The Investigation and Performance Assessment of the Design-Build Projects in Korea (국내 턴키/대안공사 실태조사를 통한 턴키/대안 입찰제도의 성과 분석)

  • Design-build, which is defined as single source responsibility for design and construction, has been widely used in large public works since governmental formulation of measure for encouraging use of design-build in 1996. However, civic groups and small and medium sized enterprises are highlighting over-competition and unbalanced market shares of conglomerate in domestic design-bid market and insisting on decrease in the use of design-build and absorption into the lowest-price bidding. This study collected information about cost, schedule, quality, new technology adoption from 51 civil design-build projects and measured their performance.

  • In can occur to many problems on progressing step without close scope definition, interrelation definition between activities, resource plan, and schedule plan on planning step. But it have not closely defined performance system on planning step because of many constraints of domestic construction industry. Therefore this paper intends to discuss a method of calculating optimal cost and duration using Linear Programming that solves maximing or minimizing problems among decision making methodology and Monte Carlo Simulation that decreases to probability errors. With outcoms applying Linear programming and Monte Carlo Simulation for calculating optimal cost and duration, follow as : With outcomes applying Monte Carlo Simulation, it could calculate reliable estimator about project duration through removing various constraints. With outcomes applying Linear programming, it could calculate optimal value about project cost through defining various variables and constraints on many activities.

  • Progress measurement provides project participants with valuable information in terms of 'current status', 'corrective countermeasure', and 'forecast of future risks'. However, the managerial effort (or workload) required to acquire and maintain detailed progress data has been the major barrier to practical implementation. Even though recent efforts in utilizing data acquisition technologies (DATs) have actively attempted to automate the progress measurement process, previous DAT research has only been focused on limited construction tasks or selected technologies. This paper proposes a DAT selection algorithm that automatically assign an appropriate DAT for every commodity item for an entire constriction project. Five different criteria were identified and developed in order to comprehend specific requirements for automating the progress measurement of each commodity group. A case-study and also a survey from practitioners were conducted in order to validate the proposed methodology.

  • The reason why most scheduling softwares currently using at construction projects adopt PDM (Precedence Diagramming Method) is that it can express an overlapping relationship between activities. However, the overlapping relationships in PDM are represented only by combinations of four overlapping types that connect the start and finish points of two activities, therefore, PDM cannot express efficiently the relationships between any middle points of two activities if they should be represented. This research proposes the method of transforming the four overlapping types of PDM to the overlapping relationships of BDM(Beeline Diagramming Method), new networking technique, that can connect the inter-relationships at any middle points of two activities as well as express multiple overlapping relationships. The proposed method will help not only to improve an efficiency of scheduling but also to upgrade the scheduling technique because BDM technique has a lot of unique advantages in scheduling.

  • The construction plan of a combustion chamber test facility(CTF), a turbopump real propellant test facility(TPTF), a rocket engine ground/high altitude test facility(ReTF, HAReTF) and a propulsion system test complex(PSTC) for KSLV-II is briefly described. The development/qualification tests of 75ton-class liquid rocket engine system and engine component will be performed in CTF, TPTF, ReTF and HAReTF and the development test of $1^{st}/2^{nd}/3^{rd}$ propulsion systems for KSLV-II will be performed in PSTC. These propulsion test facilities will be built in NARO space center considering construction schedule, cost, safety distance and utility factor of propulsion test facilities.

  • In Korea, demand for the Social Overhead Capital(SOC) projects has tremendously increased since 1970's and is expected to keep growing to support national economic development as well as to enhance the quality of life. In these projects, project planning and feasibility study phase is one of the most critical phases because it determines the success of later phases. However, we have experienced trial and errors repeatedly such as cost overruns and schedule delays in many of the SOC projects. These problems can be prevented or at least expected in the earlier phase and it requires well-developed and standardized project planning process and systems before design, procurement, and construction phases begin. Therefore, the purpose of this research is to investigate current problems in this phase and provide framework for a model for the project planning management which can be used for the SOC projects to insure the whole project success.

  • This paper proposes the CPM bar chart (CBC), a hybrid of the bar chart and the critical pad method (CPM). The CBC overcomes shortages of the fenced bar chart, while still keeping advantages. The fence with direction is applied instead of the broken fence, which triggers considerable problems to identify and apply in the fenced bar chart. In addition, the notorious task to find dummy activities is no longer required. Upon the benefits of simplicity in the bar chart and logical work sequence in the CPM network. the CBC provides a relatively easy way to create and understand a schedule, thus improving communication quality between project participants. With the advantages, the CBC can also be effectively applied to various scheduling techniques such as resource constrained scheduling, resource leveling, scheduling with activity split, delay impact analysis, etc.

  • Construction project become larger and more complicated. Korea go through government complex relocation Mega-size program including many sub-projects which were complicated, long-term, and need extensive funding. Effective change management is very important for this kind of mega-project since it has many stakeholders and can't avoid continual change of schedule, budget, etc. Especially, change management process and system is very important for program success. When each project have changes, program is impacted by these changes. So, Change management is very important for effective program budget and time management. This study try to develop change management process and framework considering continuous changes in project level for effective program management. In addition, this study developed change management system and applied it to new mega-size program and analyze the effectiveness.

  • Recently The public project ordering is a tendency increasing of CM service because of the visible and affirmative effect in the CM which is advanced meanwhile. The CM services of project all phase excepts a planning business are performed. But recently the CM services of project all phase including a planning business are increasing every year. To develop CM must be prepared the system plans concerned with the CM application from planning phase, actuality maintenance of CM fee-estimation standard, understanding conversion of participation subjects, etc. But, unexpected actuality the problems occurs when the CM business is performing. The purpose of this study are to present the solution to the problems concerned with the planning business management, additional business by owner, schedule control and establish the plan to perform CM services efficiently in the public sector through analyzing the case of CM application in Daegu Gyeongbuk Institute of Science & Technology.

Structural Performance of the Modular System with Fully Restrained Moment Connections using Ceiling Bracket (천장 브래킷을 이용한 완전강접합 모듈러 시스템의 구조성능)

  • Due to structural characteristics, construction costs and duration of a modular system would be saved by minimizing the schedule on the job site. As such, it is crucial to develop a connection that can guarantee stiffness while allowing for simple assembling. Particularly, the mid- to high-rise construction of the modular system necessitates the securing of the structural stability and seismic performance of multi-unit frames and connections, and thus, the stiffness of unit-assembled structures needs to be re-evaluated and designed. However, evaluating a frame consisting of slender members and reinforcing materials is a complicated process. Therefore, the present study aims to examine the structural characteristics of a modular unit connection based a method for reinforcing connection brackets and hinges while minimizing the loss of the cross section. Toward this end, the study modeled the beam-to-column connection of a modular system with the proposed connection, and produced a specimen which was used to perform a cycling loading test. The study compared the initial stiffness, the attributes of the hysteretic behavior, and the maximum flexural moment, and observed whether the model acquired the seismic performance, compared to the flexural strength of the steel moment frame connection that is required by the Korean Building Code. The test results showed that the proposed connection produced a similar initial stiffness value to that of the theoretical equation, and its maximum strength exceeded the theoretical strength. Furthermore, the model with a larger ceiling bracket showed higher seismic performance, which was further increased by the reinforcement of the plate.
