건축사법 개정을 통하여 설계-감리 분리 제도의 범위를 확대 시행하기로 하였다. 개정된 법은 허가권자가 감리자를 지정 설계 참여자는 배제한다는 내용이다. 본 연구는 선행연구를 조사 감리제도의 현황을 분석, 전문가의 인터뷰를 통해서 도출 된 문제점을 바탕으로 설문지를 작성하여 실무자들을 대상으로 설계-감리분리제도의 현황과 문제점을 조사 후 앞서 조사한 선행연구, 감리제도의 현황을 토대로 개선방안을 도출하였다. 첫째 관계자들 사이의 업무 범위에 관한 가이드라인 마련, 둘째 감리업무의 적정 감리비 대가 보장이 필요하다. 향후 감리대가의 적절한 산정방식과 감리원의 능력향상을 위한 교육시스템 구축과 설계-분리제도의 가이드라인에 대한 연구가 필요하다.

To improve the cost performance of construction sites, various systems and standards are constantly being developed and implemented. Although legal requirements for these system and standard improvements have been increasing, the cost efficiency performance of construction sites remains stagnant. We have digitized documents generated through construction supervision work at 39 building construction sites and proposed a model that can support decision-making in cost efficiency evaluation. This model selects key keywords that are considered to be highly related to cost efficiency by identifying the patterns and relationships of keywords through associated rule analysis and social network analysis using keywords derived from documents. In addition, it is expected to be used as a decision-making aid to determine the cost efficiency of a specific building construction site by establishing a logistic regression model using core keywords. As a systematic database of construction supervision documents and an integrated system of massive data generated by digital technology are established in the future, the accuracy and reliability of the cost efficiency evaluation model are expected to be reinforced.

In this study, supervision resides fire mission against problems associated with case studies and surveys done through the side of the field work, technical personnel, fire management, including fire code aspects classified into three kinds of items dealt with the issue. Started at the scene of the problem in terms of performance, the issue of the construction process, mainly dealt with the issue at the time of completion. Fire management side, supervisor of technical personnel, human resources management issues, contract issues, fire code level, the frequent revisions of fire regulations, supervision, processing delays of the resulting report, the problem resides with the expansion of Fire Supervision target was mentioned. Finally, the target for each hierarchical supervision, and resident supervisor of the need for supervision of work performance test was carried out by the correlation.

Current supervision systems have been changed by the demands of social, physical and institutional environment, and have a role of preventing safety accident and in improving the construct ability through the analysis of issues in quality, time, construction, safety, and environmental management. The public sector "Construction Technology Management Act", a general and private sector "Building Act" and "Certified Architects Act", the residential building "Housing Act" are dealt with supervision systems, respectively, but private small building construction is excluded from the discussion of the main targets because of their relatively small scale and the lack of social interests, Thus, this study focused on the small buildings for improving the non-resident supervision systems. Survey results revealed that the non-resident supervisor needs to be selected not by clients but by officers in order to obtain its publicity. Based on the proper selection and execution of the supervision system suggested in this study, the potential effects can be summarized as 1) recovering of publicity, 2) correcting abnormal practice, and 3) realizing design intention for increasing the public value of buildings. In addition, findings in this study will be effective to amend current non-resident supervision systems for improving the quality of buildings and communities as well as for adopting the environmental-friendly energy-efficient smart building technologies.

1994.1월 도입된 책임감리제도의 20년 시행 결과를 평가하고, 이 제도가 건설사업관리(CM)에 흡수 통합된 과정을 살펴보았다. 본 연구의 기초자료로서 건설사업관리와 함께 도입된 건설기술자 역량지수(ICEC) 등급 체계를 요약했다. 본 연구에는 도로분야 건설기술자들을 대상으로 건설사업관리와 역량지수에 대한 설문조사를 실시하고 그 응답자의 반응을 분석한 결과를 수록했다. "책임감리가 건설사업관리로 전환된 점에 대한 의견"을 묻는 설문에 응답자의 50%가 CM으로 전환되어야 한다고 답했다. CM으로 전환되어야 한다고 응답한 시공분야 기술자는 48%인 반면, 감리분야 기술자는 38%로 낮았다. "역량지수를 경력 40%, 자격 40%, 학력 20% 비율로 산정하는 방안에 대한 의견"을 묻는 질문에 '현행과 같은 40%, 40%, 20%가 적정하다'는 응답이 46%였다. 그러나 학 경력자와 등급이 낮은 자격의 기술자들이 경력 비율을 높이라고 요구한 것으로 나타났다.

As there are more accidents which are more serious in construction site than other industries, it needs the safety management system to be SLIM on the same time, there are still lots of difficulties to prevent those accidents exactly, so it also needs a safety supervision team to prevent the accident, unsafe operation and condition before happening, which is also called as a Man-to Man safety management method. The range of the job site in one personnel's management is very big and large, so it needs the personnel to deep watch the safety operation and prevent any unsafe/fire accidents; the personnel also should find out the unsafe points in the job site, and carefully supervise the dead angle site, then support the totally safety management POINT and realize the ZERO accident.

The cause of crack on reinforced concrete structures is varied, while the studies, which have intended to analyze this in the material side, have been the mainstream so far. Therefore, in this study, we intended to suggest the proposals for enhancement of the system to reduce crack and to improve the quality of the reinforced concrete structures, by reviewing the cause of crack mainly in the structural aspect and analyzing the practices and the system. The result has been shown as following. (1) As one of the measures for improving the constructional system related to the structure, it is to enhance the relevant system so that design on construction, structure, and equipment, can be separately ordered or jointly ventured, and the owner or the agent of the owner can discuss and mediate the business in each specialized field. (2) Importance on construction supervision and new establishment of regulations related to structure supervision.

This study proposed vision artificial intelligence-based automated supervision technology for external insulation and finishing system, and basic research was conducted for it. The automated supervision technology proposed in this study consists of the object detection model (YOLOv5) and the part that derives necessary information based on the object detection result and then determines whether the external insulation-related adhesion regulations are complied with. As a result of a test, the judgement accuracy of the proposed model showed about 70%. The results of this study are expected to contribute to securing the external insulation quality and further contributing to the realization of energy-saving eco-friendly buildings. As further research, it is necessary to develop a technology that can improve the accuracy of the object detection model by supplementing the number of data for model training and determine additional related regulations such as the adhesive area ratio.

본 논문은 건설 감리 수행시 영향을 미치는 계층적 관리요소를 분석하여 감리사업 평가 모델을 구축함으로써 감리 프로젝트 수행시의 효율을 극대화시키는데 그 목적이 있다. 연구는 현장 실무자에 대한 설문조사를 통해 감리사업의 현황과 영향요소를 산정하였고, 이를 바탕으로 현장 감리자의 운영 및 관리능력을 평가할 수 있는 평가 모델을 구축하였다. 이러한 평가도구를 감리사업의 의사결정 및 평가 프로세스에 반영하여 전반적인 사업관리상의 효율을 증대시킬 수 있다.
