  • The Continental shelf is important part of the coastal states' jurisdiction at sea, because there are many natural resources in continental shelf. This paper examines the concept and legal status of the continental shelf, the limit of the continental shelf, and expecially the rights and duties of the coastal state relating to its continental shelf.

국제해양법상 인공섬, 시설 및 구조물 제도의 쟁점과 우리나라의 입법태도에 관한 고찰 -배타적 경제수역 및 대륙붕을 중심으로 (Legal Issues Relating to Artificial Islands, Installations and Structures in the Exclusive Economic Zone or on the Continental Shelf and Korea's Practice)

  • Artificial islands, installations and structures have been used as a major means for ocean development and management since the early 20th century. The International legal regime to regulate the man-made offshore structures also have evolved and the UN Convention on the Law of the Sea (UNCLOS) acts as a basic international instrument for that purpose. Although the Convention includes more detailed provisions on man-made offshore structures, there are some legal issues regarding jurisdiction of coastal State on the man-made offshore structures in the Exclusive Economic Zone (EEZ) or on the Continental shelf. For this reason, this article begins by reviewing the 1958 Convention on the Continental shelf and the UNCLOS by focusing on the EEZ and the Continental shelf regime governing the man-made offshore structures. It next examines some controversial international legal issues that have emerged from the regulation of man-made offshore structures in the EEZ or on the Continental shelf. This is followed by a review of the Korean domestic laws regulating artificial islands, installations and structures in the EEZ or on the continental shelf. Finally, it closes by summarizing the findings of the above examinations, and suggests some recommendations for future works.

동해 감포해역 대륙붕 및 대륙사면 퇴적환경에서 탄소순환 (Sedimentary Carbon Cycle in the Continental Shelf and Continental Slope off Gampo, East Sea)

  • 동해안 감포 외해역 대륙붕 정점과 대륙사면 정점에서 퇴적층에 도래한 유기물의 보존도를 비교 파악하기 위해 퇴적물 시료를 얻었다. 공극수 영양염 및 총이산화탄소 농도는 모두 대륙사면 정점보다 대륙붕 정점에서 높았다. 반면, 공극수 황산염 농도는 대륙사변 정점보다 대륙붕 정점에서 퇴적깊이 증가에 따라 더 급격히 감소하였다. 퇴적물내 유기탄소 및 질소 함량은 대륙붕 정점에서 퇴적깊이 증가에 따라 더 급격히 감소하였으며, 함량 자체도 대륙사면 정점에 비하여 더 적었다. 이와 감은 공극수 용존화학종 농도자료 및 퇴적물내 유기물 함량자료는 대륙사면 정점보다 대륙붕 정점에서 유기물의 분해가 더 활발히 진행되고 있음을 시사한다. 따라서, 적어도 본 조사해역에서는 퇴적물내 유기물이 대륙붕 보다는 대륙사면에서 더 효과적으로 보존되는 것으로 사료된다.

강릉-동해 연안 퇴적물의 점토광물에 관한 연구 (Clay Mineralogy of the Gangneung-Donghae Coastal Sediments)

  • 한반도 3개 해역 중 동해 퇴적물의 점토광물에 관한 연구는 고환경 변화 측면에서의 일부 연구 외에는 거의 이루어진 바가 없다. 이번 연구에서는 2017년부터 2019년까지 강릉-동해 해역에서 상자형 시료채취기를 이용하여 채취한 120개 퇴적물 시료에 대한 점토광물 특성과 분포 상태를 바탕으로 기원지를 추정하였다. 점토광물 함량은 일라이트, 녹니석, 카올리나이트, 스멕타이트 순으로 풍부하다. 수심 150 m 이하의 대륙붕 퇴적물은 대륙사면 퇴적물에 비하여 녹니석과 카올리나이트 함량은 많고 일라이트 결정도는 좋은데 반하여 일라이트와 스멕타이트 함량과 S/I 지수는 작다. 대륙붕 퇴적물의 경우 강릉 쪽은 녹니석 함량이 많고, 동해 쪽은 카올리나이트 함량이 많은데 이것은 육상 지질을 반영한 것으로 여겨진다. 이와 같은 점토광물의 여러 특징은 대륙붕 퇴적물과 대륙사면 퇴적물의 기원지가 다른 것을 시사한다. 대륙붕 퇴적물은 주변 하천을 통하여 유입되었고, 대륙사면 퇴적물은 해류에 의하여 남쪽으로부터 이동된 것으로 판단된다.

  • High-resolution (3.5 kHz) subbottom profiles were analyzed in order to reveal sedimentation pattern of late Quaternary in the northern South Shetland continental margin and the South Scotia Sea, Antarctica. On the basis of clarity, continuity and geometry of surface and subbottom echoes together with seafloor topography, high-resolution echo characters are classified into eight echo types which represent rock basements (echo type III-1), coarse-grained subglacial till or moraine (echo type I-1), slides/slumps (echo type IV), debris-flow deposits (echo types II-3 and III-2), and bottom-current deposits (echo types I-2, II-1 and II-2). Subglacial till or moraine (echo type I-1) is mostly present in the lower continental shelf and upper continental slope of the northern South Shetland continental margin, which changes downslope to slides/slumps (echo type IV) and debris-flow deposits (echo types II-3 and III-2) in the middle to lower continental slope. This distribution suggests that the continental slopes of the northern South Shetland continental margin were mostly affected by downslope gravitational processes. Further downslope, bottom-current sediments (echo type I-2) deposited by the southwestward flowing Antarctic Deep Water (ADW) occur at the South Shetland Trench, reflecting an Interaction between mass flows and bottom currents in the area. In contrast to the northern South Shetland continental margin, the South Scotia Sea is dominated by bottom-current deposits (echo types II-1 and II-2), indicating that the sedimentation was mostly controlled by the westward flowing ADW. Flow intensity of the ADW has increased in the relative topographic highs, forming thin covers of coarse-grained contourites (echo type II-1), whereas it has decreased in the relative topographic lows, depositing thick, fine-grained contourites (echo type II-2). The poor development of wave geometry in the fine-grained bottom-current deposits (echo type II-2) is suggestive of the unsteady nature of the ADW flow.

  • Land evaporation contribution to precipitation over East Asia is studied to understand terrestrial moisture source of continental precipitation. Moisture recycling of precipitation relying on terrestrial evaporation is estimated based on the analysis method of Van der Ent et al. (2010). We utilize HadGEM2-AO simulations for the period of 1970~1999 and 2070~2099 from RCP8.5. Globally, 46% of terrestrial precipitation is depending from continental evaporation. 58% of terrestrial evaporation returns as continental precipitation. Over East Asia, precipitation has been affected by local evaporation and transported moisture. The advection of upwind continental evaporation results from the prevailing westerlies from the midwestern of Eurasian continent. For the present-day period, about 66% of the precipitation over the land of East Asia originates from land evaporation. Regionally, the ratios change and the ratios of precipitation terrestrial origin over the Northern inland and Southern coast of East Asia are 82% and 48%, respectively. Seasonally, the continental moisture recycling ratio is larger during summer (JJA) than winter (DJF). According to RCP8.5, moisture recycling ratio is expected to change. At the end of the 21st century, the impact of continental moisture sources for precipitation over East Asia is projected to be reduced by about 5% compared to at the end of 20th century. To understand the future changes, moisture residence time change is investigated using depletion and replenishment time.

해양전략 이론 형성에 영향을 준 지상전략 이론 (Continental Strategy Theories that Influenced Maritime Strategy Theories)

  • The purpose of this study is to find out a significant influence of continental strategy theories on the development of maritime strategy theories. For this purpose, I examined similar and different parts of each theories and their implications when applied to different environment. In details, Chapter 2 deals with how continental strategy and maritime strategy theories are similar and different in general. In Chapter 3, I look into how Karl Clausewitz's theory that has been quoted the most by military strategy theorists had influenced over the theory of Julian Corbett, one of the representative English maritime strategy theorists. In Chapter 4, I study how the theory of Alfred Mahan that has also been quoted the most among the theories of maritime strategy had been influenced by Antoine-Henri Jomini's theory. And in Chapter 5, their contemporary implications and conclusions are drawn. According to my findings, unbelievably, the theories of maritime strategy had been influenced by existing continental strategy theories very much. Many similarities are found between them. However, at the same time, a large part of them is found significantly different from original ones especially when used to reflect the maritime distinctiveness. This means that the past maritime strategy theories and stored experience also wield influence, in many ways, yielding out much better ones in terms of applicability to changing environment. Therefore, devising new strategies with creative attitude using knowledges and experiences from both other fields and past ones is the virtue required for maritime strategists.
