneficial project for them on the basis of the rational choice. And the participants recognized the project as having legitimacy, and accumulating 'trust' between participants, accumulating the experiences of success. In conclusion, the sustainability and stability of the project has been strengthened, and the institutionalization possibility of the governance of the Green Village Project has been increased continuously.

Six sigma is an innovative management movement which provides improved business process by adapting the paradigm and the trend of market and customers. Suitable selection of six sigma project could highly reduce the costs, improve the quality, and enhance the customer satisfaction. There are existing studies on the selection of Six Sigma projects, but few studies have been conducted to select the correct project under an incomplete information environment. The purpose of this study is to propose the application of integrated MCDM techniques for correct project selection under incomplete information. The project selection process of six sigma involves four steps as follows: 1) determination of project selection criteria 2) calculation of relative importance of team member's competencies 3) assessment with project preference scale 4) finalization of ranking the projects. This study proposes the combination methods by applying group fuzzy Analytical Hierarchy Process (AHP), an easy defuzzified number of Trapezoidal Fuzzy Number (TrFN) and Grey Relational Analysis (GRA). Both of the weight of project selection criteria and the relative importance of team member's competencies can be evaluated by group fuzzy AHP. Project preferences are assessed by easy defuzzified scale of TrFN in case of incomplete information.)

In this paper, we offer a new strategic portfolio model for national IT R&D project selection in Korea. A risk and return (R-R) portfolio model was developed using an objectively quantified index on the two axes of risk and return, in order to select a strategic project and allocate resources in compliance with a national IT R&D strategy. We strategize using the R-R portfolio model to solve the non-strategy and subjectivity problems of the existing national R&D project selection model. We also use the quantified evaluation index of the IT technology road map (TRM) and the technical level reports (TLR) for the subjectivity of project selection, and try to discover the weights using the analytic hierarchy process (AHP). In addition, we intend to maximize the chance for a successful national IT R&D project, by selecting a strategic portfolio project and balancing the allocation of resources effectively and objectively.

India has accorded a high priority to road infrastructure development through Public-Private Partnership (PPP) and it has set a high target for investment inflows. Yet, it is widely held that road/highway infrastructure has not been developing at required pace and that the road infrastructure projects under PPP have been suffering from several hurdles and delays, thereby affecting project success/failure. This paper is an attempt to analyze the critical success/failure factors of road infrastructure projects under PPP in India. A questionnaire survey was conducted among a sample of the stakeholders of road infrastructure projects to identify the critical success/failure factors during all four major project stages using different approaches. Initially, the critical factors were identified through ranking based on the average/mean score. Later, the conventional RII score was used to identify the critical success/failure factors. Finally, the critical success/failure factors were also identified based on the stakeholder-wise ranking of the factors and their convergence. The assessment revealed that there was a greater convergence across the different methods and also that there was greater consensus among project stakeholder on the critical success/failure factors of road PPP projects.

The aim of this study is to assess the potential for fusion and convergence in industrial agriculture. First, we analyzed the types of industrial agriculture and applied the agri-business and ICT agriculture. After then, we analyzed the Project Potential Index (PPI) of the agri-business and ICT agriculture using the agricultural enterprise database provided from Rural Research Institute in Korea. The results revealed that Haenam have a high potential for agri-business project because of large number of farmers and annual sales. Wanju was considered as the suitable place for ICT agriculture project because of large area of greenhouse. This study was applied only 7 study area but the methodology suggested in this study could be widely used for assessing potential project various types of industrial agriculture.

Purpose - This study aims to find if the introduction of project finance perspective leads to any modification to the view of PM industry on CSFs of PPP and their relative importance rank. Design/methodology/approach - Through literature reviews, this study came up with a set of CSFs reflective of both perspectives. AHP method was applied for analysis by developing an Analytic Hierarchical Model from this set and survey questionnaires of pairwise comparison to solicit 46 qualified expert responses. Findings - This study concurs with PM industry to acknowledge 'risk allocation', 'legal framework' and 'quality of feasibility' as ones of most important CSFs. However, relative importance rank of individual CSFs goes through significant modification under this study in favor of 'sponsor commitment and quality' but against 'political environment', in particular. Research implications or Originality - Discussions on the CSFs led by PM industry have not been properly reflective of project finance perspective, which is injected into this study to cure the partiality. For researchers, findings of this study may call attention to financing perspective when they discuss CSFs of PPP. Practitioners may benefit from this study by allocating resources in view of this new finding when pursuing PPP projects.
