Cost-Benefit Analysis on Marine Transportation Safety Facility Using CVM(Contingent Valuation Method) (CVM을 이용한 해상교통안전시설 투자 편익 분석)

  • Marine transportation facility is public goods for the general public and their safety. The study used the Contingent Valuation Method (CVM), a method to estimate economic value of non-market goods, such as environmental goods. In order to analyze economic effects of marine accidents preventable by the VTS, the study estimated costs caused by marine accident cases. It conducted surveys with people and shipping companies in local areas where VTS is to be established in the future. According to a survey with people in areas where marine transportation control center is to be built (Tongyoung), the yearly benefit from building new VTS is estimated at KRW 11billion. If fees are paid in the form of income tax for five years from 2014, corresponding benefits during the same period will reach KRW 47.3 billion in current value. An analysis on economic validity of VTS establishment in Tongyong showed the B/C ration stood at 3.193, far higher than 1. The Net Present Value (NPV) was KRW 32.5 billion and the Internal Rate of Return (IRR) turned out to be 37.4% which was higher than social discount rates of 53.5%. On balance, the establishment has reasonable economic validity.

Benefit analysis of visiting healthcare in public health centers (보건소 방문건강관리사업의 편익 분석)

  • Objectives: This study is aimed to analyze service user's benefit and perceived-outcomes of visiting healthcare. Methods: Using a questionnaire survey we analyzed the subjective service quality and satisfaction of survey respondents. The sampling was designed with socioeconomic characteristics(age, sex, user group et al.), and each respondent (N=1,000) was presented with double-bounded dichotomous choice questions. To measure the value of visiting healthcare, we employed a contingent valuation method. Results: The respondents were satisfied with service and quality on visiting healthcare. And the acceptance-to-pay of respondent's benefit was 50,458 won for each visit and in totality, service user's benefit was 185.9 billion won. Conclusions: It is necessary to invest in visiting healthcare in public health centers.

Factors Affecting City Image During the COVID-19 Era

  • This study examined the perceived contingent factors that affect South Korean citizens' image of the city they reside in. The respondents in this study perceived the image of their city through two dimensions--leading and safe--during the COVID-19 era. When respondents perceived the openness and expertise of the local government, the transformational and transactional leadership of the government leader, liberal political orientation of the leader, lower degree of law compliance of the mayor, high degree of citizenship, and high level of living infrastructure and competitiveness as attributes of the city, they were more likely to perceive the city as having a "leading" image. The perceived cultural characteristics of the local government, specifically the factor of hierarchy and regulation, the perceptions of citizenship, and all three variables regarding the perceptions related to city attributes (i.e., environmental, cultural, and living infrastructures and competitiveness) positively influenced the perception of a "safe" city image. Based on the results, various theoretical and practical implications were discussed in this study.

Estimation of citizen's willingness to pay for water quality improvement on urban rivers (도시하천 수질개선을 위한 시민의 지불의사액 추정 연구)

  • Urban rivers and their surrounding environments have been altered due to factors such as rapid economic growth and urban development. This alteration have caused the rivers to lose their original value and become exposed to various pollution, resulting decrease in citizens' quality of life. This study aims to estimate citizens' Willingness To Pay (WTP) for water quality improvement in Suyeong River in Busan. To estimate the non-market value of the Suyeong River, the WTP of Busan citizens for water quality improvement was estimated, applying Contingent Valuation Method (CVM). The WTP for improving the water quality from Grade 4(polluted water) to Grade 2(game fish like bass can live in it) was estimated using the water quality ladder concept of the US Environmental Protection Agency, assuming annual donations for five years. For the CVM, the logistic distribution and Spike Model were adopted. As a result, citizens residing in the surrounding area of Suyeong River expressed a higher WTP. Considering more than half of the Busan citizens are aware of the "conservation of nature and ecosystems" as a major function of the Suyeong River, this higher WTP could serve as a basis for improving the value of urban rivers.

Estimating the Economic Value of Securing the High Seas Marine Biological Resources Using the Contingent Valuation Method (조건부 가치측정법을 이용한 공해상 해양생명자원 확보의 경제적 가치 추정)

  • The high seas, covering the majority of the world's oceans, hold invaluable marine resources crucial for the growth of the marine bio-industry. The High seas bioresources program of South Korea is at the forefront of these global efforts. This study aims to gauge public awareness and quantify the project benefits, offering insights for future policy decisions. The results revealed that the estimated annual average willingness to pay (WTP) was 3,778.8 KRW, equating to approximately 81.54 billion KRW when extrapolated to the entire national population. The implications of the study are twofold: The project benefits, based on WTP, are substantial, amounting to approximately 81.5 billion KRW annually. This provides critical reference material for future policy formulation, given the considerable WTP in comparison to the current investment. Although interest in international sea marine biological resources is growing, public awareness remains relatively low. However, the project plays a crucial role in building essential databases for the marine bio-industry and securing international sea marine biological resources. Public interest and sustained support are pivotal, not only for this project but also for future policy implementation. Strategies to enhance public awareness are essential, and the study results offer valuable input for future policy decisions.

Features of Patients Associated with Falls from Heights Admitted to Republican Research Center of Emergency Medicine (우즈베키스탄 국립응급병원에 내원한 낙상환자들의 임상적인 특성)

  • Purpose: study of the mutual influence of the individual anatomical regions damage in patients associated with falls from heights. Methods: 561 medical reports of patients associated with falls from heights admitted to Republican Research Center of Emergency Medicine (RRCEM), in period of 2010-2013 yy, were analyzed retrospectively. Patient's age range was from 15 to 89. Treatment of these patients held in three stages: period of acute disorders of vital functions; relative stabilization period; stabilization of vital functions. The scope and content of medical diagnostic procedures performed on pre-hospital and intensive care stages. The severity of each injury was scored according to the AIS scale, the total severity of lesions was scored by points due to ISS. Digital material is treated by methods of mathematical statistics. Results: Falls from heights leads to associated injuries for 4 times more than isolated trauma, and increases according to height of fall and falling surface. Patients with TBI+chest trauma, are most serious contingent that has highest mortality and complications (36.8%). TBI+musculoskeletal system trauma are characterized by high blood loss, traumatic shock and fat embolism, forming a vicious circle. Conclusion: in patients associated with falls from heights clinical manifestations of injuries mutual aggravation syndrome will be seen. TBI leads to complication of chest trauma, delayed diagnostics of abdominal and chest trauma, aggravation of coma condition. Developing of high blood loss and fat embolism in musculoskeletal system trauma leads to shock and pulmonary embolism, which increases probability of death in the presence of abdominal or chest trauma, but abdominal trauma or chest trauma has no significant effect on the severity of the musculoskeletal system trauma.

Public Perceptions and Support of Environmental Management in the Source Area of Drinking Water for Beijing, China

  • Based on a survey of citizens and data analysis on the environmental status of the Miyun Reservoir watershed, China, the environmental awareness of citizens residing in the watershed and the impacting factors are discussed. The contingent valuation method was used to evaluate the willingness of villagers to pay (WTP) for abatement of the rural domestic pollution and to assess the intensity level of the villagers' desire for improving environmental conditions in the Miyun Reservoir watershed. It was found that rural watershed residents had a fundamental cognitive understanding of the pollution status and protection measures of the Miyun Reservoir. However, based on the survey, local residents had only a small interest in their participation to improve the environmental status of the reservoir, despite their general attitude to protect the reservoir being very positive. Gender and family income were closely associated with the overall attitudes of the population. Public media are the most preferable means for conveying knowledge of environmental protection to people living in the watershed. Increasing the educational level, along with income, are the best ways to enhance the desire of the villagers to improve the environmental quality and management.

Fate and Toxicity of Spilled Chemicals in Groundwater and Soil Environment III: organics (사고 누출 화학물질의 지하수 및 토양 환경 내 거동 및 환경 독성 특성 III: 유기화학물질을 중심으로)

  • This study presents a technical perspective to the fate characteristics of phenol and m-cresol, which represent some of the most common organic chemicals found in chemical spill accidents, and likely to persist in soil and groundwater due to their highly stable physicochemical properties. Some cases of domestic and foreign chemical accidents linked to phenol and m-cresol contamination were compiled. Due to their low organic carbon-water partitioning coefficient (Koc), phenol and m-cresol tend to migrate into groundwater and remained as dissolved phase. On the other hands, phenol and m-cresol can be readily decomposed by microbes in soil and groundwater under appropriate conditions. Therefore, the fate characteristics of these chemicals are highly contingent on environmental conditions. Thus, if a great quantity of leakage is occurred by chemical accidents, the up-to-date and correct information about fate characteristics taking into account both the chemical and environmental conditions is greatly needed to minimized the potential hazards from these chemicals.

Is Job Insecurity Worse for Mental Health Than Having a Part-time Job in Canada?

  • Objectives: A growing number of people depend on flexible employment, characterized by outsider employment status and perceived job insecurity. This study investigated whether there was a synergistic effect of employment status (full-time vs. part-time) and perceived job insecurity on major depressive disorder. Methods: Data were derived from the 2012 Canadian Community Health Survey-Mental Health of 12 640 of Canada's labor force population, aged 20 to 74. By combining employment status with perceived job insecurity, we formed four employment categories: full-time secure, full-time insecure, part-time secure, and part-time insecure. Results: Results showed no synergistic health effect between employment status and perceived job insecurity. Regardless of employment status (full-time vs. part-time), insecure employment was significantly associated with a high risk of major depressive disorder. Analysis of the interaction between gender and four flexible employment status showed a gender-contingent effect on this link in only full-time insecure category. Men workers with full-time insecure jobs were more likely to experience major depressive disorders than their women counterparts. Conclusions: This study's findings imply that perceived job insecurity may be a critical factor for developing major depressive disorder, in both men and women workers.

Charles Ess's Pros Hen Ethical Pluralism: An Interpretation

  • This paper proposes an interpretation of Charles Ess's pros hen pluralism, especially concerning what constitutes the single end point (hen) toward which the pluralistic viewpoints converge (pros). The single end point, I argue, is constituted by an empirical social reality that obtains in the world at a particular period. In other words, it is the fact that we happen to agree largely and broadly on several ethical issues that serves as the end point in Ess's theory. The reason is that humans happen largely to share the same goals and values qua human beings, such as the desire for communication and cooperation with one another. It is not their rationality, or any other permanent and ideal characteristic, that serves as the source of normativity for human beings, but rather the contingent facts that obtain at a particular place and time, facts that humans happen to agree on. This raises an obvious objection of what to do with those who might cherish a very different set of values. The answer is that the globalized nature of the world today, especially deepened by information technology, makes it increasingly difficult for any groups to remain isolated. This does not imply, however, that disagreements are not possible. On the contrary, disagreements are a part of the whole process from the beginning. At the theoretical level, there is always a need for those who disagree on the theoretical issues rationally to persuade one another. This is also part of the empirical reality referred to earlier.
